A serial child rapist who had previously secured a release from prison after identifying as transgender has finally been deemed a “sexually violent predator” under Iowa state law. A judge has determined that Joseph Matthew Smith, who now uses the name Josie Maria Dunham or Josie Smith, should be confined in a secure facility indefinitely, quashing a previous ruling that claimed Smith was no longer a sexual risk due to being on feminizing hormones.
Newly-elected Iowa Attorney General Brenna Bird is behind the push to keep Smith in custody, having recently defeated the nation’s longest-tenured attorney general, Tom Miller, in a November election.
In 2020, Miller endorsed the move that saw Smith released from custody. Bird then condemned his judgement in the matter, running ads during her campaign slamming Miller as sympathetic to the sexual predator.
A petition filed in December in Buena Vista County District Court requested a civil trial in order to determine whether Smith should be re-classified as a sexually violent predator with a high chance of re-offending.
“[Smith]’s mental abnormality makes him more likely than not to engage in predatory acts constituting sexually violent offenses if not confined in a secure facility,” the petition reads. “[Smith] should be committed to the custody of the Department of Human Services to be held in a secure facility for control, care, and treatment until such time as his mental abnormality has so changed that he is safe to be at large in the community.”
In December 2015, Smith was convicted in Buena Vista County of lascivious acts with a child. At the time, Assistant Attorney General Andrew Schoonhoven determined that Smith suffers from “at least one mental abnormality, specifically the mental abnormality of pedophilic disorder,” which predisposes Smith to “commit sexually violent offenses to a degree constituting a menace to the health and safety of others.”
A pre-sentence psychological report was prepared by the State’s expert, Dr. Jeffrey Davis, a psychologist from the University of California.
Davis recommended that Smith be confined at the Cherokee Civil Commitment Unit for Sex Offenders (CCUSO) for an indefinite period based on what he determined to be a high likelihood of sexual re-offending. The report noted that Smith had told a state forensic psychologist he had molested as many as 15 children under the age of 13, the youngest being a 1-year-old baby. He added that he believed Smith was more likely to commit a sexual assault than 92% of male sex offenders.
There has not been even one recorded case of a female patient having been committed to the CCUSO in the unit’s 25-year history, reports the Cherokee Chronicle Times. But there have been at least three trans-identified males in the civil commitment unit. One of those patients, a man named Christian Schiebel who uses the feminine name Tina Keller, told the Storm Lake Times-Pilot he was advised by his attorney that a transgender identity would increase his chances of release.
Smith made international headlines in 2020 after being released from prison just 4 years into an indefinite prison sentence. He had been convicted of sexually assaulting an 11-year-old resident at Midwest Christian Services (MCS), a treatment facility for juveniles following another conviction for sexually assaulting a 14-year-old when he was a teenager.
Despite his record of sexual offending, on January 9, 2020, the Iowa Attorney General’s office filed a motion to dismiss a petition requesting that the serial pedophile be considered a sexually violent predator. The Iowa Attorney General office’s defended the decision by citing Smith’s reduced testosterone levels as a result of hormone treatments. Attorney general spokesman Lynn Hicks stated that “an offender’s hormone levels are an important part of substantiating an offender’s likelihood of recidivism.”
Officials claimed Smith was at a lower risk of re-offending due to an altered testosterone level, and that he “no longer had the sex drive of a man.”
Smith had been receiving hormones related to his self-declared gender identity while being held at Newton Correctional Facility, where, in January 2016, he began serving an indefinite sentence after being convicted of molesting a child. In October 2017, he first expressed a desire to “get started on transgender classification” and started using female pronouns.
Hicks also claimed that an expert had determined that Smith was not at a risk of re-offending due to his gender identity. An Iowa district court judge therefore granted the motion to dismiss “in the interests of justice.”
In January of 2020, Smith was released on parole; but by October of 2021, he had already violated the terms of his strict conditions by using an unauthorized electronic device and seeking out sex. Despite the violation, Smith was not remanded to custody, and was instead allowed to continue to live in the small city of Sloan, Iowa.
In January 2022, Christine Louis, administrative law judge for Iowa Correctional Services, sentenced Smith to two more years in prison, as he had again violated the terms of his parole. During an inspection in January, Smith’s parole officer discovered child pornography on his phone which depicted boys and girls aged between five and eight years old. Smith requested leniency, but was ultimately denied.

