Finland’s military assistance to Ukraine has grown significantly in both scale and purpose. Notably, Finland is one of the few countries that allows Ukraine to use its supplied weapons on Russian territory, reinforcing its firm stance on Ukraine’s right to defend itself beyond its borders.

In 2025, Finland launched a procurement program to supply Ukraine with new weapons manufactured domestically. This dual-purpose approach supports Ukraine’s defense needs and bolsters Finland’s own arms sector. These joint projects signal a shift from reactive aid to strategic co-production, building capacity for long-term defense.

Finland is a core participant in EU and UK-led training missions providing over 200 instructors to train Ukrainian troops in combat tactics and command skills.

Finland has been active in enforcing EU sanctions against Russia and finding ways to redirect frozen Russian assets. With European partners, it supported new frameworks to use the interest generated from frozen central bank assets for Ukrainian military and humanitarian purposes.

Modern warfare is digital, and Finland recognizes the threat. Through the IT Coalition, Finland has helped Ukraine reinforce its military communications and cybersecurity infrastructure.

In 2025, Finland also co-founded the Shelter Coalition to help Ukraine build modern bomb shelters, modeled after Finland’s own civil defense network. With 5,500 public shelters in Helsinki alone, Finland is sharing proven expertise in protecting civilians.

Ukraine is now one of the most mined countries on Earth. Finland has backed the Demining Coalition, supporting mine clearance through funding, equipment, and training.

Finland has also played a key role in helping stabilize Ukraine’s energy grid, particularly following Russian attacks on critical infrastructure.

Finland is also co-funding projects to upgrade Ukrainian infrastructure to EU standards, including investments in water safety, soil health, and energy efficiency.

Finland backs the creation of a special tribunal to prosecute the crime of aggression and actively supports the International Coalition for the Return of Ukrainian Children. Finland also contributes to broader international efforts to pursue legal redress for war crimes.

In April 2024, Finland signed a bilateral security agreement with Ukraine, locking in long-term commitments on defense cooperation, training, and industrial collaboration.

Finland’s support for Ukraine is strategic, sustained, and grounded in action. It reflects a clear understanding: Ukraine’s security is Europe’s security. From weapons deliveries and joint production, to civil protection, legal accountability, and postwar planning, Finland has become more than an ally—it’s a model for modern wartime partnership.

As other countries weigh how far to go in supporting Ukraine, Finland shows what full-spectrum commitment looks like—from battlefield to courtroom, and from frontline defense to long-term rebuilding.

Three federal lawmakers are calling on the U.S. Department of Housing and Urban Development to stop any initiatives involving cryptocurrency and the blockchain, saying the scantly regulated technologies should be kept far away from the agency’s work overseeing the nation’s housing sector.

In a letter to HUD Secretary Scott Turner on Wednesday, Reps. Maxine Waters, Stephen Lynch and Emanuel Cleaver sharply criticized the agency for considering such experiments, given cryptocurrency’s volatility and vulnerability to fraud. The Democratic representatives, all members of the House Financial Services Committee, warned of repeating “the same mistakes of the past,” noting that the 2008 financial crisis was triggered in part by the proliferation of risky financial assets in the housing market.

“The federal government cannot allow under-regulated financial products to infiltrate critical housing programs, especially when they have already proven to be dangerous, speculative, and harmful to working families,” the lawmakers wrote.

The letter is a response to reporting by ProPublica that the housing agency recently discussed taking steps toward using cryptocurrency. The article described meetings in February in which officials discussed incorporating the blockchain — and possibly a type of cryptocurrency known as stablecoin — into the agency’s work. The discussion at one meeting centered on a pilot project involving one HUD grant, but a HUD finance official in attendance indicated the idea could be applied much more expansively across the agency.

“We are looking at this for the entire enterprise,” he said in that meeting, a recording of which was obtained by ProPublica. “We just wanted to start in CPD,” he added, referring to HUD’s Office of Community Planning and Development. The office administers billions of dollars in grants to support low- and moderate-income people, including funding for affordable housing, homeless shelters and disaster recovery, raising the prospect that these forms of aid might one day be paid in an unstable currency.

Asked for comment on the letter, HUD spokesperson Kasey Lovett referred ProPublica to a prior comment by Turner, in which he said, “There’s no merit to it.” Lovett previously told ProPublica: “The department has no plans for blockchain or stablecoin. Education is not implementation.”

It’s unclear how a crypto project would work. But HUD officials alluded to the possible use of stablecoins, which are pegged to the U.S. dollar or another asset. That is supposed to protect stablecoins from the wild swings in value common among bitcoin and other cryptocurrencies, although such fluctuations have happened with stablecoins in the past.

The HUD proposal raised alarm among some officials, with one comparing the idea in internal discussions to paying grant recipients in “Monopoly money.” At best, one HUD staffer told ProPublica previously, the idea was a waste of time and resources; at worst it was a threat to the stability of the housing sector.

You held the wrists of your current patient, feeling the steady beat of their heart in their veins and the flow of mana in and out of their body.

“Your condition has fully stabilized,” you told them with a curt nod. “You did well enduring the long recovery time.”

“I was barely here a week thanks to you,” the patient said with a laugh.

“I do my best to serv—”

You were cut off by the doors of the infirmary bursting open with a loud THUD. Three Magic Knights in grey cloaks hurried in, a body carried between them.

Immediately, you stood at attention and went to join the three Knights’ movement.

