6. Six-year-old boy found in Vietnam forest after five days
A six-year-old boy who was missing for five days has been found deep in a forest in Vietnam. Dang Tien Lam, who lives in the northwestern Yen Bai province, was playing in a stream with his nine siblings on 17 August when he wandered into the hills and got lost, local reports said.
He was found on Wednesday by local farmers who heard a child's cry while they were clearing a cinnamon field close to the forest.

A joint venture between Vietnamese infrastructure developer Deo Ca Group JSC and Petroleum Trading Lao Public Company (PetroTrade) has been allowed to develop a railway project linking the two countries. General Director of the Deo Ca Group JSC Nguyen Quang Vinh has announced that the Ministry of Transport accepted the joint ventureâs proposal on developing Vung Ang â Tan Ap â Mu Gia railway project under the form of Public-Private Partnership (PPP).[...]
The project will be built under the public-private partnership, with a total investment of 149.55 trillion VND (6.3 billion USD). Vung Ang port - the railwayâs ending point will play an important role in promoting the the two countries' economic ties through trade exchange and maritime transport, targeting the markets of Northeast Thailand, China, the Republic of Korea and Japan.

The new route Russia is using to export its oil to China. Unfortunately global warming and the melting of the icecaps only benefits Russia geopolitically. Whatâs the big deal? you might wonder. A 10-day reduction in transport time is huge when it comes to the velocity of capital. Power accrues to the nations that control key maritime trade routes.

Between climate change and the new Cold War, the future doesnât look pretty. Chinaâs economy is imploding thanks to their reliance on a debt-fueled real estate bonanza, their misguided zero COVID policy, and Xi Jinpingâs head-scratchingly bad policies (and of course, his consolidation of power). Siding with Russia was a huge mistake⊠Now Chinaâs biggest export markets are trying to decouple or at least diversify away from them. Youth unemployment is so bad in China (21%, but possibly significantly higher) that the government has decided to stop publishing such data. The Philippines and Vietnam are pivoting toward the US. South Korea and Japan are putting their long, historical feud aside to join forces against China. Japanese military neutrality is over. Meanwhile a tiny island called Taiwan makes over 92% of the worldâs advanced semiconductors and will likely be invaded in our lifetime. Will an (economically) weakened China make it more or less likely that Xi will invade Taiwan? (Strongmen facing a domestic crisis and loss of popular support do often start wars as a kind of âgamble for resurrection,â but Xi might have become more risk adverse as he observes Russiaâs debacle in Ukraine. Plus, an amphibious invasion is logistically extremely difficult to pull off.)
Defense spending worldwide is skyrocketing, climbing back toward Cold War levels. The lines on the map are hardening, particularly in the Asian/Pacific theater and the European theater. A nuclear trifecta of Russia-China-North Korea is emerging. Yes, it is a marriage of convenience, but quite a dangerous one given that Russia will likely transfer technology (specifically, platforms to deliver nuclear warheads) to North Korea in exchange for Soviet-compatible ammunition/arms to use in Ukraine. I hate feeling like the world is a frog getting boiled but as I finish this 26-part BBC documentary on World War I, I canât help but feel that the geopolitical situation is very unstable.

Top: GM XM-0111 Prototype Bottom: M-0110 Pre-Production model at a civilian air show
The 1959-1963 US Army FTV Contract (Flying Transport Vehicle) was a contract to make a squad-accessible, flying vehicle, nicknamed the Flying Jeep, as a concept. The program was proposed in 1958, and the first full-scale mock-ups were built in 1960. Flying prototypes were made by the final 2 contestants, General Motors, with the GM XM-0111A, and the Ford-Cessna XM-0110A. In the end, the GM prototype won out, being the "Flying Jeep" used in Vietnam, but later being phased out by the Huey helicopter as a better, higher capacity transport, with more usage options. The M-0111 (with models spanning from A to D) was produced from August 1961 (the first prototype, XM-0111) to December 1969, with the M-0111D being the last. A total of 5,260 were built across the four main variants. They are in common use today for transporting goods across inhospitable places like the bush, where theyâre admired for their lightness and off-road capability (though they are more fragile and expensive to maintain than their traditional strictly-air counterparts). During army service, they did not require full trained pilots due to their low service ceiling of 2,000 feet in early models, though on the civilian market they are considered experimental light sport aircraft and require both a drivers license and a twin engine pilot's license. Around 800 are registered in the USA alone, with some still in military service in countries like Chile, Argentina, Panama, and Liberia, as light, short range military transports. The upper picture features the XM-0111 prototype, having just rolled out of the Michigan Buick factory for preliminary road testing, before being hauled to the nearby airport for flight control testing.

