As part of an effort to ensure the benefits were only allocated to those in “true need,” a new federal law went into effect Thursday requiring all Supplemental Nutrition Assistance Program recipients to balance food on their nose until they receive the command to eat it. “There’s no reason why working-age, able-bodied food stamp recipients can’t show us that they’re very good boys,” said House Speaker Mike Johnson (R-LA), who demonstrated how the new SNAP requirement would work by carefully placing a block of cheddar cheese onto a constituent’s nose before backing away and holding out an open palm. Since taking office in January, President Donald Trump has promoted a political agenda that targets some of the country’s most vulnerable populations through anti-immigrant and anti-diversity policies, the slashing of federal assistance programs, and the spread of false and misleading information.
Under Secretary of Agriculture and Trump loyalist Brooke Rollins, the U.S. Department of Agriculture has become an enforcement arm for this agenda, seriously imperiling the nation’s food and agriculture system and the people who work in and depend on it.
Here’s an overview of actions the USDA has taken to fulfill Trump’s wishes over his first six months in office — actions based not on sensible policy for the public good but on political rhetoric attacking vulnerable communities and punishing those who don’t align with the MAGA movement.
The negative consequences are enormous for immigrants, people of color, marginalized communities, independent agricultural producers, food system workers, low-income Americans, and the environment.
Targeting immigrants
One of the primary features of President Trump’s agenda is the othering and antagonizing of immigrants. In February he issued Executive Order 14218, directing federal agencies to exclude undocumented immigrants from taxpayer-funded benefit programs.
Following this directive, in April the USDA issued guidance to state Supplemental Nutrition Assistance Program agencies, commanding them to strengthen immigration-verification practices when determining SNAP eligibility to ensure that undocumented immigrants don’t receive SNAP benefits.
In July the USDA also issued a Federal Register notice reinterpreting the term “federal public benefit” under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to further restrict undocumented immigrants, people with temporary protected status, and DACA (Deferred Action for Childhood Arrivals) recipients from participating in SNAP, WIC, and other food-assistance programs.
Attacking diversity programs
President Trump has made a point to villainize diversity, equity, and inclusion initiatives throughout his second term. Executive Order 14151, issued his first day in office, mandated the termination of all DEI and environmental justice-related programs and offices, as well as “equity”-related grants, contracts, and policies across the federal government.
In February the USDA began terminating contracts based on the allegation that they were promoting DEI or social justice efforts. Local organizations whose grants were canceled claim that the grants were being used to fund beginning and small farmers and ranchers, local Tribal communities, community-supported agriculture, and farmers markets in low-income urban areas.
In June, Secretary Rollins announced that the USDA was terminating more than 145 DEI-related awards totaling nearly $150 million on the premise that they’re “wasted on woke DEI propaganda.”
Defunding programs for small farmers and local food systems
The Trump administration’s chainsaw approach to slashing federal spending has harmed Americans most in need. The so-called Department of Government Efficiency, or DOGE, fell far short of accomplishing its main goal of cutting $1 trillion in programs to reduce “waste, fraud, and abuse,” instead causing chaos and inefficiencies across government.
The USDA has subsequently canceled contracts through programs for small and local farmers, such as the Farmers Market Promotion Program; the Increasing Land, Capital, and Market Access Program; and the Community Food Projects Competitive Grant Program. These programs are essential to supporting local producers and increasing access to healthy foods.
The fate of many other programs is still unknown, given the USDA’s lack of transparency and tendency to freeze programs without providing updates. As of now, we know that several frozen programs include the Local Food for Schools Cooperative Agreement Program and the Local Food Purchase Assistance Cooperative Agreement Program, which serve fresh local foods from small farms to schools and food banks, respectively. The USDA also canceled funding for the Patrick Leahy Farm to School Program and ended the program running regional food business centers.
Gutting climate and environmental initiatives
The political right has long opposed efforts to combat climate change, but Trump has taken this opposition farther than ever by attempting to remove all traces of climate programs, rolling back environmental protections, and disincentivizing sustainable energy development.
Trump’s USDA has sought to undo most of the climate-related funding promised through the Inflation Reduction Act, and while some of that funding has been released due to backlash, much of it remains uncertain. In March the agency released funds for the Rural Energy for America Program and other energy-related initiatives, but only upon the stipulation that recipients revise their projects to align with Trump’s Executive Order 14154, which undoes clean energy policies while accelerating fossil fuel and mineral extraction.