“Emergency! We need an advanced healer, stat!” one of the Knights—one with black hair that messily went every which way—shouted at the top of his lungs.

“I’ll take care of it!” you proclaimed without missing a beat. “Bring them this way!”

You guided the Knights over to an empty bed. The limp form they had been carrying was laid down. As you examined the patient with your eyes, your ears absorbed the rapid fire information being yelled at you.

Young adult male. Pale skin and shallow breathing. Magical burns across his torso. Bruising on his torso, face, and arms. Light cuts in various places. Apparently, he’d taken an explosion head on to protect a client and had even been blown through a stone wall.

Words were still thrown around you—a name might’ve even been shouted—but you drowned them out, focusing on channeling your magic. As mana coated your hands, you hovered them over the patient’s chest.

Broken bones and internal bleeding but no severe damage to his spine. You took deep breaths and increased your mana output. I can’t take my time with precision right now. I need to stabilize him first.

You placed your hands on the Knight’s stomach, close to his center. Then you began sending slow but strong pulses of your healing magic through his body. You maintained the spell longer than you usually would for a patient until the young man on the bed heaved with a deep breath at last.

His face twisted in pain and he let out a groan before slowly opening his eyes. The young man glanced around through bleary eyes.

“The client… Is he okay?” was the first thing he choked out.

Behind your lips, you gritted your teeth. It wasn’t like you could answer anyhow. All you could do was keep up your healing pulses before you moved onto more specialized techniques.

“That’s what you’re worried about, Morgen?!” the young man with the messy black hair, and broad shoulders now that you paid more attention, snapped at his bedridden ally. “I thought you’d died and you’re worried about that wuss you became a meat shield for?!”

The patient, Morgen, exhaled. Despite that, the tension in his body didn’t release.

“It’s my duty as a Magic Knight,” he muttered.

What noble intentions, you thought. If a bit naive, if you ask me.

Morgen’s right shoulder twitched before his arm slid back; he was moving to sit himself up.

“I wouldn’t advise that,” you stated, placing a hand on Morgen’s shoulder. “I may have stabilized you but you’ll need more treatment which will take a few days.”

For a second, Morgen gazed up at you. You held eye contact, not giving an inch, until Morgen closed his eyes and let out a sigh. A smile, one unable to hide his exhaustion, came to his face.

“I understand. And thank you. I’ll be in your capable hands.”

“Thank you for trusting me,” you said. “Now rest. Conserve your strength.”

Your words didn’t seem to reach though. Morgen laid in bed, still without relaxing his body.

Since that first meeting, you took notice whenever Morgen came to the infirmary.

It was hard not to notice someone as handsome as him. Your co-workers often speculated on his relationship status because of that.

He was also hard to forget with how frequently he came to the infirmary. Sprains, burns, cuts, even broken bones. Over the course of months, you’d seen him come in for nearly every kind of injury imaginable. “I’m terribly sorry to trouble you” or “I hope I’m not a bother” he would often say, looking sheepish as he entered the infirmary if he wasn’t wincing in pain instead. How he could see himself as a bother was beyond you. Morgen was polite, grateful, and obedient.

There was more to him than being an easy patient though.

“Your control over magic is incredible. No wonder you’re so relied on here.”

He always had something nice to say about another person.

“The other day, I saw someone propose to their girlfriend. It was such a beautiful moment.”

The happiness of others brought Morgen joy, even when he was entirely uninvolved.

“Can I ask what kind of snacks you and your co-workers like? I’d like to send you all something as a token of my appreciation.”

Thinking of others came second nature to him.

When did you become so aware and attached to Morgen, you wondered whenever you were alone. When did that smile of his become so precious? Did anyone else you worked with know where each of Morgen’s faded scars was on his body the way you did? Why, when Morgen asked for your advice on how to use healing magic, did your heart flutter?

Is this what love feels like? You touched a hand to your racing chest, feeling the rapid beat underneath. This warmth and lightness, that must be it.

But the more that love grew, the more you noticed something else about Morgen…

“Oh this is nothing compared to the satisfaction of a job well done.”

“I’m only doing my job, nothing big.”

“I’m glad the recovery was quick. It means I get to go back to doing what needs to be done.”

“It’s my duty, so I don’t mind getting hurt along the way.”

Words like those from Morgen filled you with unease.

You came to the infirmary for an overnight shift, your main duty being to check on patients in private quarters for potential updates on their conditions and aid them if need be. As you closed the door to one room to let the patient rest in peace, you heard a crash from a different room nearby. No hesitation, you bolted towards the noise until you found the room where slow shuffling and labored breathing was heard from within.

Your stomach sank recognizing the room number.

Of course it’s him.

You swung open the door. The scene inside was Morgen, on one knee and leaned against the wall as he was halfway to the door. The covers of his bed were pushed aside and the table beside the bed was knocked over. A wood vase spilled water and flowers on the floor.

“What are you doing?!” you yelped as you rushed to Morgen’s side and helped him up. “You were prescribed two weeks of bedrest. And that’s the minimum. Morgen, if you try to push yourself—”

“I can’t sit around waiting…”

Morgen’s head hung low. His hair formed a curtain around his head, making it impossible to tell what face he was making.

“I was supposed to be part of the front lines during this battle with the Diamond Kingdom but I was defeated so easily. Now I’m here while my friends are fighting without me.”

“Because you were in critical condition and you need to recover,” you said. Your voice came out weaker than intended but perhaps you had instinctively matched Morgen’s volume.

