Maritime farmers enjoy new popularity but worry 'buy local' trend could be fickle
As Greg Gerrits hustles to keep up with the surging public appetite for his preserves and parsley roots, his emotions shift between hope and skepticism over the revival of smaller scale agriculture.
"I'm not sure how long this fascination with local produce will last," he said in an interview from the Elmridge Farm fields in Nova Scotia's Annapolis Valley.
"It would be nice to think people will learn something and support their local farmers, but humans don't learn very easily."
The 49-year-old farmer of fruits and vegetables managed to recently launch an online sales system, just as COVID-19 descended in March.
He and his wife Suzanne also tapped into a network of idled truck drivers to provide the deliveries from their 72-hectare operation in Centreville, N.S.
Sales on everything from carrots to pesto have quadrupled compared to last year, with a single week selling $3,000, up from last year's $500. Their new network is also bringing in fresh sales.
The third-generation farmer is aware food security is a growing concern across the country, as the president of the Canadian Federation of Agriculture recently urged Ottawa to "prioritize food production" amid abattoir closures and rising costs related to COVID-19.
Yet, some East Coast market farmers remain cautious any revival of local production will be sustained.
Ann Huntley, a free-range beef, poultry and vegetable farmer in Scots Bay, N.S., has seen a quadrupling of her beef sales, from the equivalent of one animal a month to one per week.
"When everything is so uncertain, shelter, food and clothing become paramount," she said.
However, whether she and her husband should borrow $20,000 to $40,000 to increase her herd gives her pause, as the question remains whether the market will still be there when the cattle mature.
"There's access to financing (for) small farms we haven't seen before, but you don't want to jump into a whole world of debt amidst a pandemic," the 42-year-old said.
Some customers who don't fit traditional stereotypes of farm market buyers say they'll remain committed to the small vendors as time passes.
Jane Biekens, a chartered professional accountant, plans to increase her purchases of spray-free veggies from Port Williams, N.S., farmers Adam and Courtney Webster. They arrive via a community supported agriculture drop-off.
"I feel a lot safer buying vegetables that not a lot of people have touched," she said in a telephone interview.
The taste of organically grown produce is a factor as well. She already is eagerly awaiting freshly harvested beets she grates onto salads, turns into soup and pickles in jars.
"For me the purchasing will stay as a habit," she said.
However, Kevin Arseneau, a Green party member of the New Brunswick legislature, sees a need for government initiatives to bring a lasting restoration of small farming in the region.
He says for the past century Ottawa has accepted an export-oriented model of mass-produced produce at the expense of local food production.
Provinces such as New Brunswick now only produce eight per cent of the vegetables consumed there "as cheaper imports have entered the retail marketplace," according to the government's 2018 Local Food and Beverages Strategy.
Arseneau, who co-owns a Rogersville, N.B., vegetable farm, has issued a call for a loosening of pandemic restrictions on farmers markets that are currently required to have a maximum of five people in the sales area.
He said there's no reason they can't create rules like supermarkets, allowing controlled numbers to file through the stalls.
"Under existing rules, if there are 10 vendors in the market, then you can't let any people come inside. Grocery stores aren't being treated by those rules," said the 34-year-old politician.
He's also calling for a $4 per hour wage subsidy to help recruit local workers, interest-free loans for small farms, and an increase in the grants to small farms through the federally run Canadian Agricultural Partnership.
Gerrits notes that labour is also an issue because even smaller operations now rely on workers from the Caribbean and Mexico through the temporary foreign worker program.
Their flights were delayed due to concerns over the novel coronavirus, and the first to arrive in Nova Scotia are now mostly quarantined, leaving farmers concerned about falling behind in weeding and planting.
"It's a dance with Mother Nature and she leads, no questions asked. Either keep up or forget it," Gerrits said.
Deborah Stiles, a retired professor of rural studies who taught at Dalhousie University's agriculture department, says Atlantic Canada was largely self-sufficient in food prior to the world wars, but there has been a steady decline in sectors ranging from apples to sheep due to lower priced imports.
She said the movement to restore small farms began growing in the 1990s, when it was led by women's organizations and organic farming networks, but the pandemic has given it a fresh push.
"The key to the future is rebuilding regional foundations of self-sufficiency," she said.
"Living locally now doesn't mean not occasionally having an avocado or orange, but eating more consciously, and more often, from what our farmers grow here," she wrote in an email.
 There are signals provincial leaders are taking note.
At the conclusion of Thursday's pandemic briefing, Premier Stephen McNeil took several minutes to acknowledge farmers, and noted his government has set up a program to hasten the arrival of the foreign field workers.
In New Brunswick, an all-party agriculture committee has been set up to consider ways to help the local food-production sector during the pandemic.
But for farmers like Gerrits, the jury is out on how much to expand -- if at all.
"For local food production to recover and become securely established will require that consumers stay the course of buying local produce for a number of years," he said.