The USDA canceled a $3 billion flagship conservation program, Partnerships for Climate-Smart Commodities, that was popular among farmers for helping to boost public and private investment in climate-smart projects. According to Civil Eats’ policy tracker, the USDA has also canceled the Working Lands Conservation Corps and ended contracts through the Equity in Conservation Outreach Program, as well as pausing payments through the Environmental Quality Incentives Program, Conservation Stewardship Program, and Conservation Outreach, Education and Technical Assistance.

In an all-too-familiar move, House Republicans are proposing to drastically cut food assistance for poor Americans in order to give well-heeled Americans even more money and to shore up support for President Donald Trump. In other words, it’s business as usual. The bill would cut the Supplemental Nutrition Assistance Program and other federal nutrition assistance programs by a whopping $290 billion over the next decade, according to the draft text of the agricultural portion of their reconciliation bill. That’s how Republicans have decided to meet the target of $230 billion in cuts. Why are they proposing $290 billion in cuts when only $230 billion was required? Well, because the administration needs to keep farmers—some of Trump’s staunchest backers—from fleeing the coop. That extra $60 billion would go toward strengthening the safety net for farmers, including commodity programs and crop insurance. The proposed cuts are brutal. The work-requirement age for able-bodied adults without dependents would jump from 54 to 64, meaning that people needing nutrition assistance would need to work well into their 60s to get the absurdly meager nutrition benefits the federal government provides. That’s bad enough, but the bill also redefines “dependent child” from children under 18 to children under 7. So, once your kid is 8, they’re just fine alone at home, or something? Apparently, kids should learn to fend for themselves early, especially since red states keep gutting child labor laws. The bill would also shift significant SNAP costs to the states based on each state’s payment error rate. However, even some elected Republicans, craven as they are, recognize that hefty SNAP cuts would decimate poorer red states. Just gotta figure out a way to make sure only blue state residents feel pain, perhaps.
At the same time, the administration needs to ensure farmers do not receive a similar share of pain as people who are not rabid Trump fans. But that’s tough when the administration is slashing food aid to schools and food banks. Those groups receive funding to buy food from local farmers, but if they have no money, they can’t buy any local farmers’ food. But we can’t let that GOP-held desire to kick poor people in the teeth compromise the party’s electoral support among farmers.
Trump and the GOP seek to make it rain on the farmers by giving them money to keep them onside.

I went diabetic earlier this year, since then I've had far more serious health concerns to really focus on it. I've listened to my primary care and reduced my average a1c from 13 to 7. I've recently been looking into diets and what not that are the best. Currently, I'm trying to cut out all carbs, on my doctor's orders. What I'm seeing though is that a plant based diet is best. It looks like a ketogenic diet is what my doctor wants me to follow? I've watched videos on both diets and I don't know, I agree with you that keto is evil. What are your thoughts about this?
I am not a medical professional so i can't give you medical advice, but I'd say that you should ask your doctor for a referral to a dietician (an RD or an RDN, NOT a "nutritionist" - RD/RDN are protected terms that mean they have completed specific training and have specific board certification) and ask the dietician for advice on your specific dietary needs for your specific medical conditions.
What I can say is that trying to cut all carbs is pretty dangerous - not only is it a macronutrient that our body uses as the most available fuel for your body processes (we *can* get fuel from protein and fat, and ketones can *theoretically* replace sugars for energy but nobody is actually sure how long our bodies can do that and we know it's a LOT less efficient, it's supposed to be less efficient, and what that means is it makes a lot of people feel exhausted when they try it because they literally have less available energy) but also there are certain nutrients that are fortified in the US that are going to be hard to get if you're cutting carbs completely. The example that I always use is folate, because when I had to cut wheat out of my diet (i have grain allergies and celiac disease) I didn't know to supplement it and ended up with a form of anemia and stuff like "fainting" and "dizziness" and "low oxygen saturation."
Which is part of why massive diet changes should be undertaken with the assistance of a dietician! That's why I started studying nutrition! Because nobody supervised my medically necessary diet changes and it went very poorly!