“I thought I could be better, stronger.”

Morgen began to waver until, even with you supporting him, he crumpled to the floor. You managed to keep your arms around him and slow the fall. The resulting position was the two of you, kneeling on the floor and Morgen leaned against you, his head resting on your shoulder.

“Do I really deserve to be a Magic Knight if I’m in a state like this? Have I been able to do anything for anyone?” Morgen’s breathing grew louder, deeper. “I keep failing…” His body began to curl up, into yours. “I’m never strong enough…”

One drop. Then two. Followed by a few more.

Hot tears were falling onto your shoulder.

“Morgen… You’re… I think…”

Your words drifted away, useless in the moment.

So you wrapped your arms around Morgen in an embrace.

The room was quiet. Not even Morgen’s crying disturbed the stillness of the dimly lit room. You hugged Morgen as he pressed himself into you. Morgen wasn’t heavy but he felt weightier than usual. Like there was something pressing down on him. It felt wrong.

Why do you have such a warped view of yourself?

The question came to mind as you observed Morgen’s state. It remained stuck there until you were unable to keep your eyes open, let alone on the young man in your arms.

The last thing on your mind before it all went dark was, Maybe if I told you… You’d see yourself differently…

“Thank you for all your hard work,” he would say while shaking your hand and meeting your gaze unfailingly.

Once, you received a handwritten letter from him, congratulating you on a recent promotion and suggesting a cafe to treat yourself at. It had you smiling for the rest of the day.

You wanted to cherish the giddy feeling Morgen gave you.

But that feeling was at war with another in your heart.

“It’s been a while since I’ve been here,” Morgen laughed when he dropped by to check on a fellow Grey Deer at the infirmary. “I’m a lot stronger, and even when I get hurt, I’m good enough to heal myself so I haven’t had a need to visit. My apologies for that.”

Even when he had to come in and stay for extended periods, you and your colleagues would catch him healing himself to speed up the process.

Your worry for Morgen always lingered in the back of your mind.

You couldn’t even ask Morgen why he was always endangering himself on the job. He’d already told you the answer so many times.

“It’s my duty. If I must, I will give my life for the sake of the kingdom.”

But what did Morgen want for himself? You realized that he had never spoken about such a thing.

So one day, after giving him a routine check-up, you dared to ask.

His answer?

“I want to be someone strong enough to protect everyone and everything I care about.”

“Oh, that’s…” You chewed your lip, trying to find something.

“It’s unrealistic, I know,” Morgen laughed at himself and dragged a hand through his hair.

No, that’s not it. You stared at Morgen and the blithe grin he often wore. Your one wish is… It’s not even for yourself. That worry for Morgen that your heart trembled with turned into a crushing ache. “I think you of all people could make it a reality.”

Morgen’s eyes went wide and he suddenly grabbed your hand. His touch was warm but against your skin which felt numbed, it felt searing.

“Do you truly believe that?” he asked, leaning towards you.

“Well… Yeah.”

“Ah ha…” Morgen blinked a few times. Almost like he was forcing back tears. “Thank you.” He gave your hand a squeeze. “It feels good to be believed in.” Then, he let go of your hand.

But you wanted his touch back, even if it burned.

You maintained your composure as best you could until Morgen left. It wouldn’t do to have Morgen worry about you when you already worried about him. Once alone, you fell against a wall and sighed.

“So that’s it,” you muttered to yourself. “Everything I feel for him… It’s pointless.”

If you couldn’t give your feelings to the one they were meant for, then they were trapped.

Now slumped on the floor, you wondered if the weight on Morgen you felt that night many months ago was something similar. If it was Morgen’s own feelings trapped inside and weighing him down.

And there was nothing you could do about it. Morgen wouldn’t have let you if you tried.

Born in 2011, Meredith was the youngest of two daughters to Bernard and Maighread Stannard. When she was just a young child, her family immigrated to Night City on a lucrative job offer for her father to work within one of the many corporations, while her mother stayed at home to take care of Meredith and her older sister, Amelia.

Within the first decade spent in the city-state, the Stannards adjusted to the American way of life, including the technological evolution of early cyberware - with Bernard's job, they were able to afford some of the newest solutions to helping their eldest daughter with some of her bodily abilities and mental stability. It became apparent that this was the way of the future, that dear Amy would not have to suffer through chronic health issues for the rest of her young life.

However, slowly but surely, the signs of what would later be called cyberpsychosis spread to the elder Stannard daughter. It was a slow descent in the process of disassociation with her frail body, but one that had awful repercussions. No longer fully herself, in an emotional outburst, Amy turned first on her parents before taking out anyone in her way as she tried to flee their megabuilding. Young Meredith had ran upon the first blood shed, hiding in a storage closet and hoping her sister wouldn't find her. 70 other innocent neighbours and friends were killed before the NCPD and MaxTac were able to stop her, killing her in the process.

Finally hearing the silence after a barrage of gunshots and grenades, Meredith left her hiding place, approaching the first NCPD officer she saw - an officer named Wentworth Kell - and she clung to his leg, refusing to leave his side. Devastated by the scene, and empathetic to a 7 year old child made an orphan by such horrific circumstances, he opted to take her in as a foster, at first, until finding her a suitable home. However, as he got to know Meredith, he saw she was an intelligent girl with a lot of bright promise for the future in a bleak world; with no other children of his own, he decided to officially adopt her several months after the incident, so she could flourish under his care and live a relatively normal life.

