Potty mouth James Cleverly has a fondness for the word “shit". He apparently described the government’s flagship Rwanda deportation scheme as “batshit”, but then denied he had used such language.

"James Cleverly repeatedly refuses to deny he called Rishi Sunak’s scheme ‘batshit’.” (Independent: 16/11/23)

Within a few days of that denial he was denying he had called the constituency of Stockton North a “shithole", following a child poverty question in the House of Commons.

During Prime Ministers Questions, Rishi Sunak was asked by the Labour MP for Stockton North why 34% of children in his constituency were living in poverty. Sunak, answered that 1.7 million FEWER people were living in poverty due to the policies of his government, and that 100,000 fewer children were living in poverty than when the Labour Party left office in 2012.

During that exchange Cleverly was allegedly heard to say “Because its a shithole". Under pressure, Cleverly admitted he used “unparliamentary” language, claiming he was insulting the MP and not his constituency.

Typical of the Tory right-wing press and the Tories themselves, the original question about child poverty has been totally sidestepped. I have no idea if the MP for Stockton North is a good constituency MP of a bad constituency MP. Either way, he is certainly NOT responsible for the high level of child poverty in his area. That shameful figure is the result of repeated Tory governments cutting of public services, welfare benefits and local authority funding.

Let us look at Sunak’s claims about poverty in general and child poverty in particular.

He assured us that “1.7 million fewer people” were now living in poverty due to HIS policies. Sunak came to power on October 22nd, 2022, so poverty figures for 2022/23 are not yet complete or available, so how Sunak can make this claim is uncertain.

What we do know from government figures for the year 2021/22 is that relative poverty INCREASED while absolute poverty remained static.

What we also know is that in 2021, when Chancellor Sunak was asked about poverty levels in this country he lied. He stated on BBC Breakfast Programme:

"The number of people in poverty has fallen as a result of the actions the government has taken over the last several years” (06/07/21)

When this claim was fact checked, it was found that :

“Tory government statistics show the number of children in poverty in the UK rose by 600,000 between 2011 and 2019. The latest evidence (from a Tory think tank) says another 150,000 children are living in poverty since the pandemic – despite any aid from the Chancellor." (The National: 06/07/21)

And in 2022 we had this headline:

“More than one million to fall below the poverty line after Sunak's spring statement, think tank says." (ITVX: 24/03/22)

Turning to child poverty, Sunak claimed 100,000 fewer children were in poverty due to his interventions. Again, the figures for 2022/23 have yet to be compiled so how does he know?

For the year 2021/22 child poverty figures went up from the year before, the governments own figures showing a rise from 3.9 million to 4.2 million for children in relative poverty after housing costs were taken into account, while the number of children in absolute poverty remained the same at 3.3 million.

As tedious as it is to trawl through statistics, tables graphs and other data regarding poverty in this country it is essential that we realise that under successive Tory governments the number of those living in poverty is on the increase despite claims to the contrary.

Cleverly’s crass remarks regarding child poverty shows the true heart of the Conservative Party – blame the poor for their own plight. A place is a “shithole" not because it’s public services are under funded, or its schools are crumbling, or the rents are too high and their are no jobs, but because of the type of people that live there: the poor. Inflation, benefit cuts, housing shortages and the rising cost of living have nothing to do with turning a place into a shithole. It is the people who are to blame.

The sooner these arrogant, out of touch, rich, hypocritical, uncaring Tories are removed from office the better.

s de l’enquête, est chargé de perpétrer les actes de vandalisme et des attentats sous la supervision de Kaba Diakité, ancien émigré aux États-Unis, réinstallé à Dakar. Chef opérations à mener sur le terrain, il est secondé par trois agents de sécurité issus des forces de défense et sécurité ou du Mouvement des forces démocratiques de la Casamance (Mfdc). Il s’agit de Sébastien Sagna, ancien gendarme, propriétaire d’une entreprise dénommée Sinaï vers le pont de Yoff. Selon des sources de L’Observateur, Sébastien Sagna y tient ses réunions avec les membres du ‘’Commando de Pastef’’ au toit de l’immeuble qui héberge ses bureaux. Il dispose d’une moto Jakarta pour commettre ses forfaits. Enfin, il y a le nommé Famara Lankoumane Mané. Ancien membre du Bataillon de commandos (classe 2003), l’homme, un proche de Kaba Diakité, se déplace également en moto. Ce cercle restreint est lecerveau du ‘’Commando de Pastef’’. Over the course of our Racism as a Public Health Crisis series, we’ve examined suggestions offered by Dr. Camara Jones, past-President of the American Public Health Association, in a lecture on taking action beyond making declarations to address racism as a public health crisis. Her first two steps of action included 1) name racism and understand the forms it can take and 2) identify the mechanisms by which racism operates.

