A Penticton city councillor has been arrested and charged with historical sexual offences against a youth in Ontario. The Sarnia Police Service has charged James Miller, 59,  with two counts of sexual interference and two counts of sexual assault on a person under the age of 16 related to incidents in 1989. "Earlier this year, the Sarnia Police Service Criminal Investigations Division received a complaint regarding historical sexual offences [in 1989]," the Sarnia police said in a statement. "These offences occurred during a period when the accused volunteered as a youth basketball coach.  The victim, now an adult, was a young person at the time."

Page 3. --- Timely Passing of Telegraph Boy Averts Tragedy at London ---- MONSIGNOR AYLWARD ILL --- (Staff Correspondence of The Globe.) London, Ont., Oct. 4. - Overcome by an escaping patient he had followed and attempted to subdue, William Wright, an attendant at the Ontario Hospital for the Insane, was almost strangled by the maniac this morning, and his life was probably saved by the timely passing of Arthur Blakey, a C.P.R. telegraph messenger, who saw the struggle and called for help. Blakey, while riding on Dundas Street East, at the asylum sideroad, saw two men scuffling, as he at first thought, in fun. But when Blakey saw one of the men fall to the ground and the other jump on him, he began to take serious notice. Next he saw the upper man pull a handkerchief from his pocket, and, slipping it around the neck of the other begin to strangle his victim.
Just at the moment two other men appeared running across a field, and Blakey called to them. The maniac thereupon released his victim and fled, pursued by the boy on the bicycle and the two attendants. The patient was soon overtaken, but, pulling a knife, he tried to slash his throat, but inflicted only a slight wound. While being taken back to the asylum, he complained that he was homesick and was trying to return to his home. He is a young and powerful man, and escaped while taking his morning exercise by jumping over a fence. Wright was driven to his home in a passing truck and soon recovered from the attack. The patient has hitherto been regarded as harmless.
Admits Robberies. Charged with a series of robberies in the London district during the past few months, Charles Woods of Clandeboye, arraigned in County Court today, pleaded guilty. He admitted robbing the C.N.R. stations in Forest and Exeter, the Harry Lankin service station in Lucan, and R. M. Bowman's general store in Denfield. In three cases, safes weighing 200 pounds or more were carried off. Roy Woods, a brother of Charles; Albert Fink of London, and Casey Blake of Sarnia were jointly charged with him in the robberies. They pleaded not guilty a were remanded until Provincial Officer Lankin, who is to give evidence, is relieved of strike duty at Stratford. It is expected the case will be tried tomorrow.
Charged With Receiving. Edgar Bedgwood of Waterloo Street, arrested by Detective-Sergeant William McCullough and Detective Gavin Monahan, charged with knowingly receiving goods alleged to have been stolen from a C.P.R. freight train, was arraigned in city Police Court to- day and remanded until Oct. 12. In the meantime the police are investigating his record. They informed the court they had recovered in the prisoner's home thirty-nine pairs of ladies' bloomers, nineteen bottles of mucilage, three tins of coffee and other goods said to have been stolen from a manifest train between Lon- don and Ingersoll. Bedgwood told the police he found the goods while walking along the tracks one morning.
Monsignor Aylward Seriously III. Brought to London in an ambulance a few days ago, Right Rev. Monsignor J. T. Aylward, rector of Our Lady of Mercy Church, in Sarnia, is very ill in St. Joseph's Hospital tonight, and fears for his recovery are held. He was rector of St. Peter's Cathedral here for many years.
Police Mistaken for Freshmen. Four plainclothes officers, riding in a scout car in the north end last night, were mistaken by Western University freshmen for belligerent and antagonistic "sophs" and the "freshies" pelted the inoffensive police with overripe tomatoes. The officers promptly accepted apologies and the incident was closed.
Today complaint was lodged with Acting Mayor Gordon Drake by Alderman L. S. Holmes, M.D., that two of his patients had been pelted with tomatoes by the students, and a strong protest was entered.

