Public Domain cartoon characters from the Golden Age of Animation (and beyond)

While Mickey entering the public domain is exciting and all, I do think a lot of people are overlooking the many other animated characters that are available to use in their creative works. This list isn't entirely exhaustive, but it does highlight some of the most interesting and/or appealing characters, as well as ones that have the potential to be so.
Koko the Clown

One of the oldest cartoon stars from the Fleischer studio, almost all of Koko's silent-era cartoons are PD, and have been for quite some time. A handful of his appearances alongside Betty Boop are also PD.
Oswald the Lucky Rabbit

Oswald's PD status has been greatly overshadowed by his fellow Disney star Mickey, but I believe that he deserves more recognition. All of the shorts produced by the Disney studio are PD as of this year, and let's face it, those are the only ones most people care about. Pegleg Pete's bear design is also PD.
Keep in mind that the blue shorts that Oswald wears in Epic Mickey and elsewhere are likely copyrighted, so I recommend steering clear of that.
I'm also not entirely sure you can use the name "Ortensia" for his cat girlfriend, since that name first appeared in Epic Mickey also. She was called "Kitty" back in the day, among other things.
All of Van Beuren Studio's cartoons

The Van Beuren Studio was active during the rubberhose era, and their cartoons, especially the earlier ones, are like a cruder, possibly even more bizarre cousin to Fleischer and Disney. They went bust in the late 1930s, and no one renewed the copyright later on, so the entirety of their output is PD.

Their most notable characters include Tom and Jerry, a pair of average Joes who always get into strange adventures. They shouldn't be confused with MGM's Tom and Jerry, and in fact they were called Dick and Larry when their shorts were rereleased for the home-movie market in the 1940s.

Also notable is Waffles and Don, who are basically just animal versions of Tom and Jerry. You might consider these two as a better alternative, just to avoid confusion.

There's also Cubby Bear, a pretty blatant Mickey Mouse clone, but unique enough that I don't think anybody’s going to confuse the two nowadays.
In the previous post, I mentioned a rumor that Disney threatened legal action over the character, but I can't find the source for that now. I may have been thinking of Milton Mouse, who was so extremely similar to Mickey that they actually did sue the studio for copyright infringement. So maybe don't try selling any Milton merchandise...

Finally, there's Molly Moo-Cow, who appeared in several Rainbow Parade cartoons in the mid-to-late 1930s. Molly is arguably not the most interesting character, but I have a fondness for her since we grew up with one of her shorts on a VHS tape.
Toby the Pup

Another very obscure character, about half of his cartoons are lost media. The little that does survive is hard to find online, but I think his design has appeal.
Dr. XXX

Disney's The Mad Doctor was never renewed for reasons unknown, though some speculate that the studio thought that the cartoon was too scary and decided to let it go. Fortunately for us, that means that this iconic character is now in the people's hands.
Goopy Geer

Goopy appeared in the three Merrie Melodies cartoons alongside his unnamed girlfriend. Despite his name and appearance being similar to Disney's Goofy, he actually made his debut about a month before (Goofy was named Dippy Dawg at the time anyway, so it was undoubtedly a coincidence).
Claude Hopper

Claude appeared in a single Looney Tunes cartoon in 1943 called Hop and Go, alongside a pair of Scottish rabbits who antagonize him. The cartoon ends with a very unfortunate depiction of Tokyo being blown up (World War II was still going on at the time), so it's no surprise that Warner Bros. decided not to renew this one. Despite that, he has a very appealing design (imo), so I think he has potential. (Also, he's voiced by Pinto Colvig, the original voice of Goofy!)
Private Snafu and Mr. Hook

Snafu and Hook were created for the US government, so according to the law are automatically public domain. The shorts were made to be shown to members of the US army and navy respectively, in order to teach them valuable lessons for fighting in WWII, but are nevertheless hilarious cartoons- animated by the Looney Tunes team with scripts by Ted Geisel- aka Dr. Seuss!
The Dover Boys

Yes, Tom, Dick and Larry, Dora Standpipe and the villainous Dan Backslide are all public domain. A bunch of YouTube Poops were created after this fact was discovered by the internet a few years ago.
How Warner Bros. could ever let this one get away I'll never know. Their loss is our gain, I suppose.
Also of note are the ComiColor cartoons from the Iwerks studio, Rainbow Parade from Van Beuren, and most of the Color Classics by Fleischer. These don't have any especially memorable characters in them, but I thought I ought to mention them.
Caveats and other concerns
Krazy Kat

