SCP#: AHK
Code Name: The Fluke Man
Object Class: Euclid
Special Containment Procedures: SCP-AHK is locked within a 10x10x10 meter water tank withing the open research area of one of the middle floors of Site-AF. around the water tank is a walk area where Foundation security guard the area to prevent SCP-AHK form escaping. A three-unit team form Mobile Task Force Epsilon-11 "Nine-Tailed Fox" watches over the security and act as a last defense against SCP-AHK should it somehow overpower security.
SCP-AHK is to be feed the remains of D Class were killed by physical means. All corpses used to feed SCP-AHK are to be examined and recorded for any anomalous deaths and the possibility of being exposed to anomalous elements or radiation. This is to prevent SCP-AHK from feeding on anomalously mutated meat which could make it stronger or kill it, neither is a wanted outcome. 
In the event of a containment breach the tank SCP-AHK is contained in will be lowered into a hidden containment bunker underneath. Afterwards a metal cover will close over the water thank which is made with Insolubilis-chartaium but coated with Plumanium that has been mixed with Singularity Carbon. This combination prevents all kinds of physical, projectile, energy, metaphysical, and even dimensional warping means from breaching SCP-AHK's containment. 
Description: SCP-AHK is a mutant creature created form a fluke worm having mutated after feeding on human blood exposed to mutagenic chemicals and radiation within the sewers. This combination of all these elements has led to SCP-AHK becoming a humanoid pale monster that desires to bite and drain a portion of the blood of whatever it comes across within the sewers it lived in. The details of SCP-AHK's origin are iffy to stay the least as there is no record of it happening or even when it happened. 
What is known is that just like its progenitor species, SCP-AHK is extremely parasitic and will find any kind of host it can to spread its kind. Once SCP-AHK finds a host, who can be quite literally anyone it comes across, it will bite them in the back directly along the spine and inject them with the eggs of a fluke worm. These eggs will grow into large fluke worm parasites that will ravage and devour everything inside the host, killing them painful by internal damage. 
Unfortunately like the average Fluke Worm SCP-AHK is a Level 5 Regenerator and thus can survive even having its head torn off. The Foundation learned this the hard way when it was discovered in 1994 after a series of mysterious deaths related to the sewers. This unfortunately led to not only Person of Interest: Fox Mulder discovering SCP-AHK but making it public for everyone. Later the FBI tried to take it into the custody of The FBI: Unusual Incidents Unit but they were attacked by an unknown hostile who not only killed them all but helped SCP-AHK get back into the sewers. 
It was originally suspected to be the work of Group of Interest: The Serpents Hand but even they aren't that reckless. Regardless, it went back to the sewers where Fox Mulder "Killed" it by cutting the monster in two. However, this only succeeded in splitting the creature into two different selves. Mobile Task Force Zeta-9 "Mole Rats" was deployed into the sewers where SCP-AHK frequently visited and were able to capture both instances easily. One instance of SCP-AHK was destroyed via incineration and the other was transported to Site-AF. 
Afterwards agents of Mobile Task Force Dionysus-1 "Fake News" was assigned to making all the exposed information about SCP-AHK seem like promotional material for a new horror movie that will never get released. Though they also made sure to provide fake pictures to other news outlets but have them easily exposed as photoshop. This was done to further inject doubt into the public about it even being real to begin with. Though as usual Person of Interest: Fox Mulder is annoyingly stubborn and continues to search for the anomalous. The FBI: Unusual Incidents Unit has been ordered to keep an eye on him whenever possible.

The extensive criminal record, strange writings and unusual foreign travel of former President Donald Trump’s second would-be assassin raise more questions than answers. However, U.S. intelligence agencies may already have some answers. 
Jeffrey Veltri, special agent in charge of the FBI's Miami Field Office, at a press conference in South Florida told reporters that the Department of Justice National Security Division was working closely with the local U.S. Attorney's Office to investigate the assassination attempt. 
"In the last 24 hours, the FBI and our partners have been dedicated to investigating the incident and utilizing all available resources," he said. "These efforts have included our investigative team and the United States Attorney's Office for the Southern District of Florida, in conjunction with DOJ National Security Division, are actively working hand in hand to pursue and subsequently execute search warrants." 
The division role is to ensure coordination among prosecutors, law enforcement and the intelligence community, according to its mission statement. 
One former FBI agent said he would be “shocked” if the person charged in connection with the incident, Ryan Wesley Routh, was not already on the radar of U.S. intelligence agencies, specifically if his electronic devices had not been monitored prior to the assassination attempt Sunday.

I won’t lie I did get VERY confused by the content of your ask it’s really daunting; it was a lot so I had to simplify it so it could at least be answered. I hope you like it and again I’m really sorry that I don’t hit the mark. It’s definitely one of the more difficult asks I’ve ever tried to tackle.