The final step is organize and strategize to act.

Step 3. Organize, strategize, and act

An article published in Health Affairs remarked on how, “It is far easier to mitigate the harmful effects of systemic racism while leaving in place the unfair systems and structures that produce those effects.” Current efforts often focus on attempting to provide relief from its symptoms—inequities faced by Black and Brown communities. There has also been more societal awareness to address racism at the interpersonal and individual levels. However, harm will persist without efforts at the institutional or structural level.

In her theoretic framework on the 3 levels of racism, Dr. Jones illustrates that those with “the power to decide, the power to act, and the control over resources”—government, corporations, foundations, and media—have the power to address and begin to dismantle racism. Her helpful allegories demonstrate that institutionalized racism is the most dangerous to society, and that once it is addressed and the sanction of governments has been removed, it can begin a ripple effect that allows the other levels of racism to “cure themselves”. Interventions must occur at ALL levels, especially in government and policy, because racism is pervasive in all systems.

Most of the declarations across 25 states did not include actions for change

In a previous blog, we discussed a policy brief by Frontiers that analyzed and reviewed 125 resolutions and declarations across 25 states, finding that the majority did not include any action steps, concrete plans for allocating resources, or funding to reduce the effects of racism. It also found that a majority of them were passed on the local government level and that resolutions often included pursuing training and a review of hiring practices. While these are helpful efforts, the policy brief recommended the need for investment at the state and federal level of government, and increasing capacity and providing tools for the work in order for there to be change that is sustainable and has deeper impacts. It also suggested that resolutions need to include plans for how skills and knowledge gained in trainings will be implemented.

Change must be codified: temporary programs cannot create lasting change

While many would say that governments have all of the power to make these changes, power exists at all levels for everyone to help end racism. Authors in the HealthAffairs article recommend that it is necessary to change systems, laws, policies, and practices because temporary programs cannot create lasting change. It also adds that changing white attitudes and biases will be crucial, in addition to addressing racism on a systemic level. There must be a collective effort across society to end racism.

What can institutions do to dismantle institutional racism?

Research and policy experts must be willing to study, explore, and advocate for more equitable legislation. Legislators must be willing to support and pass new legislation that addresses the ills of racism, even if it means being the first to pilot a new idea or finding a way to better implement an “old” one.

Philanthropic and private foundations must be willing to fund the research and work of Black and Brown-led organizations that are serving marginalized communities, building, providing, and advocating for more equitable services and programs. Foundations that fund research underpinning policy must include racial equity assessments in proposal evaluations. They must be patient and commit to providing funding for diversity, race, equity, and inclusion efforts over significant stretches of time, understanding that the centuries-long impacts of racism are complex, and will take time to amend. Ignoring this will lead to more solutions that only address racism’s symptoms, not its root causes, and that perpetuate the cycle of racism.

Organizations must be willing to diversify their workforces, and invest in equitable pay, as well as the necessary tools, training, and consultants to help them to create a more inclusive work culture. They must be willing to change inequitable policies, and correct their own missteps and contributions to harm, regardless of tradition and attachment to those traditions, or the history of the organization. Advocacy for equitable policies and laws from various sectors (e.g. faith, academia, private businesses, nonprofit, health and health care, etc.) is also critical in helping to stir public support. Leaders must be willing to listen to the ideas and woes of their Black and Brown staff, increase their own knowledge of DEI principles, then apply that knowledge and become ambassadors in the workplace. They must MODEL DEI principles and behaviors, and be willing to provide disciplinary action and accountability for egregious and offensive behavior. The Center for Community Solutions has begun its own journey in trying to become a more equitable workplace.

