CANTLON: WOLF PACK BACK IN ACTION AGAINST BRIDGEPORT

BY: Gerry Cantlon, Howlings HARTFORD, CT- The Christmas break has come and gone and that means that AHL action will resume on Friday night for the Hartford Wolf Pack as they travel in state to Bridgeport to take on the Sound Tigers. The Wolf Pack record sits at 17-7-2-5 (41 points) good for first place in the Atlantic Division. They are .40 percentage points ahead of the Providence Bruins as the midway point of the season approaches in just over ten days. The Baby-Bruins mix it up with the Pack on Saturday night at the XL Center. Hartford made two post-roster freeze movements yesterday. They recalled Shawn McBride for the second time from the Norfolk Admirals (ECHL) to replace Phil Di Giuseppe, who is on recall with the New York Rangers. The second move was to move goalie, Thomas McCollum, who signed an off-season, AHL free-agent deal with Hartford, from their ECHL affiliates, the Maine Mariners, where he's been since the start of the year, and loaned him to the Florida Everblades (ECHL). He replaces ex-Pack goalie, Chris Nell, who was traded to his fourth ECHL team of the year, the Atlanta Gladiators. Lias Andersson remains suspended by the team since leaving last Friday following a trade request. Given the rest that comes with the Christmas break, expect Igor Shesterkin to start in net in Bridgeport. Shesterkin put in a superb effort in recording his third shutout of the season against Providence in his last start just before the break. Adam Huska would then start Saturday night at the XL Center. The final home game of 2019 will be on New Year’s Eve at 5 PM against Bridgeport. NOTES: Former Sound Tiger goalie, Kevin Poulin, has signed an AHL PTO deal with Grand Rapids Griffins. Ex-Pack goalie, and currently with the Norfolk Admirals (ECHL), Brandon Halverson, received his second AHL recall this season. This recall is with the Tucson Roadrunners. Ex-Pack, Steven Kampfer, was recalled from Providence by Boston. Ex-Sound Tiger, Kevin Cuczman, was recalled from the Wilkes-Barre/Scranton Penguins by the parent Pittsburgh Penguins. Ex-Sound Tiger goalie, Eamon MacAdam was returned to the Adirondack Thunder (ECHL) by the Binghamton Devils. Forward Max Jones, the son of ex-New Haven Nighthawk and Senator, Brad Jones, was sent to the San Diego Gulls by the Anaheim Ducks. Goalie, Callum Booth, (Salisbury Prep) was sent from the Charlotte Checkers (AHL) to the Atlanta Gladiators (ECHL). Ex-CT Whale, and Ranger, Wojtek Wolski, leaves Kunlun (China-KHL) for the second time. He signs deal for at least the Spengler Cup with HC Ambri-Piotta (Switzerland-LNA). WJC TOURNAMENT The WJC tournament is underway and the first day got off to a wild and exciting start. The host nation, the Czech Republic, knocked off the Russian team 4-3. The Czechs are very passionate about their hockey and even more passionate about beating the Russians. The US and their traditional rival, Canada, kicked off the tournament with a wild game. Canada came away with a 6-4 win in a game that featured six lead changes. Alexis Lafreniere, the likely #1 overall pick in next summer’s draft in Montreal, was among the two Canadians stars with two goals. He had the game-winner and two gorgeous assists. The game-winner came just six seconds after the US overcame a two-goal deficit to tie the game at four. Lafreniere intercepted an ill-timed backhanded-pass in his own zone by US defenseman K’Andre Miller, a Rangers first round pick (22nd overall) from 2018. The right-handed shooting Lafreniere, picked the pass out of mid-air, moved in and then slipped a backhander just past the outstretched right leg of US goalie, Spencer Knight (Darien/Boston College-HE). The US took a 2-0 first period lead both power play goals. On the second, which came off the stick of Victor Kaliev, was started by a former Avon Old Farms player, Trevor Zegras. Captain Barrett Hayton of Canada, and the son of former New Haven Nighthawk, Brian Hayton, scored the first goal off a perfect redirect