Pandemic border protests strand cattle and car parts, snarling Canada-U.S. trade
Protests in Canada against vaccine mandates have disrupted two key U.S. border crossings, and are snarling hundreds of millions of dollars daily of trade, ranging from cattle to car parts. Demonstrations demanding an end to federal COVID-19 vaccine mandates for cross-border truck drivers began Jan. 28 in the Canadian capital Ottawa and have spilled to Canada-U.S. border crossings at Windsor, Ont. and Coutts, Alta. Canada sends 75% of its goods exports to the United States, and the Ambassador Bridge between Windsor and Detroit usually handles 8,000 trucks a day, representing a quarter of all cross-border trade, or about $500 million per day.
About $100 million worth of auto parts cross the border each day, with many shipments timed to arrive just as manufacturers need them.
"Twenty-four to 48 hours is critical, and I remain confident that we're going to resolve this within that critical timeframe," said Flavio Volpe, president of the Automotive Parts Manufacturers’ Association, who has been talking with both the province and federal government.
Truckers blocked traffic late on Monday, closing the bridge, Canada's Border Services Agency said, but Canadian police later tweeted that U.S.-bound lanes had opened. As of Tuesday afternoon, the Canada-bound crossing remained closed.
Trucks were being diverted to The Blue Water Bridge, 109 kilometres north on the border between Sarnia, Ont. and Port Huron, Mich., which remained open, though with long delays for commercial traffic into Canada.
At Coutts, Alta., protesters have disrupted cross-border traffic for more than a week. Public Safety Minister Marco Mendicino said on Tuesday he had approved a request from Alberta for additional police.
The intermittent closures have bogged down the flow of U.S. corn to Alberta, Canada's biggest cattle-producing province, as well as trade in cattle and meat, the Canadian Cattlemen's Association said in a statement.
Canada trucks cattle for slaughter south, through Montana, but those shipments are being halted, said Jay Bodner, executive vice president of the Montana Stockgrowers Association. Canadian cattle shippers want to avoid having trucks of live cattle delayed at the border because of concerns about animal welfare, he said.
The Coutts crossing sees $44 million per day in two-way trade, said David MacLean, vice-president of the Canadian Manufacturers & Exporters.
Much of Alberta's manufacturing sector relies on U.S. steel imports to make parts for the oil and gas industry, such as pumps and valves.
"We have uncounted examples of Alberta manufacturers who have equipment sitting on the other side of the border, diverting through North Dakota and Saskatchewan," MacLean said, adding that the U.S. is also Alberta's most important export market.
"We can't sell products sitting on the highway."

Page 5. --- From altar to penitentiary within three weeks is to be the unpleasant experience of William Rose, of no fixed address, who pleaded guilty before Magistrate Woodrow today to theft of a car and two charges of theft. He was given three years on each charge, sentences to run concurrently
Arrested Near Chatham Rose, arrested a week ago near Chatham, is a recidivist with a long record of convictions for the same type of offence. His career of crime began fifteen years ago, when he was only seventeen. He was released from Kingston penitentiary less than a year ago after serving five years.
His marriage was mentioned in court as a new factor which might conceivably be of some service in influencing Rose's mind towards better conduct - but his resumption of domestic life will have to be postponed. The marriage to a girl said to me from south of Sarnia took place about Christmas time. Refused to Plead A curious incident occurred after Rose had been sentenced. He had made a confession to Provincial Police of three offences, and for these he will go to prison. But to five other charges - none any more serious than those to which he pleaded guilty - he refused in advance to plead guilty and they were not read to him. The Crown then moved to have them withdrawn when counsel suggested that as it was evident there would be no augmentation of the three-year sentence by adding other concurrent sentences for similar offences. Rose might be invited to might plead guilty to other charges and clear up his record with the police. This, however, Rose declined to do, maintaining his innocence of them. The charges were then withdrawn.
[AL: Rose was 32, worked as a farm labourer, from Hull, Ontario (different than the Quebec town) and according to his file he wasn't married after all. His father, living in Wallaceburg, now part of Windsor, was listed as his only family contact. He had indeed served three previous terms at the penitentiary. This time around he was convict #7168. He quickly was transferred to the farm. He escaped from there September 14, 1943, and was not recaptured until January 1944. Later that year he was given additional sentences bringing his total term to 12 years behind bars. Kept in segregation for some time, he was eventually, shockingly, returned to the penitentiary farm. LONDON, ONT. — The family of a woman killed in Sarnia, Ont. is remembering her and trying to set up a future for her daughters.
Sarnia Police, EMS and Fire were called to Lee Court Thursday, Jan. 14 for a reports of a woman with serious injuries.
Natalie Bartlett, 39, was taken to hospital where she was pronounced dead.
Her partner has been charged with first-degree murder.
“Devastated is the first word that comes to mind,” says Susan Truppe, the former London-North-Centre MP who was Bartlett’s aunt.
“It was shocking when Natalie’s mom Ann got the call. She my husband’s sister.
You never should have to bury your child, let alone bury your child let alone bury your child for a senseless tragic death like this. It’s horrific and they aren’t doing well.”
Bartlett was a stay-at-home mother of two little girls.
“Isabelle, (8), and Laila, (11) were happy little girls that liked to play,” says Truppe.
“Now there are two little girls trying to make sense of why their mother is not there. It’s so very sad.”