Individuals must be willing to say and do the wrong thing, on the way to understanding and doing the right thing. They must be willing to speak up, support, and help in the DEI journey. That may be joining a committee, offering an idea, asking Black and Brown colleagues what they want to see, APOLOGIZING for microaggressions as they happen, and BELIEVING the experiences shared with them, no questions asked. Additionally, understanding and empathizing with the anger and frustration of Black colleagues who are often asked to be patient with white counterparts who are disbelieving of, stagnant, indifferent, or ignorant to issues of racism, while waiting to no longer be oppressed. Other times, it means not reacting with fear to the anger and frustration of Black colleagues. A fear of being disliked or seen as a “bad racist” often becomes a silent excuse to say nothing and stay out of the fight.

Dr. Jones encourages anyone who is part of the decision-making process to ask if they are creating space for those who have a stake in the outcome to join the conversation. Similarly, Frontiers admonishes that decisionmakers must be transparent and partners with communities that are most impacted, centering them in the process. This looks like providing them with opportunities to co-lead in making decisions, and the resources (financial and otherwise) to do the work. There must also be intentionality in recognizing the unique intersectionality of various groups, and the multiple sources and effects of oppression they experience when creating solutions. Frontiers further recommends that holding systems accountable to implement mechanisms to measure and document progress through data and other specific metrics is essential to help ensure better outcomes.

Everyone must be willing to initiate their own learning in this process. “Not knowing” is no longer an excuse, because there are plenty of ways to find the knowledge. We all must be willing to endure the discomfort of “getting it wrong,” trying and failing, and doing the work to be creative in developing solutions without always looking to BIPOC family members, friends, and colleagues to tell us what they are or to lead every initiative and discussion.

Be willing to do the (internal and external) work

These steps may not feel prescriptive enough for those of us who prefer a step-by-step plan for addressing racism and its impacts, who are ready for change NOW, or for those of us who feel uncomfortable with wanting to do the right thing, but never feeling as though they can get it right.

Let me encourage you: there is not ONE complete and right way to change racism. It will take EVERYONE’s willingness to try (AND fail) and to reflect on their own contributions to perpetuating racist ideas, beliefs, and behaviors, AND on how they can contribute to ending it. As an individual, and as a member of their own families, communities and organizations. Ending racism takes external effort AND internal, reflective work. We have all been marred by its effects, and our beliefs and experiences guide our behaviors and interactions with others. Those individual behaviors and interactions are what collectively come together to create a society that cyclically perpetuates racism and its harmful effects.

There is some uncertainty that will come with this process, but also space for creativity. Everyone’s experience with the impacts of racism are different, which means that there is just as much room for ideas on how to change it. There is no shortage of tools, resources, voices, organizers and practitioners who are already doing the work to help dismantle racism.

We need action from everyone

The missing link has always been ACTION from EVERYONE. We have always had plenty of ideas—especially Black and Brown people—but those ideas have not always been listened to, elevated, and/or implemented. And Black and Brown people cannot be the only ones speaking up in meetings, organizing and protesting in communities, or finding ways to bring ideas to fruition. Neither should they be expected to solve a problem that they did not create, and that their white counterparts generally benefit from.

Many people say they do not speak up or offer ideas because they do not want to overshadow their counterparts, or just don’t know what the answers are. But, history has taught us that individuals are willing to find solutions for personal and community problems—and HAVE found them—for issues that they are truly passionate about, even when there are obstacles and resistance. The question I pose to those who find it difficult to join the effort is: are you passionate about it? Or are you indifferent to the pain, suffering, indignity, and oppression that your colleagues, neighbors, friends, and for some, family members endure EVERY DAY? When we are able to honestly answer this question, we may find ourselves more able to move past internal and external forces that stifle our creativity to form solutions, and listening to and joining others who are fighting to truly end this public health crisis. Efforts are already underway, ideas are already brewing, and resources and tools are at your disposal—you only need to do your part. FIND PASSION, then ACT.

Racism permeates societal norms and values, affecting everyone. Because these are built collectively across society, it is almost impossible for the oppressed to change them alone. Consequently, EVERYONE must be honest and intentional in actively taking steps as a whole society to combat racism, because it is not enough to just be “not racist”—the concept of being anti-racist. The Three Candidates for Mayor of Doral