All of the strips up to 1928 are definitely fair game. According to the Public Domain Superheroes wiki however, the entirety of the strip's run is PD. I'm not sure if it that's true, but the Fantagraphics collections don't credit any newspaper syndicate, so it seems likely. (Apparently the copyright status of newspaper comics are a whole can of worms on its own...)
At any rate, the strip's cast was pretty well set in stone by 1928, so it shouldn't be much of a problem. A large number of animated shorts starring Krazy are also PD, but those were pretty much in name only.
Felix the Cat

Felix was pretty much the first cartoon superstar, and almost all of his Golden Age appearances are PD now. Keep in mind that this does not include elements from the 1950s cartoon like his magic bag, or from The Twisted Tales of Felix, as amazing as that series is.
The character's name and appeance are still trademarked by NBC Universal however, so you might be able to use him in a minor role, but not much else.
Flip the Frog

I'm uncertain about this one. According to most sources Flip is PD, but according to the Thunderbean Blu-ray collection he's copyrighted by the Film Preservation Archives, whatever that means. Additionally, Flip himself is supposedly trademarked by Leslie Iwerks, Ub Iwerks’ granddaughter, though no one seems to be able to confirm that. I don't know how the trademark hasn't lapsed yet, considering that Flip hasn't appeared on any official merchandise or anything in decades.
Bosko and Honey

I believe there's nothing stopping anyone from using Bosko's classic design (later appearances at MGM and in Tiny Toons are still copyrighted), but the character himself is a bit problematic, considering that it's all but stated outright that he's a blackface caricature. Use with caution.
Foxy and Roxy

Like Goopy Geer, Foxy appeared in three Merrie Melodies cartoons. Roxy's name originates from an episode of Tiny Toon Adventures however, so keep that in mind. Though I'm not sure what else you would call her (or if Warner Bros. would even care). Supposedly her original name was "Fluffy", but I can't find a source for this.
Like Bosko and Honey, later appearances in Tiny Toons are still copyrighted.
Noveltoons

Ginger Nutt (and rest of the Animaland cast)
Noveltoons was a series produced by Famous Studios, the successor to the Fleischer studio. The characters include Baby Huey, Herman the mouse, Blackie the sheep, Little Audrey, and of course, Casper the Friendly Ghost. Only a small handful of the shorts are PD though, and Casper is trademarked, so one's options are limited.
Baby Huey's first cartoon, in particular, was not renewed, so his original design, his mother, and the fox who tries to eat him are probably free to use.

This one I'm not entirely sure about either, but Ginger Nutt's Christmas Circus has long been a staple of grey-market tapes and DVDs, so I'm just going to assume all of the Animaland cartoons are also PD. Considering that the series wasn't very sucessful, and is very obscure nowadays, it seems pretty likely.
If anyone has any insight on this, let me know.
Rudolph the Red-Nosed Reindeer (1964)

Now here's an interesting case. An all-time classic Christmas special, and yet large parts of it are PD because they accidentally put the wrong date on the copyright notice. Instead of the Roman numerals MCMLXIV (1964), it reads MCLXIV (1164), and according to the law at the time, that meant that the film immediately went into public domain.
Of course, Rudolph himself is still copyrighted, and will be until 2035 when the original book falls into the public domain. Even then he's likely to still be trademarked. Not to mention the songs featured in the '64 film will be copyrighted for a long time afterward.
Still, this means that anyone is free to use all the other characters, including Hermey, Yukon Cornelius, King Moonracer, Clarice, and all the Misfit Toys. It's a wonder no one seems to have taken advantage of this. And of course Santa and his reindeer have been PD for ages, especially Santa since he comes from folklore- and you can't copyright folklore.
Calvin and the Colonel

This cartoon is based on and stars a lot of the same voice cast as the old-time radio show Amos and Andy, which, while not overtly racist, featured white actors pretending to be black. The cartoon obviously has animals instead, but still, tread carefully. Someone is bound to point out the characters' history.
Hoppity Hooper

Another one I'm not sure about. The Public Domain Superheroes wiki has characters from this show among its articles, but I wasn't able to confirm if it really was PD. It was created by Jay Ward, the same studio who made Rocky & Bullwinkle and George of the Jungle, but was also a huge flop for some reason, so that may be the reason why they let the copyright expire. Again, I'm not sure, but no one seems to care that the entire series is on YouTube, so who knows?
...Well, there you have it. Lots of obscure and forgotten toons waiting to be rediscovered and reused! If anyone has any more info or corrections, leave me a comment. I'd love some clarification on some of these.