Introduction
The reports were disturbing about the extraterrestrial destruction that happened whenever the sun disappeared in the forests of the midwestern United States, the densely wooded area of the German Bavarian forests, or the wild Russian Taiga forests. It was a hellish sight of mangled bodies of animals, trees that had been pulled out from their roots, and even their own citizens who’d been caught up in the rampage of these incidents.
However, because their bosses are assholes, they did request that they investigate with their specialized teams to see and try to confront the chaotic being that was wreaking havoc on their beloved forests and people
🇺🇸⭐️ America⭐️🇺🇸
Standing at the edge of the dense forest with sturdy stick-like trees that dared to try and scrape, the sky loomed over Alfred and his team ominously. Normally he wouldn’t hesitate, but his heart dropped into his stomach. It was the feeling of his ‘heroism’ and ‘bravery’ dropping to 0. But, that’s what heroes did: Do the scary thing even when they themselves didn’t want to be brave but had to. He sucked in a large breath filled with hope and tension he could feel from some of his FBI agents.
“Alright, fan out. Keep your radios on and request backup if you guys find any unusual clues or find the damned thing that’s been causing all of this. Return back here at 21:00 hours and leave cameras behind just so we can actually get some footage to study.”
“Understood.” Five groups of 10 people each head out into different forest directions. America heads in and goes to the Northernmost part of the forest. It was 17:00 in the middle of summer with plenty of sunlight to spare. The hairs on the back of his neck stood up the moment his military boot crunched down on some of the faded grass of the Chequamegon-Nicolet forest. He bit down on his lip harshly but continued anyway and incisively had his left hand on his pistol. Eyes roamed the forest and he and his agents surveyed the damage that became increasingly more severe the deeper they went in. The large inhuman and not that of any animal that was native to the Wisconsin wilderness. Some agents began to take photos and take samples to be studied in the labs, and others' mouths were agape at the wreckage.
“How in hell can there even be claw marks this big?” He overheard one of his agents say to another.
Just as Alfred was about to reach a nearby river, he was halted in his tracks when he had a sudden oncoming migraine that grated at his nerves. It brought him to his knees. He could hear voices in his head chanting:
“You can escape us. You can’t escape us. You can’t escape us.” It felt as though his ears were being scraped from the inside of his brain.
Just from the other side of the river, hidden beneath the shade of the trees, was the manic alien killer with the ears of a black bear emitting his signal to the humans through his telekinetic ears. With his wide black voids for eyes and smile as wide as the Cheshire cats, he was certainly not something of earth.
‘This is getting fun. There are some cute humans, especially the one with hair from the sand next to the sea. He should definitely come to me. Oh, sweet human, come to me.~’ An inhuman giggle that sounded like the gurgling of water seeps out from his wide mouth. It could be heard from at least a mile away. This caused some more of the animals to scurry away, alerting some of the teams, including Alfred’s of its position.
“Sir, up ahead just across the river ….” One of his agents placed his hand on his shoulder.
“Yeah, I know I heard but I have this major headache and it’s killer.”
That was the being's trigger words that made it go wild. It loved the thrill. It loved the word. It simply made it want to rampage at the sound of the uttered word, and so it did. With great force, it leaped far above the northern pin oaks to get a physical visual of his prize.
“THERE YOU ARE~” It’s voice was loud and shook the knees of even the strongest trees.
Sounds of surprised panic reached the male aliens' ears. It was like music that soothed its soul.
“Come here cute one~” It reached out with a long spider-like arm that looked as if it was made out of thin stardust and could break easily. But that was far from the truth. One of Alfred’s Agents moved him out of the way just in time before he could be caught. This made him angry.
“Keep away, FLESHY SLIME.” It barked out in that gaggled, inhuman voice. It created sharp ice from the lake below to begin killing off his agents one by one in a painful manor. The shrieks filled its cute bear ears with joy. As Alfred’s blue eyes could only watch in horror as one by one he saw and heard bodies collapse to the grassy ground. Screams filled the air until it was dead silent. His migraine grew worse and he was incapacitated all he could do was cover his ears and be rolled into a ball. Hoping that all of this was some sick nightmare he’d soon wake up from.
To his horror, it was all read because he came face to face with the terrifying being with it’s wide vanta black eyes.
“Hello dear~” it cooed. Before it gently placed it’s lips on his and with that his vision faded and Alfred was never to be seen again.
🍺🇩🇪Germany🇩🇪🍺
Marching through the compacted parts of the first filled to the brim with spruce, beech, and fir trees, Ludwig became increasingly concerned and irritated. There had been odd half-human and half-animal tracks that sparsely littered throughout the forest floor. It was challenging to try and pinpoint what exactly he was looking for since there were no reference photos of the damned thing. Ludwig gritted his teeth as he came close to one of the long marks that seemed to have cut an entire tree in half. With that, there was a plethora of dead deer, wolves, owls, and other animal bodies among the wreckage.
“Sheiße!” Was all he could think to shout. He began to examine the dreadful scene. He ran his hand through his hair frustratingly. Messing up his once neat hairstyle to look frizzy. Not that it mattered.
Y/N, the male alien, was having a jolly good time having the annoyed German try to hunt him down. It was all going according to plan. His wolf tail wagged in the soft breeze of the late summer day. He was obviously having fun with the new set of prey that decided to investigate the ravaged forest.
“Time to up the ante.” With a giggle that sounds like that of a joyful child at Christmas getting all the presents that they desired.
All the hairs on Ludwig's body stood at attention.
“There’s no way in hell that a child should be anywhere near this forest. It’s been blocked off to the public for now until all of this chaos is over.”
Another thunderous laugh ravaged the forest once more. This time the laugh sounded way more sinister and filled with malice. Ludgwigs heart sank, but his body began to kick into high gear. It was time for fight mode. It was time to end this.
“Funny. He thinks he can defeat the like of me. Silly human. Or somewhat. Cute but not as smart as me.” He used his phone that he rigged to send out a signal to draw the poor German in.
Ludwig’s phone had buzzed to life.
“KACKE!” (Shit!)
Once he calmed down a little bit he fished the buzzing phone from his pocket. It was from one of his men in the Bundesnachrichtendienst. While already on the edge his nerves wouldn’t be able to sustain this wild goose chase for long. This normal solid as a rock German became like a slightly hardened jello form. Once he realized it was just his phone, his hands still continued to tremble. When he concentrated his nerves to read the incoming message it read:
COME QUICK! WE’VE FOUND SOMETHING THAT YOU NEED TO SEE! WERE NEAR THE NORTHWESTERN BORDER WITH THE CZECH REPUBLIC.
Taking in a few short breaths to calm down. He simply texts back a quick “Okay. On my way. I’m about 15 minutes off.
When he started to make his way toward his other men, he was really headed toward his impending doom. He began to get hit hard with a ringing in his ears. He continues on anyway, even though the ringing started low and started to crescendo. When he began to reach the clearing close to the border. “There’s no escaping me. There’s no escaping me.” Began the chants that he heard in his head.
“Was zur Hölle? Verpiss dich!” (What the hell? FUCK OFF!) As he began to become entangled within the vicious extraterrestrial entity. Fight mode began to kick in once again.
“My time to shine~” Y/N descends downwards into the clearing. Coming face to face with Ludwig. He jumps backward at the sight of the alien creature with black voids for eyes and a half-human and half-wolf body.
“Come with me cute Ludwiggy~”
“Du spinnst!” (You’re nuts) This shit can’t be real.
“Oh it is sweet, strong Ludwig~” Y/N coos at the disturbed German.
Ludwig was quick to aim his gun at the creature that had caused so much destruction and killed many of his people.
Ludwig's eyes had fizzled out with television static. He couldn’t see a thing but he felt the creature have its lips engulf his. It was the last thing he was aware of before he completely blacked out.
Ludwig couldn’t stop this crazy thing, there was that no doubt.
🇷🇺 🪆Russia🪆🇷🇺
He’d been wandering through the snow for hours. It was not its usual pristine white, some of it was splattered with different shades of scarlet. Tainting the purity of his precious landscape. Bodies of people, animals, and sunflower beds that were set to bloom for spring had all been defiled in the most awful way, and someone was going to have to pay for these sins. He marched onward with a few of his own agents pacing 10 paces behind him picking up evidence to research later.
Ivan had wandered to an area that had half-human half-polar bear tracks where one foot was that of a polar bear and the others strode with a bare human foot.
‘This has to be some elaborate prank that someone created. None of this even makes the remotest amount of sense.’ He thought to himself. He gripped his trusted rusted pipe a little tighter.
‘OOOOOOh Ivan dear does it have to be?’ A voice appears to begin talking to him within the tight confines of his mind.
Iavn’s scowl deepens. He’s annoyed greatly at the idea of having someone be in his mind. No that can’t really happen. He’s just tired of looking at the blinding white snow and the bodies, blood, and decorated flower beds that now decorated it like a Fyodor Dostoevsky novel actualized in reality.
Shaking his head he denies what he heard and continues onward. He just wanted to be back in his warm cabin to knit. He hated this mission to search for the source of the destruction that’s what he had special operatives and government officials for.
‘OOOOOh poor Ivan not having fun looking at my masterpieces?’
Ivan simply continues on with his agitated march. Continuing to look for reasons as to why there is a mismatch in these tracks.
‘You really want to find me how cute. Soon enough, cutie.’ Ivan doesn’t react to that last comment. He stopped in his track when in the distance, he saw something with an inhuman body that was fused with that of a polar bear, the body of a tall human with eyes that were large pools of black. Starring right at him. Unnerved but not undeterred from being able to finally reach the end of his mission.
“Nows a good time to come out and you may not die.” He readies himself to charge at the being that was lurking behind the trees.
‘That’s cute, but, I’ve already poisoned your mind.’
Ivan rolls his eyes at the dreaded thought and decides to charge for the demented thing anyways. Milliseconds before he tried to make a blow at Y/N he missed and slipped on some of the snow that had melted. When he fell all he could see were the mangled faces of some of the men that were behind him.
‘No, no! I’m hallucinating it can’t be.’ As Ivan tried to reorient himself and wriggle himself free mentally from the aliens' grasp, it was all hopeless. As he rolled over to look back from where he came all he could see were the bodies of his agents who all entered the deeper part of the forest with him. All twisted and contorted in inhuman shapes.
As he tried to stand and reorient himself, he has hit hard in the back of his head. His face was driven back into the snow. As his head throbbed in pain all he could hear in his head was chanting of:
‘Become one with me. Become one with me! Become one with me! You know you’re one of us! One of us! One of us! One of us!’
These were the last things that Ivan remembers before he blacked out and was taken to another dimension.