A pair of GoFundMe pages have been set up for the girls future.
Natalie’s brother Thomas Bartlett started one.
“Life going forward will be very difficult for them emotionally and financially,” Thomas wrote.
“If you can afford to help ease one of those burdens please donate to support Laila and Isabelle.”
The family of the girls’ father also created a fundraiser. 
“Tyler has now been tasked to act as mom and dad for the two girls,” wrote Chelsie Abraham, the girls aunt.
“Our hope is to raise $75,000 for Tyler and the children to help with child care expenses and startup education fund for the two girls.”
Along with the fundraising campaigns, the obituary reads in lieu of flowers donations can be made to London Abused Women’s Centre (LAWC).
“They’ve chosen LAWC is because Susan Truppe is the aunt of Natalie Rose Bartlett and we hope that people will remember her name,” says Megan Walker, executive director of LAWC.
“When Susan was in government was the strongest and fiercest advocate of funding services for women. She was Parliamentary Secretary to the Status of Women. We worked closely with Susan and she worked very closely with many of the women who came into our office. “
Truppe now works for Ontario Minister of Heritage, Sport, Tourism and Culture Industries Lisa McLeod.
“You never think it happens this close to home,” says Truppe.
“Minister McLeod and I were talking yesterday and she said the same thing. How ironic we’ve been fighting for women and girls for years both federally and provincially and it ends up I know someone who is so close to us that was tragically murdered.”
Both Walker and Truppe say they need to keep Natalie’s memory alive. They plan to designate funds given to LAWC in her name.
“We always are fighting as women’s organizations and risking so much to change the lives of women in our community,” says Walker.
“What we need is more men to come forward and fight with us, because they are ultimately the ones who will change this course of events for women.”
Truppe says Natalie grew up in Wheatley, Ont., before moving to London, then Sarnia. In her younger days she loved music, concerts, and travelling across the country.
However when she had children they became her main focus and priority.
“What I loved about Natalie is that she believed strongly in empowering women and girls. She instilled that in her two girls even though they were young. That’s very ironic that this would happen. The focus now is looking after the girls.”
The Sarnia Police Service Criminal Investigations Branch has charged her partner Joseph Dominic Dicarlo (45), of Sarnia with first degree murder. He is scheduled to appear in court Jan. 19. by video.

Police say the organization rotated victims around apartments in Ottawa, Kingston, Belleville, Kitchener, London, Oshawa, Peterborough, Sarnia and Sudbury, providing sexual services to clients responding to online advertisements. During the search warrants, police restrained four properties and four vehicles. The organization was dismantled on Tuesday, following an investigation that involved the OPP Anti-Human Trafficking Investigation Coordination Team, the Canadian Border Services Agency, Financial Transactions and Reports Analysis Centre of Canada and 12 Ontario police services, including the Ottawa Police. The victims were all provided support through victim services agencies, say police. The seven people charged are all from south-central Ontario. They face a total of 32 charges including recruiting, holding, concealing or harbouring persons providing sexual services; commission of an offence for a criminal organization and laundering the proceeds of crime. Types of Sliding Door Locks That Can be Used to Increase Security
Many homes in Australia have sliding doors which allow access onto a patio or garden area. These sliding doors make it easy to step out of the house, and also to allow plenty of air into the property during the summer, but they are one of the weakest, security-wise, of all the different types of doors that are available for the modern home. Sliding doors have been the point of access for most thieves, because they present little resistance, and are usually not provided with additional locks to make the task more difficult.
Why are sliding doors weak?
The main problem with the sliding door is that their very design makes them easy to open, and they allow quiet access into a property where people are most likely to be sleeping. Police checks in one residential area after a spate of burglaries revealed that some sliding doors have been in the house since the 70s and 80s, and they have two main weaknesses. The first is that the 'lock' is simply a lever catch that is often made of plastic, and that by simply wiggling the door up and down, the catch can be made to fall, allowing entry into the property. The second is that the doors themselves are weak, and there have been cases of thieves simply lifting the sliding door off of the track using a crowbar or spade, and simply placing it to one side. Most people do not add extra Sliding Door Locks to prevent this from happening.
What can I do to secure a sliding door?
If you wish to increase security to your sliding doors, then you need to purchase additional locks and fittings which are designed to prevent the door from being opened. One of the most common is a 'broom handle' style lock, which fits between the wall, and the back frame of the sliding door. This prevents the door from being pushed back, keeping it securely in place. The second alternative is to buy a pair of Sliding Door Locks. These are fitted to the frame next to the static door, and into the handle of the moving door. The locks then secure the patio door at the base, preventing it from being lifted up, and also prevent the 'wiggle' trick from opening the door by securing the handle to the frame.

“Stole Car At Funeral,” Toronto Star. July 24, 1942. Page 30. ---- Prisoner Fails In Attempt to Break Jail --- Kitchener, July 24. - Edward Peter Swanson, Sarnia, pleaded guilty to charges of car theft, and attempted jail break today.
Police said Swanson stole a car from in front of a funeral home during a service. Chief Constable John Hicks discovered next morning the accused had attempted to dig a hole in the wall below a heavily barred window in his cell.
John Krayna, Vita, Man., pleaded not guilty to a charge of attempted jail break. He was in the same cell block as Swanson. Both were remanded until August 4.