This image of the Tennessee State University Tigerbelles track team at the Penn Relays with members [L-R] Willie B. White, Martha Hudson, Wilma Rudolph, and two unidentified women. Wilma Rudolph was one of the most accomplished track and field stars in history.
At the Olympic games in Rome, Italy in 1960, Rudolph won three gold medals while breaking world records in the 100, 200, and the relay. She was voted into the Black Athletes Hall of Fame in 1973 and the National Track and Field Hall of Fame in 1974.
This photo from the 1950s was taken by famous Philadelphia photographer John W. Mosley at the Penn Relays. The first Penn Relay Race took place on April 21, 1895.

So I am going to tell you all the funniest story, and it is one of my biggest. This happened twenty-five years ago. And I made Andrew Lloyd Webber so mad that I actually got a phone call from someone connected to Really Useful asking us to stop sending snail mail because they had to open it all and they were flooded with it. I was in the LA Times and interviewed with my real name and it was syndicated across this entire country. It is true. Many of you know I was a veteran, and a ballet dancer, and before that I ran cocktails at Harrah's Casino in Tahoe. I partied with Charlie Daniels, Liza Minnelli, The Beach Boys and even had a huge ruckus of a night backstage with Willie Nelson. They had huge vats of alcohol on the stage. I worked for two years in a black velvet uniform before I went into the Navy. So here is my story about Andrew Lloyd Webber. And I am going to call out Michael Crawford. Who is the most UNGRATEFUL person ever. And it has taken me twenty-five years to say it. You had boatloads of people who loved you. Me included. I put my NAME OUT for you. We worked our asses off to try to save your performance as the phantom. Do not EVEN act like you never met me. I loved you and I mean this as in your performance. I even met Baryshnikov and Rudolph Nureyev, and he was a beautiful and kind person. (Not Baryshnikov who was kind of an asshole.) Andrew, I am so sorry I was such a pain in your ass. Our campaign did not succeed. The Phantom Movie sucked so badly that no one even cares to watch it in these times. We lost a great performance. But you were an ANGEL compared to Michael, who never once in his elitist self-worth bothered to thank his fans. I am pretty sure I have some misspellings here. And I am still really angry with Cariad who is a total piece of shit for dumping me when I did NOTHING but love her. And I came here for @skippyv20 because she was telling truths. I love you always. And I love @bobbydoguk who was the only one who knew this story and she laughed with me that I once pissed off Andrew Lloyd Webber personally. I had a HUGE life. Oh, and Meghan Markle SUCKS.

Digimon Frontier - Episode 40
40 episodes woohoo! 🎉Only 10 episodes to go. This one was interesting and answered my "what the heck happened to those other kids?" question. I kinda assumed that they all chickened out or something, but that felt pretty weird and unlikely.

Wait, why'd they call this episode "the boys who control Angemon?" The girl in the group is just chopped liver I guess? 😑 Don't like that...
They introduced a potential neat town (the iron region or something) but then they barely showed any of it. At least we saw a nice tomato garden (?) lol
Angemon's hair looked so lustrous in this episode. Honestly, I think its his best quality. (I don't like his buff design + skin tight weird outfit).
Speaking of designs I don't like, Centarumon is definitely my least favorite digimon of all time. I just feel disgust whenever I see it. It looks like it's covered in purple blisters or something blech.
Sagittarimon (introduced in this episode) looks like he could be one of Veemon's armor evolutions. I think its just the flames and blue in his design. I liked how unimpressed the kids were by him.
I like the idea that these other kids are like stowaways and bonded over basically being problem children in the real world. They were shitty to the main kids and generally unpleasant, but I wouldn't mind an episode focused on them doing their own thing separately. Like a version of Digimon where all the characters are questionable people lol. (Okay, I guess the girl was more neutral, but she laughed when the others were being bullies!).
I'm not really sure why they felt the need to hide stuff from the stowaway kids, like Koji stops Takuya from explaining the warriors thing. I guess they just thought they didn't need to know...
I'm confused by the timeline. The kids outside the main group made it all the way to the forest terminal which makes me feel like we should have seen them at some point. I think maybe they got there a lot earlier cuz they just stayed on the train the whole time?
Ophanimon's strategy has a Willy Wonka vibe to it. She brings all these kids together to this dangerous world and then is like "never mind lol go home" to the ones that aren't special enough. At least she didn't drown anyone in a chocolate fountain.
The stowaway kids roasting Bokomon, Neemon and Patamon made me laugh. It would be kinda funny if they were partner digimon (I guess Patamon at least fights occasionally). Do Bokomon and Neemon even have attacks? If this was Digimon World they seem like they'd be one of those digimon that just farts or something 😂 A least Neemon does.
Kinda awkward that Angemon was just begrudgingly hanging with these non-digidestined kids. Basically just babysitting and hoping they go home. Maybe he loved them in his own way.
Rubs me the wrong way that the bullies are like "okay, we'll stop bullying you now" when Tomoki proved he could turn into a huge, powerful monster. Like...or you could stop bullying him in general, he shouldn't have to prove himself. This is the Rudolph the Red Nosed Reindeer story all over again >:/
Didn't expect a multi-parter with the kids getting captured by the Royal Knights at the end. I wonder if we'll learn more about the stowaways or if they'll just be background damsels in distress.