Ok I wanna talk about ghosted, can we talk about ghosted? its a sitcom x-files-esque tv show, one season, didn’t last long. its all about Max(ex-professor, wife kidnapped by aliens(lost professorship because he didn’t shut up about it) and Leroy (ex-cop, lost a partner on the job) working for the Bureau Underground (x-files FBI division, Unusual Incidents Unit(SCP), Odd Squad) and like, for the first bit of the show its Max and Leroy being back at HQ, talking to the folks in the office and making jokes before running out to the field and battling bat-man, solving a ghost, seeing a UFO, finding Max’s wife, hey! wait a second, she was taken by aliens, and they found her? whats up with that? well, she gets taken in by an asylum and Max goes to meet here and within 2 minutes she slams his head into the table, hops out the window and vanishes. How cool! and, yet somewhat normal. Par for the course for tv shows. might call it a cheap mystery! but still, the jokes are good, the show is finding it’s legs comedy-wise
ok but heres the thing. one episode theres NO anomalies for weeks. Nothing is happening. Leroy gets fed up, goes to the front upstairs and tries to run it like a normal business. some guy comes up wanting to buy some hangers, in the mean time downstairs in the hq a bug wire is discovered and heres the thing! the show is LEAVING THE GARDEN OF EDEN its breaking the mold and doing NEW things, there is no monster of the week after this! every episode is a furthering of the plot except NO ITS NOT!
one episode ends with Max’s future self visiting himself, warning him not to do something he’s already done, and in the next episode the asshole deepthroat-level guy who fired their last boss and called off the office bugging investigation is just gone! their old boss is the boss again. You could say its shoddy writing, but thats just too visible to be JUST bad writing (though they’ve made some poor writing choices in the past few episodes, but I won’t hold that against hem, I suspect they’ve found out they’re fired). so theres a question of whether its an alternate universe or not! except dammit theres only one season!!! who knows what the hell was going to happen!! maybe nothing at all!
but it was so good while it was here!

When we began publishing the “Mauled” project about the dark side of police K-9 units, we also began hearing from reporters around the country. They were wondering if the problems we described—officers using dogs as weapons to catch, bite and injure people—were happening in their communities, and how they could prove it.
Our answer to the first question was, “Probably,” especially if there has been at least one questionable bite in the community. Our reporters found more than 150 cases over the last five years in which police dogs inflicted serious injuries not only on suspects, but also on bystanders, children, police officers and dog handlers. The incidents occurred across the nation, from Alaska to Alabama, Connecticut to California.
But the use of dogs varied widely among the police departments for which we got data through public records requests; cities like Chicago and San Francisco reported only one bite each, while in Indianapolis police dogs bit someone every five days.
As for how to prove it, that takes a commitment to collecting and crunching data, gathering cases and interviewing a lot of people. One place to start looking is the database we compiled of serious incidents, which is searchable by state.
Here are our other tips for landing a great story:
Court records can be key. People who have suffered severe dog-bite injuries sometimes file lawsuits in federal or state courts contending that police violated their civil rights. Our project began with AL.com in Alabama, where Challen Stephens had heard about a single police dog in Talladega that sent nine people to the hospital with gruesome wounds in just one year. After reading thousands of pages of court records, Stephens learned that the dog chased down and mauled people whose “crime” was usually running from the police, in a city where Black residents in particular feared interacting with officers.
“I had no idea they used dogs this way,” Stephens says. “I was like everybody else, I thought police dogs were friendly and sniffed out the bad guys.”
He turned to The Marshall Project for help in figuring out whether Talladega was unusual, or whether many departments deployed police dogs to bite and hold people. Abbie VanSickle, our investigative reporter in California, started to look through news reports and court records across the country and found dozens of incidents in the last five years involving law-enforcement agencies. She discovered that some lawyers specialize in dog-bite cases, and by running their names through PACER, the electronic records system for federal courts, was able to find cases that had not drawn media attention. She also combed through lawsuit notices and settlements that local governments paid to people who were bitten, which are often available through city or county attorneys’ offices.
Use-of-force data can also be a good place to start. Andrew Fan at the Invisible Institute in Chicago had been looking at big-city departments’ tallies of how often they used force and in what circumstances. When he analyzed what he saw in Indianapolis, he was struck by several trends, including one involving K-9 units: “what seemed to be a lot of bites.” A team of reporters collected and analyzed similar data for the police departments in the 20 largest cities in the United States, and adjusted it for population size. They also went back to each agency to fact-check the results.
One caveat: not all agencies keep this data, and they don’t keep it the same way. For decades, the federal government has been trying to encourage law enforcement agencies to collect and share information on incidents that result in death or bodily injury or involve the discharge of a firearm. But only about 40 percent are doing so, according to the FBI.
You can also try requesting K-9 specific records. We asked dozens of departments for information about how often they used police dogs and how often the dogs bit people. There is no standard way for keeping these records, though, and what we got back was all over the map. Deployment data turned out to be particularly tricky; some departments defined deployment as having a dog on the scene, even if the animal never left its handler’s vehicle; others said a dog was deployed only if it chased and caught a suspect. In the end, we focused only on the number of bites. We also requested departmental policies on canine use; those with vague language suggested that some departments gave officers a lot of leeway and were probably worth a close look.
Reviewing underlying documents can be the most time-consuming part of the process. We collected incident reports, affidavits, arrest reports and, when possible, video footage for the cases we examined. What agencies must disclose through public records requests varies a lot by state; Arizona requires law enforcement to release a lot, Alabama in practice allows agencies to keep information under wraps. For departments with a lot of bites, reviewing and organizing the documents can be daunting; Ryan Martin of IndyStar and Dana Brozost-Kelleher of the Invisible Institute spent almost a year digging into records from the Indianapolis Metropolitan Police Department.
Understanding context can be a challenge. K-9 units have their own customs, traditions and language. Dogs live with their handlers and are often treated as trusted partners and family members. Understanding that emotional bond, and the training the dogs and handlers go though, is important. VanSickle recommends trying to find an agency or kennel that will allow you to observe dogs as they are being trained. She also suggests talking to former K-9 officers who have become expert witnesses in court. Whether they tend to testify for the police or for plaintiffs, these experts “have seen hundreds of cases, speak the language and can translate it for juries,” she says.
Finding and interviewing dog-bite victims takes patience and tact. Many people who have been bitten by police dogs describe it as extremely traumatic and are unwilling to revisit the experience; we had the most success in reaching them when we used family or lawyers as intermediaries. But some were eager to tell their stories in hopes that it will help change the way police use dogs in the future. Videos of police dog attacks and photos of the terrible injuries they inflict can be shocking. We published videos and photos only when the victims agreed.
Prepare for some push-back. It’s hard for people to understand how severe police-dog bites can be, which is why we ended up publishing videos shot by bystanders as well as from police dashboard- and body-cameras. The recorded scenes clash with the public image of the dogs that many departments promote.
“The police dog has a heroic mythology about it,” says Martin of IndyStar. “Sometimes I can feel like a spoilsport. And I love dogs.”