However, by mid-2022, the Fourth Corporate War escalated into widescale global conflicts between Arasaka Corporation and Militech International Armaments. Despite efforts made by the governments involved to nationalize both corporations' assets, tensions still lingered, with secretive attacks made on both sides. At this time, Night City remained home to most of Arasaka's remaining stateside forces, but on August 20, 2023, a small nuclear device was detonated in the Arasaka Tower by a strike team led by Morgan Blackhand, killing 12,000 employees of the corporation. The explosion destroyed the building, and debris from the Tower crashed into nearby structures, setting off a series of chain reactions, gas line and transformer explosions, and intense fires. The Corporate Center of Night City became a radioactive hot zone. While Wentworth and Meredith lived beyond the blast radius zone, the explosion had dire repercussions on Night City and its remaining residents in the initial fallout. At just 12 years old, Meredith was greatly affected by witnessing this historical event, especially as Wentworth spent many long days in the rescue and recovery efforts as a police officer, coming home exhausted to a daughter who had spent much of the evening glued to the television, watching all the reports about the devastation.

The subsequent PR campaign that President Elizabeth Kress ran after the detonation, which suggested that Arasaka had the nuclear weapon as a "failsafe" to prevent defeat from the stronger forces of Militech, had a substantial influence on Meredith's outlook on life. Much akin to how the United States took the patriotism angle to recruit young people into the military after 9/11, this PR campaign made 12 year old Meredith decide then and there that she would pursue a career with Militech someday.

Begging Wentworth to go from regular public school to one of Militech's academies, he used what savings he had to pay her tuition each year. He saw how much fire and passion she had towards this goal, and felt it best to foster it in whatever way he could. For the next 7 years, Wentworth became Meredith's mentor in the best ways he knew how; she was his daughter, and he wanted to teach her everything he knew. In turn, Meredith studied hard to make him proud, and the two became very close as she became a teenager. However, as Wentworth aged, he began showing signs of early onset Alzheimer's. Despite the numerous medical advancements available, he couldn't afford any kind of preventative treatments because it would mean he'd have to pull Meredith out of the academy. He did not tell her initially about the symptoms, not wanting to worry her, but when things became too difficult to work, he retired from the NCPD early; he confessed his diagnosis, which upset Meredith but she vowed to take care of him as he had taken care of her. For two years, his disease progressed quickly - Meredith became his personal carer while still trying to graduate, and while challenging, she still succeeded. However, by that point, Wentworth's mental faculties left him to the point he no longer recognized her. By age 19, Meredith buried her adoptive father, and a few months later, began her career with Militech.

For the first few years of her career as an agent, Meredith demonstrated a strong understanding of technical knowledge and practical usage of weaponry (thanks to Wentworth's insistence that she know how to handle any and all kinds of guns, with many hours spent at the shooting range in her youth). Her bosses saw her potential, and chose to elate her position, fitting her primarily new Generation 3 Cyberware as per their standards for agents. While recovery took some time and learning how to use her new enhancements took several months, Meredith demonstrated a strong command of her technical skills in training demonstrations; while she would never become a fully-fledged net runner, she had a penchant for the use of quickhack capabilities, making good use of Militech's flagship operating system, the Paraline MK 4.

As an agent, Meredith became specialized into a blitz style of approach, using a combination of quickhacking enemies from cover to going in blazing with auto-locking SMART guns to finish them off. It became apparent to her superiors that Meredith spent much of her off-duty time training, learning, and pushing her physical fitness (even with cybernetics, she still felt it necessary to maintain good bio-health, too) way more than others in her cohort. In this way too, she showed great promise for a leadership role, even as a young 20-something with limited in-field experience. She was cited by her superiors as being "icy and steeled, yet charismatic", following orders and seeing every mission through to its success. Her die-hard loyalty to the corp made her a prime candidate for an early command-track advancement, and in 2040 at age 29, Meredith became the leader of a militarized special operations unit, in control of recruitment, training, and deployment to difficult missions received from the higher ups in Militech.

For 30 years, Meredith became a prominent figurehead and competent leader. Strict, rule-abiding, and vicious, with every successful mission, her reputation grew. Over the years, she continued to make small, but impactful changes to her cybernetic implants, becoming a powerful individual by her own right, and comfortable by what her body and mind were capable of doing.

In 2069, newly elected NUSA President and former Militech CEO, Rosalind Myers began making efforts to extend federal rule over the autonomous separatist Free States under the pretense of strengthening the nation. Most of the Free States opposed this, which began the Unification War. During this conflict, Arasaka took the opportunity to secretly finance the Free States with intentions of re-establishing its influence on North America. Despite providing new weapons and corporate "security advisers", the NUSA military (made up of Militech's advanced technology and backed by other federal states) pressed back hard. By mid 2070, after numerous conflicts, federal NUSA forces had occupied every warring Free State, except for Texas and Northern California, though on June 6th, the NUSA carpet bombed its capital city of Sacramento, causing many more casualties in the war. To the southwest, Night City, had avoided fighting by barely maintaining a position of neutrality; fears of an impending invasion were shared amid its vast population, especially as one Col. Hansen occupied a part of Pacific that would later be named Dogtown with an NUSA detachment. Citizens who tried to flee as refuges found that the only remaining Free State of Texas closed its borders to them. While an attack seemed inevitable as NUSA forces were seen approaching the outskirts, Councilman Lucius Rhyne used his connections to the Night City Council to ask Arasaka Corporation for protection. By June 12th, an Arasaka supercarrier showed up in Del Coronado Bay, and a few hours later, the NUSA retreated from the area. Even FIA agents who had infiltrated Night City were called off by the President.

