It just now occurred to me that Turbo had to have learned the Konami code before the Roadblasters incident.
Remember there's a 10-year gap where he was in hiding, (sugar rush was plugged in the year 1997) so how could he get the code and the napkin while being in hiding?
The point I'm getting at is, why would he write it down? His game was still popular.
In the flashback, Felix said, "Back when the arcade first opened, Turbotime, was by far the most popular game."
So what motivation could he possibly have to write it down prior to the Roadblasters incident?
Edit: now that I think about it, he could've got the napkin as litter when he was in hiding and wrote it down when learning. (But I like my conspiracy I mean speculation better)
Another question is how did he get it? Did someone willingly tell him? Or did he just happen to overhear it and just grabbed the nearest napkin to write it down on?
Hypothetically, if he got it from someone else, who was it?
No video game character in their RIGHT MIND would give out that kind of information! They're too scared to go against the program/change code which will cause a game to get unplugged.
Am I just slow to realize this? (Ok maybe) Or am I onto something here?! (Probably)

Due to the fact that my goretober won't be finished until November, I've decided to take a little break and do something different.
Today I want to talk about RoadBlasters. 
Roadblast̶ers was a single-player combat̶ and racing arcade ga̶me designed and programmed by Robert̶ Weatherby and released in America in 1987 by At̶ari games. In it̶ t̶here are 50 different̴ levels that you have to get̶ t̶hrough wit̶hout̶ running out̶ of fuel. Your car has a cannon t̶hat̶ you can shoot̶ ot̶her cars wit̶h and t̶here are also pow̷er-ups you can pick up. Every successful shot̶ mult̶iplies your score by up t̶o 10, but̶ if you miss you lo̶se one of t̸͇͝hose score mult̶ipliers and if you c̴r̸a̵s̵h̴ you lose all of t̸͇͝hem and your power-ups. Ť̴̰here are a number of indest̶̤̊ructible obst̸͇͝acles you have t̸͇͝o avoid, including boulders, mines, spikey-balls and oil spills, which will cause you t̶o swerve for a few seconds. You can refuel wit̸͇͝h green orbs picked up at t̶̤̊he halfway point̶̤ of a level, and wit̶h r̴e̴d̷ orbs dropped by cars when you shoot̸͇ them. Your main t̶ank get̶̤̊s a refill at̸͇͝ the end of the level and you get̶ ext̶ra based on your score. You will get̶ a new car no mat̶̤̊t̸͇͝er how many t̸͇͝imes you c̸̹̈́ṙ̷͚â̶̝s̴͓̾h̷͎̀ but̶ you lose a bit̸͇͝ of fuel every t̶ime your car is r̴͈̈́e̶͕̓p̷̹̅l̴̜̾ȃ̸̘ć̷͍e̵̢͋d̶̤́. Following it̶s release Roadblasters received a lot̶̤̊ of p̷̦̾r̵̠͐à̷̤ȉ̶̧s̴̙̑è̸ͅ from reviewers, both for the original game and another edition for the At̶ari Lynx. Julian Rignall of CVG magazine said t̶hat̶̤ ț̴he Lynx version was "a challenging game with ț̴echnically superb graphics and gr̴͉̞̋eȧ̶͍̮t speech." Robert A. Shopkeep Pt. 1
The Shopkeep, also known as Dealer, Broker and Items guy (by players), is from an apocalypse shooter game called Crash Clear-up that was produced in the mid to late 80’s before production stopped. Crash Clear-up had an upgrade/power up mechanic where the player can buy items of interest (enhanced bullets, larger ammo capacity, health, temporary speed boosters, etc) sold by Shopkeep at different increments/levels of the game that could be passed if the player didn't want anything. The player would be able to buy these items off of Shopkeep through points/currency automatically picked up from enemies based on how well you shot/did. The worse you did the less points you would get meaning the less you could buy, if you did extra bad and still got to Shopkeep you wouldn't be able to buy anything.
Crash Clear-up was plugged in at Litwak’s a couple of years after Turbotime was. Shopkeep would quickly start to sell wares and trade with the rest of the arcade and collect favors from those who had nothing to pay/trade with. He would meet Turbo this way by (turbo’s account) hassling him into buying something in which he found out that Shopkeep sells cigarettes which no one else did.
They would grow closer as turbo would buy cigarettes/cigars from shopkeep and tell (brag) him about Turbotime and all of his wins. Shopkeep would also grow close to the twins from their repeat returns to get different items off of him. It got to a point that during after hours shopkeep would reserve a time to go to Turbotime specifically. Other citizens of the arcade would search for Shopkeep to retrieve Turbo from tappers if he was getting too rowdy or drunk. There were very few in the arcade that Shopkeep would call a friend and the racers of Turbotime were some of the privileged few that got that title, with Turbo being at the top of that list.
Times that neither Turbo or Shopkeep would talk about were when Turbo went to Shopkeep's home or vice versa. Times that the other would spend the night and relax behind the closed doors or fall asleep next to the other and leave before the arcade opened. Those closer to the two could see the bond between them that would tiptoe the line of romantic that neither would actually jump while still being their own form of intimate.
When RoadBlasters was plugged in and the attention moved from Turbotime, Shopkeep would spend more time with the trio of racers. He would attempt to comfort Turbo and calm down the racer, even to go as far as to deny services to RoadBlasters. Even as Turbo was reaching a peak, Shopkeep still tried to stay around Turbo or the twins regardless of changes in behavior. One day before opening hours he would promise Turbo and the twins a pack of fresh cigars and a pick from his whole catalog free of charge with the intent to spend the whole of after hours at Turbotime. It was during open hours that from across both Turbotime and RoadBlasters he saw the players react and hear Turbo from the wrong game. He watched the two games get unplugged so quickly, he worriedthe entire time until closing hoping that they got out. The moment that closing was announced Shopkeep was out of his game and searching all of Game Central Station. He would search for a week straight before slowing down and coming to the heartbreaking conclusion that none of the Turbotime racers were able to escape in time.
Made worse by the demonization of Turbo's name and everyone forgetting the twins, Shopkeep became more reserved. Still going around and selling with much more reluctance or raising the prices straight or denying service to those that spoke too much of “going Turbo”. Shopkeep wouldn't form any more close relationships beyond that of a professional buyer and seller. During the early years of the fatefully unplugging he was held in suspicion for how close he was with Turbo. The suspicion would slowly fade but never quite disappear. Shopkeep would always carry around a pack of cigars that he'd never sell to anyone and a pack of cigarettes were always in his pocket though no one ever saw him actually smoke them. He would start to wear two blue ribbons around his wrist like a bracelet under his sleeve after people started to stare. Anything that Turbo and the twins had given him that wasn't on Shopkeep was saved and locked into a chest.

I'd say 4 at most. Not to justify and play advocate for Turbo but I highly doubt he's a mass murderer. The gameplay of Roadblasters has potentially 2 Npcs (the two announcer voices) which could be pre-recorded messages like the announcer in Sugar Rush. It's difficult for me to see a reason the programmers would make sprites for drivers that are never seen so I'm inclined to assume its automated or the player car works like the FPS robot.
For Turbotime it's even less likely for any crowds. I love the idea of the crowd just being lights since older games usually dont have actual character sprites or animations for the background. It's just a sad and deserted track and a garage. Maybe there are other racers like a yellow one from the desktop port but it's not shown in the film.
Justice for Turbo he killed maybe 5 people he just got a little silly /j
Edit:: i forgot about the motorcycles and turret NPCs in RoadBlasters. So depending on how many of those exist it could be more like 20-50. I doubt its as high as 100.
