New story in Politics from Time: Without Details, Congress Looks to Punt on Spending Plan

With lawmakers yet again scheming how to keep the lights on, thereβs a lot of wiggle room in what is considered a βcleanβ extension these days in Washington. They are ready to kick the can down the road and keep the status quo until they have the bandwidth for a proper fight. Where there is no space for ambiguity? The cold fact that the governmentβs funding mechanism expires on Sept. 30.
Negotiations between House Speaker Nancy Pelosi and Treasury Secretary Steve Mnuchin are focused on a so-called βcleanβ spending bill. Neither side has defined just what βcleanβ means, how long that measure will last or if thereβs any room in it for some pandemic bailout bucks. Thereβs a wide acceptance that they donβt want to load this spending bill up with extraneous add-ons, but can they strip it down to its bare essentials and settle on a date when they rejoin the fight post-election?
The first question could be as simple as keeping spending at the current level to get through the November election. The second question may be one that causes the most heartburn. And where Congress and the Trump Administration come down on it may be one unavoidable way they tip their hand on where they think this election is headed.
Democrats facing tough re-elections in just 48 days are pushing for more coronavirus relief, either as part of this funding package or through a fast-moving stand-alone bill. Much of the earlier relief packages either expired in August or ran out of money sooner, and incumbents in swing districts need more than βWeβre tryingβ as a message heading into voting, which begins Friday in some states. A bipartisan compromise plan for pandemic relief is currently floating around the Capitol from the self-described Problem Solvers Caucus. That plan would spend as much as $2 trillion to help small businesses, to send checks to American workers and to boost unemployment payments.
Top Democrats have rejected the compromise because it leaves out some of their priorities, such as cash for state and local governments and money for election integrity. Pelosi, however, says sheβll keep her Democratic members in Washington working on a relief package until they find a solution β good news for out-of-work Americans but trickier for House lawmakers from both parties who are all on the ballot this year. Republicans by and large donβt want to take up anything before Election Day, especially if it runs afoul of Trump. The President, for his part, said in a tweet today that Republicans should βgo for the much higher numbers.β If it were linked to a bill to avoid a government shutdown, that might make things easier.
In the interim, Democrats are trying to set any movement on a timeline that would push the next debate on spending levels into January of next year, when former Vice President Joe Biden could be taking the oath of office. A blank slate, sans Trump, looks awfully appealing for Democrats assured that theyβll be back here next year.
Republicans, on the other hand, are looking at revisiting the spending bill during what is traditionally called the lame-duck session, when lawmakers β or presidents β who are leaving office are given one last window to make laws. Sen. Richard Shelby, chairman of the all-powerful Appropriations Committee, told reporters on Capitol Hill yesterday that they are looking at βDecember 18th, middle of December, something like that.β
Few in the Presidentβs own party will say it, but that schedule would give Trump one last chance to put his thumbprint on Washington should he lose in November. It would also potentially limit Bidenβs options should he win. Setting the schedule in such a way is both crafty and, well, a little defeatist.
House Majority Leader Steny Hoyer, the Democrat who nominally controls the floor schedule, told colleagues yesterday that they should expect to be voting on funding next Tuesday. But there is still no resolution on what that bill will look like or its duration. Luckily, Congress has gotten extremely good at these temporary fixes and, barring any surprises from intransigent lawmakers or presidents, can move quickly to patch the funding leak. That says more about Washingtonβs lurch from one crisis of its own making to the next than any of the legislatorsβ ability to do big things.
But there are still deadlines. The Bipartisan Policy Center reports that, even with some creative accounting practices and shell-game transfers, the U.S. will hit its spending wall between Oct. 18 and Nov. 5 β right in the heart of the election season and while most states will be already voting. A crisis is afoot, but an ability to kick the can isnβt far from frame.

I'm trying to decide whether to make him a solver or really good at building stuff that he's kind of added weaponry on him like Alice and Beau. personality wise I kind of am thinking of a more aloof, unsettling behavior like he stares at u from 5 miles away. just feeling better around storm and always near her. maybe he peaced out from his colony bc of bullying or abuse or smth and found storm as his only escape.

The Story of My Tattoo and Why It Means so Much to Me.
Today someone told me that I needed to write down the story of the tattoo I have on my arm because it was the most inspiring thing sheβd ever heard. I decided to write it down and post it to Tumblr. But to really understand this story, I will need to tell you some of my story first. When I sat down and started writing my story today I realized how very difficult it is to tell because of how deep some of the scars I carry go.
