Some thoughts on Picard Season 2 and why it's unpopular.
So I had a bit of an epiphany yesterday. I'm rewatching Picard Season 2 in preparation for a discussion about it with a colleague next week and I was constantly reminded that a lot of fans are very visceral in their dislike of this season.
To be honest, there are parts of it that I don't like. I think the whole Soong/Kore story was a totally unnecessary distraction and was only done, once again to shoehorn in Brent Spiner and the Picard/Data relationship - which I never found compelling in the first place. But that's just me.
However, I realized that Picard Season 2 does something that no other season (or show) of Star Trek does, it centers the entire narrative on humanity. By making the protagonists AND the antagonists humans, there is no subtle (or not so subtle) use of alienation to map contemporary adversaries or conflicts onto the Federation's adversaries. This is important, because, as I have argued in a multitude of research papers, Star Trek is very, very guilty of framing future conflicts through the lens of contemporary adversaries. This was done very explicitly in TOS - both Roddenberry and Coon overtly asked for the Klingons to be modeled on an "Asiatic Communist" trope. Communism was again the enemy in TNG, through the medium of the Borg and "assimilation" and loss of individuality. DS9 has its Cardassian "Nazis"; Voyager and Enterprise the chaotic post-Cold War existential threat of non-state actors and by the time we get to Discovery, the Klingons have been recast as Jihadist extremists.
The fundamental problem with this is that no matter how much Star Trek might talk about the Federation being a "future better us"; by casting recognizable real world adversaries as the Federation's foes, it automatically casts the contemporary US as the Federation (that's just how TV works, especially through the manichean lens of US culture).
So, if you don't want to think too hard about the ways in which the US interacts with the world. If you don't want to think too hard about American exceptionalism and Neo-imperialism and the misuse of force (and capital) without and within the US. If you cloak it all in the surface progressiveness of visible diversity - and I'm not claiming that diversity and representation isn't important, of course it is, but diversity does not equal progressive politics - then you can happily watch Star Trek without ever having to grapple with the uglier parts of the American experience. If we are the Federation, and clearly we must be because the Federation's foes are recognizably our foes, then we are already the galaxy's "good guys"; the Federation is just a future extension of the American now.
Season 2 of Picard blows that all apart. The bad guys are the Confederation and, by going back to the 21st century and exposing the roots of the Confederation in all the ugly, racist, greedy, unequal, venal, corrupt layers of 21st century America, the Confederation is a direct consequence of that present (our present) being allowed to play out into the future. We are the enemy in the 21st century and we become the enemy in the 24th century.
And the show pulls absolutely no punches. We get ICE brutalizing detainees and explicit discussions of people being disappeared because they are dehumanized as "non-people". Homeless encampments and immigrant clinics amid glittering towers and sumptuous parties. We get quips about the ridiculousness of pledging allegiance to a flag (thank you Ríos) and monologues about exchanging white hoods for suits (thank you Guinan). Some of the despair is directed to the behaviors of everyone on the planet - climate change - but the vast majority of the political commentary is explicitly about the contemporary US.
Not only that but it's done by a diverse cast that speaks Spanish, and is brown and queer and female and empowered (thank you Queen Agnes) and where the only white men are aging and feeble.
It is (the wandering Soong/Kore storyline notwithstanding) fucking brilliant television and it's the first time that Star Trek is ever explicitly - textually AND subtextually - progressive. There is no ability for the audience to elide the message by hiding in the fiction that we are the Federation and THEY are the bad guys (the Klingons, the Borg, the Romulans, the Breen, the Cardassians).
So no, let's get rid of the bullshit that people don't like Picard Season 2 because of "the writing", the writers room for Seasons 2 and 3 is almost identical (Matalas, Appel, Monfette, Maggs and Okomura) and the writing for both seasons was taking place almost at the same time.
Whether it's subconscious or not, the disproportionate degree of hate leveled at Season 2 (often by the same fans that love season 3 for it's "great writing" and overt nostalgia) exists because the storytelling in Season 2 leaves fans no place to hide. Because for the first time Star Trek really dives into the core of science fiction, which, as many, many sci-fi writers have explained (Margaret Atwood most recently), is not to predict the future but to critique the present.
I may come back and edit or extend this later, but right now I'm going to leave it as is and post.
Edited to clarify that you can hate Season 2 for any reason you want to, personal taste is just that, personal - but the (for the first time) explicit social commentary cannot be divorced from the unusual levels of vitriol hurled at this season by a substantial group of very vocal fans.

