You’re working alone in the basement when Nick finds you. It’s gone past eight pm and you’re standing in front of the large glass workspace you sometimes use as a conference table, sorting through decades old, blurry crime scene photographs. You’re trying to match them against the half assed A1 crime scene sketch that you’ve blown up for the occasion.
The case you’re working is from 92 and requires a lot more time and attention than you originally thought because of the shoddy work undertaken by the previous agents.
You’ve stayed late tonight because it’s quieter in the evenings, less interruptions. Being the Senior Field Agent means you’re a conduit of information for the younger agents trying to make their bones down here. It can be both time consuming and frustrating.
“I thought you were out on an op tonight?” You murmur, tilting the picture in your hands 45 degrees to the right in the hope that it will make more sense.
“About to head out.” He says, his palms coming to rest upon the surface of the table as he studies your process. There’s an art to what you do, how you put the pieces of a puzzle together after so long. You have an affinity for it.
“You slept with Sawyer.” He states quietly.
It takes a second for the words to filter through to your brain, your eyebrows furrow into a frown before you set the glossy image down upon the table.
“I did.” You tell him tipping your head up to meet his gaze.
“Is that all you’re going to say?” He asks you, shrugging his shoulders.
“I’m not sure what you want me to say.” You return, your hands coming to rest upon your hips. “It was over a year ago, we bumped into each other at a bar, had a few drinks…”
You don’t need to say anything else because he knows how it goes. He’s done it before, many times. His brain just can’t comprehend the fact you did it with Sawyer, that he’s only hearing about it now.
“I’m not going to apologise for a one night stand I had, before you and I were even a thing.” You inform him, your attention straying back to your work.
“I don’t expect an apology. I just…” He says tilting his head away as he struggles to find the words. “We were close back then I don’t understand …”
“Do you remember what was going on around then?” You ask him, your knuckles rapping lightly on the glass. He takes a beat, his mind scrolling back eighteen months.
“Katy.” He says softly.
“Yea.” You murmur. “It was a couple of nights after you closed her case.”
Your sister Katy had disappeared off base when you’d recieved your first posting with NCIS. She had taken after your father, heading into the service, raising through the ranks. You’d worked that case unofficially day and night and when you came up dry just like everybody else, you’d become the girl whose sister vanished into thin air. You couldn’t take the pitying looks, the sympathetic words so you’d taken the first undercover assignment that was offered to you, and then the next one, and then the next because becoming someone else was a lot easier than dealing with your reality.
That’s how the two of you met, working UC operations together. When he’d come out of deep cover, you’d been the first one he contacted. You’d gotten out a year earlier, been assigned to Violent Crimes before you made the move to Cold Cases.
Katy’s body had been found early last year along with those of three other sailors. Nick had worked the case, along with the rest of his team. He had been the one to break the news. Until then you had held out this hope, this stupid fragile hope that she’d had enough of the navy life, that she’d spirited herself away to Nashville the way she’d talked about when she was a teenager.
“She had this amazing voice,” You had told him that night, your fingertips tracing over a polaroid you kept on the fridge. “She used to sing Alison Krauss all the time.”
The news had decimated you, it felt like someone had plunged their hands into your chest and torn your heart right out. They’d caught the guy, a serial who’d been operating in the area at the time, but your sister was gone, and you had to come to terms with that.
“I needed to blow off some steam.” You tell him honestly. “With someone who wasn’t complicated.”
“We were complicated.” He says knowingly, coming to lean on the work surface beside of you.
Eighteen months ago he’d been trying to get sober, starting therapy. Gibbs had just left for Alaska, Bishop not long before. He’d experienced too much loss in such a short space of time, it had knocked him off balance.
“We were.” You agree. “I was a mess, I couldn’t…”
You trail off before finding the words, your arm brushing against his.
“I didn’t have anything left to give,” You explain before gesturing between the two of you. “And we deserved a proper shot.”
“Wrong place, wrong time.” He says, capturing your hand, his fingers entwining with yours. “I’d like to think we’re in the right one now.”
“Yea.” You say, your cheek coming to rest on his bicep. “I think so too.”

In the UK we have a system called Universal Credit, which can be thought of as unemployment benefit, though it’s meant to encompass a variety of different benefits all rolled into one (including for disabilities).
If you are single, the most you can expect to receive from it is £368.74 per month. That works out to roughly £92 per week.
If you are living with your partner, it’s much higher, at up to £578.82 each. That works out to roughly £144.70 per week.
In the UK we also have a thing called the National Living Wage, which is defined as the minimum salary necessary for an adult to live comfortably. Not bare bones, not lavishly, just comfortably. As of 2023 it is measured at £10.42 per hour.
Assuming you work a standard 40-hour work week, that comes out to £416.80 per week, or £1667.20 per month.
So assuming that you live with your partner and pool your UC together, you still make just under 70% of the money that is expected to allow one person to live comfortably each week.

