I just have a question, should I include Tosh, Owen, and Ianto? And if we really wanted to make it crazier... Should I include Donna as well?? Or should it be just Gwen, Jack, Jenny, Strax and Vastra?

guys, Torchwood 4 is *not* Torchwood India. Torchwood India is unnumbered.

Probably because India became independent in 1947, and Torchwood India closed in 1924.

The only thing we know about Torchwood 4 is that their team was massacred by Object 1. Torchwood 4 is most likely Northern Ireland which became "lost" during the Troubles.