Clinical Trials Being Taken Up In India For Cholera Vaccines
Cholera is a bacterial infection that causes diarrhea, which kills the patients within hours, if left untreated. If patients are diagnosed in time, and treated with antibiotics and other measures at an early stage, they can recover and get back to their normal lives, but if not, they may have to lose their life! Cholera infects approximately 2.8 million people, causing 95,000 deaths every year! In 2018, there was a global demand for around 100 million doses of cholera vaccine, but the supply was only somewhere around 20 million; so you can imagine the sad face of the outbreak!
Today, the world relies only on two suppliers for cholera vaccines – one from South Korea, and the other from India; but, the global demand for cholera vaccines is higher than the supply. This is why large-scale clinical trials are being planned to be conducted, and a Swedish-designed cholera vaccine is to be commercialized to help fight persistent outbreaks of cholera in India and abroad.
The Hilleman-Bharat pact
It is the Hyderabad-based Bharat Biotech that signed a pact with the New Delhi-based Hilleman Laboratories to speed up the development and clinical trials. Also, the manufacture of the new oral cholera vaccine needs to be accelerated for the drug to be supplied to low and middle income countries. This collaboration of Bharat Biotech and Hilleman Laboratories has been mainly done to address the global shortage of cholera vaccines, in the midst of the persistence of outbreaks in several states across India and Africa.
What is the pact about?
Under the pact, Hilleman laboratories have licensed to Bharat Biotech the vaccine designed by scientists at the University of Gothenburg, Sweden. The vaccine’s safety and capacity to produce an immune response to cholera has already been established by Hilleman laboratories through limited Phase-1 and Phase-2 clinical trials in Bangladesh. Bharat Biotech, thus, has to conduct larger Phase-3 trials and scale up the vaccine production process for commercialization, while also seeking a pre-qualification certification from the World Health Organization, to enable it to supply the vaccine through global funding agencies. The entire process may take somewhere around three years, but the capacity to deliver 50 million doses every year will resolve the uncertainty over supply.
Cholera widespread in India
In India, the highest risk of cholera is in Bengal. In fact, Ancient Asiatic cholera strains have also thrived in the Ganges delta, making Bengal very unsurprisingly the most highly affected state. In fact, almost 50% of cholera cases seen in India every year have been in Bengal. Next in line come Karnataka, Gujarat, Maharashtra, Punjab, Odissa, and Assam. Therapeutic Efficacy and Considerations:
Flight Microangiopathy: 😐 One trial has demonstrated improvement in ankle edema at various flight durations. More research is warranted, but the current evidence is not sufficient to support a recommendation for this indication.
Venous Hypertension: 😐 Five placebo-controlled trials have all demonstrated decreased edema and symptoms, although patients with mild symptoms did not seem to experience much clinical benefit. More information is needed both on long-term safety and extent of efficacy before a general recommendation can be made. Gota kola may be a possible treatment option in patients with severe edema who have failed or refuse other available therapies. Dose: 30-60 mg triterpenes three times a day.
Sedation/Anxiety: 🙁 Only one preliminary study relating to anxiety has been conducted. It found a reduction in startle response in healthy subjects. Use for sedative or anxiolytic effects is not recommended at this time.

Chemistry/Pharmacology: The primary ingredients are triterpenoid saponins, madecassoside, and asiaticoside, as well as asiatic and madecassic acid. Madecassoside and asiaticoside seems to be responsible for decreasing venous pressure and improvements in microcirculation in venous insufficiency. These also have effects in wound healing by decreasing inflammation and glycosaminoglycan and collagen synthesis. Topical application of extracts increases collagen synthesis, intracellular glycoproteins, and mitotic activity and enlarges keratohyalin granules in scar tissue to reduce their appearance. Some antioxidant effects might be responsible for protection of the gastric mucosal lining observed in animal studies. Potential sedative and analgesic effects could be associated with GABA-B receptor binding or increases in GABA. Two other terpenoid constituents, brahmoside and brahminoside, may also be involved with these activities.
Drug Interactions: May have additive effects with sedative drugs; high doses may interfere with the activity of antidiabetic agents, hypolipidemics, and antihypertensive drugs.
Contraindications/Precautions: Pregnancy and lactation (due to lack of information on effects); may elevate blood glucose, triglycerides, and cholesterol levels; may have cross-sensitivity in patients who are allergic to members of the celery family.