Your GP very likely doesn't have a ton of training on nutrition, and is even less likely to have training on nutrition specific to your condition. If your GP is telling you to cut all carbs, they are telling you to do something dangerous and not nutritionally sound (even really restrictive keto diets call for 20g of carbs a day). Ask either them or your endocrinologist for a referral to a dietician (again, you are looking for a Registered Dietician or a Registered Dietician Nutritionist, RD or RDN, NOT just 'nutritionist') who is familiar with helping diabetics manage their nutrition.
Now, all of that said, in the choice between two fairly restrictive diets I will always say to try the one that requires less effort. It is much easier to eat a plant-based diet long term than a keto diet, and it is vanishingly unlikely that you are going to end up protein deficient (the primary concern for most people who are starting plant based diets, and it's just not all that likely - we need a lot less protein than a lot of people seem to think; though if you're going completely vegan you do need to be careful to supplement your B vitamins and to ensure that you're getting plenty of omega fats)
Because the thing is, for a diet to "work" you have to be on that diet forever. If you stop being on that diet, and stop adhering to its restrictions, whatever benefits exist for that diet go away. So the best diet for *anybody* is one that will provide them with the nutrients they need in a way that they can access regularly and affordably, that they enjoy eating and can comfortably maintain for long periods of time, and that includes a variety of fruits and vegetables because the only diet advice that is nearly universally applicable is that people should be eating more fruits and vegetables and they should be eating a wider variety of them.
I am not a fan of "diets" as a concept and I think that people should think of nutrition in terms of "my diet" not "the diet that is meant to be one-size-fits-all for millions of people that I am attempting." Your diet is what you eat and drink, and that is what you should be looking at adjusting. If you want to reduce carbs in your diet it's better to tweak your consumption than it is totally replace your diet with a one size fits all keto diet. If you want to increase fat in your diet it is better to tweak your consumption than it is to replace your diet with a one size fits all atkins diet. If you want to go plant based I think it is better to start by adjusting your diet to include more plants and to slowly replace animal based products than by trying a one size fits all vegan diet right out of the gate. You can always (and should!) make adjustments to what you eat as circumstances change and you may end up at a vegan diet or a low carb high fat diet and find that that works for you, but part of the reason that I think nutrition studies on diets are so screwy and hard to pin down is because your body is going to *flip the fuck out* when you change from, say, an average american diet to a study-provided Mediterranean diet for a 12 week experiment. If you drastically change your diet all at once and get good results immediately it's very hard to say if those results will be lasting because your body may just adjust to the "new normal" of your diet six months down the line.
But like seriously if your GP is telling you to cut all carbs you need to see a person who specializes in nutrition, and to prepare for your appointment with that person you should make a list of your goals (for you it sounds like you want to manage your blood sugar levels, reduce a1c, and *ask about* low carbs if that is something that interests you), a list of things you think that you'll have trouble with or that you want to include in your diet because they're important to you (if you really like nuts but have to be on a low fat diet, ask if there's a way to work around that with your needs, for example; if there is a cultural staple that you will find difficult to cut from family meals, TELL THEM THAT), a list of questions that you have about different types of diets, and *VERY IMPORTANTLY* information about your food budget and cooking skills. Be clear about it if you can't cook. Be clear about it if you can't afford certain ingredients.

Six more states have banned junk food purchases from being bought with Supplemental Nutrition Assistance Program (SNAP) benefits, the U.S. Department of Agriculture (USDA) has announced.
West Virginia, Florida, Colorado, Louisiana, Oklahoma, and Texas have all had new waivers approved that allow each state to modify what can and can't be bought using food benefits. Across all of these states, the change will impact approximately 8.5 million people.

The push to tighten rules around unhealthy purchases has been led by Republican states, with Colorado being the only Democratic state to join the throng.

Dear Editor,
The mission of the nonpartisan League of Women Voters has been singular and unwavering for more than 100 years: to uphold and protect our democratic system, and to ensure the right of every American to vote. Upholding our cherished democratic system means preserving our Founding Fathers’ genius invention, consisting of three co-equal branches of government regulated by a system of checks and balances. This system of government has persisted for nearly 250 years, and has resulted in the most productive society in the history of the world.
Many Americans expected change and some upheaval when Donald Trump began his second term as president. Each new president will of course attempt to shape the country into his or her vision of what it should be, and candidate Trump was very clear about his intentions to do things differently. Change is what the voters wanted and change was the reason he was voted back into the White House.