To many Canadians, it seemed decidedly unneighborly. Canada’s initial coronavirus vaccination program moved at a stately pace over the winter, while inoculations in the United States raced ahead. But Washington was unwilling to share any of its stockpile of tens of millions of doses of a vaccine it had yet to approve for use by Americans.
This week, that shifted. After weeks of suggesting that any vaccine diplomacy was well into the future, Jen Psaki, the White House press secretary, said Thursday the United States was planning to share 1.5 million doses of the AstraZeneca vaccine with Canada and 2.5 million doses with Mexico.

The White House announcement seemed to catch Ottawa officials off guard. Hours passed before Anita Anand, the cabinet minister responsible for buying vaccines, issued a statement that read more like an insurance policy than a note of thanks.
“After numerous discussions with the Biden administration Canada is in the process of finalizing an exchange agreement,” it read in part.
Ms. Anand and Prime Minister Justin Trudeau had little more to add on Friday afternoon, saying only that the talks were still underway and that the details would come later.
Ontario’s premier, Doug Ford, appeared to learn about the White House announcement from a reporter’s question during a news conference. His reaction was more effusive.
“That’s what true neighbors do,” he said. “You help each other out in a crisis.”
As he did when publicly pleading with President Biden to release Pfizer-BioNTech vaccines to Canada from a plant in Michigan earlier this year, Mr. Ford offered to personally drive down in his pickup truck to load up the vaccine.
“We can take all the vaccines you can give us,” he said.
From Ms. Psaki’s remarks, it appears that the United States will officially just be lending Canada and Mexico the vaccines. It’s not clear whether they will ultimately have to be replaced in kind or if the loan will be of the forgivable nature. She also said that the United States might soon share surpluses of other vaccines.
To date, all of Canada’s vaccines have come from either Europe or India. While it has been generally reported, based mainly on statements by former President Donald J. Trump when he was in office, that Washington had banned exports of vaccines from American factories, the situation is slightly more nuanced than that.

Ms. Psaki has said that vaccine makers are free to export anything to anywhere, provided that they fulfill their vaccine contracts with the United States government. The vaccine mountain growing in Ohio was created with money from the Defense Production Act. So it belongs to the United States government, not the company.
It was widely predicted last year that the AstraZeneca vaccine, which was developed at the University of Oxford, would be one of the first vaccines to be approved and injected. While it did indeed become the backbone of Britain’s vaccination campaign, my colleagues Noah Weiland and Rebecca Robbins reported before Thursday’s announcement that a series of blunders had soured the company’s relations with American regulators.

Though Canada and more than 70 other countries have approved the AstraZeneca vaccine, the manufacturer hasn’t even applied to the Food and Drug Administration for emergency use authorization. Things have now reached the point, Noah and Rebecca write, that the “United States may only briefly, or never, need the AstraZeneca doses.”
The AstraZeneca vaccine was also the subject of attention this week for another reason. Several European countries suspended its use over a possible connection to blood clots. Canadian officials didn’t share those worries, and late this week the European Medicines Agency declared the vaccine safe.
Aside from a possible new source of supply, the AstraZeneca inoculation received another boost in Canada this week when the federal advisory panel on immunization lifted its previous recommendation that it not be given to people 65 and older.
And after many weeks of sluggish movement, Pfizer and Moderna have both been substantially increasing their shipments to Canada.
While remembering that vaccine production is a tricky business that can easily be slowed or stopped by even the tiniest degree of contamination, spring’s arrival may mitigate Canada’s vaccine discontent.