Adverse Effects: Hypercholesterolemia, hypertension, hyperglycemia, sedation, GI upset, photosensitivity, hepatotoxicity. Topically: burning sensation, contact dermatitis, or pruritus.

SCORPIO: Setsuna was born on October 29th, under the Zodiac sign of Scorpio. The Ruling Body for people born on this date is the Planet Pluto, representing desire, transformation and expansion. NAOKO-SENSEI’S TRAINING IN MINERALS & GEMSTONES: The reason we do this feature is because Naoko Takeuchi named most of her villain characters after a gemstone or mineral and has each of the Senshi themed around certain symbolic gemstones. Where they are known I’ve also listed each Senshi’s Zodiac gemstone and Talismanic gemstone too. I have added the horoscope for the day each Senshi was born. Takeuchi-sensei was born in Kofu, Yamanashi Prefecture, the historically famous city of artisan gems carving and distributing in Japan. To this day, the Yamanashi Gem Museum displays gems, precious stones, and large quartz crystals collected from Japan and around the world. Naoko also pursued her interests by joining an earth sciences club in high school.
In university, Naoko Takeuchi studied chemistry in preparation to become a pharmacist and clinical research technician, which led to a by-the-book “mineral knowledge” being persistent throughout her work, and she got to know all the lore behind a large variety of minerals and gemstones. For instance, Mimete isn’t a gemstone; she is a mineral, mimetite, and her dress and tights are EXACTLY the same golden yellow colour of mimetite. Naoko coloured her illustrations VERY carefully! Naoko-sensei had promised her Dad, if this manga drawing idea didn’t work out, she could always fall back on working in a drug store! :-)And as you will see, the mineral/gemstone knowledge did NOT go to waste, when that Sailor Moon manga thing worked out in a big way!

SCORPIO'S LUCKY COLOURS: Deep red, the colour of garnet is Scorpio’s lucky colour, along with violet, scarlet and carmine. Perhaps this is why Setsuna usually wears a violet suit with a red bow in the 90’s anime! Garnet, the Scorpio birthstone occurs mostly in deep red, a passionate sensual Scorpio colour. The Scorpio gemstone is believed to enhance healing and relieve depression. GARNET ROD: According to wikimoon.org, the Garnet Rod was an item carried by Sailor Pluto. She primarily used the Garnet Rod to perform the attack Dead Scream, but it also functioned as a key of sorts to the Space-Time Door. Her talisman, the Garnet Orb, sat atop this Rod. Sailor Pluto still had access to the Garnet Rod even in her civilian form. In the manga, it protected her from the Tellun she was analyzing, and in the anime, she used it to show the Inner Senshi a vision of the Silence.
GARNET, THE OLDEST GEMSTONE OF ALL: So why did Naoko Takeuchi choose a Garnet for the Time Rod? Sailor Moon Fans, she chose it because garnets have a history the world over, as old as Time itself. Sailor Moon’s creator really, really knows her gemstones and minerals and has done her homework on what they mean to the Sailor Moon story. Garnets have as long a history as both a gemstone and a talisman as there were humans on Earth, from what we can determine. According to crystalvaults.com, not only was Garnet prized as an ornamental jewel, but its strong curative powers and protective energies made it invaluable.
GARNET=POMEGRANATE: Garnet comes from the Latin name “Granatum”, meaning pomegranate, because granular varieties of Garnet look a lot like pomegranate seeds. Wonder if Setsuna likes drinking POM Wonderful pomegranate juice for its antioxidant qualities, to keep her ageless? If so, she could, in theory, drink a pint of pomegranate juice from an ancient Roman hollowed out cup made from garnet! The Roman historian Pliny wrote that the large dull-colored "Carbunculus of India" (a type of Garnet) used to be hollowed out into vessels, which would hold as much as a pint.
THE HISTORY OF GARNETS: Not only were Garnets popular in ancient Greek and Roman civilizations, but Garnets were used in Egypt more than 5000 years ago, in Sumeria around 2100 B.C., in Sweden between 1000 and 2000 B.C. and in the former Czechoslovakia as far back as the Bronze Age.
GARNETS AS A TALISMAN: As a talisman, Garnet was used as a sacred stone by the Native American Indians, the South American Indians, the Aztecs, the African tribal elders, and the Mayans. Garnet acts with speed to expand one's awareness, due to the flash of lightning contained within, and enhances one's internal fire to bring creative powers to implementation. As a Warrior's Stone, Garnet served as a talisman in the Crusades for both the Christians and their Muslim enemies. Garnets also had religious significance in Biblical times: According to the Talmud, the only light on Noah's ark was provided by a large Garnet.
