Initially, the known banking system was under the control of the Banco Nacional de Costa Rica, an entity reorganized from the old Banco Internacional in 1936. Later, in 1948, the nationalization of private banking and the need for an efficient national banking system made the creation of an independent Central Bank urgent. This need was formalized with the promulgation of Law 1130 on January 28, 1950, officially establishing the BCCR as the country's highest economic authority.

The BCCR initially assumed the functions of the Issuing department of the Banco Nacional de Costa Rica, operating under the provisions of both laws until the promulgation of Law 1552, known as the Organic Law of the Banco Central de Costa Rica. This provided a more solid legal structure for the bank's operation. In 1995, it was replaced by Law 7558, thus adapting the legal framework to contemporary economic needs.

Regarding the role of the BCCR, it plays a crucial part in economic stability and growth. It develops monetary policy, which it uses to adjust the level of interest rates in the economy, as well as the amount of money issuance; provides financial stability by supervising other banks and financial institutions to ensure good practices; conducts economic research to make informed decisions when implementing its policy; and regulates the level of foreign exchange to maintain a stable exchange rate.

All these activities carried out by the BCCR have contributed to the country by helping maintain a stable inflation level, providing greater competitiveness in international markets, and implementing measures to stabilize the financial system during times of crisis. Overall, its role has been fundamental in shaping the country's economic landscape.

The Central Bank of Costa Rica emerged in 1950, which was a significant event. Before its establishment, these functions were scattered among different entities, making it difficult to coordinate economic policies. With its emergence, the BCCR took on the responsibility of issuing national currency and regulating the financial system.

During the 1960s, the BCCR focused on controlling inflation after the 1959 crisis, which severely affected the country's economy. The bank implemented fiscal and monetary measures to try to control the crisis. In 1973, the Organic Law of the BCCR was enacted, which strengthened the autonomy and functions of the bank in monetary policy, making it much more independent.

This decade was marked by the oil crisis, which obviously presented other challenges for the BCCR. In 1980, the BCCR faced significant challenges due to the external debt crisis and the implemented economic adjustment policies. The bank had to take difficult measures to stabilize the economy, including currency devaluation and the implementation of restrictive fiscal and monetary policies.

In the 1990s, several reforms were carried out, including financial liberalization, privatization of state banks, and the adoption of policies to promote competition and efficiency in the financial sector. In the 2000s, bank supervision was strengthened, following the 2008 crisis.

In the 2010s, the BCCR implemented measures to control inflation and maintain economic stability, while working on policies to address the growing fiscal deficit and promote sustainable economic growth, launching the 2030 agenda.

Finally, in the 2020s, it had to face the pandemic and adopted measures such as reducing interest rates and implementing financial support programs.

The Central Bank of Costa Rica plays a crucial role in the country's economic stability and development. Established to oversee monetary policy and ensure financial stability. I’m going to explain some history and background of the Central Bank of Costa Rica was established in 1950, a few years after the end of the Costa Rican Civil War. Its creation marked a significant shift in the country's economic management, moving towards a more centralized and regulated approach. Before the establishment of the BCCR, Costa Rica's monetary policy was managed by private banks, which often led to instability and inflation. Also, the idea of a Central Bank was not originally from Costa Rica, many other countries already have this kind of entity. The main goals of the Central Bank at its inception were to control inflation, stabilize the currency, and promote economic growth. Over the decades, the BCCR has evolved, adapting its policies to meet the changing economic landscape of both Costa Rica and the global economy. Also, is responsible of much research that help to understand phenomena in the economy, a fun fact is that many professors here in the UCR work in that department (another shout out for Jonathan Garita, my macroeconomics professor). The Central Bank of Costa Rica is responsible for formulating and implementing monetary policy to control inflation and ensure economic stability. This includes setting interest rates and regulating the money supply. Over the years, the Central Bank of Costa Rica has implemented various policies to navigate economic challenges. One significant challenge has been controlling inflation. In the past, Costa Rica experienced high inflation rates, but through effective monetary policy, the BCCR has managed to bring inflation under control, promoting economic stability. Another critical policy area has been the management of foreign exchange. By maintaining a stable exchange rate, the BCCR has helped foster a predictable environment for trade and investment. This stability is crucial for a small, open economy like Costa Rica's, which is heavily reliant on exports and foreign investment. The Central Bank has also been proactive in adopting modern financial practices (like sinpe movil, i love sinpe movil). In my opinion the Central Bank of Costa Rica has played a pivotal role in shaping the country's economic landscape, because all the responsibility that it has. Through careful management of monetary policy, currency issuance, and financial stability, the BCCR has helped maintain economic stability and foster growth, this since his creation and for excellence performance of the professionals that work there (mostly UCR graduates!!). As the global economy evolves, the Central Bank will continue to adapt its policies to meet new challenges and support the country's development goals and we need to support their decisions for a better future.
