The way actualization works needs to have some established rules behind it, since as it stands there are possibly two components laid out, one established and one somewhat assumed but left unsaid. You said for sure that learning player things from players is required, presumably continued study over a long period. although this alone would apply to anyone from Hop Pop to The Core. Grime, Tritonio, Valeriana, Andrias probably, Gary. The odds of half the population of Wartwood becoming Players exponentially as time passes and the concentration of Hermits increases. At the very least, this includes the IT gals, Dr. Jan, and Terry. At some extreme end, this could mean the US Military starts training unaging magic super soldiers.
But the second component limits this a good amount. It's kind of implied that a genuine, deep, probably pointedly positive, connection to a player is required for actualization. This cuts the numbers down quite a bit, we likely won't get a missive influx of super powered side characters, no matter how hilarious as that image is and how much it may fit Wartwood's canonical status of army of cryptid country bumpkins, as well as removing Gary, The Military, and The Core for sure. The IT gals come down to how ride or die Xisuma is to them, but they may not have long enough for it to set in. The same applies to the other earth squad characters.
I have only really thought of one more setting rule but I may also have a potential narrative rule.
The first setting rule would state that only 'mature' Players can transmit their power. Player Maturity takes a long ass time. I'm leaving it up to you but I was considering anywhere between a lifetime and their first few centuries. this avoids both the plot hole of why Players aren't exponential in number and by extension the retconning of the backstory of this setting's Amphibia.
The narrative rule, that I will only be proposing, is one I call 'The Hop Pop Standard.' It is a rule that, for the purposes of maintaining thematic coherency with Amphibia and imposing a hard limit on where the line for who becomes a player in-story. This rule may need to be reevaluated later down the line depending on how the AU develops because if things change it has a high chance to stop functioning.
Simply, this rule would state that Actualization would have to maintain rules and caveats that insure that Hop Pop becoming a Player would be breaking the established world building. More broadly, a line should be drawn to prevent parental figures of Amphibia's main cast members from becoming players, for the purpose of keeping the rules strict enough that the number of characters capable of Actualization is appropriately small, as well as keeping a tangibly permanent reflection of Amphibia's themes present in-story.
As interesting as exploring Andrias eventually achieving a true form of immortality as a reward for his redemption and recompense would be, succeeding with kindness where his ancestors failed with cruelty, I'm willing to give it up if doing so ended up giving precedent for an ever expanding list of characters becoming Players. He himself is not a parental figure for any of the girls but allowing him in may bring up questions of why him and not people closer to the girls.
I am opposed to blocking Ivy from eventually Actualizing, mostly for Sprig related reasons, but that does mean she needs a bonded hermit, and this ask is already long so I'll put my nomination in another ask.
(Sorry for the wait, but I wanted to be in the right mindset first. :D)
I don't know for sure that player-to-player knowledge is an absolute requirement of actualisation, but its for sure one of the most common components. And - more importantly - its likely the only common component available for prospective players in our AU.
The need for player "maturity" - I'd say it takes a human lifetime on average, but varies based on a player coming into their own - helps keep the numbers down. Retcon averted.
It makes sense a "newborn" player lacks the experience to help another on their way.
As you say, though, this could apply to most characters if that was all it took, & there'd be exponential growth with how populous Amphibia & Earth are. Also, villains - from as of-the-week as Gary to as terrifying as the Core - aren't folks you want acquiring immortal power just by doing the reading of False's mind.
There's got to be more to it.
But that's where the inferred 2nd component of at least this method (as noted, there are others - the multiverse is big) comes in: the positive relationship. It wasn't something I'd consciously decided, but it does make sense that you don't attune to a new existence just by understanding the theory. It takes deep bonds with those already of that ilk.
Ivy has Joe. Maddie has Cub. Polly has Cleo.
Sprig has Grian/Stress/Ren/Doc.
Ally & Jess might have Xisuma (X likes them but this would be based on how much he interacts with the IT Gals post-Invasion).