The last 3%

This is well and good for everyone so far except here’s the thing–owners, by this point, are often running low on cash and contractors, having basically cashed-out, lose interest in terms of completing every last little detail and remedying deficiencies.
Guess what?
Details matter. Unfortunately.
It’s the last 3% that tenants, visitors, guests, passersby, buyers, residents, attendees actually see and notice.
Hence, if you don’t:
-install gas fireplaces in your basement apartments to make them seem more homey
-paint that cool trompe l’oeil detail on a feature wall
-upgrade appliances
-add keypad locks
-use a smart t-stat
-put in a backyard storage shed
-add a playland element such as an outdoor ping pong table or pickleball court
-install an all-off switch to cut down on energy use
-recycle stormwater
-add a backyard workshop
-convert a garage into a microsuite or garage office
-name your building (with a plaque, sign or foundation stone)
-landscape the place and install (for example) California shutters or other decent window blinds to improve curb appeal
-create manufactured walkout conditions for your lower level units so they have more light and air
-make sure you have balconies and/or private outdoor patios so residents can get some fresh air
-add backyard homesteading (or at least a raised garden bed)
-build an outdoor kitchen
-create lighting scenes and reduce energy usage via LED installs
and a bazillion other elements, you will find that your buildings and brand will lack sex appeal, and they won’t help you attract the right tenants/users. Plus, the ones you do sign won’t stay as long or pay as much…
The city of Ottawa is famous for not finishing anything.
The city wanted to build a bus transitway–one that ensured buses would have their own ROW (rights of way) and never have to intermix with cars–but in a period of more than 50-years, they never completed it. Then they had another idea–let’s build an LRT (light rail transit). So, they bought ROW to take the O-train from downtown to Barrhaven in the south, and, after buying all the necessary land, acquiring the funding to build the line plus signing a contract with Siemens and PCL to build the line, they cancelled it and got… nothing (except a lawsuit from Siemens and PCL, which was only resolved when the city coughed up tens of millions of dollars in damages).
Worse, private sector developers bought land near the proposed (then cancelled) O-train line to build billions in new (denser) development, which then got tabled too.
Finally, the city did complete a short east-west (instead of north-south) LRT only to find that a) it goes from nowhere to nowhere and b) as the current mayor says, “It’s pretty good–it’s 98% reliable.”
Think about that 98% number. It’d be a terrific result if you or I got 98% on our high school math test. But for major transit system? Not so much.
Say, you have a truck and you make 25 trips with it each week: 5 a day, 5 days a week, then you and your truck rest for 2 days.
In two weeks, you’ve made 50-trips with your truck. If it had a failure rate of 2% like Ottawa’s LRT, it means your truck is breaking down once very two weeks (2% of 50 = 1, right?)
It wouldn’t be very long before you would be getting rid of that truck.
A 2% failure rate for essential infrastructure is a completely unacceptable number IMHO. When I lived in Sydney Australia, I took the bus from Bondi Beach where we lived to Central Station where I caught a train to Chatswood on Sydney’s North Shore. I did that every day for four years (1-hour and 15-minutes each way if I made the connection, longer if I didn’t). In all those years, the number of times the system failed was… 0.
What is a half finished building worth?
It probably has a negative value.
What is a 97% finished building worth?
A lot less than one that is 100% finished, completed to its HABU (highest and best use) and animated all the way to the gunwales (with finishing touches unique to you, differentiating you and bringing you higher revenues).
Make any sense?
Last thing, it isn’t just in real estate that folks aren’t finishing much to their own dis-benefit. For the longest time, the last mile of service was a totally neglected area, that is, until Uber, Lyft, Skip the Dishes, Uber Eats, Amazon, FedEx and others turned their attention to it and made fortunes for their ownership.
Think about DELL-HELL–how many poor DELL customers couldn’t get the company to fix their problems because, after DELL completed a sale via their website, they never, ever wanted to hear from you again because, basically, they had no idea how to cope with their last mile (of service) problem.