Or is she walking into a trap designed just for her?
My Review:
This is a story that starts with a punch and never stops keeping you on the edge and punching.
Lexi Bennet is an unusual MC: a British detective who worked with FBI and has a tragic past. All these elements will play in this gripping story and there’s also something that I think will be featured in the next stories.
That said is an excellent debut as it’s a twisty and emotionally charged story that keeps you guessing and it’s full of surprises.
Lexi and the cast of characters are fleshed out and realistic, you cannot help feel for the victims and I found the unsub quite terrifying.

Yet in Korea and now here, you have built up such tension; you have begun by separating families and rousing the opposition of churches. Do you see that as an irony? How will you move to accomplish your goal? Moon:…I have never divided families or broken homes…families are trying to blame me for damage that was done long before.

The pressure is severe. A local hospital admitted 4 cases of hysteria from Barrytown in 4 months. Bill Giannattasio ran away from Barrytown and would up at the hospital, diagnosed by Doctor Ernest Giovanoli. “He had an acute psychotic reaction manifested by confusion. His thinking was completely disorganized. He was irrelevant, irrational, incoherent. Initially, when he came into the emergency room, he was terribly frightened of an experience he had had. Giannattasio was inverviewed after 12 days in Rhode Island Hospital; "Near the latter part of the 7 Day Workshop, I had an experience where I thought I was going out of my mind…I was very tired and very fatigued…I thought that I had been taken over by Satan.” Giannattasio is still under psychiatric care. Another Barrytown resident became a bizarre suicide…23 year old Bill Daly of Elmont, Long Island, had been a member of Unification Church for 4 months. He wandered to this spot on the Amtrak line, took off all his clothes, lay face up, his arms outstrethched - and put his head on the rail…A spokesman for the Unification Church told Daly’s family that he had been taken over by an outside force - presumably Satanic. New Yorker, Steve Pouchie lives at nearby Bard College while still an associate-member at Barrytown…“There were times when I used to go out of that place running…I had seen the movie The Exorcist, and it was just like it…And then this other woman started screaming, because she had, she had been in a mental asylum, she said, and this was just like it. And all these kids left and right were doing this. And they would take them away, I don’t know where they took this girl, I never saw her again.”

Michael Mazzarella, hospital administrator, said recently that over a four-month period during the past year, more than 30 church members and trainees sought medical aid for “lacerations, broken bones, contusions, ect. "This is an unusually high number of traumatic injuries for a group like that”, Mazzerella declared. Dr. Ernest Giovanoli, a hospital psychiatrist, confirmed that at least one of those patients had slashed wrists while four were “hysterical kids scared to death” as a result of what they experienced in Barrytown. “They said Satan has the power to kill you for one year after you leave”, explained Shelley Turner, 21, of Warwick R.I. Ms. Turner belonged to the Unification Church for 14 months. Ms. Turner and residents who live near Barrytown reported seeing Unification Church leaders persuing members who tried to leave the center: “I’ve seen kids who left a lecture picked up and brought back to their seats.” Ms. Turner remarked. About a month ago, according to 17 year-old Preston Moore of Red Hook, a “very scared” young man who had been in Barrytown for a workshop drove into the gas station where Moore works and asked for directions to Connecticut…While they were talking, according to Moore, three other church members arrived and stood in the youth’s path in the gas station driveway…He said to me, “What should I do” I’m scared". I told him to run ‘em over and I think he would have too!“ Moore exclaimed. The trainee left without incident. The most serious allegation that members of Unification are restrained in Barrytown came in February from a Rhode Island youth, William Giannattasio, who told Police Chief Rexford Maine of Red Hook that he had to jump from a bathroom window in Barrytown to escape. While Salonen admitted the "brainwashing charges are the most difficult accusations to deal with”, he emphatically denied that Unificationists physically restrain people.

Legacy of Westchester Map Game
There had always been weirdness, which science couldn't explain. It was thought that it had disappeared in the early 20th Century, but it wasn't so. Little did anyone know that there were hidden communities of magic users and an action by a bullied American teenager was going to change everything...
 The hidden communities rarely communicated with each other. (Every magical community had it’s own culture and only really communicated and traded with close neighbours.)

Canada
The Canadian Federal Government would launch an investigation into the possible prevalence of Magic in the country.
  United States
September 18th
Westchester Tragedy. A young witch named Laura Neverton, after taunting by bullies, releases a massive burst of magical energy. The resulting explosion destroys half of Westchester High School (Westchester, Maryland), causing massive casualties (up to 100 dead). Laura herself survives, and flees the town in terror. The area around the school (up to four blocks away) is affected by the release of energy, creating strangeness that would be noted by nightfall.
As news of the tragedy spread, the Federal Government began to react, with Eisenhower receiving an initial briefing the next day.
 The FBI begins searching for Neverton. They later interview the other students of the high school.
 Before the end of September, the Army is sent in to Westchester to maintain order.
 Laura Neverton goes to ground.
 The consequences of the incident in Westchester continue to spread through the country in October. (Strangeness in a suburb of Philiadelphia. A report of a person ‘using magic’ in a suburb of Baltimore.)
 The strangeness in Westchester continues spreading through the town.
 Congress debates the strange phenomena.
 Despite everything, Halloween doesn’t cause an explosion in reports of magic.
 In November, reports of magic spread further afield along the Eastern Seaboard.
 Laura Neverton hides in an Amish community in central Pennsylvania.
 By the end of November reports of magic are coming from Ohio (specifically Columbus).
 In December, more reports come from further away from Maryland. There are reports in Nebraska by Christmas.