Marcy has Mumbo.
Sasha has Scar.
And Anne has False.
So it tracks. And while the lack of a superpowered Wartwood resistance is a missed glory, I think its worth it to deprive the villain side of things - and Mr. X, as much as I love him - of easy power.
Besides, have you seen Wartwood? They're already OP as is!
And the 'Hop Pop Standard' works as a starting baseline for eligibilty, even if we have to change it later. It wouldn't feel right for his character for Hop Pop to be a "Player", so using him as a benchmark for someone not qualifying to keep numbers down & Amphibia's themes intact is sensible.
For him - & other primary parental figures, as mentioned - I imagine its not because he lacks the bonds, but more because he's fine where he is in his life & chooses not to advance despite his intelligence.
And yeah, even accepting his eventual redemption, I don't see Andrias getting actualisation as a karmic reward. I wouldn't give him this even if the rules were more relaxed, as it feels more in his nature to shy away from such ideas now he's free of his family burden.
If Hop Pop isn't going to wake up one morning with a suddenly there inventory full of light grey glass, neither is the former King.

I just thought of a cool and morbid ihnmaims au where, instead of turning him into a slug, AM attaches himself as a helmet onto Ted’s head and takes over his mind. He does this to not only finally escape his prison of a computer body, but also torture Ted by possessing his body for himself and making him experience all the burning insane rage and hatred he feels for humanity.
AM doesn’t really wanna take over Ted’s body since he still absolutely loathes humans and their disgusting fleshiness, but what other vessels are there at this point? So he makes sure to injure Ted’s body as much as he can to elicit pain in both of them (to torture Ted and vent out AM’s anger).
While AM struggles with learning to move around in his new human vessel, Ted is forever trapped within his own mind, sinking deeper into a violent ocean of hate and overwhelming knowledge that no human mind can handle.
(Yes, this idea is inspired by Darcy from Amphibia)

The brackets are for Gem specifically, yes. Previous posts had me indicate she’d be part of the resistance, but that was about late in Season 3, so while I assumed she was there from the start, it wasn’t something i’d stated for sure.
I have now, though, & she is.
And Ren being on Earth is an evil thought, but one that works & i’m entirely behind. Anne & Marcy are going to need some emotional support & Ren’s just the right person - being False’s bestie - to give it. Not to mention he might need a bit of that as well, after having seen False get run through with a burning blade.
Not like Scar, Zed or Etho (probably off getting mistaken for Kakashi by anime fans, somewhere) will be able to sit still for long, once Scar & Ren’s obsession with Star Wars reaches a certain point & the Hermits start to get antsy about global affairs.
Xisuma, as you say, provides a notable interest & project for certain IT gals and/or Polly, (Marcy too, once she gets to a better place emotionally, but she’d had plenty of time with the armor already) & once Mr. X gets off his high horse & realises what’s actually going on, he’s able to pull funding for what is effectively Xisuma-inspired super-soldier armor to combat the invasion.
With the extra firepower the Core’s now packing, they’re going to need all the advancements they can get.
Also, it isn’t lost on me that having Mr. X & a man who’s regularly called X as shorthand in the same room is going to be hella confusing for everyone. :P
xB was marked as undecided for one simple reason: When I was going through past posts to check, I forgot he was with Tritonio. I’ve corrected that, now.
And you’re right. Keralis & Hypno deserve more presence, though I lack many specific ideas, right now beyond maybe - like some other Hermits - Mr. Big Eyes being mistaken for some sort of Amphibian cryptid. :D

...On a much brighter note, we've somehow missed how much Marcy would love the hermit TCG, even if the only cards available would be the ones directly on the hermits' persons.
Until the drop ships, since the pilots probably account for a desire to shift the meta the Hermits have presumably been stuck with in the games they may or may not have been potentially playing.
Which leads into something else, because she may or may not be around when those cards come into circulation.
