I suspect that the response of some would be likely to be along the lines of the vulnerability of mothers outside of the workforce and the importance of protecting this vulnerable group overriding concerns about perpetuating or growing it?

I do think there is a distinction between the more conservative "women should be supported to 'be traditional' " and the above argument with this excerpt responding more to the former.

In that case, rather than draining money away from childcare centres I think the closer argument would be about money that could be spent on social housing (NRAS or public housing)?

Similarly, I suspect that progress towards better social services for children and their carers (free childcare on demand, free school uniforms, free sport access etc.) would be better than Australia's current paternal child support system which reinforces responsibility for the child to the family (with fathers often sidestepping this) rather than the society.