Five months ago, software engineer Shikhar Sachdev adopted a peculiar hobby. While his friends met for drinks or played FIFA 23 to unwind after work, he would come home, boot up his laptop, and spend hours filling out job applications, for sport.
Sachdev is content with his job at a San Francisco fintech company, but he writes a career blog in his spare time and had noticed a recurring sentiment: Job hunting these days is the worst. Friends described returning home from an exhausting day of work they hated, applying for new positions, and quickly growing discouraged by clunky application software and a low response rate. Research suggests the frustration is widespread: 92 percent of candidates abandon online job applications before completing them, according to the recruitment platform Appcast.
“You might hate your boss. But if you think that searching for jobs is worse, you're never going to change,” Sachdev says. “I wanted to try to put some data behind the claim that job hunting sucks.”
Sachdev set himself the challenge of applying to 500 software engineering jobs to observe exactly what made the endeavor more or less frustrating. Halfway through, however, he hit a snag. “I wanted to chop my head off,” Sachdev says. He scaled back his target to a still brain-melting 250 jobs across a range of industries and company sizes, chosen largely at random—companies he’d seen on billboards, for instance, or friends’ employers.
Sachdev timed each application from start to finish and for consistency always applied directly through a company’s career page—he ended up spending about 11 hours total filling applications. Since he wasn’t looking for a new position, he always stopped short of clicking “Submit” on a completed application, except for a few choice roles that piqued his interest. (He landed three interviews, but didn’t pursue the jobs.) He aimed to make each application serviceable, but wasn't as thorough as a truly ambitious or desperate job seeker would be, so he figures the times he logged are underestimates.
Sachdev found it took an average of 2 minutes and 42 seconds to fill out a job application—but that doesn’t include time spent identifying suitable roles, and the time could vary widely from job to job. The longest took more than 10 minutes, the shortest less than 20 seconds. Much of this variation sprang from the particularities of applicant tracking software.
Applying to work at a company that used Workday, for instance, took 128 percent longer than average for similarly sized companies in the same industry. Workday spokesperson Nina Oestlien called customer service a “core value” at the company and says that application timing is determined by how customers configure their applications. Starting Over
Sachdev’s job hunting obsession was born partly from rejection. Originally from Geneva, Switzerland, he graduated from UC Berkeley in 2019 with a degree in environmental economics and philosophy. Most of his friends lived in the Bay Area, and career opportunities in the region abounded, so he resolved to stay.
As Sachdev’s senior year wound down, he began furiously applying for local jobs. But his heart sank each time he reached the portion of an application that asked if he needed visa sponsorship. Since he lacked US citizenship, he needed an employer to sponsor him, likely with a specialty H-1B worker visa. “When I would click the H-1B box, my application would go straight into the garbage,” he says. “I was getting rejections four minutes after I applied.”
But Sachdev has the tenacity to power through the uttermost tedium for months on end. And he discovered what looked like a loophole. Foreigners who earn STEM degrees from certain US institutions can work in the country for up to three years without a visa under a federal program called Optional Practical Training. “Who stays at their first job for more than three years?” he rationalized. So when the visa sponsorship question popped up in an application for a product manager role at a major tech company he wanted to work for, he clicked “no.”
After he landed an interview, Sachdev spent 40 hours scouring job sites for tips, cramming his notebook full of hypothetical questions and their responses, compiling a presentation the company required—and totally neglecting his coursework. Half a dozen interviews later, he got the job. His heart soared, but not for long. When he explained his immigration status to the recruiter, she rescinded the offer. Sachdev started over, eventually landing a job with a startup willing to sponsor his H-1B visa, and decided to parlay his experience into a career blog offering help to other hapless job questers.
Job hunters have long complained about the process, but it developed fresh annoyances after moving online starting in the mid-’90s, says Chris Russell, managing director of the recruitment consultancy RecTech Media. Online job boards like Monster and CareerBuilder flooded companies with candidates, giving rise to applicant tracking systems built to help recruiters manage the deluge.
These systems promised to save recruiters time by automatically ranking and filtering applicants based on keywords. From the perspective of applicants required to laboriously enter their information into the software, they felt like a new barrier. “These systems were built with the companies in mind,” says Russell. “They never really considered the user experience from the job seeker’s point of view.” A cottage industry sprang up of tools and résumé whisperers promising to help job seekers get past the automated scanners.
In recent years, new features like psychological assessments and “digital interviews,” in which applicants answer prepared questions into their webcams, only placed more barriers between candidates and human decisionmakers. Meanwhile, the fundamentals of hiring remain stuck in the past, says Scott Dobroski, a career trends expert at jobs platform Indeed. It takes three and a half months for most Indeed users to find a job, he says. “All the other parts of our lives have sped up. The hiring process has not caught up.”
Time Wasters
While job hunters have much to gripe about, from “ghost jobs” to the dreaded “résumé black hole,” Sachdev decided to focus his efforts on the initial application process. He identified three main factors that affected the time it took to apply: the size of a company, the industry it was part of, and the applicant tracking software it used.
Applicant tracking software was a major source of Sachdev’s frustration. The most common systems he encountered were Workday, Taleo, Greenhouse, Lever, and Phenom, which adds AI-powered features on top of systems like Workday. More established systems such as Workday and Taleo redirected him away from the careers page and made him create a separate account for each application, adding significant time and vexation. By the end of his 250 applications, he had 83 separate accounts.
Newer offerings such as Greenhouse and Lever spared him some of these frustrations. Applications through Lever, for instance, took 42 percent less time to complete than the average for similarly sized companies in the same industry.
Sachdev also spent many excruciating minutes retyping information he’d already uploaded on his résumé because software would misread it. Workday, for instance, would routinely populate the education field with “Munich Business School” even though Sachdev’s résumé clearly says he graduated from non-soundalike UC Berkeley. “Sometimes it's not even the time,” he says. “It's the mental fatigue of having to do it every single time.”
The longest application to fill out was for the US Postal Service, clocking in at 10 minutes and 12 seconds, while the shortest was that of hedge fund Renaissance Technologies, which requested only his name and résumé and consumed a mere 17 seconds. In general, Sachdev found that government applications took the longest—a trend that Indeed’s data backs up—followed by aerospace and consulting jobs. Younger industries such as online banks, AI firms, and crypto companies were amongst the least time-consuming. Legacy banks, for instance, took about four times longer to apply to than their newer online counterparts.
Sachdev also found applications to large companies more time-consuming than for smaller firms. In general, a doubling of company size added 5 percent to the average application time.
While the process was largely an exercise in repetition, Sachdev encountered a few creative takes on a musty old format. Plaid, a fintech company that provides APIs to connect software with bank accounts, invited applicants to apply via API. (Sachdev opted for the old-fashioned route, for consistency.) The gaming company Roblox let candidates apply in-game.
While hiring software has historically been stacked in employers’ favor, more job seekers are using their own forms of automation. Bots and tools like LazyApply use text-generation technology like that behind ChatGPT to automatically mass apply to jobs, to the likely chagrin of overwhelmed recruiters. When Sachdev posted his results on discussion site Hacker News, one commenter claimed to use bots to fill out job applications and ChatGPT to write cover letters and correspond with recruiters, fully taking over only at the interview stage. “Can you blame him?” Sachdev says. “Because the companies are doing it too. Their résumé parsers, their application tracking software, and their tools are also using AI. So it's almost as if the applicant now has this weapon they can use against the companies.”
An AI arms race that floods the job market with unserious applicants and insurmountable filtering tools is in nobody’s interest, however. Indeed’s Dobroski says some platforms, including his own, have begun rolling out a new approach that aims to save time on both sides, albeit also by leaning on algorithms. Instead of sending hundreds of résumés into the void and hoping for the best—“spray and pray” he calls it—candidates can list their skills, qualifications, and preferences and let AI suggest suitable jobs to apply for. “The matching really speeds up the hiring process, and it connects the candidate with employers that they otherwise may not even have considered,” he says.
Sachdev has his own ideas for what would make job applications more productive for both seekers and recruiters. First off, he advises applicants to save time and mental anguish by prioritizing employers that use simpler software like Lever and Greenhouse. For jobs he’s really serious about, he’ll try to make a human connection with the hiring manager on LinkedIn.
There’s a saying Sachdev likes, from computer science professor Randy Pausch: The brick walls are there for a reason. Facing and surmounting hurdles can help a person discover how much they want something. But if an employer erects too many barriers, “is an applicant really going to think, ‘That brick wall is there for a reason?’ Or is the applicant going to exit out of your website and go apply somewhere else?” Sachdev says. “I think it's the latter.”

