Wellll, by the logic of the movies, yes and no. Since some other toys that aren't meant to be "characters" aren't sentient (i.e., bouncy balls, building blocks), and I'm pretty sure we see a few jigsaw puzzles that are definitely not sentient, we CAN assume that most puzzles aren't sentient. BUT WAIT! Before you walk away all disappointed, toys that have faces and/or are meant to depict a "character" are sentient. So, we can assume that most jigsaw puzzles AREN'T sentient (i.e., ones depicting stuff like landscapes) BUT, the ones that toddlers play with that are weirdly shaped and create the form of an animal/an animal itself, you know the ones, potentially CAN be. Therefore, Pixar, do I have a character pitch for you...

One of those blocky jigsaw puzzle toys that form a dinosaur or something desperately trying to stay in shape. He can't walk very well. He's trying his best. He can see but he really doesn't know how to move. Poor thing. He tries to waddle around precariously, only staying upright thanks to his increased depth for easier handling with little hands, but alas, he will inevitably fall apart. He crumbles. Look at him. He's in shambles. His greatest fear is losing a piece of himself </3 All the pieces are part of a greater whole, and he feels very incomplete without all of them together. He's quite a wobbly, anxious fellow!

What he means: in Toy Story 2 Woody is treated as the rarest of the toys from Woody’s Roundup when he’s the main character of the show. That would mean he would have had a higher production number than any of his costars, and in fact probably would have been made for the longest and earliest of the toy line. Stinky Pete, by being the fan unfavorite, must have had a smaller run, and less of his toys would have survived in the 50s as kids would have needlessly damaged or destroyed him making him the rarest of the group and Woody the most common. If anything, the plot of Toy Story 2 should have revolved around Al stealing Woody’s hat as it would have been the item most sought after by collectors as it’s easily lost and not attached to an otherwise common doll. Fundamentally, Al’s apartment should have been littered with Woody dolls in various states of damage, all missing hats and maybe a handful of decent condition Woody dolls needing a hat while Stinky Pete is the rarest and most expensive as a collectors item.

October 18: So, Toy Story 5 has been announced… draw the next toy that’s gonna be introduced as a character in it.

So what was popular during the 2007's area (approximation of the year) a Little show called Phineas and Ferb. And I remember they made a toy of their pet platypus that didn't do anything. So like the character counterpart when something dangerous needs to be done and no one watches it, It can do the actions necessary. except for 1 fight scene where people are just clumsy and unlucky enough to knock themselves out with a toy.