Following Arasaka's intervention, all parties involved were unwilling to commit to a full-scale war. Shortly afterward, a peace treated was proposed; President Myers agreed to the terms as the NUSA could not afford the costs of an escalation in conflict. Signed in Arvin, South California, The Treaty of Unification (or, the Arvin Accord), ended the war in summer of 2070. This treaty ensured that the Free States would remain autonomous, provided that they agreed to participate in the federal government, and cease hostilities amongst themselves. Night City maintained its full autonomy, seceding from North Californian and NUSA laws, to become an international free city. Texas did not participate and remained a fully autonomy and hostile state to the NUSA. All in all, Arasaka Corporation gained the most, as the ban from the Fourth Corporate War was lifted, and the corp was able to return to North America. This marked a return to growing corporate competition, interests, and tensions within Night City's borders. Corps pumped money into revitalizing the metropolis to establish a foothold on the West Coast. Later that same year, newly elected Mayor Rhine allowed Arasaka to build the new American HQ on the same site of the old Arasaka Tower that had been destroyed 47 years prior.

With this war, circumstances changed, and led to renewed concerns regarding Arasaka's intentions with their return to North American soil. For this reason, along with her numerous accolades and accomplishments, Meredith was selected by her commanding officer, Elthina Atkins, for a delicate and sensitive undercover assignment. This meeting was taken off the record from ever existing, as Elthina informed Meredith of a rather Machiavellian scheme; as an experienced and competent agent, Meredith would appear to be a DOUBLE AGENT and betray Militech to go to Arasaka, presenting them with some sensitive intel that she 'took' with her to demonstrate her value and commitment to the cause, with the intention of working for 'the other side.' This mission would require years of building up trust and truly cutting any and all ties to Militech, fully immersing herself in Arasaka Corporation, until she could begin to slowly siphon sensitive and informative data back to Elthina. The idea in and of itself was insane, but in Meredith's mind, this would be the mission that could escalate her power and authority within Militech (provided she was successful), to be among the inner circle of executives with in-field experience, and could give her the potential for political power as well, should she play her cards correctly.

By 2072, Meredith Stannard officially betrays Militech. She leaves with her cyberware intact, losing all official connections, ranks, and benefits from the corp. This action is felt throughout her division and it even reaches the higher ups as something to be concerned about her intentions (as Elthina does not inform anyone about this undercover operation - it must seem as genuine as possible in order for it to work). Meredith approaches Arasaka Corporation, painting her exit and betrayal as a part of irreconcilable differences, and that she has set out to provide their strongest competitor with valued information and intel, should she be given a position within the company. Pleased with the data about Militech's increased numbers and location of several safehouses and strongholds, Meredith is hired. For the next 5 years, Meredith works diligently for Arasaka, adorned in black, red, and white, succeeding in their newest endeavours, while slowly learning and accessing data as her position allows her to.

However, by 2077, after the death of Saburo Arasaka and the rise of his son, Yorinobu as the next CEO, there is a sudden and dramatic shift within the corporation. He blames his father's death on Militech, which exacerbates existing tensions between the corporations, all the while slowly and subtly dismantling Arasaka, framing these changes as necessary reforms and financial streamlining. While Meredith had been slowly feeding information back to Elthina in secret, hidden meetings over the past year, she believes that she needs to make her return to Militech before things disintegrate entirely; Elthina pushes her to stay and gather as much intelligence as possible, and she follows this directive, staying on for another couple of months.

In the meantime, however, while still an active Arasaka agent, Meredith meets Amelia Comstock ( @sanctamater ) in an elite club, hidden away from the general public. While Meredith may have been high on a substantial amount of cocaine, she was well aware that she was getting dangerously involved in a casual sexual encounter with Militech's COO - and cared little for the implications at the time. It wasn't until the next morning that Amelia scanned Meredith for information and then sought out more about how she ended up going from Militech to Arasaka. Gradually through the development of their casual relationship, Meredith later ends up confessing about the entire plan as devised by Elthina, promising she can acquire a "tide-changing" piece of intel to Amelia in order to prove her claim. In turn, Amelia gives her two weeks to do so, and she succeeds. This leads to Elthina's "exit" from the corporation, as her decision to both create this undercover operation without clearance as well as sending one of Militech's best agents into an overly risky situation was never approved. This series of actions leads to Meredith's departure from Arasaka, and her reinstatement to Militech, with all of her access and credentials returned with COO Comstock's direct approval.

For the remainder of 2077 - particularly ramping up during the events of Phantom Liberty - and for about 8-9 months, Meredith answers to and works for Amelia directly; she is sent on special missions that require more and more from her. Meredith feels the constant pressure to succeed in these missions for both the corp and her lover, and continues to acquire the best cyberware available to her through Militech, including some experimental and black market pieces. She becomes incredibly 'chromed' out. Not quite on Adam Smasher's level, but as much as she can be while still looking relatively human.