Mickey's Christmas Carol (1983)

Though its brief running time omits nearly as much as it includes, Mickey’s Christmas Carol is a good introduction to Charles Dickens’s classic tale. The score is enchanting, classic Disney characters are well utilized, and no matter how brief, the story always makes Christmas feel more complete.   Ebenezer Scrooge (Scrooge McDuck, voiced by Alan Young) is a bitter miser who resents giving his employee Bob Cratchit (Mickey Mouse, voiced by Wayne Allwine) time off for Christmas. He gleefully exploits those indebted to him while giving nothing back to society. The cheapskate gets a chance for redemption when the ghost of his long-deceased associate, Jacob Marley (Goofy, voiced by Hal Smith), appears and announces the arrival of three Christmas spirits to teach him a lesson.
I can see why the film might’ve disappointed audiences upon its release in 1983. There’s not a whole lot of Mickey Mouse in Mickey’s Christmas Carol and considering this was the iconic character’s first theatrical appearance in over 30 years, that’s a big letdown. If you’re familiar with the story, it’s also unfortunate to see the plot - which isn’t even that long to begin with - truncated to the bare essentials. After the Ghost of Christmas Past (Jiminy Cricket, voiced by Eddie Carroll) shows Scrooge the love he used to hold for Isabelle (Daisy Duck, voiced by Patricia Parris), he’s foreclosing on her mortgage in the next scene and then we’re off to meet the Ghost of Christmas Present (Willie the Giant, voiced by Will Ryan) in the same breath. His visions are even briefer and in no time, Scrooge is confronted by the Ghost of Christmas Future (Pete, also voiced by Ryan). It moves at such breakneck speed you’d give up your second helping of Christmas goose for five more minutes of ANYTHING.
What the film does well is tell a nice, concise version of A Christmas Carol for audiences who might not have the patience to sit through a “real” movie. If you’re little and haven’t heard this story before, it’s terrific. The timeless message is well told, with little bits of humor here. Unlike other child-oriented renditions, however, the humor doesn't come at the expense of the scary scenes. Traditionally, the Ghost of Christmas future is silent but the dialogue he’s given in this adaptation is just right and there’s no way Will Ryan’s performance won’t imprint itself into your brain even after a single viewing. It begins on the right note with the wonderful Oh What a Merry Christmas Day and the conclusion is taken right out of the original text (or as close as an abbreviated version could allow). In between, you get to see so many classic Disney cartoon characters it’s hard not to feel nostalgic. Everyone fits their roles well (maybe not as much Goofy, but he does make a lasting impression and offer some good laughs), the visuals are crisp and everything about this presentation, from the voicework to the music and colours have aged wonderfully.
For many, it doesn’t feel like Christmas unless they’ve found the time to watch their favorite movie or Holiday special. It might be “How the Grinch Stole Christmas”, “Rudolph the Red Nosed Reindeer” or Mickey's Christmas Carol; all of which serve as great warmups while the distant family members are arriving, taking off their coats and settling into the living room for the same laughs and charms they enjoy every year. It might not be the best adaptation of A Christmas Carol story but I’d be lying if I said I didn’t love it. (On Blu-ray, December 27, 2021)