We at the League of Women Voters of Tulare County respect the voters’ decision in 2024. However, as an organization whose mission is the preservation of our democratic system, we believe that many of the new administration’s aggressive actions are indeed threats to the democracy we cherish. While many of the changes President Trump wants could have been done through the legislative process, respecting the system of checks and balances, the administration instead has chosen to unilaterally begin dismantling our governmental institutions and norms through executive orders. This shock-and-awe approach has been quick, but ignores the rule of law. This leaves only the judicial system between our democracy and an autocracy.
This is not some far-off threat. The administration’s actions are impacting us locally. Grant applications have been frozen and funding has been cut to local nonprofit organizations. Severe spending cuts are proposed to Medi-Cal, affecting the more than 300,000 people (about 62% of our total population) who qualify in Tulare County. In addition, 1.5 million residents in the San Joaquin Valley are on Medi-Cal.
Food assistance programs such as the Supplemental Nutrition Assistance Program (SNAP) that was recently received by over 126,000 people in Tulare County (of which 2/3 were children) are also threatened with cuts. According to CAfoodbanks.org, SNAP brought $193 million in 100% federally funded benefits to Tulare County in 2018. This created about $346 million in total economic activity, supporting 1,900 Tulare County jobs by providing markets for farmers and customers for retailers.
In response to one of the latest executive orders, “Preserving and Protecting the Integrity of American Elections,” Celina Stewart, Chief Executive Officer of the League of Women Voters of the United States said: “Let’s keep it real: this order is not about protecting elections; it is about making it harder for voters — particularly women voters — to participate in them. … This executive order is an assault on our republic and a dangerous attempt to silence American voters. The President continues to overstep his authority and brazenly disregard settled law in this country. To be very clear — the League of Women Voters is prepared to fight back and defend our democracy.”
LWV Tulare County will do all we can right here in our community to defend our democracy, and in particular to ensure that voting rights are protected. As a show of strength and solidarity, we will join the “Hands Off!” Protest being organized by With Visalia and others on April 19 at Mooney and Caldwell from 11 a.m. to 2 p.m. We urge all citizens and other organizations to join us. Our community is strong. Let’s band together to defend and protect it.

Since taking office in January, President Donald Trump has promoted a political agenda that targets some of the country’s most vulnerable populations through anti-immigrant and anti-diversity policies, the slashing of federal assistance programs, and the spread of false and misleading information.
Under Secretary of Agriculture and Trump loyalist Brooke Rollins, the U.S. Department of Agriculture has become an enforcement arm for this agenda, seriously imperiling the nation’s food and agriculture system and the people who work in and depend on it.
Here’s an overview of actions the USDA has taken to fulfill Trump’s wishes over his first six months in office — actions based not on sensible policy for the public good but on political rhetoric attacking vulnerable communities and punishing those who don’t align with the MAGA movement.
The negative consequences are enormous for immigrants, people of color, marginalized communities, independent agricultural producers, food system workers, low-income Americans, and the environment.
Targeting immigrants
One of the primary features of President Trump’s agenda is the othering and antagonizing of immigrants. In February he issued Executive Order 14218, directing federal agencies to exclude undocumented immigrants from taxpayer-funded benefit programs.
Following this directive, in April the USDA issued guidance to state Supplemental Nutrition Assistance Program agencies, commanding them to strengthen immigration-verification practices when determining SNAP eligibility to ensure that undocumented immigrants don’t receive SNAP benefits.
In July the USDA also issued a Federal Register notice reinterpreting the term “federal public benefit” under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to further restrict undocumented immigrants, people with temporary protected status, and DACA (Deferred Action for Childhood Arrivals) recipients from participating in SNAP, WIC, and other food-assistance programs.
Of course, the administration has also been directly harassing immigrants — and citizens who get profiled as immigrants — in their places of work. In June, Immigration and Customs Enforcement agents ramped up their targeting of food and farm workers, conducting raids on fruit orchards, dairy farms, meatpacking facilities, and restaurants across the country. This came in conjunction with a Department of Labor announcement that it would no longer enforce a Biden-era rule that protected immigrants who came to work on U.S. farms through the H-2A program.
The human toll has been devastating: Injuries occur, families are torn apart, and people fear showing up to work. Recently a farmworker died during an ICE raid in California. In mid-June, Trump temporarily backtracked on raiding hotel and agricultural businesses, but the Department of Homeland Security reversed that guidance the same week.