Ambassador Pamela Leora Spratlen (July 14, 1954) is a Diplomat. She is the former Ambassador to Uzbekistan and Ambassador to Kyrgyzstan.
She was born in Columbus, Ohio, and was raised in Washington State and California. Her father, Thaddeus Spratlen, was a professor in the Department of Marketing at the University of Washington’s School of Business. Pamela Spratlen’s mother, Lois Price Spratlen, was an Associate Professor and Ombudsman at the University of Washington’s School of Nursing.
She graduated from Crenshaw High School and earned her BA from Wellesley College. She has MA’s from the Army War College and UC Berkeley. She speaks Russian, French, and Spanish.
She volunteered for Volunteers in Service to America and served for almost nine years as a staff member in the California State Legislature.
She joined the Foreign Service in 1990. Her first tour as a Foreign Service Officer was in Guatemala (1990–92). Her past assignments include the US Mission to the Organization of American States (1992–94), the US Mission to the Organisation for Economic Co-operation and Development (1995–98), and the Executive Secretariat (1999–2000). She has served as Assistance Coordinator at the Embassy in Moscow (2002–04), Special Assistant to the Counselor of the Department of State (2005–06), Director of Central Asian Affairs (2006–07), Director of Western European Affairs (2007–08), and Deputy Chief of Mission at the US embassy in Astana, Kazakhstan. She served as Ambassador to Kyrgyzstan (2011-14). She was named as a Department of State official overseeing the response to the so-called “Havana Syndrome”.
She was nominated by President Barack Obama on July 28, 2014, and confirmed by the Senate on November 20, 2014. She was sworn in as Ambassador to Uzbekistan on December 18, 2014.
She has received several Meritorious and Superior Honor Awards from the State Department.