Used to be 5 speed manual but now only gears 2 and 5 work. reverse doesnt work, needs to be put into neutral and rolled. brakes only work on the right side, hand brake doesnt stay up you have to jam a screwdriver between it when pulled. body is rusted like crazy, i spray painted it last year though. springs sit through all the seats so you need to put a solid board over the seat before sitting on it. seatbelts dont work in the front passenger and rear left or middle. buckles were stolen. steering wheel sticks to the right side because of lack of powersteering, so avoid right turns. clutch pedal falls off if pressed too hard. car is a deathtrap dont drive it on roads. to go through the trunk) the catalytic converter was stolen today while i was at work and now the car sounds like a monstertruck when you start it. overrevved. because of driving: we took it for a test spin today before i left to work and found 5 persistent problems 1) often times, the car will stall. to fix this, turn off the car, turn the steering wheel all the way to the left and start the car while doing that, rev to 3000 in neutral and pop it into 2nd right after. it should take off 2)sometimes, instead of stalling, the car willl take off like a rocket. in this case, stop the car, turn the steering wheel all the way to the RIGHT, turn the car on, put it into 5th gear with the clutch still in, rev to 2000 and blast the heater then take off, it will be a bit rough but its only for a few seconds. once you start going MAKE SURE YOU TURN OFF THE HEAT, and shift back into 2nd 3)too much throttle response(ie 5% press-5k rpms) in this case, turn the car off while holding the clutch and gas pedal and turn it on the same way. wait about a minute while flooring it and then blast heat or ac for about half a minute. when you can smell something burning, turn off the heat/ac and you should be good to go. 4)too little throttle response. usually happens after getting too much throttle response a few times in a row. in this case, start the car normally, make sure heat and ac are off and keep car in neutral while doing periodic revs to 4k for about a minute. when youre ready to go, shift into 5th, go up to 20kmph and then go down to 2nd gear. 5) unresponsive brakes. this will only happen in emergencys so its fair to use this method. shift in one of the non functional gears (1,3,4, R) and floor it while pulsing on the brakes. pull up the handbrake and keep holding it or it will fall back down , steer to go off the road. after you do this, the car will not start for a few minutes and the engine will be sizzling hot don't worry if you smell burning, this is normal.it is the powersteering fluid and brake line fluid and oil mixing in with the gas tank exposed to high revs "discovered on dec 15 6) engine catches fire if the body is suddenly moved in some way. if the engine catches fire, shut the hood start the car and rev the engine. make sure heat and ac are off because the buildup ot co2 and co will put the fire out naturally. once again dont worry it you smell burning its expected 7)wheel axles shift around on sharp turns. by this i mean that the body of the car is in reality shifting left and right depending on the turns. if its stuck to the left and car is flipped over, push the wheel axles in until they look semi aligned to the eye and flip it back over. if the car hasnt turned over yet then make a sharp turn in the same direction that the car is leaning on, then opposite less sharp turns until it feels centre 8) all lights become very bright and start flashing fast. the lights may flash fast (like 15 times per second) and become bright when the radio volume is too low. the front passenger speaker is the only one left, all the other ones were stolen. to fix this problem, turn the car off, turn it on, switch into A.M and go to channel 580. blast the sound for a minute and wait until the lights start dimming down and the flashing slows down. there is some electrical problem because of the stolen speakers, the last thief crossed the lighting wires and speaker wires in the process. Fresh Art in Borden Park!

It took two days of cranes, straps, power tools, ingenuity, hard hats, and several buckets of sunscreen to install the 11 new sculptures now residing in Borden Park. Artists Sandra Bromley, Kasie Campbell, Agnieszka Koziarz, and Susan Owen Kagan oversaw the installation of their artworks on the concrete pads dotted throughout the historic park. The EAC Public Art and Conservation teams, with invaluable assistance from Encore Trucking, (and some good old Alberta sunshine) moved and installed everything in record time.
The sculptures are the second iteration of the Borden Park Temporary Sculpture Loan Program, which was initiated in 2014. The program takes finished art out of the studio and places it in an accessible and highly visible setting. The diversity of works exhibited to date illustrates the depth of creativity within the city’s arts community as well as the ways in which generations of artists influence each other. The Borden Park Temporary Sculpture Loan Program was inspired by the extensive park refurbishment and rehabilitation that took place in 2014. The inclusion of public art highlights the park’s role as a community gathering place and destination attracting bicycle tours, dog walkers, families, and selfie aficionados
The new sculptures, on view until summer 2019, are by four women artists –– and represent more than 30 years of artmaking in Edmonton.
They offer different textures, shapes, movement, and scales to explore. Located throughout the park – five are adjacent to the formal fountains and gardens, with a further six works nestled in the trees along the park footpaths.
The Edmonton Arts Council is in the process of installing information plaques by each sculpture, so in the meantime, here is a who’s who list of the artists, with links to the artworks on the City of Edmonton Public Art Collection Online Gallery, to guide you on your ambles of discovery.