The Mexican Government launches an investigation in to reports of magic (mostly in Baja California, Sonora, Chihuahua and Nuevo Leon) in the country.

Westminster orders an investigation into reports of magic throughout England and Scotland.

Media reports of Magic increase in the Scania region of Sweden as well as throughout the Danish Isles.

Khrushchev receives a complete report on the situation with the magic users in the United States by the end of November.
 Searches for people with similar powers within the Soviet Union had begun by early October.
 Reports of magic within East Germany are suppressed by the Stasi.

Guinea declares itself independent.
 As in America and Europe, reports of magic increase throughout the continent.
  Asia
Middle East
Most of the reports of magic from this region are from Israel. But the next highest number of report from Syria and Iraq.
  Indian Subcontinent
Reports start coming from various parts of India by the end of the year.

China denies that anything unusual is happening.
 There are only few reports from South Korea and Japan by the end of the year.

As elsewhere, reports of magic come in from various places in both Australia and New Zealand.

Eighty-five million acres make up the National Park System, and only 33 special agents nationwide are responsible for investigating crimes that occur on this public land. In ABC News’ first Hulu Original series production, “Wild Crime” chronicles this uniquely qualified team that leads the investigations as they seek to bring law and order to some of America’s most rugged and remote landscapes, tackling a new case each season.
The first installment of the series, which will debut exclusively on Hulu on Tuesday, Sept. 28, with one episode dropping each night through Friday, Oct. 1, centers on the murder of Toni Henthorn in Rocky Mountain National Park and the investigation into her husband, Harold Henthorn, through the eyes of National Park Service Special Agent Beth Shott and rangers. Over the course of four one-hour episodes, docuseries “Wild Crime” dives into the couple’s troubling relationship dynamic. While Toni and Harold are on a romantic anniversary getaway to Rocky Mountain National Park, Toni suspiciously falls to her death off of a remote cliff, and Shott investigates what may be more than an accident. The investigation into Toni’s murder also leads agent Shott to reexamine the violent and mysterious death of Harold’s first wife, Lynn, 17 years earlier. In the middle of it all is a little girl named Haley, Toni and Harold’s daughter, whose life could hang in the balance. The clock ticks for investigators to put the pieces of this puzzle together.
Produced in the Summer of 2020, the series features interviews with Special Agent Shott, fellow ISB special agents and NPS rangers, FBI agent Jonny Grusing, assistant United States attorneys Valeria Spencer and Suneeta Hazra, as well as family and friends of the Henthorns, including Toni’s father Bob Bertolet, Toni’s brother Todd Bertolet, and experts who’ve covered the case including author Caleb Hannan.

“She Had a Bad Fall”
Harold Henthorn makes a harrowing 911 phone call, reporting that his wife Toni is gravely injured after falling off a cliff on a remote wilderness trail. By the time a ranger arrives on the scene, Toni is dead. After a routine investigation, suspicious details emerge, including that Harold’s account of the accident is inconsistent and contradicts itself. Special Agent Beth Shott of the Investigative Services Branch (ISB), the detective force of the National Park Service (NPS), starts her work on the case. At the same time, authorities begin to receive anonymous letters and phone calls, leading them to reopen an investigation into the death of Harold’s first wife, Lynn Rishell Henthorn, who died 17 years prior.