of a Lafreniere slap-shot. They made it a 3-2 lead on Hayton’s second goal after Lafreniere quickly cut to the middle of the ice and passed right to the stick of Hayton who wired it past Knight. The US' Shane Pinto (US Selects Academy at South Kent Prep/North Dakota-NCHC/Ottawa) scored twice including the power-play tally that evened the game at four. He had another called back at the end of the second because time had expired. Pinto, is part of several Connecticut connections on the US WJC team. The list starts with just the newly-anointed team captain, Mattias Samuelsson (Western Michigan - NCHC/Buffalo), who's the son of former New Haven Nighthawk, and Ranger, Kjell Samuelsson. Jack Drury (Harvard - ECACHL/Carolina), is the eldest son of former Whaler, Ted Drury and is also the nephew of current Wolf Pack GM Chris Drury. Both are the pride of Trumbull, CT and the Fairfield Prep hockey program. The US team will be playing in Group B in Ostrava, Czech Republic. Team Sweden has two Ranger prospects in defenseman Nils Lundkvist, and centerman, Karl Henriksson. They escaped their Scandinavian rival, Finland, in yesterday's 3-2 overtime win. Lundkvist played 23:18 and recorded a lone shot on goal. Some other familiar names are at the tournament include former Whaler, Robert Petrovicky, the head coach of Team Slovakia, ex-Ranger and New Haven Nighthawk, Raimo Helminen, is the head coach of Team Finland. Nick Malik is one of the three Czech Republic goalies. He is the son of ex-Whaler, Ranger, and Beast of New Haven defenseman, Marek Malik. UCONN BACK IN ACTION The Huskies (7-6-3 overall) were riding a wave of having played their best hockey at the Christmas and exam break after sweeping Vermont at the XL Center, lace them up in New Hampshire at the 31st annual Ledyard Classic in the non-conference tourney in Hanover, NH. The first game is against struggling St. Lawrence University (3-12-2) at Thompson Arena at Dartmouth College. The game will air live on NESN at 4 PM. On Sunday, UConn will play host Dartmouth College Big Green (4-4-2 overall) at 4 PM (ESPN Plus). The Huskies played St. Lawrence in Las Vegas at the T-Mobile Arena, which is the home of the NHL's Las Vegas Golden Knights, in a 6-3 win. Kale Howarth paced the effort with a goal and an assist. The Huskies last played Dartmouth on November 2, 2010 at the Thompson Arena and came away with a 1-0 win. The lone goal was scored by then freshmen, Jordan Sims, the son of former Hartford Whaler, and New Haven Nighthawk, Al Sims. The younger Sims skates presently with the Wichita Wind (ECHL). The Huskies are on a roll, winning four straight. They are on a 5-1-2 over their last eight games. Jonny Evans returned from a broken finger and jump started the Huskies offense with a hat trick against Vermont, their last game, a 7-4 win. It was the first UConn hat trick since Alexander Payusov registered one against AIC in October of 2017. Jachym Kondelik, the sophomore from the Czech Republic, has a five-game scoring streak (2-5-7). He's the leading scorer for the Huskies with 13 points. Ben Freeman has a team-best six-game point streak going (3-5-8) and is right behind Kondelik with 12 points. Kondelik’s fellow Czech, and Nashville Predator draft pick, and his roommate, goalie Tomas Vomacka, has started every game this season. UConn entered the break above. 500 for the first time since their inception into Hockey East. It's UCONN's best break since Mike Cavanuagh’s first year at the helm in their AHA years in 2013-14 then at 6-5-2. The Huskies start Hockey East action again in the New Year on January 3rd. They will host Northeastern at the XL Center at 7 PM followed by Merrimack on January 7th in Hartford. The Huskies are not in the Top 20 in individual scoring in Hockey East stats, but defenseman Wyatt Newpower is in a four-way tie for third for the most blocked shots (17) and Adam Karashik (Ridgefield) is right behind him in a five-way tie with 16. Smooth Rock Falls Ontario entices residents with 90 percent off land