Who’s Who in the Park
Sandra Bromley, RCA Sandra Bromley’s art works have appeared in solo and group exhibitions in Europe, Asia, and North America. Her multidisciplinary, interactive art includes traditional sculpture as well as video, sound, photography, and installation. She works solo and in collaboration with artists as well as with professionals in other disciplines.
Graduating from the University of Alberta in 1979 with a BFA (Distinction) in sculpture, Bromley has received numerous awards throughout her career, including the 2000 Salute to Excellence Arts Award from the City of Edmonton (which she shared with Wallis Kendal for the Gun Sculpture project); a 2002-03 Canadian Consortium for Human Security Fellowship (artworks concerned with issues of women and children in post-conflict countries) that took her to work in Sierra Leone and Cambodia; and the Queen’s Jubilee Medal. Bromley is co-founder of the iHuman Youth Society (serving high-risk youth, using an arts-based program) and founder of the Sierra Leone Bo Girls Group, for which she presents an annual fundraiser to aid female victims of war in Sierra Leone.

Kasie Campbell Kasie Campbell’s artistic practice integrates a variety of media including sculpture, installation and performance. In 2015, following completion of a Bachelor of Fine Arts degree at the University of Alberta, she received the ISC’s Outstanding Student Achievement Award in Contemporary Sculpture. Her work was then exhibited in Jersey City, NJ and Chicago, IL and published in Sculpture Magazine.
Working with Keyano College art students in autumn 2015, Campbell completed her first transitory public art piece, for the Ignight Festival in Fort McMurray AB. Campbell had her first Solo Exhibition at Creative Practices in May 2016 and is looking forward to her next Solo Exhibition at the Art Gallery of Grande Prairie within the next two years. She recently completed a term as Artist-in-Residence for the City of Edmonton Kennedale Facility.

Agniezka Koziarz Born in Poland, Agnieszka Koziarz now practices in Edmonton. Originally a professional fashion designer, Agnieszka changed her career focus to become a full-time artist. She holds a diploma from the Academy of Fashion Design in Ottawa (1998); Bachelor of Fine Arts degree with distinction (2011, University of Alberta); an MFA in sculpture under Peter Hide (2014, U of A). Agnieszka has exhibited at art and fashion shows across Canada and around the world.
Her artwork is held in public collections in Alberta, and private collections across Canada. She teaches at the University of Alberta, and facilitates art workshops for a variety of Edmonton organizations. Her steel sculptures explore aspects of the immigrant experience; themes of home, displacement, disorientation, and the transformation of individual identity within the context of community.

Susan Owen Kagan Susan Owen Kagan studied drawing and painting at the Banff School of Fine Arts in 1976, and at the University of Western Ontario in 1980/81. She received a BFA with Honours in Sculpture from the University of Alberta in 1984. She has since forged a successful career as a sculptor; her work has been included in many prestigious exhibitions and can be found in public and private collections across Canada. Owen Kagan has also completed several private and publicly-funded commissions, including the Edmonton Holocaust Memorial, which is located on the grounds of the Alberta Legislature.