Nutley, Cincinnati, and beyond [Part 6]
Continued from part 5
In conclusion, just as RBM III made his family history tour in 1979 across Massachusetts before he finished his book, this blog and other blogs is also a journey of sorts. Many of the individuals within the family mentioned in this book are still living, so that makes it possible to have additions to this book in new short chapters. There are varying stories which I did not include, but their non-inclusion does not mean that they are not valuable, but rather that they were not part of this history due to space constraints since the book seemed long enough already. With this history, we have come a long way from the family tree prepared by Bob in the 1979 and his Packard/Mills Family History which was a start, but this book adds more to those stories, while charting new ones for all to know.
To this day, individuals continue to cite Bob’s work on criminal justice, from the Police Executive Research Forum in 2004 to a book titled Correctional Ethics published this year, and many more. [20] The Robert B. Mills Memorial Graduate Award, awarded after his death, still continues to be awarded to this day, including to current University of Cincinnati professors (Kevin M. Beaver and Andrew J. Meyer), a professor of McKendree University (Jennifer Webster), assistant chief of the Cincinnati Police named Mike John and Captain Michael John of the Cincinnati Police, among others. The quest to know more about the Mills and Packard families goes on. This is only the beginning, building off the work that Bob did in 1979. There is more to come in the future.

Blackstone LaunchPad Annual Report

The Blackstone LaunchPad had a fantastic year in 2022! With five-large scale events, the launching of a new program and competition, hundreds of clients, and more than sixty thousand in awarded prize funds, we covered a lot of ground.
To celebrate this accomplishment, we have compiled an annual report below to recap the year. We hope you enjoy!  
Where were we on campus?

One of our goals this year was to increase our engagement with the campus community by hosting and attending more events. We hosted or attended 35 different speaker, tabling, outreach, or informational events this year across campus. We tabled at the UM Bear Fair, Welcome Feast, and in the UC, hosted competitions at the Davidson Honors College, gave informational sessions to business students in Gallagher, and even tabled in the Fine Arts building for our Passion Challenge. This increase in outreach created a wide diversity of students engaged with our program offerings, bringing fresh faces and ideas to the LaunchPad. 
Funds Provided

We are thrilled to report that we have provided a record amount of funding to student startups this year. The funding began with the E-Sports Design Challenge and continued to the John Ruffatto Business Challenge, where $50,000 was awarded to the winners. In addition, we gave out $7,300 to participants in our inaugural Passions Challenge and doubled the prize money for the Ideas Challenge, awarding a total of $8,000 to the winners. This is a fantastic accomplishment and we are committed to supporting and empowering the next generation of entrepreneurs through these initiatives and funding opportunities. 
Yearly Growth

In 2022, we experienced significant growth in a number of areas. The addition of new competitions and opportunities contributed to record highs in the number of students engaged and prize money awarded in our programs. We also saw an increase in the reach of our newsletter, which reached over 300 new inboxes globally, as well as growth in our social media following on all platforms. These achievements are a testament to the hard work and dedication of our team and the value of the programs and initiatives we offer. We are excited to continue this momentum and growth in the coming year. 
Outreach and Engagement