In a demonstration of precision and operational capacity, the French Air and Space Force completed a rigorous training exercise called "SAPHIR", which saw a significant deployment of Dassault Rafale fighters.
Air base 118 Mont-de-Marsan implemented the "Saphir" exercise from February 12 to 16, 2024.
Supervised by the Air Fighter Aviation Brigade (BAAC), the "Sapphire" exercise (sequence of high-intensity activity and production and regeneration) mobilizes all the technical and logistical support forces: mechanical, logistical but also industrial.

After a first planning phase started in January and after a potential regeneration phase, the time has come for the driving phase. Launched on a trolley by mixing two highly volatile and lethal chemicals together, the ‘Komet’ would zoom skywards and then glide down to attack any enemy aircraft it could find. The incident depicted was a typical sortie where the pilot, Uffz Kurt Schiebeler was launched to intercept a B-17 that had flown over the airfield. In total, he made four gliding attacks on the B-17 which crashed nearby. The Komet had been in the air for just 15 minutes during this combat which took place on 11 September 1944.

Schiebel Awarded Camcopter's 300 Unmanned Air System Contract for Republic of Korea Navy
Schiebel, together with Korean based defence solutions companies Hanwha Systems and UI Helicopter, has been awarded a contract by the Defence Acquisition Programme Administration (DAPA) for the development and delivery of the Vertical Take-off and Landing (VTOL) CAMCOPTER® S-300 Unmanned Air System (UAS), to be operated by the South Korean MOD. The contract was signed with Hanwha Systems for the supply of the S-300 for Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) missions for the Republic of Korea Navy (South Korean) Navy and Marine Corps. The South Korean Navy has been a Schiebel customer for over 10 years, regularly carrying out maritime ISR operations with its CAMCOPTER® S-100 UAS fleet. The changing geo-political situation and North Korean threat call for an expansion of their UAS fleet, adding larger and heavier UAS with greater capability.

STAR TREK: GENERATIONS was released on November 18, 1994. Malcolm McDowell joined cast members from the 1960s television show STAR TREK and the 1987 sequel series STAR TREK: THE NEXT GENERATION. In the film, Captain Jean-Luc Picard (Patrick Stewart) of the USS Enterprise-D joins forces with Captain James T. Kirk (William Shatner) to stop the villain Tolian Soran (Malcolm McDowell) from destroying a planetary system in his attempt to return to an extra-dimensional realm known as the Nexus. The film was directed by TV veteran David Carson.
The original soundtrack album was released at the time of the film’s release on GNP Crescendo Records. It had a generous amount of music on the album, close to 45 minutes worth with 16 minutes of Star Trek sound effects from the film. In November of 2012, GNP Crescendo released an expanded version of the score featuring two full CDs of music expanding the run time to OVER two hours. The score was recorded by Robert Fernandez at Paramount Pictures Scoring Stage M, and McCarthy conducted the Hollywood Studio Orchestra. Mark McKenzie, William Ross, and Brad Warnaar provided orchestrations. The Executive Album Reissue Producer was Dennis McCarthy. F-22 slaughters 'high altitude object' over Alaska, with still uncertain origins

A U.S. Air Force F-22 Raptor shot down a high-altitude object off the coast of Alaska on February 10 by order of President Joe Biden, authorities announced - but unlike the Chinese surveillance balloon that was shot down after transiting through the continental US last week, the origins of this new object and its purpose remain obscure.
The spokesman for the National Security Council, John F. Kirby described the object as unmanned, based on observations from fighter pilots who ran to find it, and said it was "approximately the size of a small car", with no indication of any surveillance payload or control or self-propulsion capacity.
The object was flying at approximately 40,000 feet, Kirby said, representing a danger to civil air traffic and demanding that it be shot down. He was first detected on the night of February 9 and the fighter pilots made an effort to observe him, Kirby said.
At least one more flight was sent the next morning, and the object was shot down in the northeastern part of Alaska, Kirby said, landing in frozen waters in the Arctic Circle.
In a separate briefing, the Pentagon press secretary, Brig. General Patrick S. Ryder said that an F-22 from the Elmendorf-Richardson Joint Base in Alaska fired an AIM-9X missile to take down the air vehicle, which he described as being the size of a car. Neither Ryder nor Kirby specified whether it was a balloon or perhaps a drone of some kind. Regardless, it was shot down by the same type of aircraft and missile as the Chinese surveillance balloon off the coast of South Carolina on February 4.
Ryder also confirmed many of the same details as Kirby, adding that the operation was led by the US Northern Command Alaskan Command, assisted by the Alaska Air National Guard, Federal Aviation Administration and FBI. NORTHCOM has started recovery operations.