Spencer Reid wasn’t known for being the most social creature alive. He struggled with most social situations and was quite awkward in his every day life, and if he told his night time companions that he worked for the FBI, they would most likely laugh at him or simply dismiss him outright. But it was true. An FBI agent by day, a drag queen by night — who would have ever thought? Certainly not him. He had experimented once with makeup when he was still a boy, but from there, it had simply evolved into an outright fascination, that he was incredibly good at too. Even Garcia would be jealous if she knew how well he could rock a cat eye.  
Any drag queen would know that Spencer was experienced with the way he owned the stage and held himself with a pride that was absent in his daily life. He wasn’t nearly as confident at the bureau as he was in gay nightclubs, strutting around like a peacock with his feathers on display for all to see. He was good at it though, and it had been a hobby of his ever since he was able to get into nightclubs legally. Who would have thought that the awkward genius kid completing his third PhD at the age of eighteen would be a drag queen? Absolutely nobody, and that was why Spencer didn’t put extra effort into hiding the fact; because he was almost certain nobody would ever find out.
In the drag community, there were different types of queens. Eleven, to be exact; faux, androgyny, fish, club, goth, pageant, camp, transdrag, fluid, tranimal, and activessle. Spencer fit into one of those categories perfectly, and he always had: fish.
A fish drag queen was the type of queen who summoned every bit of femininity in their body and accentuated those features. They were determined to be the authentic woman, to the point where people wouldn’t think twice about her gender because to them, she was a real woman. Fish were polished, clean, and certainly weren’t shy with their makeup.
Now to be clear, Spencer was not gender dysphoric. He was comfortable with his masculinity as a gay man, but breaking the gender lines was always something that excited him. Dressing up in skirts and dresses and slipping a pair of heels on was empowering, and in Spencer’s opinion, any open minded person could feel like they ruled the world if they just slipped some stilettos on.
With the ever expanding appearance of drag queens in popular culture and media, Spencer wasn’t hesitant to join them. His colleagues wouldn’t ever suspect this from him, so there was no reason for them to go snooping. Garcia would never possibly consider this as a possibility, so why should he even bother to hide it? It would only prove to stress him out if he focused on the ‘what ifs.’
So he created a social media account. Just an Instagram at first, nothing too flashy, although as the follower count rose and rose, he began to feel like maybe he was just asking to be discovered. But apparently that wasn’t enough of a warning for him, because he went on to create a YouTube account on which he did makeup tutorials, for beginners and for the most experienced queens. It was a nice way to get rid of some stress, and after all, he liked to feel pretty: Who didn’t?
If his team had ever suspected anything, they would have found out by now.
But Spencer wasn’t really helping his case.
The first time he slipped, it had been a long night, and despite his initial plans to head home immediately after his show, he ended up staying with the girls a little longer than he expected, and hadn’t made it home until nearly three that morning. He was usually thorough when getting rid of the evidence, specifically with removing his makeup, making sure his hair wasn’t sticky from the wig-cap glue or tape, and taking off fake nails or nail polish. But he had failed that morning, and had completely forgotten about the bright pink polish on his fingers because of his sleep deprivation. What a shame. This wasn’t missed either. Because as soon as he was in Morgan’s line of sight in the break room, the older man looked somewhat shocked and began his torment.
“Well, well, well, Pretty Boy. You let your girlfriend do your nails last night?” He teased, innocent enough. Reid was confused at first, doing a quick, mental self-assessment before his eyes widened, his face glowed red, and an expression of absolute mortification took over. Instead of responding and embarrassing himself any further, he simply stuffed his hands in his pockets and treaded to his desk with faster steps, ignoring the sounds of laughter behind him and completely neglecting himself of coffee. Damn. So much for secrecy.
“What is it, Reid?” Prentiss questioned upon seeing him, a sharply tuned brow raised slightly. Spencer’s could look better though.
“Nothing. It’s nothing,” he stammered, internally cursing himself for his unbearable nerves. Emily looked humored but didn’t push it, thank god, and dropped it, not bringing it up again. Spencer kept his hands out of sight for the rest of the day.
The second time was completely Spencer’s fault. It had been a normal day, he had a show coming up that Friday, unless of course they were called on a case, and nothing was out of the ordinary. In short, it was a paperwork day and Reid was completely fine with that, simply because he usually finished early and the last hours of work were reserved for preparing for his upcoming performance. So, when his teammates thought he was simply staring off into space with some complicated equation taking over his existence, he was in truth thinking of outfits for the drag show.
He didn’t get to attend that show unfortunately, because a case came in right as he was packing up. He wallowed all the way to the roundtable room.
But when Penelope came into the room, it was over. A tight, somewhat outdated polka dotted dress fitted her curvy form and four inch pink heels that didn’t at all match the pink fabric of the dress nearly threw Spencer into a conniption fit. He was used to her bright and eccentric outfits, but this… How could she forsake the name of fashion so rudely? He nearly gasped at the sight, but he didn’t let it happen until his eyes had finished scanning over her body and rose to her face. What… What in gay hell?
Her eyeshadow was turquoise in color, the wings were sharp, and the contour… Oh god. Spencer was feeling nauseous already. It wasn’t blended. It wasn’t blended. It wasn’t blended. It was just straight blocks of color on her cheeks. He tried to hide the horrified expression on his face, but she saw right through him immediately since when Reid showed emotions, it was usually a big deal.
“Alright my furry friends, we have a—Why are you looking at me like that?” She said, stopping herself mid sentence and looking at Reid accusingly, the rest of the team instantly looking to him, clearly having missed the situation because nobody seemed as outraged as he was about the makeup disaster. He tried to look innocent, shaking his head quickly.
“O-Oh, I’m sorry. I didn’t mean to stare,” he said dismissively, but Garcia didn’t buy it. Profiling wasn’t in her job description, but she knew when someone was lying to her, especially Reid. But JJ beat her to it, tilting her head slightly and smiling in his direction.
“What’s wrong, Spence?” She asked. She was too sweet for her own good, her pretty blonde waves tumbling over her shoulders so naturally. Funny how his wigs looked just as pretty.
“Oh it’s… Something on your cheek, that’s all,” he said, Garcia looking horrified immediately and whipping out a pocket mirror, seemingly from thin air, and overlooking her plump face in confusion when she didn’t seem to notice the problem.
“What is it, what is it? Get it off,” she said frantically, approaching the young doctor with a tatter of heels and leaning down towards him. Reid did a quick glance in JJ’s direction who regarded him with a shrug, and Morgan seemed interested now. Spencer hesitantly rose his hand, a slender finger working the edges of her contour on either cheek until it was smooth and not just a straight line. JJ giggled beside him, quietly, and Prentiss looked incredulous at his actions, but when he deemed her fit, Spencer couldn’t resist the little pat he gave to her cheek. Penelope looked both pleased and surprised, thanking him before standing and returning to the front of the room where she reported the case as if nothing had happened. But the little sparkle in her eye made it clear he wasn’t going to be let off for this incident.
That had been four months ago now, and Spencer hadn’t let up at all in his pastime activities and instead began to embrace it even more. He had come out as gay a couple of weeks ago to JJ who was both excited for him and eager to help him get into the dating scene, but little did she know, he was somewhat infamous in the D.C. gay community. He had a following on nearly every social media platform, and whenever he looked at himself, he felt so happy to realize that that beautiful person was actually him. He had so many issues with his self esteem when he was younger, ranging from his physical appearance to his awkward sociality, but when he stepped into the shoes of his drag persona, he was no longer Supervisory Special Agent Doctor Spencer Reid of the Behavioral Analysis Unit of the Federal Bureau of Investigation. He didn’t have to try, because something about wearing a leotard and high heels was freeing.
He had a show that Saturday night; nothing unusual about it, pretty routine and just what he expected. But the moment he saw his female colleagues walk into the club with a hesitant Morgan following suit, he was doomed. He had been on stage when it happened, strutting down the mini catwalk effortlessly yet suddenly feeling very exposed. He never hesitated, but the slight stumble in his step wasn’t missed, and as soon as his and Morgan’s eyes met, he knew the man had to have seen right through him. The eye connection was long and somewhat awkward, and soon, Spencer realized he was looking at a very confused man.
Spencer turned without incident though, leaving the stage the same way he entered it: confident. He couldn’t let them know, and if he had to go all night convincing them he wasn’t Spencer Reid, he would. He didn’t interact with them when he wasn’t on stage, and it was almost like he was daring them to identify him. His second time on, in a completely different outfit which consisted of a tight, mini dress and heels as high as the sky, he winked at Derek, and the handsome grin he received in response was enough for him to smile back, innocently enough.
At the end of the night, the other queens huddled around him and chattered about the handsome man who kept looking at him. He made a comment about getting the man in his pants, and they giggled away as if nothing strange had even happened. Hopefully nothing had, and tomorrow would be a completely normal work day.
But that was not the case. Not at all.
As soon as he stepped off of the elevator, something felt off, but before he could even make it into the bullpen, two hands landed on either of his arms, and he was whisked away into Penelope Garcia’s office by JJ and Prentiss. The resident of the office was there, but so was Derek, and he instantly felt uncomfortable.
“You have some explaining to do, Pretty Boy,” Morgan said first, arms crossing over his broad chest and suddenly Spencer felt naked. He mimicked the other man, a frown taking residence over his full lips as he looked back, overcoming his initial fear of intimidation.
“About?…” he asked, seemingly confused, but internally, he was panicking. Oh god, they knew, they knew, they knew, they knew.
“Well,” Garcia butted in, typing rapid-fire on her keyboard before an image of him popped up on her monitor, “Maybe we can start with this.”
It wasn’t a normal image. Sweet Jesus, he wished it was. He would prefer any high school picture over this. Instead, it was his most recent Instagram post: a selfie of him in drag. It was from last night, in fact. A bubblegum pink wig looking as natural as real hair falling straight over his shoulders, framing his done up face prettily. His makeup was perfect, a pink rosy blush dusted over his high cheekbones, glitter in all the right places. His eyes were winged, falsies set in place, faux brows arched high. But his lips were the attention grabber. A full burgundy pout, a touch of highlight bringing out a glossy accent. Dark eyes looked ahead with no hesitation; bedroom eyes. Fucking Christ.
“Who’s that?” He questioned immediately, having prepared himself for a moment like this in his moments of paranoid. He doubted himself in his panicky moments, assuring himself that nothing was going to happen, but here he was, living out his worst nightmare. He would quite literally prefer to be stabbed by an unsub than be stabbed with those accusatory looks.
“Reid…” Prentiss started, her hand coming to his shoulder. He looked down at her, trying to keep up the confused act, but the knowing look in her eyes he received was what made him realize he couldn’t hide it anymore. He had been completely and utterly busted.
“That’s you, man,” Derek said, a smile curling his lips upwards, although it was awkward and somewhat confused. Spencer had a tendency of making people question their sexuality when he was in drag.
“You’re so pretty, Spence,” JJ was quick to add in, a smile brightening her face. Spencer practically melted, his brows curving inwards and a hesitant smile curling his own lips upwards.
“You think so?” He said in response, nearly a whisper, as if he didn’t already know the power he possessed with makeup and a wig on. JJ rubbed his bicep reassuringly.
“Bria Monique, huh?” Garcia said his drag name aloud, beaming up at him from where she sat, beginning to scroll through more of his pictures, gasping quietly at one that was somewhat… suggestive. Not for a drag queen, but especially for Dr. Spencer Reid.
“Whoa, kiddo! I didn’t know you had it in you!” She applauded. It was a picture of him, a pair of high black stilettos on his feet yet he was crouched down, the supple curve of his bottom quite apparent from the tight black jumpsuit. His head was tilted back, exposing his bare neck and upper chest while those eyes looked directly towards the camera; bedroom eyes again. It had been a recent photoshoot he did, just for the fun of it. But he wasn’t having fun as of right now.
“I-I…” he started, stumbling over his words and debating on whether he should run or own up to it. He was left with one option; stay. But his friends didn’t look any less impressed with him than they were before. In fact, they looked somewhat proud, but the way Morgan looked at him within those few minutes was definitely enough for him to notice. He didn’t say anything though.
“You have got to show me how to do my eyeshadow like that,” Garcia piped up again, now on his YouTube channel, watching one of his quick makeup tutorial for advanced artists, specifically on a sunset eye. He nodded hesitantly, and the smile he flashed towards her was enough for her to giggle excitedly.
“A-Alright…” he said softly, Emily and JJ also adding in their own questions of makeup techniques and styles.
They let him go eventually, not without requesting invitations to his next show of course. Morgan was quick to catch up to him when he left Garcia’s den though, a large hand splaying over the small of his back as they headed towards the bullpen. Reid came to a gradual stop in the middle of the hallway though, and a shiver ran pleasantly down his spine as Morgan leaned in and whispered flirtatiously.
“I can’t wait to see you perform again.”
Spencer’s eyes widened, and he looked towards Derek with both confusion and subtle excitement on his features. All he got in return though was a quick wink and a gentle pat against his ass. Maybe this wouldn’t be so bad.