We were successful in increasing our engagement with the campus community by hosting and attending more events, which led to a diverse group of students interacting with our offerings and bringing fresh perspectives to the LaunchPad. Our newsletters generated thousands of views for our competition pages, being some of the most popular parts of UM Weekly. We wrote on our blog more times than ever, engaging both students and community members to create content about the awesome things happening in entrepreneurship in Montana.  
This all culminated in record student engagement numbers. The distribution shows the success of new programs like the Micro-Credential and the Passion Competition, as well as continued participation in the Ideas Competition and JRBSC.  
Venture Coaching

2022 was another great year for the Montana startup community. We were able to provide our venture coaching services to 120 clients with 143 total recorded sessions. We also had seven successful venture coaching interns go through our program.  
Micro-Credential

This semester marked the launch of the BLP Micro Credential. This credential is earned upon completion of a certain amount of BLP programs, including venture coaching sessions, completions, and internships. It is designed to give students a distinctive entrepreneurial flair on their resumes and show that they have gained valuable experience in an entrepreneurial environment. 
The first semester of this program was a resounding success, with 92 students registering for the micro credential. We offered 14 opportunities for students to earn points this semester, allowing 4 people to complete the credential.  
We are excited to continue this program into future semesters, further refining the systems of registration and earning points. There will also be more points earning opportunities in the coming year, so be on the lookout for that! 
Our Team 
We would like to take a moment to thank all of our team members this year. Our team went through much growth and change this and we would not have been successful without the meaningful contributions from everyone.  
Paul Gladen continued his amazing work as a leader of the LaunchPad, offering his advice and guidance at all turns.  
Sarah Truglio joined as a new member of the team this Spring and slotted right in to her role as Program Manager. She helped the student admin team create and host all of the programs this year, as well as making some amazing gift bags for tabling events.  
Jake Treece continued to embody what BLP represents, carrying on his skillful administration of the LaunchPad. We are sad that this was our last full year with Jake at the helm.  
Dylan Cherullo joined as another program assistant in the fall to help with all of the new offerings.  
We also had continued venture coaching leadership by Caden Fox, Brandon Kittle, and our newest VC intern, Jennifer Lippy.

We hosted the second annual Esports Design Challenged over four weeks this Spring with the LaunchPad at the University at Buffalo in New York. This program had 38 participants and multiple guest speakers. We were delighted to have two UM students from UM win the competition with Solomon Albertson-Gore taking first place and Rachana Harris, Ana Chiperi, and Anneston Jones in third.  
John Ruffatto Business Startup Challenge

The JRBSC was successfully run for another year by the College of Business and UM LaunchPad. This year we had four great competitors who went through a day of adjudication by over thirty judges. All UM competitors won a portion of $50,000.  
Big Sky Experience

In August, we hosted our third annual Big Sky Experience. This was a very revamped version of our 2021 experience and included six experiential tables, networking bingo, a fireside chat, and Big Dipper extravaganza. We had 81 students participate who all were able to leave with a better-charted plan for their trajectory of college, careers, life, etc. Thanks who all participated!  
Passion Challenge

The Blackstone LaunchPad was excited to host its first-ever Passion Challenge this year, providing a platform for University of Montana creatives to showcase their passions and work to a panel of judges. The challenge had 37 competitors from across campus, who participated in categories ranging from digital art to indigenous arts and presented their work to the judges. We were thrilled with the strong turnout and impressed by the impressive quality of the students' presentations and the impact of their work on themselves and the world. We are grateful to the Davidson Honors College for hosting the event and to Accelerate Montana for their assistance in running it successfully. A big thank you also goes out to our judges for their time and efforts in evaluating the competitors. 
Ideas Challenge

The Ideas Challenge was a remote competition hosted by BLP on Startup Tree. This competition saw students create a business idea then answer a series of questions about the business. They competed across four categories: Consumer Products and Services, Social and Climate Impact, Health and Life Sciences, and General Business. A winner was selected from each category, with Social and Climate Impact having multiple winners thanks to generous sponsorship from US Energy. A total of $8,000 was given out in prize money this year, doubling last year’s prize payouts! It was exciting to see the creativity and innovation of the students in the competition and to provide them with the opportunity to showcase their ideas and potentially turn them into successful businesses. 
In Conclusion 
Reflecting on this year, we want to thank all the students, community members, professors, and entrepreneurs that we connected with. If it weren’t for your support and passion to explore new topics, gain experience, and pursue entrepreneurship, we wouldn’t get to continue doing what we love.