Offering 90% off cheap land is only a partial solution to Smooth Rock Falls’ desperate condition.

Why?

Because it’s not how much something costs, it’s how much something makes.

I once did a calculation for the city of Ottawa—even if someone gave you a free house, with the expense of a lot, development charges, building permit fees, drilled well and septic system (it was for a rural development) etc, it sill meant that it would cost you over $150,000 for your “free” house. It would be even more today (this was 15 years ago).

The point is—there is no such thing as an “affordable” home in Ottawa. Not really.

What matters is what can you make with it? By renting it out. By starting your own business in it. By getting a great job in the area...

A focus on just the cost side of things will lead Smooth Rock Falls down the wrong path.

What they need to do instead is to attract a few entrepreneurs to live, work and play there, and to develop new enterprises in that town… like what American expatriate Joe Kowalski did for Beachburg, ON with Wilderness Tours, http://www.wildernesstours.com/.

Wilderness Tours attracts 3,500 well-to-do, white water rafting, kayaking, bungee-jumping guests on a single weekend during the summer. Imagine what that does for a nearby village of just 900 souls in terms of employment and real estate values?

So this cheap land idea won’t work without an accompanying economic development strategy focused on bringing entrepreneurs to live in the community to go along with it.

A northern Ontario town nearly ruined by the collapse of its local paper industry is offering generous incentives to those who want to move there and help rebuild the community.

Smooth Rock Falls, Ont., saw its population cut nearly in half and its revenues tumble 40 per cent since the 2006 closure of the pulp and paper mill that was the town's sole major employer.

Now, after a major rebranding campaign that's dubbed the town "near north, near perfect," Smooth Rock Falls says it wants to roll out the welcome mat for new residents and investors.

Doing so involves offering striking financial incentives to purchase land and establish companies in the town about 100 kilometres north of Timmins, Ont., right on the Mattagami River.

Would-be residents, for instance, can purchase parcels of land overlooking a nine-hole golf course for as low as $500, 90 per cent off its market value.

Smooth Rock Falls is also offering tax breaks for new home- and business owners, up to $2,500 off building permits, and financial loans from the city for those who might need it.

The moves are already starting to attract new people to town and reopen the sorts of businesses that are prevalent in thriving communities but had been shuttered in Smooth Rock Falls for years.

The town went without a grocery store for two years before a would-be entrepreneur signed on to take it over. And as of last month, a 38-year-old father of three has agreed to run a motel in the community.

The Indian government has engaged in numerous crypto-related initiatives and projects while actively drafting the regulatory framework for cryptocurrencies. Below are 11 crypto-specific initiatives that the government has been involved in.

Committee to Draft Crypto Law

An interministerial committee under the chairmanship of Subhash Chandra Garg, Secretary of the Department of Economic Affairs, has been constituted to draft the regulatory framework for cryptocurrencies. Included on the committee are representatives from the Ministry of Electronics and Information Technology, the Reserve Bank of India (RBI), the Securities and Exchange Board of India (SEBI), and the Central Board of Direct Taxes.

The committee is “considering all aspects related to virtual currencies and crypto assets … including banning/regulating,” according to the Finance Ministry’s summary report released in March of the government’s activities in 2018.

The legal framework for cryptocurrencies in India was expected to be finalized in July last year, but no framework has been announced so far. This has led to speculation about what the recommendations entail, such as the recent media report claiming that the bill entitled “Banning of Cryptocurrencies and Regulation of Official Digital Currencies Bill 2019” has already been circulated to relevant ministries for discussion. The Indian crypto community has urged the public not jump to conclusions as the media reports only cite anonymous sources on the matter.

Working With FATF and G20

India’s “Department of Revenue has been actively involved in the working papers being developed by the FATF on various issues (such as virtual currency, proliferation financing among) which will act as guidance for the member countries,” the Finance Ministry’s summary report also reveals.

The Financial Action Task Force (FATF), a global standard-setting body created to combat money laundering and terrorist financing, told the G20 recently that it is updating policies on crypto regulation which will be presented at the G20 summit in June. India is a G20 country and will be attending the summit and participate in discussions about crypto regulation.

RBI Banking Restriction

In addition to several warnings about the risk of investing in cryptocurrencies, the RBI issued a circular on April 6 last year prohibiting regulated entities from dealing in cryptocurrencies or providing “services for facilitating any person or entity in dealing with or settling” cryptocurrencies. Financial institutions had three months to exit crypto-related relationships.

The RBI detailed that “Such services include maintaining accounts, registering, trading, settling, clearing, giving loans against virtual tokens, accepting them as collateral, opening accounts of exchanges dealing with them and transfer/receipt of money in accounts relating to purchase/sale” of cryptocurrencies.