GARNETS AS A BLOOD RED WEAPON: The red Garnet, which used to be called a carbuncle, is the colour of blood. So some Asiatic tribes believed that this blood red stone would not only protect you from being wounded, but it would be more deadly as a weapon in a slingshot or as a bullet. In 1892 on the Kashmir frontier, the rebellious Hanzas used Garnet bullets to fire on British troops. No, I don’t know whether Garnet bullets are more effective than lead bullets! But they certainly would be more expensive ammunition!
GARNETS AS GEMSTONES & ITS PROPERTIES: Garnet is a powerful energizing and regenerative stone. It balances, strengthens and protects. According to crystalcure.com, Garnet is known as the stone for a successful business. Maybe this is why Setsuna never seems to lack for funds and when she moved in with Haruka, Michiru, and Hotaru, they seemed to live in great prosperity! Not to mention, her timeless Garnet talisman Rod was the key to the Time Gates, which allowed Sailor Pluto to go back in time and collect priceless items that she could bring back to the modern world to sell. Some day I hope to see Setsuna’s outstanding awesome collection on the Antiques Roadshow!
SUCCESS IN BUSINESS & PROTECTION ON JOURNEYS: If your business is not as good as it should be, just put 3 or more garnets on your desk. It is believed that if a garnet is put under a pillow it will cure depression. Garnets can be used to make a person popular and have self-esteem when worn as jewellery. It helps protect one on trips (any trips, not just through Sailor Pluto’s Time Gates!). Garnets bring constancy to friendships.
BLOOD RED, BURNING COAL: Garnets help aid circulation and all blood related issues. Garnet does come in colours other than blood red, but in its most common form, it is called Almandine, formerly known as a “carbuncle” (though originally, almost any red gemstone was known by this name). The term "carbuncle" is derived from the Latin meaning "live coal" or burning charcoal. Almandine is a corruption of Alabanda, a region in Asia Minor where these stones were cut in ancient times.
ANCIENT JEWELLERY (WIKIPEDIA): Red garnets were the most commonly used gemstones in the Late Antique Roman world, and the Migration Period art of the "barbarian" peoples who took over the territory of the Western Roman Empire. They were especially used inlaid in gold cells in the cloisonné technique, a style often just called garnet cloisonné, found from Anglo-Saxon England, as at Sutton Hoo, to the Black Sea. Pure crystals of garnet are still used as gemstones.
THE COLOURS OF GARNET: Garnet gemstone varieties occur in shades of green, red, yellow, and orange. The next most common colour after red is emerald green, the colour of Sailor Pluto’s hair. There are two well known varieties of emerald green Garnets: Tsavorite and Demantoid, which is the most valuable Garnet of them all. So is Setsuna’s hair supposed to resemble Tsavorite or Demantoid? We’ll have to ask Naoko-sensei that question! Garnet is also the birthstone for the month of January and the State Gemstone for New York State. The Star Garnet (Garnet with rutile asterisms) is the State Gemstone of Idaho.
OTHER BIRTHSTONES: PLANETARY GEMSTONE FOR SCORPIO: Ruby Ruby is the other Planetary Gemstone associated with Pluto and Scorpio. For more information on Rubies, please see Sailor Mars’ Gemstone Page. Other Scorpio Zodiac Gemstones are Apache Tear, Aquamarine, Beryl, Coral, and Obsidian. Before Pluto was discovered, Mars was considered to be the ruling planet for the Zodiac sign of Scorpio. The red gemstones of Mars such as Ruby, Red Coral and Poppy Jasper are still considered to be the most auspicious colours for Scorpios to wear.

Latin Name: Panax ginseng
Background: Asian ginseng is native to the Far East, including China and Korea, and has been used for health-related purposes for at least 2,000 years. Asian ginseng is one of several types of ginseng (another is American ginseng, Panax quinquefolius). The terms red ginseng and white ginseng refer to Asian ginseng roots prepared in two different ways.
The herb called Siberian ginseng or eleuthero (Eleutherococcus senticosus) is not related to true ginseng.
The root of Asian ginseng contains chemical components called ginsenosides (or panaxosides) that are thought to contribute to the herb’s claimed health-related properties.
How Much Do We Know?
There have been many studies of Asian ginseng in people, but few have been high quality. Therefore, our understanding of Asian ginseng’s health effects is limited.
What Have We Learned? There’s currently no conclusive evidence supporting any health benefits of Asian ginseng.