My life hasnβt been easy. In fact it has been completely horrible at times. I struggle everyday to fit in a world that Iβll never feel like I belong too. I have ADHD and Hyper Sensitivity. People are cruel to me everyday and they don't even realize or recognize it. Iβve learned this fact over and over again. Even though I know it, Iβve never give up hope that if Iβm persistent enough someone will give me a chance to belong even if its only for a little while. When I was in Kindergarten no other kids would play with me because they couldn't understand me. In second grade my teacher moved my desk into the closet and isolated me away from everyone else. I wasnβt allowed to participate in any school activities. I literally had to stay in the closet by myself. Β I was afraid to tell my mother because I thought I had done something wrong. Iβve never seen her so angry as the day she found out I had spent almost an entire school year in a closet. In the third grade they made me wear noise cancelling ear phones to block out all ambient sound. This got me ridiculed by everyone else. During this year I also got told that none of the girl scout troops in my area would accept me because I was too difficult to handle. My moms created a Β solution by creating a new troop. I was the only member. Then she created another part to the troop for my little sister and 20 girls her age. Β So I was 3 years older and and always the next level up. The rest of elementary school was more of the same constant rejection and isolation. I had no friends because no one wanted to be around me. It was devastating to my self esteem and there was nothing that my mother could do to protect me from the cruelty of other kids even though she tried so hard to do just that. Middle school was even worse. There were all these rules about hair, makeup and clothes. I didn't get any of it. I still donβt. I played sports but even on those teams I was an outcast. The only reason I made the teams was because I was good at sports. High school started the constant torture of being called a dike. Everyone hated me and I donβt even know why or what I did that was so wrong. My teachers told me I was to stupid and would never graduate or go to college. My ninth grade year things finally turned around for me a little because my mom finally got the doctors to listen and refer me to a neurologist. He finally diagnosed some issues in my head and I spent the next 4 years taking language therapy and learning to read. I went from a 1st grade reading level in the 9th to a college level Honors class in the 12th. When someone taught my correctly, I learned exceptionally fast. I went on to college and graduated but I never have been able to keep very many friends. Even my best friend who's been my friend for 20 years says and I quote βYou have to know how to handle Shelby. She isnβt like normal peopleβ. I don't think he really knew how much that hurt to hear and Iβve never really told him because it doesnβt change how other people see me. At work my opinion is ignored even though Iβm supposed to be the expert. Iβm not even included in team meetings.
and then thereβs dating. There has been a string of women in my life who Iβve given everything too. Β They used me, criticized me for everything I do wrong, and tolerated me (their words every time) but not once loved me. The last one told me on her way out the door that no-one would ever love me because I was unlovable. That I would spend my life alone because no-one was ever going to tolerate me or want me for the person I am. This put the final nail in a coffin I hadn't even realized I had created for myself.
By the beginning of last March my self esteem was none existent. My life was in shambles. I hated everything about myself because everyday I woke up and tried to mold myself into what everyone else wanted me to be. I had allowed myself to gain weight because I didn't think it mattered and honestly I wanted to die. The only reason I hadn't taken my own life was because my mother has lymphoma and I couldn't leave her while she needed me. She the only person who has ever accepted me the way I am and I wasnβt going to take my life and hurt her that way. But the thought was there and I wouldn't have stopped death if it had come for me. This made me realize that I was broken and very damaged. I needed to heal but to do that I needed time alone away from everyone. I needed time away from the constant barrage of what I cant do right. I did the only thing I could do. I took a 6 week leave of absence from my job and made a list of all the things I needed to fix about myself. I started eating better and working out everyday. I tried this once before in the past and at the time the word Geronimo was how I kept myself focused but it didn't last because I couldn't isolate myself. This time I did isolate myself. During my leave I cut my hair short again accept for the mohawk down the middle and I died it blue. I became the authentic me that I had bottled up years earlier in an attempt to fit in. I don't fit in. I will never fit in. I know that most people are going to immediately reject me. I will be judged and ostracized. Iβve stopped trying to live my life by everyone else rules. I live it by mine. I know who I am. Iβm the person who defends other people when they canβt defend themselves. Who is loyal and honest to a fault. Iβm giving, kind, caring and empathic. Imaginative, funny, intelligent, witty, and brave. I can find a solution for any problem. I am a natural problem solver. I can see solutions where most people fail or give up. And once upon a time I was a physically fit weight lifter and martial artist.
Geronimo was an Apache his name became synonymous with bravery and a leap of faith in the 40s when the first paratroopers began shouting his name as they leapt out of the plane. To me it literally means that I choose to be brave, live my life as my authentic self, and have faith that regardless of the adversity I face or the judgements made against me. I will remain true to the person I know myself to be and always choose the righteous path regardless of how difficult that might be.