However, in this time, Meredith seeks out a rumoured black market shard, said to increase her strength and capacity tenfold. She spends a great deal of eddies to acquire it, desperate to continue serving the corp and its COO, and hungry for the power it could give her. However, it is loaded with a virus - RED_LYRIUM.exe. Unbeknownst to Meredith, it begins to corrupt her from within, slowly and surely over a period of weeks. She slowly begins to lose control of herself, experiencing advanced symptoms of cyberpsychosis. When she finally snaps, she causes a severe number of innocent deaths by her hand, only brought down when Amelia tries to get her to see reason through recognition amid the chaos (and is subsequently tranquilized by MaxTac). She is brought in to the best facility to handle victims of cyberpsychosis, and goes through the excruciating process of having all cyberware removed. Meredith remains in a coma for the better part of a year, with her consciousness plugged into the Net, where she and Amelia are able to communicate. The recovery is brutal and it leaves her disfigured and scarred. (She later opts for plastic surgery that smooths out and fixes her facial scars, but leaves her body scars alone).

It is at this time that Amelia proposes to Meredith, and once she is healed, the two marry. Soon thereafter, Amelia, her daughter Liz, and Meredith leave Night City for good - destination: Bora Bora - where they live the rest of their days in peace, putting their involvement in the corporate world behind, once and for all.

Chapter 1: Chaos

Chaos. Where the street had once been busy but peaceful that had all been over in a split second when chaos descended up it. Shouting, shooting. Liat had franticly looked around her, as she pulled her own gun out, for Ziva. Not being able to get a clear shot she kept looking for Ziva and for cover. It was then that she spotted Ziva. As if carried by the wind she crossed the street Liat seeing her push a girl out of the way for the worst of it. But being too late to safe herself.

The cars sped off leaving the chaos they started in their wake.

"Ziva!"

The moments it took Liat to reach where Ziva had landed seemed to stretch endlessly. When she finally reached the place her friend was the girl she had pushed out of the way had also reached her. Looking white as a sheet. When she got a closer look at Ziva she understood why. Ziva's body scarily still, blood slowly pooling out of her. Kneeling on the glass and debris scattered around them Liat felt for a pulse fearing the worst, but sighing with relief when she felt it. Calling 101 as fast as she could. Giving off all the relevant information as soon as someone picked up. Making sure to give her Mossad identification code and Ziva's. Knowing ambulances were most likely already on their way. Also knowing that if Ziva wasn't taken to the hospital quick that relief she had felt would turn into grief.

After informing Director David's secretary of everything that had happened over the phone Liat took her place in the waiting room of Sheba Medical Center.

After two hours of waiting finally a doctor showed. Normally she would not have gotten any information, being friends did not constitute the right relations to get medical information. Being the Mossad officer who called it in and saying she was there on behalf of Eli David Director of Mossad , did give her some pull however. After confirming she was there for Ziva and introducing himself as Ran Barzel MD the doctor quickly spoke to her.  

"Miss David's injuries were severe. More severe than we initially thought. She almost crashed when we got her in the operating room. After we stabilized her we could focus on the bleeding. It appeared she was hit by quite a bit of debris, maybe a stray bullet. We did however get that fixed and it will be okay. After, we continued our preliminary examination, I highly suspect Miss David having a vertebrae fracture form being hit by the car. Right now they are taking her to get her spinal cord x-rayed. I waited with this until after we could give her a blood transfusion and the first dose of antibiotics to give her body as much strength as we can. Once I get the x-ray results I'll be moving straight into the OR"

Liat silently, took it all in. The superficial wounds didn't worry her as much anymore. Both her and Ziva being in Mossad have had to both deal with their fair share of battle wounds and healing time. The X-ray had her worried, she had lost friends from having a broken spine and dying from internal bleeding. Forcing herself not to continue with that line of thinking she looked the doctor in the eye again.

"Doctor Barzel, what are her chances?" She needed to know, Ziva had to be okay.

"At this moment I cannot tell you that Miss Tuvia. All I can say at this moment is that Miss David's body has sustained a lot of trauma, how severe and what her chances at complete recovery will be I can only guess at." He looked Liat up and down. Seeing despite the strong front she put up that the young Mossad agent in front of him was worried. Maybe she was there for more reasons than just on behalf of the director of Mossad. "I take it you will be waiting?"

"Yes"

"Very well, I have to get back to the operating room. I'll have a nurse come get you after we are finished. "

With that the doctor returned to where he had come from and she sank back into the plastic chair she had occupied before. Closing her eyes and sending silent prayers up for Ziva to be okay. To come out of this and be fine.

It seemed like an eternity before she heard footsteps coming closer again. All the time spent waiting Liat hadn't dared to look at the clock. Fearing that if she saw the time pass the chances of Ziva getting out of this alright got smaller and smaller. Looking up she now saw a nurse before her. The nurse spoke kindly to her and took her through the halls of the hospital. They ended up in another wing and level. After opening the door for Liat and letting her in the nurse left. Already focused on the doctor before her Liat forgot to say any form of thanks or goodbye to the nurse.

Doctor Barzel immediately went on with explaining what they had done, knowing that the young woman before him was probably anxious enough as it was.

"After I got the x-rays of Miss David back I concluded that she has sustained severe trauma to her spinal cord. Namely to the lumbar region" He put up the x-ray to show Liat. "There is a fracture in her L3 vertebrae and possible contusion in L2, L1 and T12. There is also a lot of swelling from T11 down to L5. We have started treatment with corticosteroids to get the swelling down as fast as we can. Tomorrow we will take her for another x-ray and ct scan to see if the treatment it working. For now we have to wait"

"Isn't there anything ells to be done right now?" Liat asked the doctor.