What Do We Know About Safety?
Short-term use of Asian ginseng in recommended amounts appears to be safe for most people. However, questions have been raised about its long-term safety, and some experts recommend against its use by infants, children, and women who are pregnant or breastfeeding.
The most common side effects of ginseng are headaches, sleep problems, and digestive problems.
Some evidence suggests that Asian ginseng might affect blood sugar and blood pressure. If you have diabetes or high blood pressure, consult your health care provider before using Asian ginseng.

FIRST PLASMA THERAPY TO BEGIN IN KARNATAKA TODAYConvalescent Plasma Therapy:
In order to combat the COVID-19 pandemic, researchers and scientists are working tirelessly to develop a proper treatment for patients infected with the novel Coronavirus.
Amid testing the already existing antiviral drugs and new ones, the researchers have come across the Convalescent Plasma Therapy, which could be a potential treatment for the virus.
Several countries including China and the US have already started the clinical trials of the Convalescent Plasma Therapy due to the absence of a coronavirus-specific treatment to cure the infected patients.
The Convalescent plasma therapy was first used during the 1918 Spanish Influenza outbreak.
The approach was used recently during the outbreak of SARS, MERS and Ebola viruses.
What is Convalescent plasma therapy and how does it work to fight COVID-19?
Convalescent Plasma Therapy, also known as passive antibody therapy, provides a person with already developed antibodies to fight a virus.
Under the Plasma Therapy, the COVID-19 patients will be infused with an antibody-rich blood plasma of the people who have recovered from the novel Coronavirus.
The Convalescent Plasma Therapy is based on the antibodies and proteins developed by the immune system that protects the body from any potential harm.
When any virus attacks the body, the immune system produces antibodies to attack the virus. These antibodies are produced by immune cells ‘B lymphocytes’, found in blood plasma.
The person who recovers from a virus has developed antibodies that stay in blood to fight the same virus, if it returns.
And if these antibodies are infused into other person infected with the same virus, they recognise the virus and attack it. However, these antibodies stay for short period in other person’s blood.
Some antibodies neutralize the virus and some work by mobilizing the immune cells to combat a disease.
Is the Convalescent Plasma Therapy a success in treating COVID-19 patients?
It is not yet clear that which mechanism will be followed by COVID-19 antibodies to fight off the disease.
However, it is expected that the infusion of blood plasma will boost the passive immunity until the patient develops his or her own targeted ability to combat the virus.
Results of Convalescent plasma therapy trials conducted in China:
As per the tests conducted on a few patients of Coronavirus in China, the therapy came out as a promising option for severe cases.
The tests were conducted in 10 patients who were given a single dose of blood plasma of recovered patients.
The results showed that the coronavirus disappeared from patients’ blood in 7 days; lung lesions improved within 7 days and clinical symptoms improved significantly within 3 days.
Why in News?
The first plasma therapy in Karnataka for COVID-19 patients will begin on Saturday, and will be carried out jointly by the Bangalore Medical College and Research Institute (BMCRI) and the HCG Hospital.
Jawaid Akthar, Additional Chief Secretary (Health and Family Welfare), said that many people who have recovered from the disease have come forward to donate their blood.
We will begin by collecting the samples of two or three people who have recovered.
Those who have other co-morbidities cannot participate in this process.
R. Jayanthi, Dean and Director of BMCRI, said that a mass appeal will be sent to patients who have recovered from COVID-19 to come forward and donate.
“Those who are discharged and are in the period of 14 to 28 days can come forward to donate.”
The trial will test the efficacy of plasma therapy which uses antibodies of cured patients to treat critically ill COVID-19 cases.

There have been fifteen commissions to date. The most recent was constituted in 2017 and is chaired by K.Singh, a former member of the Planning Commission.
The recommendations made by the Finance Commission are only advisory in nature and hence, not binding on the government.
The 15th Finance commission makes recommendations for the period of 2020-2025 (5 years).

Why in News?
Despite the strain on government finances due to the COVID-19 pandemic, there is no credible proposal to amend the legislation meant to control the fiscal deficit, Chairman of the 15th Finance Commission N.K. Singh said.
The government was currently looking to see how to ameliorate economic hardship while staying within the broad framework of the existing law.
While presenting the Union Budget in February, the Finance Minister had invoked the Fiscal Responsibility and Budget Management Act’s escape clause to relax the fiscal deficit target for 2020-21 by 0.5% percentage points to 3.5% of the GDP.