DORAL - The combination of trusted incumbent JC Bermudez, charismatic telenovela actor Victor Camara, and influential Doral business leader Manny Sarmiento has set this year's mayoral race on track to become Doral’s most interesting and competitive yet. JC Bermudez is known as our city’s founder and longtime mayor, having been in office for two terms, from 2003 to 2012 and from 2016 to now. He was reelected in 2016 with 67% of the vote after a runoff election. He is a lawyer, graduate of University of Notre Dame, and has lived in the city for 22 years with his wife and 3 daughters. Future projects he has spoken of include obtaining more direct federal grants to help relieve the City’s economy and acquiring some of the land belonging to the Army Corp of Engineers for the city to sell or develop. His claims of success range from the development of Doral’s parks, the creation of the trolley system, and the retention of Southern Command in the city. Victor Camara shook up a predictable race when he switched from running for councilmember to mayor. The 61-year-old actor would become the 2nd Venezuelan mayor in US history if elected. His major complaint of the current administration has been its alleged lack of transparency. Camara has spoken of extending the metro to Doral’s 74th street and modernizing Doral’s streets with “elevados” (raised road platforms over other roads to evade traffic lights) and “smart” traffic lights. Manny Sarmiento, with his wife and daughter, is a 35+ year resident of Doral. He is most notably founder/CEO of the Doral Chamber of Commerce, which supports business interests and development around the city. He calls for greater urgency in addressing problems caused by the pandemic and argues his time at the Chamber is evidence of his initiative. Sarmiento also believes that Doral’s police need greater backing as they face national scrutiny. He also seeks to stimulate greater resident involvement in the local public policy process and states that attendance at community meetings is subpar and would be improved by rescheduling City meetings at more inclusive times. This week, NDP MPs are denouncing actions taken against migrants by the previous Conservative and current Liberal government, revealed in Radio-Canada’s damning report, “‘Distasteful alliances’: The secret story of Canada’s fight against migrants”.

Since 2010, over $120 million dollars has been spent, nearly $18 million per year under the Trudeau government, to “disrupt, interdict and deter human smuggling operations.” New Democrats find it extremely troubling that the Canadian government is colluding with local authorities in foreign countries to prevent migrants from seeking refuge in Canada, including with Colonel Moussa Tiégboro Camara in Guinea who has been formally charged with “crimes against humanity” according to a UN inquiry.

“While Justin Trudeau defines his foreign affairs policy as feminist, ambitious and with strong leadership on peace and human rights, the reality is quite different. This report shows that in addition to following Harper's dreadful mechanisms in the immigration framework, the Prime Minister is refusing to explain the links between his government and the Colonel who was prosecuted for crimes against humanity,” denounced NDP Foreign Affairs Critic Guy Caron (Rimouski-Neigette--Témiscouata--Les Basques).

These efforts to prevent the arrival of migrant ships to Canadian shores mean that the Canadian government is working with countries where human rights are not guaranteed. While smugglers who transport migrants are considered criminals under international law, the migrants in these desperate situations should not be treated as such. Canada is a signatory to the 2004 UN Protocol against the Smuggling of Migrants by Land, Sea and Air which aims to prevent and combat the smuggling of migrants while upholding the rights of migrants.

“Instead of spending millions of dollars on alliances with criminals, we should be spending that money on ensuring CBSA has the funds they need to do their work here in Canada where we can ensure transparency and oversight. We should be seeking to protect Canadians and those who seek refuge, not supporting criminals abroad,” added NDP Public Safety Critic Matthew Dubé (Beloeil – Chambly).

Canada’s reputation on the international stage is at stake. Transparency and accountability in this matter are needed. More than ever, Canada needs a plan that respects the UN Protocol on the Smuggling of Migrants by ensuring the wellbeing of migrants in transit, at the border, and when they arrive in Canada.

“The Liberal government may paint themselves as world leaders in tackling the global migrant crisis, but this report has revealed that they, just like the Conservatives, would use every possible tool in their power to prevent migrants from reaching our borders,” explained NDP Immigration, Refugees and Citizenship Critic Jenny Kwan (Vancouver East).

O Brasil não conhece o Brasil…

Como se dizia há alguns bons anos, “há algo estranho no ar além dos aviões de carreira”.

A vertiginosa mudança na política brasileira com o golpe de 2016 e a eleição do capitão Jair trouxe à tona o verdadeiro Brasil: o país que é de um jeito, mas que insiste em se mostrar de outro.

Arrisco dizer: o país que desde 1889 sempre foi falso e hipócrita no exercício da democracia e da justiça social, escondia tal pecadilho para si mesmo e para o mundo à sua volta. A proclamação da república não acabou com a escravidão, mesmo depois da Lei Áurea. Pelo contrário, o espírito da Casa Grande, escravocrata, diluiu-se pelos 8.500 mil metros quadrados do nosso território, mas a monarquia absolutista continuou sendo o sonho de muitos.