"Not right now, with the swelling present it's too unpredictable what the fracture and contusions will do. If we try for more drastic interventions right now we could make things worse. If the swelling goes down enough we will then continue on with fitting Miss David into a brace to keep her spine well aligned for the healing process or if needed operate on her to make sure the vertebrae will heal well."

"Does this mean she will be paralyzed?" Almost afraid to ask but needing to know.

"Right now we can't make that determination. She came to us unconscious and until she is awake and coherent again we won't know, but yes, there is a chance she will be paralyzed." After a moment of silence "Come with me. I will take you to her"

Swiftly the two make it down the hall where the doctor stopped in front of an opened door. "I do have to warn you, we intubated Miss David and are keeping her sedated at the moment. Her body will need all the strength we can give it. That is why we also put her on another blood transfusion. Please be careful with touching her. Right now with the corticosteroids working we don't want her moved at all. The nurse will come and tell you when visiting hours are coming to an end."

Turning away from the room, facing the doctor she spoke "I won't be leaving. Director David gave orders to stay with his daughter."

Doctor Barzel doubted that Liat had spoken the truth. He had not thought about it while Miss David had been on the operating table but he did when he waited for the nurse to bring Miss Tuvia up. Looking through the medical file he had found out that the director of Mossad was his patients father. Eli David was known as a strict and strong man, ruthless when it came to his position. Ran having heard the stories from former patients working with the man and a family member in Mossad. He had his doubts if Miss Tuvia really had gotten orders to stay or just to get information. Sensing he would not be able to remove her from the room he gave her a short nod. "Very well. I'll let Miriam know to bring you some dinner. I will speak with you tomorrow."

With that doctor Barzel left and Liat was left in the doorway of Ziva's room. Hesitantly she put one foot in front of the other and walked in. The sight that greeted her send a flash of shock deep through Liat. Never before had she seen Ziva lay that still. Glad at having been warned about all the tubes coming from seemingly everywhere in Ziva's body. That paired with the scratches and dried up blood that were visible on her face and arms.

Pulling a chair closer to the bed and sitting down in it Liat lay her hand softly on Ziva's in the bed. Afraid to take Ziva's hand in her own of fear of moving her to much, at the same time needing to feel her friend beside her. Once again she closed her eyes.

Having already been woken by her internal alarm clock Liat only had to wait a handful of minutes before Nurse Miriam came in.

"Morning"

"Morning" Liat mumbled back. Capable of sleeping anywhere even a hospital chair did not mean she felt completely rested after the night that she had. After getting diner the night before, brought to her by the kind nurse who also replaced the  corticosteroids for a new batch, Liat called to Director David's secretary. Updating her that there was really no news, the night had to pass before they would know more. The secretary had assured Liat she would inform the director asked her to please keep her informed and being sure to tell her that she would pray for a swift recovery for Ziva. Having met her a handful of times in her years of serving as Eli David's secretary.

"I will be taking her to get the scans necessary. After can I bring you some breakfast?" "No thank you I will quickly go home and change. I will be back"

Sending a kind smile to the nurse she whispered her goodbye to Ziva before leaving.

Just in time to see Ziva being rolled in again Liat arrived back in the hospital room. With it came also doctor Barzel.

"Ah miss Tuvia, good to see you. I am happy to tell you that the corticosteroid treatment worked. The swelling in miss David's spine is almost completely down. The fracture of the L3 vertebrae didn't worsen and the contusion was only in L2 and slightly in L1 further than that I think we are in the clear. The corticosteroid treatment will continue the rest of the day to make sure the swelling can completely go down. doesn't come back. Tomorrow morning she will get a last round of scans to double check, after that specialist will come to fit her into a spinal brace to keep everything straight while healing, further surgery is not needed. For now we'll keep he stable with pillows and pads. "

A sigh of relief passed her lips. Good news, things had not gotten worse. They were looking up.

"Once the treatment has finished and she is in her brace we will also change the sedation to pain medicine to get her to wake up"

"Thank you doctor, for your care"

The doctor left again after jolting down a couple more things in Ziva's file.  Deciding to update Ziva's father after the treatment had ended and she was fitted for the brace Liat took out a book she'd brought for home and settled back in.

In the morning the scans had gone well. The swelling was comepletly gone and it was time for the specialist to fit the brace. As the specialist were moving and measuring Ziva everything went wrong. It seemed as if all hell broke loose. Suddenly an alarm went off on one of Ziva's many monitors. Nurses closely followed by doctor Barzel rushed into the room. They spoke quick with the specialist after which an order was given and Ziva was rolled out of the room.

Shocked she stood suddenly all alone in the room. How long she stood there motionless she could not say until Miriam entered the room.

"Please sit down" the nurse spoke kindly to Liat.

"No. You tell me right now what happened!" she demanded.

"Ziva's blood pressure and heart rate suddenly spiked after she was moved. That was the cause of the alarm. Doctor Barzel fears she started to bleed internally. And the jostling of the last few days with the scans caused it. He did not want to lose any time that is why she was rushed to the OR again. They are operation on her now. That is all I know for now."

That was it Liat's worse fears come true. Ziva was bleeding out, she was losing her closest friend. Ever since they were young Ziva had been her only real friend. Being there for her when her father got in one of his drunken states again and home was no longer safe. She always had a safe place with Ziva. They had grown up together, Liat by her side when Ziva lost her mother and her sister. Ziva by her side when finally, a day before she turned 18 and would go into the IDF, her mother snapped and killed her father for all of the abuse he had put on them for far too long. While they had drifted apart some, first by separate missions for weeks or months on end by Mossad, then Ziva's transfer to the American agency, there would always be a place in her heart for Ziva. Having thought they finally had a chance to reconnect and then having it snatched away was something Liat did not want to face.