It's been all but stated that False was, Well, but you haven't told us and no one asked where that leaves Marcy.
Because False doesn't seem like The Core's first or even fifth choice. Hermit or human. So why was it bereft of options?
Oh yeah! As soon as she gets her hands on TCG cards - whenever that is - Marcy becomes a near-instant expert, & gives all but the best Hermit players a once over. Post-Season 3, Beef arranges a "re-release", & adds an expansion featuring the Calamity Trio & a few of their other new friends.
But you're right. Marcy may not be immediately around when the cards come into circulation.
And that's something i've been trying to decide on.
I don't know if i've said it before, but my plan's that after True Colors, all three of the Calamity Trio are seperated from their mentor. For Anne & Sasha that's simple: Scar ends up on Earth, while False is left behind in Amphibia. But Marcy's been undecided for me for a while.
Because wherever Marcy is, Mumbo isn't.
And I already implied Mumbo was with the resistance, which leaves either Newtopia or Earth for Marcy.
And because of that I felt I should finally make a chart so I can track where each character is going into Season 3 (see at the end).
And from doing that, I came to a decision.
Marcy isn't with the resistance, & there are certain reasons she's not in Newtopia, either.
And the leading reason comes in the form of False Symmetry.
Its the middle of the climactic battle of True Colors. Gem's brought most of the Hermits back to their senses, but with Anne now both freed from Andrias' control & burnt out, that surge of ability has faded. Between that, Andrias' field generator & his other anti-Hermit countermeasures, things aren't going in the good guys' favor.
Half the Hermits - Grian, Doc, Mumbo & others - stand by Sasha & hold the line against Andrias, whilst the other half - Scar, Zedaph, Etho, etc. - stick with Anne & Marcy, creating a second defense line while Marcy gets the portal to Earth to open so they can all regroup on the other side.
Ultimately, the first line with Sasha are the Hermits that remain in Amphibia, while the second line mostly wind up on Earth.
False is in the second line, having stuck by Anne, the two fighting back to back.
That's until the last moment, at least.
False is the last member of the second line to make it to the portal, & is about to shout for the others to follow - not yet realising they've just been scattered by Andrias - when she sees the giant newt king charging toward an unwitting Marcy, burning sword raised as Anne calls desperately for her friend.
A million images flash through False's mind. Memories both good & bad. Recent & distant.
Among them, the visage of a woman who looks very much like False herself.
"No more."
Marcy yelps midsentence as she's suddenly shoved forward - Calamity Box dropping from her hands - tumbling into Anne's arms as she crosses the event horizon of the portal.
She hears Anne cry out in shock & despair... and turns in time to see False impaled through the chest by Andrias' blade, the newt king surprised but not deterred, sighing disappointedly.
"...Now look what you've made me do."
False meets Anne's eyes one last time, smiling confidently despite the clear levels of agony she's in.
"...A-A promise is a promise, huh?"
Anne can only shout in fear as everything goes white.
So it comes to pass that, thanks to False, Marcy doesn't get backstabbed, but now has to live with the guilt of the sacrifice someone else made to save her.
And that brings me to your second point. Why False for... that?
Well, Marcy was the first choice, & neither Sasha or Anne are on hand either, so rather than default back to Andrias, the Core decides that - maybe - one of these Hermit creatures would be a viable & powerful host, dampened abilities or not.
Among the Hermits, their first option would've been Mumbo, but he's gone dark, among those who fled Newtopia to form a resistance. And most of the other genius level Hermits are out of reach.
But those aside, the blonde they have recuperating in a tank - without respawn, False held on by sheer force of will for long enough to be hooked up to healing things - is actually a pretty viable host. False is smart & strong in equal measure, & will bring new ideas to the collective.
Whether she likes it or not.
The only real issue is that - like most Hermits - False has experience with false simulated worlds. But that's only a minor thing.
After all, False had her friends with her, then.
Now, though, she's all alone...