While the banking restriction has hurt a number of local crypto businesses, some have found a solution to the ban in the exchange-escrowed peer-to-peer crypto trading model. Meanwhile, the Indian crypto community has been actively campaigning to end the ban.

Supreme Court Hearing

Multiple writ petitions have been filed with the Indian justice system to lift the RBI ban. They were scheduled to be heard by the supreme court since September last year but the case has been continually postponed. The next hearing date is July 23. The supreme court has also asked the government to submit a report of the regulatory framework for cryptocurrencies.

Discussions at Blockchain Summit

In February, the Department of Science and Technology, the State Government of Uttar Pradesh, the Ministry of Commerce and Industry, the Ministry of Law and Justice, the Ministry of Human Resources Development, and the Department of Information Technology gathered at Blockchain Summit India to discuss various crypto-related topics including regulation.

The event’s fintech partner, Cashaa, announced afterward that the policymakers discussed how to speed up crypto regulation. “The regulation is planned to be implemented by end of financial tenure,” Cashaa wrote, noting that ICOs and STOs were also discussed.

Potential Central Bank Digital Currency

Replying to the question asked by Lok Sabha whether the government is considering introducing its own national cryptocurrency “in place of bitcoins,” the Ministry of Finance confirmed on Dec. 28 last year:

The inter-ministerial committee under the chairmanship of Secretary, Department of Economic Affairs, is examining all issues, including the pros and cons of the introduction of an official digital currency in India.

SEBI Crypto Study Tour & Committee

In its 2017-18 annual report, SEBI revealed that it had “organised study tours to Financial Services Agency (FSA) Japan, Financial Conduct Authority (FCA) UK and Swiss Financial Market Supervisory Authority (FINMA) Switzerland to study initial coin offerings and cryptocurrencies.”

The regulator constituted the Committee on Financial and Regulatory Technologies on August 3, 2017, “In order to reap the opportunities provided by fintech” and “to deal with relevant risk and challenges,” SEBI detailed. It also noted that new technology, including cryptocurrency, “is affecting financial markets through various channels.” The committee is under the chairmanship of Shri T.V. Mohandas Pai, Chairman of Manipal Global Education.

Cybercrime Unit for Crypto

India’s Union Home Minister Rajnath Singh inaugurated a national cyber forensic lab and the Delhi Police’s cybercrime unit called Cypad to help detect fraud online, including those involving cryptocurrency, as news.Bitcoin.com previously reported.

The national cyber forensic lab includes a crypto forensic unit. It is equipped with technology to recover data from damaged hard disks, perform cryptocurrency analysis, and ensure malware forensic data can be retrieved from 33,000 kinds of mobile phone models available on the market.

Working With Canada

Cryptocurrency was a major topic of discussion at the 16th meeting of the Canada-India Joint Working Group on Counter-Terrorism held in Ottawa on March 26 and 27. India’s delegation was led by Joint Secretary for Counter-Terrorism from the Ministry of External Affairs, Shri Mahaveer Singhvi. The meeting involved senior representatives from both governments, according to a press release by the joint working group.

Among other items on the agenda, “The delegations reviewed efforts underway to address new and emerging challenges posed by virtual currencies,” the announcement reads, adding that “The meetings concluded with agreement on a joint action plan” which includes “joint capacity building and information and technology sharing.”

ICAI Report

A detailed study conducted by the Institute of Chartered Accountants of India (ICAI) “on accounting standards and disclosures of cryptocurrency in financial statements of companies” was requested by the Indian Ministry of Corporate Affairs in January last year, according to ICAI member Debashis Mitra. The institute, a statutory body established by an Act of Parliament, went on to launch a course on cryptocurrency and blockchain technology for professional accountants in August last year.

RBI’s Regulatory Sandbox

The RBI recently published a draft framework for a fintech regulatory sandbox that welcomes businesses and applications using smart contract blockchain technologies. However, the document also has “An indicative negative list” of products, services, activities, and technology “which may not be accepted for testing.” The list includes cryptocurrency, crypto services, crypto trading, crypto investing, as well as settling in crypto assets. It also includes initial coin offerings and any products or services which have been banned by the government.