Still want to do a post of "SCP Foundation for Control fans: an intro" but I don't want it to end up being the same 10 SCPs that usually get recc'd you know
Like 173 (the statue / "Peanut") has to be on there because it was the inspiration for the Fridge, but I *don't* want 682 or the Plague Doctor because those are *not* in line with Control's tone. The skips in such a list I feel should be heavy on the Safe & Euclid, not a lot of Keter, and generally *short* entries.
My big weakness is Tales -- I don't read a lot of Tales, so it's much harder for me to think of Tales or Canons that I'd rec for Control fans. With one exception, and that's Antimemetics Division, because up until all hell breaks loose with that, I think it fits the tone of Control, especially with the doubting of reality & the threat being very Hiss-like.
And, again, this isn't "ugh SCP did it first/better" because it didn't. SCP itself owes a lot to the X-Files and *everything* to the old 4-Chan Creepypasta boards; Control was inspired by the Foundation but *also* House of Leaves, the Area X Trilogy, and also the X-Files. This is more, "if you liked Control and want more similar fiction, here's the SCP Foundation stuff that will most appeal to you."

For GOI groups: NO to Serpent's Hand, most of the weird religious groups (Mekhanite, Sarkic, 5th Church, etc), & the more overtly magical ones, much as I love them.
YES to the UIU, some GOC. The UIU is the closest thing in the Foundation-verse to the FBC. For SCP fans (... Too many acronyms, lol), the Federal Bureau of Control is as if the Foundation were solely a US government agency. For Control fans, in the SCP universe the FBI's Unusual Incidents Unit is more like the X-Files -- small, underfunded, nobody listens to them. Basically we want Mysterious Govt & NGOs Putting Stuff in Boxes.
AWCY?, Gamers Against Weed, Dr Wondertainment, The Factory -- much of the Weird Stuff in Control are smaller objects, items, and art -- floppy disk that gives you telekinesis, teleporting rubber duck, evil mannequin. These guys tend to deal in items of that nature. Avoid Little Misters nonsense.
Wilson's Wildlife Solutions -- mmmmaybe. On the one hand they're annoyingly cutesy and iirc more tied to Serpent's Hand ish magic stuff, BUT Pacific Northwest Shenanigans is very Alan Wake-y.