Can Foreign Invested Enterprises Distribute Pharmaceutical Products in Vietnam?
Currently, with the complicated developments of the Covid-19 epidemic in the world in general and in Vietnam in particular, the research, production and import of Covid-19 vaccines are the matter that everyone is concerned about. On February 24th, 2021, the first batch of vaccine approved for import was transported to Vietnam by the Vietnam Vaccine Joint Stock Company.
Facing this situation, a number of foreign enterprises have expressed their opinions on the limitations imposed on foreign-invested enterprises in the field of distribution of pharmaceutical products in Vietnam. Vietnam has reserved no commitment to open the distribution of pharmaceutical products service market and has not committed to opening the distribution of pharmaceutical products service market under any trade agreement or international treaty up to the moment, because the pharmaceutical sector is sensitive, directly related to access to drugs and peopleâs health.
According to the provisions of the law, âdistribution of pharmaceutical productsâ means the division, movement and storage of pharmaceutical products from the warehouse of the manufacturer/importer of such products or from a distributor to the end user thereof or to a distribution point or between distribution points by means of various transport methods. For distribution services, in the WTO Commitments, it is clear that pharmaceutical distribution services are excluded from the scope of commitments for all modes of supply. In addition, Appendix 03 of Circular 24/2016/TT- publicizing roadmaps for goods trade and goods trading directly related activities of foreign-invested enterprises in Vietnam, it is also recognized that pharmaceutical products are on the list of goods not entitled to distribution.
Regarding this issue, the Drug Administration of Vietnam expressed the following viewpoint: âThe suspension of allowing foreign-invested enterprises in Vietnam to provide drug storage and transportation services is to prevent the distribution of disguised drugs in Vietnam, contributing to health security and towards the professionalization of the medicine distribution system in Vietnam.â
Point c, Clause 10, Article 91 of Decree 54/2017/ND-CP, effective from May 8, 2017, provides for cases ineligible to distribute drugs as follows:
â10. The entities that are entitled to import but not entitled to distribute drugs and medicinal ingredients in Vietnam must do activities related to distribution of drugs and medicinal ingredients in Vietnam except for drugs and medicinal ingredients they manufacture in Vietnam, including:
c) Providing drug/medicinal ingredient transport or storage services.â
According to this content, foreign-invested enterprises in Vietnam are not allowed to transport and preserve drugs, except for drugs and medicinal ingredients manufactured by that enterprise in Vietnam. It can be seen that the restriction on the right to distribute drugs to foreign-invested enterprises is aimed at ensuring health security, being proactive in drug supply and distribution, towards to professionalize the domestic drug distribution system as a foundation to support the development of the domestic pharmaceutical industry and contributing to better control of drug prices in the market.

The Prime Minister of Vietnam, Pham Minh Chinh recently went to the City of Kunming in the Province of Yunnan in China to attend the 8th Greater Mekong Subregion (GMS) Summit, and while there he said that, Developing Relations with China is a Consistent Policy, an Objective Requirement, a Strategic Choice and a Top Priority of his Country's Foreign Policy.
The Premier of China, Li Qiang, in response said that his Country will further open its Market to High-Quality Goods like Agricultural Products from Vietnam, and strengthen Transport Infrastructure Connectivity with Vietnam.
Note that Vietnam also has Territorial Disputes with China in the South China Sea (SCS), but this has not kept them from maintaining very close ties with China.