It should be noted that India is undergoing an election cycle and many decisions made by the current government administration could be null and void when the next administration takes office.

How an investment in a botched video game burned a government startup funding agency so badly it changed its rules

On Nov. 14, 2018, Martin Braganza, a Halifax-based account manager at the Atlantic Canada Opportunities Agency (ACOA), typed up a briefing note as requested by the Minister of Innovation, Science and Economic Development’s office in Ottawa.

The minister, Navdeep Bains, who is responsible for ACOA, would soon be travelling to Nova Scotia for an announcement and had to be briefed on “Hot Topics” that might be raised by reporters.

Part of Braganza’s note concerned Orpheus Interactive Inc., a defunct video-game company that owed ACOA nearly $1 million after badly botching an attempt to build a Sons of Anarchy video game. The memo also focused on James Drage, a Halifax businessman and the main figure behind Orpheus.

According to the memo, ACOA was changing the way it funds startups and had pulled away from funding fledgling video-game companies altogether, seemingly embarrassed by its highly questionable funding of Orpheus Interactive.

At the very least, ACOA was attempting to improve its processes in part to answer questions about its due diligence and stewardship of public money, but some say it has overreacted based on the failings of one smoothing-talking entrepreneur.

There is no doubt that recent reported revelations about Drage had cast ACOA in a poor light and raised obvious concerns about the agency’s ability to select who gets access to its large supply of funding, including grants and no-interest loans.

Though perhaps not well known elsewhere, ACOA is a prominent federal agency in Atlantic Canada, with two-dozen offices across the four provinces that distributed $284 million in the 2017/18 fiscal year.

In November it was revealed that ACOA gave money to Orpheus and two other companies connected to Drage despite his checkered business record.

Drage’s most egregious dealings involved Mary Wood, a British senior who lost her life savings to Drage through two failed mortgage deals while living in Canada. A 2017 court judgement ordered Drage to repay Wood more than $200,000, but she is still waiting for her money. Now in her early 70s, Wood is back in England, relying on the charity of family and friends, doubtful she’ll ever get her money back.

But, according to court records, Drage filed for bankruptcy in 1996 and has been successfully sued numerous times throughout his career by business partners, investors, banks and even his own lawyers. Court records also show that the Royal Bank of Canada’s fraud-detection group in 2012 investigated Drage for suspected cheque kiting, a form of bank fraud.

Although RBC ultimately decided not to pursue the matter, the bank lost confidence in Drage and terminated his accounts. He owed the bank $112,000, after Manor Custom Homes — one of his many companies — defaulted on a loan, line of credit and business Visa. Yet he claimed a net worth of $3.8 million at the time.

That history apparently went unnoticed at ACOA. Drage’s associated companies secured nearly $2 million — at least — from ACOA between 2010 and 2015, even though he was facing litigation and a bank fraud investigation.

Internal agency documents, including Braganza’s briefing note, obtained through an Access to Information request, show that ACOA knew that revelations about funding Drage would raise serious questions about the agency’s apparent lack of controls and due diligence.

One document, summarizing the crux of the revelations, asked, “… how did a man with such a questionable legal and business history secure so much money from ACOA?”

Drage, 50, was a known entity at ACOA when he approached the agency in 2013 for money to develop an episodic video game based on the hit cable show Sons of Anarchy, which aired on FX Networks and depicted an outlaw motorcycle club in California.

His company, Orpheus, eventually landed the game’s licensing rights from 21st Century Fox. In August 2013, Drage met with Sons of Anarchy creator Kurt Sutter and executives from FX and Fox to sign the contract in Los Angeles.

Braganza served as a point of contact for Drage at ACOA, and recommended him to Duke Mighten, a comic-book artist and video-game developer who quickly became an Orpheus co-founder. Braganza knew Drage from events and conferences. Drage seemed like a well-connected businessman, an “active investor” who’d worked with ACOA on several projects.

ACOA gave Orpheus $50,000 to get started and later added two interest-free loans totalling roughly $1 million. Nova Scotia Business Inc. (NSBI), a provincial funding agency, provided $21,875, even before Orpheus secured the game rights.

