CIFOR-ICRAF scientists caution not to abandon forest carbon offsets, in wake of critical coverage
Carbon offsetting is a popular strategy for individuals and companies looking to offset their carbon footprint and mitigate the effects of climate change. One way to do this is through planting forests or trees. While this approach has its benefits, it also has its drawbacks
Forest carbon offsets and REDD+ can help reduce deforestation and forest degradation – but those without proper oversight may have limited impact
Effective REDD+ projects can reduce greenhouse gas emissions, support the rights of Indigenous Peoples and local communities – and the women within those groups – as well as reducing deforestation and forest degradation and providing additional tree cover in agricultural landscapes
To meet the Paris Agreement goals, we must reduce our use of fossil fuels by 90%, and REDD+ remains an effective solution for sectors that cannot be decarbonised, while also supporting biodiversity and ecosystem services
An article in The Guardian on 18 January 2023 questions the effectiveness of REDD+ and forest carbon offsets if projects lack the proper oversight and monitoring standards necessary to achieve their goals of reducing carbon emissions and forest degradation.
But scientists at the Center for International Forestry Research and World Agroforestry (CIFOR-ICRAF) are cautioning governments from abandoning the practice altogether, emphasizing the critical need to reduce our greenhouse gas emissions and the effective role REDD+ can play in mitigating the effects of industries that cannot decarbonise.
“Carbon offsetting is often presented as a panacea or as a dangerous distraction in relation to mitigating greenhouse gas emissions. It is neither one nor the other,” says Dr Robert Nasi, acting CEO of CIFOR-ICRAF, a global research and development organisation with more than 75 years of experience in harnessing the power of trees, forests, and agroforestry landscapes to address the most pressing global challenges of our time – biodiversity loss, climate change, food security, livelihoods, and inequity.
To achieve the goals set by the Paris Agreement, we must drastically reduce our dependence on fossil fuels by 90%. But as not all sectors can be decarbonised, this is where scientifically sound, equitable and transparent carbon offset schemes can play a role. Forests and trees (and the oceans) are particularly effective at absorbing and storing carbon dioxide. They also provide many other benefits: they are home to a diverse array of plant and animal species, and they help to regulate the Earth's climate by releasing water vapour and absorbing sunlight. Forests also help to protect against soil erosion and flooding and provide resources such as timber and non-timber products.
Win-win forest and tree-based solutions thus include:
Protecting intact, and largely intact, forests to preserve biodiversity and ecosystem services. Indigenous-controlled lands play a major role here
Managing production forests and plantations better, to provide much-needed materials for shifting from a fossil-fuel-based to a bio-based economy, and replace materials with high carbon impact like cement and steel
Increasing the presence of trees in agricultural lands through diverse agroforestry systems
Restoring, in a locally adapted and accepted manner, the vast amount of degraded land on our planet, to yield a bundle of critical ecosystem-based goods and services
Each of these solutions has the potential to become forest or tree-based carbon offsets; they also bring along a myriad of other benefits, with carbon storage becoming one of the by-products of better care of our land.
However, carbon offsetting through forests and trees also has its downsides. One major concern is that these projects can displace local communities, particularly in developing countries where land is often scarce. Furthermore, many carbon offsetting projects take place in remote areas, making it difficult to monitor and verify the actual carbon sequestration taking place. Another problem with carbon offsetting through forests and trees is that it is often a short-term solution to a long-term problem. Trees and forests take time to mature and reach their full carbon sequestration potential, and even then, they may not be able to fully offset the emissions being produced.
In sum, carbon offsetting through forests and trees can be a valuable tool in the fight against climate change, but it is important to approach it with caution. Careful consideration must be given to the potential negative impacts on local communities and the need to monitor and verify carbon sequestration. It is also important to recognise that while carbon offsetting through forests and trees can help, it is not a substitute for reducing our overall carbon emissions. It’s clear that carbon offset projects will never be able to curb the emissions growth if fuel-fed power stations continue to be built or petrol cars continue to be bought.
“We are like the Red Queen in Alice in Wonderland who needs to run endlessly to stay in the same place,” says Nasi. “This is not to say that carbon offset projects should stop – quite the opposite. We must continue to restore forests and peatlands while also scaling up renewable energy and energy efficiency projects via offset schemes. But it cannot simply be an excuse to continue business as usual. Like the Red Queen, we must run faster if we want to go somewhere.”

Using Facebook to expose illegal sport hunting in Brazil
Researcher Hani Rocha El Bizri shares how scientists are using social media data to expose illegal sport hunting in Brazil
Brazil is the most biodiverse country on Earth, with six terrestrial biomes, three marine ecosystems, and at least 103,870 animal species — including the golden lion tamarin, the crab-eating fox and the tapir.
But nature lovers aren’t the only ones interested in the country’s rich fauna: sport hunters also roam the forests — and though not all their harvests are legal, many are not shy about posting them on YouTube and Facebook.
A new study published in Conservation Biology is one of the first to provide systematic data on illegal sport hunting in Brazil using Facebook data. Over two years, researchers reviewed 2,046 posts across five groups. From these, they identified 4,658 illegally hunted animals, representing 157 native species. Nineteen of those species are threatened with extinction. The study also found illegal hunting occurring in all of Brazil’s 27 states and six natural biomes.
Lead author Hani Rocha El Bizri sat down with Forests News to discuss the study’s findings and their importance in promoting sustainable wildlife management in Brazil. El Bizri coordinates the upcoming Transformative Partnership Platform (TPP) on the Sustainable Use of Wild Species, led by the Center for International Forestry Research and World Agroforestry (CIFOR-ICRAF).