It had barley been a week in his cramped room onboard the ship. Already it was driving him crazy. Even though the top deck was always busy and loud he made it a point from day one to breath in the sea air at least two times a day. If he did not at least see the sky a couple of times a day he would go crazy. Looking forward to two weeks from now, when they would dock for the first time. He chuckled to himself Ziva would defiantly have something to say about his restlessness. With every time his mind went to Ziva he got a little lost in thought. He had not yet heard anything from her. No email. While she told him contact would most likely be sparse, she had promised to contact him. Tony suspected there something being wrong with his email this far out at sea. He had mailed Abby, McGee, even director Vance to send his first report, but no responds so far.

He had already gone to the bridge and ask one of the techies to help him out. They all claiming no time. While his senior field agent status helped him along plenty of times within the walls of NCIS, on this ship he'd had no luck. A little annoyed he closed his laptop again to look at his notes next to him. The first incident had occurred since he'd been stationed there. Better keep his focus on that instead of the people he, for now, could not talk to.

Not until the sun was setting was Liat spoken to again. Miriam had taken her out of the room when the other nurses were situating Ziva again. Together with doctor Barzel another doctor stood next to him. Introducing herself as "Liana Raviv"

Doctor Barzel spoke first. "After Miriam updated you last there have been some changes. What I initially thought was an internal bleeding did not turn out to be one. We took some x-rays again when we could not find the cause of the distress. That is where doctor Raviv came in the picture"

Doctor Raviv took over. "We discovered that miss David also has a pelvic fracture. It was probably hiding as a hairline fracture that broke under the pressure of her being moved around the last two days. Because this hospital specializes in a lot there luckily wasn't any time lost. Pelvic fractures can be extremely unpredictable. I was able to fixate her pelvis with what we call an external fixator. Simply because there is not enough room inside. It will help keep the bone stabilized so they'll heal in the right place. Healing a pelvic fracture usually takes anywhere from 8 to 12 weeks. Once the bones have started to heal enough she is free to move and put weight on the fixator even before it is taken out again, that is what it's build for."

It was a lot of information to take in but doctor Raviv was not done yet. "That together with the spinal brace will inhibit her movements some at the start. But our first priority now is getting her started on healing not on mobility. I specialize in pelvic and spinal injuries that is why as of now I will be taken over the care for miss David from doctor Barzel. Come with me" She said as she led Liat into Ziva's room.

"I know it can be quite a shock to see a loved one with the external fixator. It looks more gruesome than it is. We keep the area uncovered to closely monitor for any infection."

It was then that Liat noticed something off and it was not the titanium frame protruding from her friends body. "Why is her heart rate off?"

With sorrow in her eyes doctor Raviv replied "All the trauma miss David has gone through has taken its toll on her body. While prepping to place the external fixator we could not get her heart rate and pain signals under control. We thought it best to induce a medical coma to take some stress of off her heart. Her body needs time to heal. If she were to wake now she would be in extreme amounts of pain. Pain for which no medication would truly help. This way we can take the worst of the healing process away from her. Bring her around when we see signs of it getting better. Miss David has a long road of recovery ahead of her"

"Ziva. She hates being called miss."

"Ziva has a long road to recovery ahead of her" Liana corrected herself. "I hope that in a weeks' time we can lighten the sedation we are using now. And in two weeks take her off of them completely to wake her up."

"But she can recover right?" Feeling as that little girl again scared and afraid asking Ziva if things would be okay if she got back home.

"We will help her recover as best as we can. A big part of it will be up to Ziva herself."

"Recover completely? Doctor Barzel said..."

"Yes, he told me you asked. While we cannot know for certain before Ziva wakes up there is a very high chance she will be paralyzed from the point of her injury down. How severe we have to wait and see."

Wanting to stay with Ziva right now was not an option, director David needed to be updated. And it could not be done through his secretary this needed to happen face to face. Everyone knew that the director did not go home until late in the evening so even though it was already dark Liat make her way through the hallways and in front of the director's office. His secretary had left for the day but there was still light coming from underneath the door. Taking a breath before knocking and entering when given permission.

"Officer Tuvia. Why are you here?" Eli asked her once she was inside and closed the door. He knew that she had been staying in the hospital where his last remaining daughter now lay. A hopefully minor setback. There were a lot of plans, missions that needed Ziva's attention.

"I come with news about Ziva sir." Was all she said in the form of an intro before explaining everything to Ziva's father that the doctors had told her. When she was finished he did not respond immediately. Slowly taking his reading glasses off.

"Very well then. Thank you for the update officer. That reminds me here." he looked around his desk and gave Liat a file when he found it. "I wanted to wait until tomorrow but since you are here now. These are your new orders. Your unit is send out on another mission tomorrow 6 o'clock"

"But sir what about Ziva?" it left her mouth before she could truly think to whom she was speaking.

"You best not be late" was all Eli replied with and with that dismissing her.

Knowing there was no arguing with her boss Liat left his office file underneath his arm. Orders were orders you had to follow them.

She went home and packed for her mission, reading over the file and preparing as best as she could. Very early, barley morning she dropped by the hospital.