The Sons of Anarchy mobile game episodes were supposed to roll out with the show’s final season in September 2014, but the project was months behind schedule. And the funding Drage promised he’d deliver — $4 million — never seemed to arrive, according to former Orpheus employees.

From the beginning, there wasn’t even enough cash to buy computers, and paycheques were often late or didn’t arrive at all.

In the end, only a single episode of the game was released (Sons of Anarchy: The Prospect), in late January 2015. Gamers who bought season passes, expecting a series of episodes, had to be refunded their money.

In an attempt to save Orpheus, Drage secured a new chief executive, Lance Young. Based in Santa Monica, Calif., Young was a Hollywood veteran who, according to his LinkedIn profile, worked as an executive at Paramount, Warner Bros., and DreamWorks Animation, producing movies such as The Hunt for Red October, Fatal Attraction, Days of Thunder and Free Willy.

But Young couldn’t salvage Orpheus. According to ACOA documents, the company couldn’t fund its day-to-day operations and was overwhelmed by debt.

By September 2016, Nova Scotia’s Director of Labour Standards had obtained a judgment against Orpheus for nearly $120,000 in pay owed to Orpheus employees. ACOA also sued Orpheus that month, securing a default judgment ordering Orpheus to repay nearly $1 million.

Other Orpheus creditors include Ottawa-based OneKey Financial, Green Century Investment Ltd. in Toronto, and Duncan McNaughton, president of Ottawa-based Tiree Facility Solutions Inc., a management consulting and professional services company, who invested $500,000.

In the case of ACOA, the agency isn’t just chasing its Orpheus contributions. The agency is owed hundreds of thousands of dollars by two other companies connected to Drage: Email Opened, an email software company where he was a director and investor; and Dartmouth Medical Research, where he served as president.

All told, ACOA has secured judgements totalling $1.9 million against the three Drage companies.

Drage often worked under the banner of Atlantic Venture Capital Partners (AVCP), which he claims was the first private venture-capital firm in Eastern Canada. He’s still listed as managing partner.

Braganza’s briefing note to Minister Bains included the following question: “What are we doing differently as a result of our experience with AVCP/Dradge (sic)?”

The answers to that question were originally redacted, though the department later agreed to release the information.

Braganza outlined four changes, such as retreating from providing game development funding to video-game startups, noting “it’s higher risk than other startups,” and ending the practice of matching funds obtained from outside sources. Instead, ACOA now typically puts up a half or a third of the money already secured from outside investors.

Other changes included less direct “investing” in “pre-revenue” ICT companies, and taking a “phased approach” to funding so that ACOA’s contributions grow as each company grows.

ACOA would only answer questions about the changes on background. Emails and calls made to Minister Bains’s office were not returned. Repeated emails and phone calls to addresses and numbers associated with Drage were not returned.

Despite the wording of the briefing, ACOA said the changes to its funding regime are not directly related to Drage.

“This previously redacted information is not specific to a single event, but rather reflective of the Agency’s natural, on-going evolution of its investment approach,” the agency said when releasing the redacted section.

Regardless, the changes will have an impact on companies seeking funding from ACOA, which is a major source of government money in Atlantic Canada.

“It’s unfortunate to hear. It sounds to me like they’re overreacting a little bit,” said Darryl Wright, who sits on the board of the Interactive Society of Nova Scotia, a video-game industry advocacy group. “It’s kind of wrong-headed, (this) throwing the baby out with the bathwater approach that they seem to be taking.”

Wright was technical director at Orpheus until April 2015, when he quit following four consecutive missed paycheques. He said he was owed about $10,000 and recalls his time at Orpheus as a “harrowing experience.”

Now the managing director at Gogii Lighthouse Studios Inc., he argues the video-game industry is not as volatile as ACOA portrays it to be. Gogii, he notes, has been in business 12 years.

“It’s hard to imagine why (ACOA) would suddenly say we’ve had this one terrible incident so we’re going to curtail a whole industry. It seems off to me,” he added. “Reactionary.”

NSBI chief executive Laurel Broten declined to answer questions about changes her organization could make following its involvement with Drage.

But NSBI noted that its current export and small-business programs require applicants to declare outstanding or pending claims and litigation. The program Drage accessed — the now defunct Global Business Accelerator Program — did not have that requirement at the time.