O Brasil não conhece o Brasil.

Se colocarmos o Brasil de hoje no divã de um psicanalista ficaremos chocados com os traumas e os distúrbios que o país apresenta, nessa que é a sua fase adolescente, digamos assim, perante as nações mais antigas.

Adolescente sim, pois vamos completar em abril próximo 519 anos de existência, enquanto países como a India, China, França, Inglaterra, Rússia e tantos outros já ultrapassaram há tempos a casa dos dois, três ou cinco mil anos.

Após a derrota militar do nazi/fascismo em 1945 e o esfarelar do comunismo na década de 80, o capitalismo caboclo brasileiro – vendo-se sozinho no meio do salão – começou a dançar para uma nova plateia formada por pessoas indiferentes à política, liberais arrependidos, empresários alienados e cidadãos aculturados… A clássica figura do Tio Sam apontando o dedo indicador para o mundo (I want you) tornou-se uma obsessão.

Os 18 do Forte de Copacabana, a longa marcha de Prestes, a Revolução de 1924, a Revolução de 1930, o Estado Novo, A Intentona Comunista, o suicídio de Vargas, JK, Jacareacanga e Aragarças, a ilusão fascista de Janio Quadros, o golpe contra João Goulart em 64, o AI-5… E por aí afora.

A democracia e o autoritarismo a brincarem de gato e rato… Sem falar, é claro, nos sempre e novos candidatos a aniquilar a esquerda (qualquer que seja ela) e, pelo visto agora, com um grupo de saudosos das ideias de Hitler, Mussolini, Franco e Salazar…

O novo cenário da geopolítica mundial configura-se ou, melhor dizendo, tenta se desenhar em meio a uma crise econômica que começa a ameaçar a paz, entremeada pela falência ou pela confusão ideológica de vários matizes e – sobretudo – pela avassaladora revolução tecnológica das comunicações, ainda não de todo avaliada, com bilhões de pessoas ajoelhadas e dependentes de smartfones, ipads, laptops e seus Twiters, Whatsapps, Instagrans e redes sociais.

A violência e o medo, salpicados de preconceitos e ódios, parecem renovar com vigor o seu sentido em um mundo que – mesmo que se diga o contrário – perdeu a sua identidade religiosa qualquer que ela seja, substituindo muitos dos valores humanistas de união e congraçamento entre raças e povos, pelo fundamentalismo agressivo e intolerante que, em casos extremos, usa a força militar e o terrorismo. Tudo em nome de liberdades, no mais das vezes em causa própria… E de um monoteísmo, paradoxalmente, de vários deuses.

A grade de programação das redes abertas e fechadas de televisão, bem como os novos meios digitais de exibição cinematográfica, via internet e computadores, está recheada de filmes e séries que exaltam do primeiro ao último segundo de suas imagens a violência – da mais bizarra à mais bestial – e o incentivo ao crime, organizado ou não, embora fingindo combatê-lo..

E pior: a fazer apologia, ainda que de modo sutil, da já inegável e mal intencionada distinção entre as várias formas de corrupção, algumas delas supostamente aceitáveis quando são feitas em nome de algum tipo de segurança que se possa dar ao cidadão comum e à sua família, edulcorando até mesmo a tortura como forma de se fazer justiça. E há público para isso, se há…

A comunicação social, em sua maior parte sob o comando de grupos conservadores, em nível planetário, procura no dia a dia engessar mentes e corações através da monocórdica defesa da democracia representativa burguesa, de mão única, enaltecendo os valores de um capitalismo cada vez mais selvagem e usando a mentira e o boato como armas para, de um lado defender os seus interesses empresariais (ou de seus anunciantes, o que vem a dar no mesmo) e de outro desmoralizar e aniquilar as cada vez mais tênues arremetidas dos que ainda encontram forças para lutar contra a hydra consumista e seus exércitos de inocentes úteis espalhados pelos cinco continentes.