The Community-Based Restoration Monitoring System (CBRMS)
Well-designed monitoring programmes can improve the effectiveness of restoration efforts. Monitoring can measure progress toward restoration goals, and further improve the efficacy of the restoration process itself. Monitoring an ongoing project can also directly enhance restoration outcomes and improve future restoration decision making.
Restoration monitoring does pose challenges and frequently faces constraints, including limited funds and human resources. Internet of Things (IoT)-based monitoring systems are available for doing so, but their coverage is limited, and they are unable to show restoration impacts on a local scale.
Accordingly, we developed the Community-Based Restoration Monitoring System (CBRMS). This CIFOR-ICRAF flagship product offers the capacity to work offline, is compatible with more affordable smartphones, allows safe storage on cloud systems, is transparent and accessible, and facilitates local community involvement.
It is designed as an organized system for collecting, processing and validating data necessary for measuring implementation progress and impacts, while empowering communities to participate in monitoring processes.
The mobile application is designed to be user friendly and reliable, and offers high flexibility for modification to suit user requirements.
This book outlines the monitoring system framework and provides guidelines for its application.
We hope it can help practitioners and facilitators in monitoring progress made in restoration efforts on the ground.

Unifying for Prosperity: Empowering African Smallholder Farmers through Cooperative Strength

Africa's agricultural sector is brimming with potential, yet smallholder farmers, the lifeblood of the continent's food system, often face a harsh reality. Limited resources, volatile markets, and isolation leave them struggling to make ends meet and ensure food security for their families and communities.
However, there's a powerful solution: farmer cooperatives. By joining forces, smallholder farmers unlock a treasure chest of benefits that empower them and transform their agricultural practices. Let's delve deeper and see how cooperatives are creating success stories across Africa:
Collective Bargaining Muscle
Imagine a lone farmer negotiating with a giant seed supplier. The odds are stacked against them. Now, picture a cooperative representing hundreds of farmers. Suddenly, their collective voice carries weight. This is the power of cooperatives in action.
Take the example of the Femmes Vaillantes cooperative in Togo. These women rice farmers, through their cooperative, were able to negotiate bulk discounts on high-quality seeds and fertilizers. This not only saved them money but also boosted their yields significantly. Their success story doesn't end there. The cooperative's increased production volume allowed them to secure a premium price for their rice, directly translating into higher incomes for each member.
Knowledge & Resource Sharing
Imagine a farmer discovering a new, more efficient irrigation technique. In a cooperative, this knowledge becomes a shared asset. Farmers learn from each other's experiences and best practices. This collaborative spirit fosters innovation and problem-solving within the cooperative.
In Ethiopia, the Nuru Ethiopia project works with smallholder farmers to form cooperatives. Nuru provides training on improved farming techniques, soil conservation, and water management. These practices are then shared and refined within the cooperative, empowering each member to become a more skilled and productive farmer.
Market Access & Financial Strength
Individually, small-scale farmers often struggle to reach lucrative markets or secure loans from banks. Cooperatives, with their combined production and bargaining power, become a force to be reckoned with.
The Kenyan Abossi cooperative is a shining example. These iron bean farmers, traditionally facing low incomes, joined forces. Through their cooperative, they were able to access lucrative contracts with larger buyers interested in biofortified crops. Additionally, the cooperative's collective strength allowed them to secure microloans, enabling them to invest in better storage facilities, further improving their profits.
Resilience in the Face of Challenges
Droughts, floods, and volatile market prices can cripple individual farmers. Cooperatives, however, provide a crucial safety net. By sharing resources and knowledge, they spread risk and create a buffer against adversity.
In Uganda, the Wamuguyu Banana Farmers' Cooperative faced a devastating wilt disease that threatened their banana crops. However, through their cooperative structure, they were able to access training on disease prevention and resistant varieties. Additionally, the cooperative secured financial assistance to help farmers replace lost crops. This collective action ensured the cooperative's survival and the livelihoods of its members.
Empowering Communities & A Brighter Future
Cooperatives are more than just economic ventures; they foster a sense of community and shared goals. They create jobs in processing and marketing, empower women farmers, and create opportunities for youth to engage in agriculture, ensuring a brighter future for rural communities.
In Rwanda, the Koperative Y'Abahinzi b'Icyayi (KOAB) cooperative, run entirely by women, has become a beacon of hope. This cooperative not only empowers women farmers economically but also provides training on financial literacy and leadership skills. KOAB's success has inspired other women in the region to take charge of their agricultural destinies.

“There is no good restoration if we neglect the role of local communities,” he said. “For this reason, we worked very hard on the ground to synergize in developing business models. We cannot restore the peatlands if we don’t improve the livelihoods of the people.”
The project employed ‘Augmented PAR’ methods that involved phases of reflection, planning, action, and monitoring. “As it is action research, we do not only give recommendations but we give results that can be used for evidence-based policies,” said Purnomo. The process showed the value of PAR for cost-efficient restoration and impact monitoring.
“We hope this research leads to digital transformation for scientists as well as communities at the grassroots, and can be used to build business models together.”
Within the project, she noted, possibilities arose for building businesses in peatland areas, fisheries, plantations, and eco-tourism, but their development requires more research.
CIFOR-ICRAF senior research officer Beni Okarda said that the research contributed towards enhancing community-based restoration monitoring systems, whereby communities were encouraged to participate in compiling data by monitoring peatland water levels and tree cover – including through setting up groundwater monitoring points, and preparing and installing dip-wells and subsidence poles.