Federal government gave millions to Irving subsidiary, records reveal
The federal government has quietly given a subsidiary of East Coast business giant J.D. Irving Ltd. more than $40 million in funding that an expert says could have trade implications for the New Brunswick firm.
Atlantic Wallboard LP received the so-called conditionally repayable contributions between 2006 and 2012 from the Atlantic Canada Opportunities Agency (ACOA) under a much-vaunted shipyard redevelopment fund.
However, records obtained by The Canadian Press through an access-to-information request show that the company, which makes gypsum wallboard products commonly called drywall, has not been required to repay at least $35 million.
In all, Atlantic Wallboard has repaid just over half a million dollars -- or 1.3 per cent of the total loans.
The funding represents a polarizing approach to economic development that critics dismiss as handouts for private companies, while proponents argue it spurs investments and creates jobs.
Both Irving and ACOA say the company has met all the financing conditions, exceeding its investment requirements and creating a sustainable, long-term business.
But an economics expert says the federal agency used "murky language" by calling the money conditionally repayable to describe what is effectively a subsidy.
Ian McAllister, who headed the regional development unit of the federal Finance Department in the early 1970s, questioned whether it was a manoeuvre to skirt trade rules.
"It's what I might call deliberate obscurity to try to not break the rules," said the retired Dalhousie University economics professor. "ACOA and the Irvings may not want clarity because it then puts them in a confrontational situation with the U.S. government."
McAllister added: "With NAFTA renegotiations at the moment, it's the last kind of thing they'd want to have out."
It's a suggestion that Irving spokeswoman Mary Keith dismissed, noting that imports of gypsum wallboard from Canada are estimated to account for less than one per cent of U.S. consumption.
The Saint John company, part of a conglomerate of forestry, shipbuilding and oil and gas companies founded in the late 1800s, is one of the newer branches of the Irving family enterprise.
The company produces several types of wallboard under license to CGC Inc., a subsidiary of USG Corp., distributed in Canada and the northeastern United States.
The roots of Atlantic Wallboard can be traced back to the early 2000s when Ottawa sought to reduce shipbuilding capacity in Atlantic Canada.
Overcapacity had been a recurring problem for Canada's shipyards, and between 1986 and 1993 the federal government provided nearly $200 million to spur an industry-led downsizing to curb capacity in Ontario, Quebec and British Columbia.
In 2003, the federal government ponied up cash for the East Coast, saying it would provide up to $55 million to help redevelop the Saint John shipyard site.
"The government made available a shipyard redevelopment fund if we committed to permanently close the shipyard and agreed not to build ships at the site for at least 15 years," Keith said in an email. "The Atlantic Wallboard business was developed as a result of the closing of Saint John Shipbuilding and the federal government making available the shipyard redevelopment fund."
She said the program called for matching dollar-for-dollar investments -- a requirement Irving has exceeded.
"We have complied fully with all aspects of the shipyard redevelopment fund and the investment has created a long-term sustainable business," Keith said. "The 10 year old conditionally repayable contribution (not a loan) was specific to the government of Canada's shipyard rationalization program to address the economic hardship caused by the loss of the shipyard in Saint John (SJSL) which directly employed over 3,200 people at peak."
The gypsum wallboard manufacturing plant now employs 91 people, in addition to rail and truck workers who move the product to markets, she said.
ACOA spokesman Robert Bourgeois said the first $35 million loan provided to Atlantic Wallboard in 2006 did not require repayment.
"Repayment was based on the project achieving certain success factors or milestones during the life of the agreement," he said by email. "The agreement terminated on November 28, 2015, when it reached its sunset date. No amounts were deemed repayable as the required milestones for repayment had not been achieved."
The following two conditionally repayable loans inked in 2011 and 2012 totalling $7.4 million remain active, with about $540,000 in principal repaid.
"Atlantic Wallboard LP remains in compliance with the terms of the contribution agreements and ACOA continues to monitor the projects," Bourgeois wrote, adding that "any repayment triggered indicates that the company has met the required milestones for repayment for those years of operation."
While $42 million is a substantial sum, it's still less than a quarter of the $200 million Ottawa set aside to help curb shipyard capacity elsewhere -- and a small fraction of the cash infusions provided to companies such as Bombardier Inc. or the auto sector in southern Ontario.
"In the big picture, it's peanuts," McAllister said. "It's a drop in the bucket."
He added that large companies like the McCains or Irvings have demonstrated entrepreneurial leadership in a depressed region, serving as "building blocks" for the economy.
"That's not to say they haven't gotten away with more than they should have, but they've been good for the welfare of the region in a big economic way."

From the Collection of The Carleton Place and Beckwith Heritage Museum. Tim Campbell The original horse drawn chip wagon was given to the museum and then loaned to the Chamber of Commerce. It was then basically ignored until it was irreparable and I believe it was demolished. A sad ending to a great story.