Keeping Spirits Bright
Day 21: Party + Greater PolyPhantoms Polycule <=AO3
Kayla stood back and was content to watch the chaos as the kids ran all over the house. It was crazy and she wondered for a bit why they had decided to have a party for their multitude of kids and their friends. But it was the holidays and Carrie had volunteered, so a party they would have. 
Ollie and Kurt, being the oldest, stood off to the side, pretending they were too cool for it all, but they were still gobbling down the treats and faking enthusiasm whenever their siblings shrieked about Santa. 
Danny, Isla, and Shania were playing a giggly game of pin the nose on the reindeer with Willie and Flynn supervising and munching on one of the many cookies Kayla herself had made. Luna, Peter, and baby Gwen were hanging around Julie and Carrie as they chatted while a holiday special played mindlessly on the television. 
Alex was flirting about, checking in with everyone, cleaning up spills and messes as they occurred, breaking up fights and giving hugs as needed. It helped him to keep busy-staved off the worst of the anxiety. 
Luke and Reggie were off tuning instruments for the sing a long later-given almost all of them were musicians, how could they not have one? A lot of the kids who didn’t belong to them were gathered around them, claiming egg shakers, jingle bells, and rhythm sticks as they were offered. 
Kayla’s job was to look out for Santa, which had been a whole other issue. Both Ray and Mitch had wanted to play the jolly old man for their grandkids, but neither could agree who was going to do it. Then Trevor and Caleb caught wind and also threw their hats in the ring for the role. Kayla had thought there might have been an all out fight, and it was only Julie threatening to hire a Santa that they stopped. 
Honestly she wouldn’t be surprised if four Santa’s showed up-though hopefully not because these kids were hyper enough as it is and that could be the tipping point into hysterics. 
Finally a van pulled up, Mitch stepping out in an elf hat and ugly sweater, Ray dressed similarly with his camera bag in tow-might as well get some snaps for all the kids there. Then came Trevor with a pair of felt antlers on his head and a red dot on his nose. For all his failings as a dad, he was trying to be there now, not only for Carrie, but with Peter and Gwen too. Kayla figured his Rudolph-ification was his form of a holly branch. 
Finally, out came Caleb in a sparkly red suit, a Santa hat on his head, grinning. Only he then helped someone from the van-Santa himself, looking fat and jolly. 
But as Santa got closer, Kayla spied a lock of honey coloured curls peeking out of the hat, which she quickly fixed. “Thanks mija,” Santa whispered in a familiar voice. 
“Anything for you Santa,” Kayla said with a wink. “Now you have a very excited audience there, so prepare yourself.” 
With that, she went in, grabbing up the mic to announce the arrival of Jolly Old Saint Nick. Screams went up, and everyone was jumping up and down in excitement-even Reggie, which was too adorable for words. 
The rest went smoothly, with Caleb escorting each kid up, Mitch handing out presents as Ray snapped photos and Trevor gave each kid a candy cane as they went to rip the wrapping paper off. It was all books-Julie figured that would be easy, affordable, and appropriate. 
Thankfully parents started arriving soon after, thanking the lot of them for having the party, and giving them a little break. Wishing various happy holidays as they left, each kid coming down from a sugar high and waving tiredly as they were escorted through the door. 
“Thank gosh they’re gone,” Julie said as she slumped back on the couch. “Next year talk me out of doing this.” 
“We did try this year,” Flynn argued. 
“And last year,” Willie piped up. 
“And the few years before that,” Luke added cheekily.  
“Face it darlin’, you love doing this,” Reggie said, offering her a cupcake. 
“I really do,” Julie admitted. “But you guys are totally in charge of cleaning up.”

Former President Donald J. Trump and 18 others, including some of his former lawyers and top aides, have been indicted by an Atlanta grand jury in a sweeping racketeering case focused on Mr. Trump’s efforts to reverse the results of the 2020 election in Georgia. The indictment — handed up after a single, extra-long day of testimony — is an unprecedented challenge of presidential misconduct by a local prosecutor. It brings charges against some of his most prominent advisers, including Rudolph W. Giuliani, his former personal lawyer, and Mark Meadows, who served as White House chief of staff at the time of the election. [...] The investigation was led by Fani T. Willis, the Fulton County district attorney. It focused on five actions taken by Mr. Trump or his allies in the weeks after Election Day, when Joseph R. Biden Jr. narrowly won Georgia. Those actions include phone calls that Mr. Trump made to pressure state officials to overturn the result, as well as harassment of local election workers by Trump supporters, false claims of ballot fraud, a plan by Trump allies to create a slate of bogus electors and a data breach at an elections office in rural Coffee County, Ga. [...] Kenneth Chesebro and John Eastman, architects of the plan to use fake Trump electors to circumvent the popular vote in a number of swing states, were among a number of lawyers who advised Mr. Trump who were indicted. So was Mike Roman, a former Trump campaign aide who helped coordinate the elector scheme. Jeffrey Clark, a former senior official in the Department of Justice who embraced false claims about the election and tried to embroil the department in challenging the Georgia vote, was also indicted. Other lawyers who aided Mr. Trump’s efforts who were indicted include Sidney Powell and Jenna Ellis. A number of Georgia Republicans were also indicted, including David Shafer, the former head of the state party, and Shawn Still, a state senator. Cathy Latham, a party leader in a rural county who served as one of the bogus Trump electors, was also indicted. All 19 defendants are being charged under Georgia’s racketeering statute, and each of them has at least one additional charge. Racketeering laws are often used to prosecute people involved in patterns of illegal activity, and can be useful in targeting both foot soldiers and leaders in a corrupt organization.