Contudo, crises econômicas, políticas, sociais, programadas ou não, atropelam a paz e criam o pânico diário nos vários cantos do mundo, sugerindo já sem qualquer sutileza, que as mazelas da sociedade contemporânea, quando não são provocadas pela violência dos subdesenvolvidos (leia-se imigrantes) ou emergentes, se originam naqueles que ainda têm a ousadia de levantar dúvidas sobre as maravilhas de um sistema econômico apodrecido, cujos pilares são sustentados pela exploração do trabalho, pela repressão policial, pela mentira e pela corrupção. Sem esses quatro pilares o capitalismo implode. A ganância não tem limites. Entre nós, a Vale e os municípios de Mariana e Brumadinho estão aí para comprovar.

No Brasil que não conhece o Brasil, país abençoado por Deus, se é que algum dia o foi, a massa, “ignara e belicosa”, como dizia um amigo, com tantos meios e oportunidades de procurar alternativas para adquirir ou aumentar o conhecimento sobre sua própria história, sobre a caminhada política do seu povo, ainda sucumbe aos encantos e charmes – perdoem-me a boa vontade – de programas televisivos de duvidosa qualidade, de extensos e saturantes campeonatos de futebol (com jogos quase que diários), das colunas e matérias jornalísticas de vaidades e – o que vem a ser mais grave – usando da mentira, agora chamada modernamente de “fake news” e do mais puro deboche contra a democracia, transformando o Congresso Nacional, por exemplo, num circo que ignora a plateia para os seus inúmeros malabarismos em causa própria.

Que tal a eleição das mesas diretoras do Senado e da Camara Federal para ficarmos no exemplo mais recente?

Aberta a porta do manicômio institucional, começa a ficar difícil localizar e distinguir os cidadãos honrados dos sociopatas, os que querem um Brasil pujante, desenvolvido, menos injusto, daqueles que querem ver o circo pegar fogo e tirarem as castanhas com mão de gato.

Malabaristas, equilibristas, mágicos, palhaços, traidores e vendilhões da pátria, completam o “show�� neste início de 2019, um ano que promete ser um dos mais “divertidos”, com variados números para uma plateia que não sabe exatamente qual será o grande final da temporada, com os olhos postos nas jaulas dos animais.

O Brasil não conhece o Brasil.

Nada nos garante que um psicopata, passando-se por domador ou coisa parecida, não solte os leões sobre o público e um dos palhaços ponha fogo nas lonas, pois como diz o surrado adágio popular: a alegria do palhaço é ver o circo pegar fogo.

Presidente Biden Anuncia Clemência para mais de 6500 condenados por posse ou uso de Cannabis!

O QUE LEVOU A ESSA DECISÃO REPENTINA?

Ao anunciar a histórica ordem executiva federal de clemência para mais de 6500 condenados com histórico criminal de posse ou uso de maconha, Biden acelerou a reforma de lei das drogas nos EUA dando um primeiro grande passo em direção a justiça canabica.

Alem disso, Biden ordenou os departamentos de Justiça e o de Saude e Servicos Humanos a iniciar o processo de reclassificação da Cannabis que hoje consta como “droga sem beneficios medicinais e com alto potencial de abuso”, a tal Schedule 1. Tem muita coisa pra desempacotar nessa notícia!

O ato de Biden pode ser lido de diversas formas: primeiro, serve como um sinal verde para que os estados tomem medidas similares a nivel executivo assim como ja fizeram os governadores do Colorado, California e Illinois, garantindo que essas pessoas nao tenham suas vidas destruidas e travadas, as impedindo de obter linhas de credito, financiar imoveis, conseguir emprego, concorrer a cargos publicos, possuir armas, ou seja uma serie de direitos civis de todo cidadão americano. Não se trata de soltar presos, até porque 31 dos estados já descriminalizaram e ninguém esta preso por posse a nivel federal. O relevante aqui é o apelo de Biden aos governadores que façam o mesmo porque mais de 98% das prisões por porte e uso foram feitas a nivel estadual. Mas vale salientar que estados que passaram medidas legislativas para corrigir essas injustiças pelo ângulo da reparação histórica tiveram muitos desafios pois a lei federal tem que se harmonizar com a lei estadual para atingir pleno sucesso na reforma.

