SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom signed three bills Tuesday to crack down on the use of artificial intelligence to create false images or videos in political ads ahead of the 2024 election.
A new law, set to take effect immediately, makes it illegal to create and publish deepfakes related to elections 120 days before Election Day and 60 days thereafter. It also allows courts to stop distribution of the materials and impose civil penalties.
“Safeguarding the integrity of elections is essential to democracy, and it’s critical that we ensure AI is not deployed to undermine the public’s trust through disinformation -– especially in today’s fraught political climate,” Newsom said in a statement. “These measures will help to combat the harmful use of deepfakes in political ads and other content, one of several areas in which the state is being proactive to foster transparent and trustworthy AI.”
Large social media platforms are also required to remove the deceptive material under a first-in-the-nation law set to be enacted next year. Newsom also signed a bill requiring political campaigns to publicly disclose if they are running ads with materials altered by AI.
The governor signed the bills to loud applause during a conversation with Salesforce CEO Marc Benioff at an event hosted the major software company during its annual conference in San Francisco.
The new laws reaffirm California’s position as a leader in regulating AI in the U.S., especially in combating election deepfakes. The state was the first in the U.S. to ban manipulated videos and pictures related to elections in 2019. Measures in technology and AI proposed by California lawmakers have been used as blueprints for legislators across the country, industry experts said.
With AI supercharging the threat of election disinformation worldwide, lawmakers across the country have raced to address the issue over concerns the manipulated materials could erode the public’s trust in what they see and hear.
“With fewer than 50 days until the general election, there is an urgent need to protect against misleading, digitally-altered content that can interfere with the election,” Assemblymember Gail Pellerin, author of the law banning election deepfakes, said in a statement. “California is taking a stand against the manipulative use of deepfake technology to deceive voters.”
Newsom’s decision followed his vow in July to crack down on election deepfakes in response to a video posted by X-owner Elon Musk featuring altered images of Vice President and Democratic presidential nominee Kamala Harris.
The new California laws come the same day as members of Congress unveiled federal legislation aiming to stop election deepfakes. The bill would give the Federal Election Commission the power to regulate the use of AI in elections in the same way it has regulated other political misrepresentation for decades. The FEC has started to consider such regulations after outlawing AI-generated robocalls aimed to discourage voters in February.
Newsom has touted California as an early adopter as well as regulator of AI, saying the state could soon deploy generative AI tools to address highway congestion and provide tax guidance, even as his administration considers new rules against AI discrimination in hiring practices.
He also signed two other bills Tuesday to protect Hollywood performers from unauthorized AI use without their consent.

The next big climate target: Ending carbon offset scams. (Washington Post Op-Ed)

Most major airlines now offer customers an add-on to their ticket purchase: the chance to offset the carbon emissions generated by their flight. Guilt-free travel for a few extra bucks: It almost sounds too good to be true. Unfortunately, as new reporting shows, sometimes it is.
Carbon offsets or credits are investments in sustainability projects around the globe that, in theory, conserve enough emissions to counteract those produced by carbon-intensive activities such as manufacturing or jet travel. The projects represent a variety of efforts, including renewable energy development and reforestation schemes. Another popular offset class is forest conservation, touted as protecting trees that absorb carbon dioxide from the atmosphere. And it’s not just travelers who can purchase a stake in such projects; corporations and governments have made carbon offsets a multibillion-dollar market by purchasing enough credits to earn their “carbon-neutral” labels.
The catch is that corporate climate pledges hinge on the validity of the offsets they purchase — and many are bogus. A recent investigation by The Post put the spotlight on the Brazilian Amazon, a key locus of forest conservation offset projects. For a carbon credit to be valid, the project needs to have “additionality” — meaning it must save carbon emissions that would not otherwise be reduced. According to The Post’s reporting, however, many projects illegally lay claim to public lands, which are already protected by national governments. So, the companies purchasing these credits — ranging from Netflix to Salesforce to Boeing — aren’t getting what they pay for. The Post’s analysis found no evidence that these corporations knowingly acted improperly, but the programs they bought into nevertheless don’t do much to offset carbon emissions.
The voluntary carbon market — where credits are purchased — appears to be rife with such problems. A lack of additionality is just one way in which they fail to deliver on their promises. To soak up as much carbon as they claim to, offset projects also need to remain in place for the long term and shouldn’t have harmful spillover effects. But, in some cases, a project can sell credits that commit to permanently storing carbon in a newly planted forest — only for that carbon to be released back into the atmosphere when the seller fails to protect the trees from being cut down. Many credits are also inherently difficult to validate: In the Brazilian Amazon, a popular format is the “avoided deforestation” venture. Instead of promising to plant new trees, these projects sell credits simply by committing to protect existing forests. Because there is no way to prove that an area would otherwise have faced unavoidable deforestation, it’s nearly impossible to quantify real carbon savings from such projects.

one of the horrible things about the "modern web" is that page titles are untrustworthy. for me this is most noticeable in Salesforce and Azure DevOps. i start typing the title of a page I've previously been to, the suggestion shows links from my history, i click the one with the title i want, and i'm taken to a completely different page.
why? how? i have no idea. part of it is a side effect of how convoluted auth is, the end result being the browser & session completely forgetting about what page you wanted to go to in the first place.

When people talk about jobs being "lost to AI" it's usually in the context of either work that can be replicated by AI, such as art, voices, and simple programming tasks, or it's taking place in some hypothetical future where AI is more capable than it is today. But these aren't the only types of jobs that are being lost due to corporate interest in AI. Even ones that you would think are "safe" are often on the chopping block to make room for it.
Imagine this: you're, idk, a marketing director at a big tech company. Your job is managing humans; it's not something an AI could do if it wanted to. But the company you work for is excited about the future of AI, and wants to start developing AI Software. To do this, they're going to need to hire 1000 new AI researchers. Where do they get the money for those new hires? Simple; they lay off 1000 people working on low-priority projects, or teams that can afford to downsize. Oops, that means your job is gone.
This has already happened in a lot of companies; Salesforce, Oracle, Google--Look up any company that's shifted majorly into AI and you'll find massive layoffs in other departments in the past few years. I'm pretty confident this is the story for most of the tech companies that have had massive layoffs in the last year. These companies aren't downsizing, in fact most of them will end up bigger by the end of the year than they were before the layoffs. It's not about saving money in the short term; they're trying to fundamentally pivot in another direction.
I know I'm being a bit disingenuous when I say "AI killed these jobs," because you could replace "AI" with any emerging trend in any industry, and you'll see the same story of massive layoffs to make room for the company to chase that trend. It's just how businesses work. The difference is that this one seems like it might be here to stay, and the effects are being felt majorly throughout the tech industry moreso than any of the other big tech trends in recent years.