In 2017, after Orpheus had failed and with creditors still owed money, Drage took part in a delegation — led by NSBI — to a kids’ entertainment summit in Miami, representing a new video-game company, Participant Games. The company, where he was listed as founder, was also part of NSBI delegations to the large Game Developers Conference (GDC) in San Francisco in 2017, and the Miami kids’ entertainment summit again in 2018.

Drage also showed up at GDC in San Francisco in 2018, though he wasn’t part of an NSBI delegation. Nevertheless, Wright was astounded. He turned to a colleague and asked: “Oh my god, is that James Drage? What is he doing here?”

Then Wright moved to the other side of the room.

Should we privilege social housing near transit stations?

In Seattle, they do. I’m sure it’s not the only place. And yes, of course, it makes sense. But how much is enough, and how much is too much? Well, now, that’s a very different topic.

We have, in Ottawa, approximately 22,500 social housing units. And about 10,000 households on the centralized waiting list. That’s a lot of people needing help. Do we need more units? Or do we need to make changes elsewhere so that people can climb out of that spot they’re in where they need substantial financial assistance?

Upward mobility isn’t necessarily a bad thing, although some nouveau-riche type can make you change your mind on that in a hurry. But here’s the thing: If you’re currently receiving assistance and determined to get back up on your own two feet, you’re going to be looking for a job, or for one that’s better than what you have at the moment, you might take classes as well, take a second or third job, etc., etc.

Having been in similar situations myself (though I have never asked for financial assistance other than student loans it’s conceivable I might have been eligible a few times in my life), I know a thing about the slog towards financial independence. It involves sacrifices and long hours working jobs you don’t particularly care about, often at very inconvenient times of the day and/or night. Maybe one day I’ll tell you the part about working in a store at the mall during the day and at a convenience store overnight. For instance, your single-parent family struggling to keep itself financially afloat and not need financial assistance for housing or anything else. That family needs access to transit as well. How about young graduates looking for a first job? College students whose parents aren’t footing the bill? They need small and affordable housing, too, even if they’re not eligible for social housing. And if we want to make sure they don’t get in the habit of driving themselves to work every day, alone in their car like so many suburbanites, well, it behooves us to encourage them to use transit by planning transit stations and residential developments properly.

But then, what about people who have decent enough jobs and want to live in townhouses or semis or single-family houses not too far from where they work and who can’t afford $800,000 homes? Don’t they deserve reasonably good access to transit stations, too?

I trust you see where I’m going with this. When a city plans transit and residential development, yes, the impulse to prioritize social housing is a good and honourable one. But is it fair? That’s a much more complicated question. I have no idea what the answer to that question is, but I do know we’d have a better chance of reaching it if we took the time to discuss and research it properly.

2018 MLS Awards Ballot: MLS Comeback Player of the Year award

Award season is almost here.

Players, technical staffers (technical directors, GMs and coaches) and a select group of national and regional media will begin voting for each of the awards on Monday, October 15.

Each voting group, representing one-third of the total vote, will select from the below list of 15 players named to the ballot for the 2018 Comeback Player of the Year award.

All players on the Comeback Player of the Year ballot were nominated by their respective club, with a maximum of two nominations permitted per team. Finalists (three per award) will be announced on Wednesday, October 31.

Michael de Leeuw

Chicago Fire attacker Michael de Leeuw ruptured his left ACL on Sept. 30, 2017 in the first half of the Fire’s match against NYCFC. After 10 months and 13 days of intense rehab, de Leeuw made his long-awaited return to the pitch on Aug. 11, 2018. Since his return, the Dutchman — affectionately known as “The Lion” – has scored one goal and added two assists in eight matches.

Djordje Mihailovic

The Fire’s Homegrown midfielder Djordje Mihailovic suffered a right ACL rupture in the Fire’s Eastern Conference Knockout match on Oct. 25, 2017. Mason Stajduhar

In November 2017, at age 19 (he’s now 20), Orlando City SC goalkeeper Mason Stajduhar was diagnosed with Localized Ewing’s Sarcoma, a form of bone cancer. He spent the next seven months undergoing radiation treatments and chemotherapy through June 20, the day he rang the bell for remission at his Florida-based hospital. Stajduhar, who chose a lengthier treatment plan vs. a career-ending surgery option, never stopped training, commuting nearly four hours round trip between his home team and his team of doctors every week for half a year to continue training with the team.