Last year during the time I took to learn to be myself again. I started watching Wynonna Earp. I was so inspired by the things that Kat Barrell had said in her interviews that I sent her a DM with a really weird request. My handwriting is terrible and Iβve never found a font I like but Iβve wanted a tattoo on my wrist that says Geronimo. I asked Kat to write it for me. When she replied I was awestruck she had written it 25 times to give me a few to choose from. It was so beyond anything I had expected. I was so humbled and grateful that I just couldn't bring myself to choose so I chose 1 and had the other 24 tattooed in a spiral up my arm starting at my wrist and ending at my elbow. It became more then just a reminder. It became a gauntlet and a shield to protect myself from the world that try to change me daily. This is the story of my tattoo and why it is so important to me.

Their First Day of School Was My Last Day of Drinking
The kids were still sleeping when I woke up early just to start drinking. The wine was hidden in its usual spot, my closet, and I stood in there at 6 a.m. to choke down whatever I had left. Not because I wanted to, but at that point in my alcoholism my poor body depended on those swigs simply to function normally. I downed enough to stop the shakes, the sick feeling creeping all over my body, the ringing in my ears. Today was the first day of school and a big one at that. My youngest was starting kindergarten.SpenserHe and I had quite a history. I was standing at a nurseβs station in a detox center when I found out I was pregnant with him. I had no idea. And now here we were, my baby with his little backpack, the youngest of four kids, heading to his first day of school. What the hell have I been doing all this time? The grip of addiction was still strangling me and all I could hope was that Iβd get better sometime soon. I was so tired.The SecretI took a quick shower, skipping out on washing my hair. I didnβt have the time or the energy to fix it today. After I got dressed, my husband was already in the kitchen. Coffee was brewing, and silence filled the room. He knew about the closet, knew what I had done. I had looked into those broken eyes countless times, and this morningβs overwhelming feelings of self disgust were the same as all the times before. Graciously he hugged me without saying a word. And we stood there holding each other, like soldiers witnessing a gruesome battle, carrying on a conversation without uttering a single word until I finally let go to wake up the other kids.βIβll start putting your bags in the car,β he said.βOkay.βAnd the sad secret being kept from the kids remained intact.ShelbyIt was her senior year of high school. My first-born baby girl had seen it all, from happy times in sobriety to life with a mom in rehab for the sixth time. Shelby was done with hearing apologies, but old enough by now to know I didnβt want to drink. She knew I tried, but she wanted her mother. I had one more year before she was gone and I felt every tick of the clock counting down as I wasted yet another day stuck in the fear and shame of it all. How many times had I failed her, and what if I did it again? Desperately wishing I could push rewind for the hundredth time, I just stood up and headed downstairs, feeling sad and scared and awful.Eventually the backpacks we ready and the lunches packed. Physically already feeling the effects of my maintenance wine consumption wearing off, I was dizzy, fluctuating between hot and cold. I thought I looked different than every other mom, so I kept my head down with a fake smile plastered on my face. I was an outsider, uncomfortable and out of place. We went room by room, starting at fifth grade, then third, and finally kindergarten. Each time I walked my precious child in and hugged and kissed them, holding back everything I wanted to say but couldnβt. I left parts of my heart, then grabbed my husbandβs hand as we forced our way through crowds and out the door so I could breathe again.At 3 oβclock, school would get out, but Iβd be gone. My kids wouldnβt see me again until weeks later during visitation day at my seventh treatment center for drug and alcohol addiction. My bed had been reserved since the previous Friday. Iβd begged both my husband and the rehab facility to let me wait so that I could do what I just described: take my kids to school for their first day of school, walk Spenser to his first day of kindergarten.A Grateful Last DayThat was August 22, 2016 and I havenβt picked up a drink since that morning. There was no hard bottom circumstance like other times I tried to quit, just sick and tired of being sick and tired. I couldnβt do it anymore. I knew what was left for me: death. Iβd been carrying it around with me for months like a dark cloud, convinced the impending death wouldnβt be easy enough to be mine. More than likely it would be one of these precious kids because I always found a reason to drive after I drank.But that was the last time my body needed alcohol pumping through my bloodstream just to operate normally. It was the last time I needed to sneak away and find my liquid problem solver and stress reliever, my life-buffer that told me I needed a drink to cope. And it was the last time I bought into the lies that one drink will somehow not send me on that downward spiral to insanity and destruction of everything I love and care about.First day, last day, same day. Sometimes a thousand failures lead up to that one success, but that one is all you ever needed. True freedom is accepting it happened the way it was supposed to; taking what you have and making a purpose out of it. I was tired of being sick, and sick of being beaten down by this disease. Sick of always having shame take me out, sick of drinking to escape the self-hatred of not being able to stop drinking.Β In sobriety, our last day is our first. Sometimes we show up in hallways of institutions and sometimes in closed rooms, feeling uncomfortable and out of place. But once we lift our heads and open our minds, hope comes sneaking in.