The Trump administration is investigating the email records of dozens of current and former senior State Department officials who sent messages to then-Secretary of State Hillary Clinton’s private email, reviving a politically toxic matter that overshadowed the 2016 election, current and former officials said.
As many as 130 officials have been contacted in recent weeks by State Department investigators — a list that includes senior officials who reported directly to Clinton as well as others in lower-level jobs whose emails were at some point relayed to her inbox, said current and former State Department officials. Those targeted were notified that emails they sent years ago have been retroactively classified and now constitute potential security violations, according to letters reviewed by The Washington Post.
In virtually all of the cases, potentially sensitive information, now recategorized as “classified,” was sent to Clinton’s unsecure inbox.
State Department investigators began contacting the former officials about 18 months ago, after President Trump’s election, and then seemed to drop the effort before picking it up in August, officials said.
Senior State Department officials said that they are following standard protocol in an investigation that began during the latter days of the Obama administration and is nearing completion.
“This has nothing to do with who is in the White House,” said a senior State Department official, who spoke on the condition of anonymity because they were not authorized to speak publicly about an ongoing probe. “This is about the time it took to go through millions of emails, which is about 3½ years.”
To many of those under scrutiny, including some of the Democratic Party’s top foreign policy experts, the recent flurry of activity surrounding the Clinton email case represents a new front on which the Trump administration could be accused of employing the powers of the executive branch against perceived political adversaries.
The existence of the probe follows revelations that the president used multiple levers of his office to pressure the leader of Ukraine to pursue investigations that Trump hoped would produce damaging information about Democrats, including potential presidential rival Joe Biden.
State Department officials vigorously denied there was any political motivation behind their actions, and said that the reviews of retroactively classified emails were conducted by career bureaucrats who did not know the names of the subjects being investigated.
“The process is set up in a manner to completely avoid any appearance of political bias,” said a second senior State Department official, who was speaking on condition of anonymity to describe the mechanics of an internal probe.
Clinton’s use of a private email server during her term as secretary triggered multiple investigations by the State Department, the FBI and Congress. The bureau did not accuse her of breaking the law, but she blamed the FBI’s unusual public handling of the matter as a major factor in her loss in the 2016 election.
“I’d like to think that this is just routine, but something strange is going on,” said Jeffrey Feltman, a former assistant secretary for Near East Affairs. In early 2018 Feltman received a letter informing him that a half dozen of his messages included classified information. Then a few weeks ago he was found culpable for more than 50 emails that contained classified information.
“A couple of the emails cited by State as problems were sent after my May 2012 retirement, when I was already working for the United Nations,” he said.
A former senior U.S. official familiar with the email investigation described it as a way for Republicans “to keep the Clinton email issue alive.” The former official said the probe was “a way to tarnish a whole bunch of Democratic foreign policy people” and discourage if not prevent them from returning to government service.
The probe is being carried out by investigators from the State Department’s Bureau of Diplomatic Security. Republican lawmakers, led by Sen. Charles E. Grassley (R-Iowa), have been pressing Secretary of State Mike Pompeo to complete the review of classified information sent to Clinton’s private emails and report back to Congress.
State Department officials said they were bound by law to adjudicate any violations.
Former Obama administration officials, however, described the probe as a remarkably aggressive crackdown by an administration with its own troubled record of handling classified material. Trump has improperly disclosed classified information to foreign officials and used phones that national security officials warned were vulnerable to foreign surveillance, according to current and former officials.
At the same time, Trump overrode the concerns of his former White House chief of staff and U.S. intelligence officials to give his son-in-law and senior White House adviser Jared Kushner access to highly classified materials, officials said.
The list of State officials being questioned includes prominent ambassadors and assistant secretaries of state responsible for U.S. policy in the Middle East, Europe and Central Asia. But it also includes dozens of current and former career bureaucrats who served as conduits for outside officials trying to get important messages to Clinton.
In most cases the bureaucrats and political appointees didn’t send the emails directly to Clinton, but passed them to William Burns, who served as deputy secretary of state, or Jake Sullivan, the former director of policy planning at the State Department. Burns and Sullivan then forwarded the messages to Clinton’s private email.
Burns and Sullivan declined to comment. Other officials spoke on the condition of anonymity, citing the sensitivity of the matter and concern for retaliation.
Those targeted began receiving letters in August, saying, “You have been identified as possibly bearing some culpability” in supposedly newly uncovered “security incidents,” according to a copy of one letter obtained by The Washington Post.
In many cases, the incidents appear to center on the sending of information attributed to foreign officials, including summaries of phone conversations with foreign diplomats — a routine occurrence among State Department employees.
There is no indication in any of the materials reviewed by The Post that the emails under scrutiny contained sensitive information about classified U.S. initiatives or programs. In one case, a former official was asked to explain dozens of messages dating back to 2009 that contained messages that foreign officials wanted relayed rapidly to Washington at a time when U.S. Foreign Service officers were equipped with BlackBerrys and other devices that were not capable of sending classified transmissions. The messages came in through “regular email” and then were forwarded through official — though unclassified — State Department channels.
In other instances officials were relaying email summaries of time-sensitive conversations with foreign leaders conducted over unclassified cellphones.
Those communications are now being “upclassified” or “reclassified,” according to several officials involved in the investigation, meaning that they have been retroactively assessed to contain material so sensitive that they should have been sent only on State Department classified systems.
Many of those who have been targeted by the probe and found “not culpable,” described it as an effort to harass diplomats for the routine conduct of their job.
“It is such an obscene abuse of power and time involving so many people for so many years,” one former U.S. official said of the inquiry. “This has just sucked up people’s lives for years and years.
Several of those who have been questioned said that the State Department Bureau of Diplomatic Security investigators made it clear that they were pursuing the matter reluctantly, and under external pressure.
One official said the investigators were apologetic: “They realize how absurd it is.”
Those targeted do not appear to be in jeopardy of criminal prosecution — the FBI investigation of the Clinton email case has been closed since before the 2016 election. But many fear the results of the probe will damage their reputations and complicate their ability to maintain security clearances.
Several said they have received follow-on letters saying that investigators “determined that the [security] incident is valid,” but that they did not “bear any individual culpability” — an ambiguous designation that could pose complications in future background checks and confirmation hearings.
“It gives them a way to hassle pretty much anyone,” a former senior U.S. official said.
In many instances, the officials said that it had been so long since they had been questioned that they assumed the email case had been resolved, even though Trump routinely rails about the Clinton email issue.
Trump raised the issue as recently as Wednesday, calling it “one of the great crimes committed” by his 2016 opponent.
Trump faces impeachment proceedings in the House of Representatives in the wake of a whistleblower report by a CIA officer exposing Trump’s efforts on a July 25 call to pressure the leader of Ukraine to pursue investigations that Trump hoped would generate embarrassing material about Biden.
Trump’s request for that “favor” came as his administration was withholding hundreds of millions of dollars in aid from Kiev and dangling a potential White House visit for Ukraine President Volodymyr Zelensky.
The FBI began examining Clinton’s use of a private email server in July 2015, based on a referral from the intelligence community inspector general. Their investigation sought to determine whether anyone — especially the former secretary of state — had broken federal law in discussing classified information on unclassified systems.
Investigators reviewed 30,000 emails that Clinton turned back over to the State Department after leaving others, and took other steps, including tracking down computers and other devices Clinton had used, to find thousands more. Their investigation included examinations of the archived government accounts of people who had been in government at the same time as Clinton and who might have naturally exchanged messages with her.
Although Clinton was considered the biggest player in the investigation, she was never formally labeled a subject or target, and investigators also considered the conduct of her top aides and colleagues.
About a year later, in July 2016, then-FBI Director James B. Comey announced he was recommending the case be closed with no charges. He said Clinton’s and her aides’ handling of classified information was “extremely careless,” but not such that it warranted criminal charges. He suggested those who did wrong could face job-related consequences, and took a broad swipe at the State Department, saying its employees’ use of unclassified email systems was “generally lacking in the kind of care for classified information found elsewhere in the government,” according to his prepared remarks.
A few months later, the bureau resumed the inquiry after discovering more of Clinton’s correspondence with a top aide on a device investigators were examining in a separate investigation of the aide’s husband. But they found nothing to change their conclusion and closed the case again just before the 2016 election.