If the government wishes to increase spending further in light of the current crisis, as many economists have recommended, it may need to amend the Act.
The State governments have been demanding that their own 3% fiscal deficit targets be relaxed to 4% or even 5%, to give them elbow room in dealing with the impact of the lockdown.
Need for New Law:
Singh said that change would not be possible without fresh legislation being enacted by the States.
A more expeditious method would be for the States to first trigger their own escape clauses.
He also cautioned that the States need to weigh the cost of borrowing from the market, and whether there would be appetite for their bonds.
Economic Advisory Council members felt that options need to be considered for financing the additional deficit.
It is important to ensure that the State governments get access to adequate funds to undertake their fight against the pandemic, they said, adding that different States may come out of the pandemic’s impact in different stages.
A support mechanism for cash-starved small enterprises needs to be a top priority, along with partial loan guarantees and other measures to protect non-banking financial companies.

National Board for Wildlife (NBWL):
The NBWL is constituted by the Central Government under Section 5 A of the Wildlife (Protection) Act, 1972 (WLPA).
It serves as an apex body to review all wildlife-related matters and approve projects in and around national parks and sanctuaries.
The board is advisory in nature and advises the Central Government on framing policies and measures for conservation of wildlife in the country.
It is chaired by India’s Prime Minister and its vice-chairman is Minister of Environment.
The NBWL has 47 members including the chairperson.
Among these, 19 members are ex-officio members.
Every new government constitutes a new board, based on the provisions of the WLPA, with the new PM as the chair.
Functions of NBWL:
The primary function of the NBWL is to promote the conservation and development of wildlife and forests.
It has the power to review all wildlife-related matters and approve projects in and around national parks and sanctuaries.
No alternation of boundaries in national parks and wildlife sanctuaries can be done without the approval of the NBWL.
North-Easter Coal Field (NECF):
North Eastern Coalfieldsis a unit of Coal India Limited, which has its headquarters in Margherita in Assam.
The unit came into existence in 1975 after nationalization of coal mines in India.
It took over the private mines operating in the Northeastern states of India and at present has mines operating in states of Assam, Meghalaya, Nagaland and Arunachal Pradesh.
At present there are five working mines – three underground and two opencast mines.
Why in News?
Amid the countrywide lockdown, the National Board for Wildlife (NBWL) has recommended coal mining in a part of an elephant reserve in Assam.
The NBWL’s Standing Committee had on April 7 discussed a proposal for use of 98.59 hectares of land from the Saleki proposed reserve forest land for a coal mining project by North-Easter Coal Field (NECF), a unit of Coal India Limited.
The NBWL is under the Ministry of Environment, Forest and Climate Change (MoEFCC).
Saleki is a part of the Dehing Patkai Elephant Reserve that includes the Dehing Patkai Wildlife Sanctuary covering 111.19 sq km of rainforest and several reserve forests in Sivasagar, Dibrugarh and Tinsukia districts.
Panel Set Up:
The NBWL had in July 2019 formed a committee comprising its member R. Sukumar, Assam’s Chief Wildlife Warden, and a representative of the local wildlife division for assessing the mining area.
In the April 7 meeting, Mr. Sukumar stated that 57.20 ha of hilly forestland had already been broken up by the user agency (NECF) and the remaining 41.39 ha was unbroken.
He recommended a “cautious approach” for preserving the “basic integrity of this forested hill slope” that is a part of the elephant reserve in Assam adjoining Arunachal Pradesh’s Deomali Elephant Reserve with “a sizeable population of elephants”.
After detailed discussions, the Standing Committee “recommended for approval” the proposal for mining in the broken-up area after the user agency submits a rectified site-specific mine reclamation plan in consultation with the Assam Forest Department.
IITD’S CORONAVIRUS DETECTION ASSAY GETS ICMR APPROVAL
IIT Delhi said it has got the approval from the Indian Council for Medical Research (ICMR) for a probe-free coronavirus detection assay developed by it.
The assay had been validated at ICMR with a sensitivity and specificity of 100%, making IIT-D the first academic institute to have obtained ICMR approval for a real-time polymerase chain reaction (PCR)-based diagnostic assay.
The assay was developed by researchers at IIT Delhi’s Kusuma School of Biological Sciences (KSBS).
Using comparative sequence analyses, the IIT Delhi team identified unique regions (short stretches of RNA sequences) in the COVID-19/SARS COV-2 genome.
These regions are not present in other human coronaviruses, providing an opportunity to specifically detect COVID-19.