Harold Cummings

San Jose Earthquakes center back Harold Cummings missed the entire 2017 season to a high-ankle sprain and fractured fibula. The Panamanian returned in 2018 to play a key role in the center of the team’s defense, while also representing his nation of birth at the FIFA World Cup.

After missing more than one-third of the 2017 MLS season to injury, San Jose fullback Nick Lima returned to become one of Major League Soccer’s minutes leaders in 2018. The second-year Homegrown Player has been the one constant on the Quakes’ backline this season.

After battling injury in the 2017 postseason and again in the early portion of 2018, Seattle Sounders midfielder Osvaldo Alonso’s presence has been felt more than ever for the Rave Green this campaign. Seattle is 11-5-2 in the 18 matches Alonso has started in midfield, with his return to form bolstering a single-season MLS record of nine consecutive wins. For players that have logged at least 500 minutes, Alonso is first in MLS in passing accuracy (92.29 percent), while Seattle have allowed just 17 goals with him on the field as a starter. Now in his 10th season with Seattle, Alonso is the club’s captain and the only remaining original member of its 2009 expansion season squad.

Felipe Gutierrez

Sporting KC midfielder Felipe Gutierrez earned MLS Player of the Month honors in March before undergoing hernia surgery on May 1. He was sidelined for the next two months before returning in the late summer to lead Sporting KC to four straight wins in August. Gutierrez has seven goals and two assists in his debut MLS campaign, and Sporting KC are 10-5-3 when he plays.

Diego Rubio

After overcoming a long-term ACL injury that ruled him out for part of 2017, SKC striker Diego Rubio continued to work his way into form before exploding this summer. He scored or assisted in a club-record eight straight games from July through September and currently ranks in the top three in MLS with 0.99 goals per 90 minutes. Rubio has eight goals and six assists in eight starts (19 appearances) this season.

Jonathan Osorio

After a difficult 2017 regular season, Toronto FC midfielder Jonathan Osorio had a strong performance in the 2017 MLS Cup final. Osorio earned a regular starting position this year and contributed a career-high 10 goals and 6 assists to date in league play. Osorio earned the Concacaf Champions League Golden Boot and was named the Canadian Championship MVP.

Doneil Henry

After being sidelined for 15 months due to a devastating run of injuries, including an ACL tear in 2016, Vancouver Whitecaps center back Doneil Henry made his long-awaited return to action this season. The Canadian center back impressed on a loan stint with Ottawa Fury FC before establishing himself as a regular with Whitecaps FC, starting 12 MLS regular season and three Canadian Championship matches, as well as returning to the Canadian men’s national team.

Brett Levis

Vancouver left back Brett Levis made his MLS debut as a late sub in Vancouver’s 2016 MLS regular season finale – the culmination of an improbable journey from Saskatoon, Saskatchewan. However, Levis tore his ACL in that brief cameo and spent the next 18 months working his way back to full fitness. As he’s been doing his entire life, Levis persevered again and has started 10 of his 11 MLS regular season appearances this season.

We have been desperate to get a car as i am in a new relationship and my partner has a 13 yr old son who we want to take to lots of lovely places over the summer holidays for some fun. It seems that we will not be able to do it as the insurers are penalising me and im sure lots of other drivers who are sensible drivers but have just not driven in a while for many different reasons - I think this is very wrong! I cant feasibly pay 600.00 for a car that isnt even worth quite half of that - its lydicrous!! Please can someone help me by pointing me in the direction of a cheap insurer who is prepared to insure for the minimum amount. I have read about pay as you go car insurance but dont really know if it is a good option although we ont be doing many miles so i dont know. If anyone has used pay as u go car insurance could u tell me if it is any good please. My husband makes $48,000 a year before taxes are taken out. While that does pay the bills and keep food on the table, we can't do a $800 monthly insurance policy and our kids are denied Medicaid and CHIP (we make $300 too much per month, of all things). We pay the necessities. We don't over spend and we don't go out and spend money on entertainment more than a few times yearly and even then it's cheap entertainment.