Segundo, o ato de Biden, tem por tras grande motivação politica e um timing eleitoral. Temos eleições em 8 de Novembro. Por mais que eu queira ingenuamente pensar que ele esta corrigindo não somente os erros cometidos pelo governo durante a falida Guerra contra as Drogas, mas também seu erro pessoal como servidor publico ao liderar a Lei dos Crimes de 1994, a qual ele ajudou a redigir e que so fez crescer a maquina punitiva e racista do Estado, devo aceitar que sua motivação politica central esta em ganhar mais votos para os Democratas nas eleições pro Senado e pra Camara dos Deputados nesse Novembro. A cannabis se tornou uma ferramenta de ganhar votos! Cinco (5) estados estarão votando para legalizar mercados adultos nessa eleição (Maryland, Missouri, Arkansas, Dakota do Norte e Dakota do Sul), dos quais quatro (4) sao conservadores.

Terceiro, a opinião pública Americana ja deu a ordem maior ao presidente: menos de 10% dos Americanos quer proibir a Cannabis. E para garantir uma maioria no Senado, sua clemência pode ajudar. Além disso, essa foi uma promessa eleitoral dele, e grupos de advocacy como Drug Policy Alliance, NORML, Last Prisoner Project, NCIA, MPP, entre outros, tem feito muita pressão para que ele cumpra a promessa. Tambem sofre pressão do próprio partido. O presidente recebeu uma carta oficial de 3 Senadores democratas (Elizabeth Warren, Ed Markey e Jeff Merkley) em Novembro de 2021 exigindo dele reforma de lei para corrigir todos essas injustiças cometidas durante a proibição.

COMO REAGIRAM OS GRUPOS DE ADVOCACY?

O anuncio foi motivo de elogios e comemoração entre ativistas como um primeiro passo na direção certa. Mais de 6500 pessoas terão seus direitos civis restaurados e uma mensagem clara foi enviada nao somente ao Congresso, mas aos estados, que mudancas legislativas reformistas serão incentivadas e não punidas pelo poder executivo federal.

Porém, é unanime a voz que diz que isso esta longe de ser suficiente, afinal aproximadamente 15.7 milhões de pessoas foram presas nas ultimas duas décadas. Mas porque focar somente no uso e posse? Acredito que porque a maquina político-administrativa nao tem cacife nem recursos pra examinar todos esses casos e discernir os casos onde apesar de ter havido trafico, compra, venda, cultivo, etc, não houve violencia ou se outras drogas estavam sendo comercializadas, por exemplo. Simplifica o planejamento do Departamento de Justiça e das cortes.

Creio que existe tambem uma preocupação e grande diligencia por parte dos grupos de advocacy pra que a cannabis não seja reclassificada por exemplo a nivel 2, ou 3 etc. O movimento exige que a planta seja DESCLASSIFICADA e tirada da lista de drogas pesadas. COMO REPERCUTIU ENTRE OS ESTADOS E NO CONGRESSO?

A cannabis ja é plenamente Legal em 19 estados mais o Distrito Federal de Columbia, e descriminalizada em 31 estados e seu uso medicinal regulamentado em 38. Em alguns poucos estados como Texas onde a lei ainda pune pelo uso e posse a realidade é uma, no Colorado logo ali pertinho, ja temos licenças (alvarás) especialmente alocadas para pessoas negras e latinas desproporcionalmente afetadas pela guerra as drogas. São realidades totalmente distintas.

No Ohio, o governador Mike DeWine não tem intenção de obedecer ao incentivo aos estados: primeiro porque pela lei do Ohio clemencia só pode ser dada individualmente e não em massa como foi sugerido. Segundo, o estado ja descriminalizou a posse e o uso de menos de 100g. Ja o procurador geral do estado do Ohio Dave Yost criticou Biden e o acusou de abusar de seu poder presidencial de perdoar como estrategia e golpe politico de mais baixo escalão. Ja os republicanos do Ohio Shontel Brown e Dave Joyce elogiaram o presidente por avançar um assunto que ja deveria ter sido visto há tempo.

O ato de Biden não somente obedece a voz da maioria dos eleitores no pais, mas tambem é uma estratégia política mais de centro do que a reforma de lei completa e desclassificação exigida pelos Democratas. Para legisladores, o anuncio dá um gas, um incentivo para criar leis mais justas. Se a cannabis for desclassificada, ela sera tratada no mesmo esquema que o alcool, onde os estados tem toda autonomia pra regir suas regras e o governo federal não se entromete. Mas essa descriminalização federal vai depender do Congresso, onde existem mais obstáculos devido a oposição conservadora.

Apesar de simbólica, a atitude do presidente abriu portas para que o debate sobre a classificação da cannabis seja levado com seriedade a nível federal.