Research has spelled out for the first time the gap between official lists of trails in the southern Rockies and the number of courses there are. This suggests the effects of the growing number of backcountry users may be larger than suspected.
The findings of crunching 50 data sets from Alberta and British Columbia covering more than 50,000 kilometres of trails and roads. These data sets show nearly a quarter of tracks in those areas don't appear on official maps.
"There is a gap," said biologist Annie Loosen, one of the researchers who wrote the report for the Yellowstone to Yukon Conservation Initiative, the B.C. government and the University of Northern British Columbia.
"Our report highlights there is a management gap.'' The report comes as tensions between Alberta's beloved mountains and foothills grow. The researchers compiled information over a massive swath of the southern Rockies covering 63,000 square kilometres. The area included Alberta's Kananaskis Country, the Ghost Public Land Use Zone, Banff, Yoho, Kootenay, Glacier and Mount Revelstoke National Parks and B.C.'s Purcell Wilderness Conservancy.
They documented more than 53,000 kilometres of trails, cutlines, transmission lines, pipelines and rough resource roads that could be used. Trails contributed about 22,000 kilometres, roads 21,000 kilometres and the rest about 10,000 kilometres.
Those so-called "linear disturbances'' were taken from official sources such as government or industry maps. Many weren't, coming from online resources such as Trailforks or local groups like snowmobile clubs.
The researchers found that 24 percent of all trails in the southern Rockies were undocumented and unmanaged. That's almost 6,000 kilometres of trails taken off the books.
Loosen said it creates a task to manage. Recreational overuse has significant effects, she said. Trails can erode or be widened and braided.
Although animal reactions to human presence vary, those encounters also have effects, said Loosen. "We're finding studies where the mere presence of a person can cause behavioural change."
Some areas have so many trails that they could already be causing problems for wildlife. One of the tools land managers use to estimate the effect is density — how many kilometres of trail or road exist in a given square kilometre.
The researchers found that so-called "linear density'' already exceeds thresholds for grizzly bears in eight out of 30 watersheds and bull trout — Alberta's provincial fish — in 16 out of 30 watersheds.
The four regions with the highest linear density were all the Alberta foothills west of Calgary, reaching 3.3 kilometres for every square kilometre in the Bragg Creek area.

"Everything from dogs on the landscape to how we're doing our creek crossings, are we avoiding riparian areas?" With 170 kilometres of trails to manage, Schiebel said they are constantly reviewing their network and trying to design a system that won't impact surrounding natural areas.
As part of the trail management plan, he added, they are looking at decommissioning some trails. However, they are also making sure they have connections to dissuade users from cutting their path through the woods.
"Mountain bikers like to have loops that they can ride, and that's where we typically find illegal trail building," Schiebel said. "Social media just lights on fire, you know, when somebody has built a new trail, everybody is coming out to try."
At least four peer-reviewed, government-funded studies have concluded that road and trail density is already harming populations of animals such as caribou, grizzly bears and bull trout.
Loosen said the study didn't gauge how often the trails were being used, by whom, or what the effect was. She said that's next. Outdoor recreation is one of the greatest threats to at-risk species.
The Alberta government did not respond to a request for comment on the report's findings. The B.C. government could not respond by the deadline. In 2021, the United Conservative government passed the Trails Act to modernize and upgrade the province's trails. Then-environment minister Jason Nixon said the legislation was a way to authorize new tracks and added that trail closures were not being contemplated.

Para pessoas que atendem às características listadas no edital, uma porcentagem de vagas será reservada. O valor da bolsa-auxílio mensal será de R$ 2.132,14, com carga horária de 30 horas semanais e ainda R$ 11,00 de auxílio-transporte diário. Da Seleção Os candidatos serão avaliados em prova objetiva e discursiva, além de entrevista. Estará classificado para a entrevista, aquele que obtiver 60% de aproveitamento na primeira etapa.