It added that the method used primers targeting unique regions of COVID-19 that were designed and tested using real-time PCR.
These primers specifically bind to regions conserved in over 400 fully sequenced COVID-19 genomes.
This highly sensitive assay was developed by extensive optimisation using synthetic DNA constructs followed by in-vitro generated RNA fragments.
The research team said the assay would be useful for specific and affordable high throughput testing.
This assay can be easily scaled up as it does not require fluorescent probes. The team is targeting large-scale deployment of the kit at affordable prices with suitable industrial partners as soon as possible.

SERUM INSTITUTE EYES COVID-19 VACCINE BY OCT
The city-based Serum Institute of India has said that it expects the vaccine for COVID-19 developed by the University of Oxford in the market by October or November provided the safety and efficacy of the product is established during trials.
The institute has partnered with the Oxford vaccine project as one of the seven global institutions that will manufacture the vaccine.
In around two weeks, we can produce five million doses a month and scale that up to 10 million after six months while typically producing a vaccine takes a long time.
Observing that there were a lot of people who thought that they would have a vaccine in a few months, Mr. Poonawalla said there was, however, a strong caveat.
Trial Process:
If the vaccine works in the U.K. trial and we do another trial in India, which we are hoping to start shortly, in safety and efficacy, only then will it be available by October or November and that is only if we start producing at our personal cost in risk by the end of this month.
Further, he said the institute would be using one of the existing facilities for manufacturing the COVID-19 vaccine.
However, it will take over two years to set up new manufacturing facility for COVID-19 vaccine.
Typically vaccines take many years but with the regulatory approvals in India that have been very carefully changed for this product development, we are very pleased to announce that we will be able to do it by the end of this year.
SII is currently looking at 4-5 million doses monthly and would start manufacturing early to save time in the hope that the trial would be successful.
we hope to build up 20-40 million doses by September-October in the hope that if the trial works, then we will have this product.
SII would be partnering with ICMR for the clinical trials and that he was in touch with the Department of Biotechnology.

Infectious Outbreaks Threaten the Last Asiatic Lions
Parasites and dog disease in India sweep through the cats’ only home, triggering fears for the species’ survival

When two lion cubs were found dead one day this September in India’s Gir National Park, forest officials shrugged off their demise as “natural.” Three weeks later, however, 23 lions had perished—sparking fears an epidemic could very quickly devastate the last surviving population of the Asiatic lion.
Suspecting a viral outbreak, authorities captured the 19 remaining lions in the eastern edge of the sanctuary—the part where seven of the deaths had occurred—and isolated them individually at a care center. Only three survived.
The canine distemper virus (CVD) was initially blamed as the main cause of the deaths, but experts caution other factors were probably involved. “We need a serious multidisciplinary investigation of the outbreak,” says wildlife biologist Ravi Chellam. The deaths have sparked debate not only over their immediate cause but also about conservation strategies—and have reignited a decades-old call for some members of the endangered lion species to be transferred elsewhere as insurance against future calamities. Wildlife scientists say an alternative home is key to long-term conservation of the species.
As a further precaution after the recent deaths, 33 lions from an adjoining forest range in Gir were also captured and quarantined; when they will be released back into the wild remains uncertain. And although forest officials asserted the epidemic had been contained, at least eight more lion corpses turned up in different parts of Gir since October, raising the recent toll to 31. (No cause has yet been confirmed for the latest eight deaths.)
WHAT WE KNOW
All known remaining members of the species Panthera leo persica—the Asiatic lion—are confined to Gir’s 1,880 square kilometers and roughly 18,000 square kilometers of human-dominated landscapes surrounding the sanctuary in the Indian state of Gujarat. The population rebounded from a mere 20 in 1913 to an estimated 600 at present, a source of much pride to the Gujarat government. But the protected area itself can only support about 300, so many lions live precariously outside of it—in fields and orchards interspersed with villages and towns, and crisscrossed by highways and railway tracks.
With development hemming them in, Asiatic lions routinely die in accidents. Since 2015 six were hit by trains and two by trucks, 13 fell into village wells and several others died of electrocution, according to the state government. (Many farmers use electric fences to fend off crop-threating wild animals such as deer and boar; lions occasionally get trapped in them and die.) Overall 184 lions perished in 2016 and 2017 as opposed to 310 over the preceding five years—a worrying jump in the mortality rate, even before the latest spate of deaths.
