Why do you think the fia wants to help red bull? And what is this about red bull having illegal funds? Wasnt that just in 2022?

Why does the FIA want to help Red Bull? Good question, it shouldn't be wanting to help anyone. However, there is no avoiding that since summer 2021, it has repeatedly acted to help the team.

Red Bull has continued to benefit from the FIA's assistance in 2022 due to compound interest. An investment made early in a development cycle will continue to pay dividends while that cycle continues. Getting to a development earlier buys time to explore more of the performance envelope, build on success and mitigate wrong turnings. That is why it was important to take the fine out of the 2022 funds and not out of Red Bull's profit margin (which doesn't have to be put back into the racing and, thanks to the budget cap, could only have been reintroduced through finding a loophole). It's also why the performance downturn of 2024 does not demonstrate the advantage was negated.

The 2026 technical changes would, however, nullify the benefit because these would be in areas that the extra money couldn't have been used to explore (that extra money, having been spent and invested, can't be withdrawn like a cash machine - it's more like investing in the housing market. Current cycle is like renovating the house that was bought, new cycle is like being told "OK, everyone has to go renovate a shop now, and gets the same starting budget to do it").

the thing about budget cap is that the FIA didn’t do anything to deter other teams from breaking it. the teams rumoured to have broken it are (from what i’ve heard) quite important teams, with lots of sponsors and, consequently, money. so they would have very little (if not any) problems paying a fine like the one redbull was given last year + we know that 10% less of time for aerodynamic tests is not a penalty at all.

thing is that, if the FIA changes the sanctions then it will be (finally) clear to everyone that they are playing favourites and it’s honestly ridiculous.

it's a misinterpreted quote. fred said if they bring any upgrades, it won't be until qatar. he didn't say they would bring anything to qatar. they may or may not but like you say, they're nearing the cost cap and they're fully focused on the 2025 car now as per fred's post-brazil interview, so it wouldn't be anything groundbreaking