In early October researchers at India’s National Institute of Virology (NIV) and, separately, the College of Veterinary Sciences and Animal Husbandry examined blood and other samples from the dead lions. Confirming officials’ suspicions, they found CDV—a highly contagious airborne pathogen that usually infects members of the dog family—and Babesia, a tick-borne protozoan. The NIV team also recovered a complete CDV genome; alarmingly it turned out to be related to strains found in east Africa, where canine distemper in 1994 wiped out roughly 1,000 African lions, amounting to 30 percent of their population in Tanzania’s Serengeti National Park.
In the villages around Gir canine distemper is endemic to domestic dogs—a major food source for lions living outside the protected areas. “Lions could either have caught CDV directly from them or from other carnivores—hyenas, jackals or leopards,” says Hari Shankar Singh, a member of India’s Wildlife Board and a former administrator in Gujarat’s Department of Forests. At the NIV’s recommendation, the government vaccinated all the Gir lions they had quarantined.
But it remains unknown exactly how CDV spread to the Gir lions. The virus can be present in an animal without causing sickness or death, notes Meena Venkataraman, a Mumbai-based wildlife biologist who runs a consultancy organization called Carnivore Conservation and Research. A detailed examination of clinical symptoms, along with postmortems and other detailed tests, are necessary to establish the extent to which CDV is responsible—and also to answer multiple other questions such as the prevalence of the disease in both lions and domestic dogs, she says.
On October 31 a dead lion cub turned up on a farm near Gir. According to Dushyant Vasavada, chief conservator of forests (Junagadh Wildlife Circle), it died of respiratory and cardiac failure caused by severe anemia and dehydration. These are symptoms of heavy tick infestation, indicating the possibility of Babesia infection. “The outbreak of CDV and Babesia protozoa may not kill a majority of Gir’s lions, but their threat looms large,” Singh says. He believes the underlying problem is not so much the presence of microbes and parasites (which is only to be expected) but rather compromised immune systems. “When immunity is lowered against the attack of any virus, the attack of CDV and Babesiaturns fatal to the animal,” he says.
Whether or not immunity is in fact impaired—and if so, why—also remain open questions. In principle, inbreeding could lower immunity by highlighting any deleterious genes present in the existing population.

Venkataraman doubts this is the case, however. Inbreeding can result in reduced survival rates for cubs; but she notes cub survival rates in Gir are comparable with or better than in similar habitats in Africa. Also, climatic factors such as drought can dry up water sources and make food hard to find, lowering immunity and aggravating infections.
THE WAY FORWARD
Once the latest outbreak is dealt with, India needs to institutionalize a response via disease management protocols, Venkataraman says. “We must have contingency planning; disease can occur,” she adds. “It’s our preparedness and honest evaluations of such situations that is critical.” She claims the Gujarat authorities currently have no action plan for preventing infections, screening for pathogens or dealing with disease outbreaks. Decisions such as vaccinating wild animals “should not be made at the 11th hour when animals are dying,” she says.
Ensuring the long-term survival of Asiatic lions would require further measures, Singh notes. These would include the intensive use of genetics, forensics and virology to swiftly detect and respond to disease outbreaks; restoring habitats in the areas around Gir; closely managing the lions to reduce interactions with domestic animals; and moving a few prides to alternative sites.
But Gujarat has habitually balked at any move to relocate any of the lions. Regarding the animals as part of the state’s exclusive heritage, it insists they are safe in Gir. In 2013 the Supreme Court of India directed the immediate transfer of a few lions to another wildlife sanctuary that had been readied to receive them. The Court stated that preserving an endangered species was of paramount importance, overriding matters of regional prestige—but Gujarat did not comply with the court order.
G. K. Sinha, the principal chief conservator of forest and head of Gujarat’s Forest Force, did not immediately respond to e-mailed questions about the state’s noncompliance and findings about the recent deaths.
Relocating some of the lions would maintain an ecological and biological distance between two populations—thus helping to avoid possible inbreeding and to contain the spread of epidemics, says Chellam—who in the 1990s led a committee of experts mandated by the Court to study moving Asiatic lions to a new sanctuary. The committee had suggested three alternative sites. Of them, the Kuno Wildlife Sanctuary in Madhya Pradesh State—which lies 300 miles east of Gir and has historically been part of the range of Asiatic lions—was found to be best suited for their re-introduction.
With Gujarat showing no sign of relenting, however, the threat that the Asiatic lion could be extinguished by the latest crisis or by future ones remains a possibility. It is risky to “keep all eggs in one basket” irrespective of their numbers, Chellam says: “You’ll lose all the eggs if you drop the basket.”
