Central Europe
The downturn in central European manufacturing eased markedly in June as economies reopened after the coronavirus lockdown, surveys showed on Wednesday, but the sector was still some way from returning to growth. Manufacturing output plunged as the pandemic brought many plants to a standstill in March and April. Restrictions started to be eased in May. While economists say the worst has passed, central banks and governments in Poland, Hungary and Czechia forecast gross domestic product will shrink by three to eight per cent in 2020.
Croatia is holding a parliamentary election this weekend amid a coronavirus outbreak and with no clear winner in sight. The ballot on July 5 will take place as Croatia, like other parts of Europe, contends with a renewed spike in reported virus cases that followed the reopening of borders and easing of lockdown rules. The country’s current conservative government, which initially handled the public health crisis relatively successfully, is seeking continued support from voters. But polls have suggested a liberal coalition has a slight lead over the ruling Croatian Democratic Union.
Romania’s government on Wednesday laid out its post-Covid recovery plan, promising 100 billion euros of investment to reboot the economy. The plan includes investment in infrastructure, as well as grants and state aid schemes for a variety of companies and industries. The government said its goal was to increase Romania’s GDP members to 87 per cent of the European Union average by 2025. Romania will receive 33 billion euros from the EU’s 750 billion-euro Covid-19 recovery fund.
French hospitality group Accor said on Thursday it aims to open up to 50 hotels under several brands in the coming years in Romania. The company is actively looking for opportunities in the market and plans to open seven new hotels this year in Romania, it said in a press release announcing a partnership for a new ibis hotel near Bucharest’s main airport Henri Coanda. “Accor aims to consolidate a network of 45-50 hotels in Romania under different brands in the coming years. We are actively looking for opportunities in the market, so that we can offer owners and potential investors our full support, the tools that we have at our disposal, as well as our distribution network and expertise,” said Accor Eastern Europe head of development Frank Reul.
Austrian high-tech firm S&T said this week that it had agreed a deal to acquire Slovenian information and communications technology provider Iskratel Group for 37.5 million euros. Kranj-based Iskratel provides ICT to operators of telecommunications, railway and energy networks, as well as to the industrial automation sector.
Czech state-owned hard coal mining group OKD has shut all of its mining operations for six weeks as it battles an outbreak of coronavirus infections. The mines, in the country’s east near the Polish border, have been the Czechia’s main hot spot of new cases in the past few weeks. OKD supplies the northeastern Czech industrial region, near the borders with Poland and Slovakia, with 4 million tonnes of coking and thermal coal per year.
Mate Rimac, the Croatian founder of high-performance electric car maker Rimac Automobili has criticised Croatia’s “obsession” with EU funds. “We’re all looking at this European bag of money and trying to grab a bit of it, and that’s a problem. I think we expect too much from EU funds and that we invest too much time and effort in withdrawing that money, instead of turning to building our own businesses and seeking private investment,” said Rimac.
Bulgaria’s professional football league was fined just 3,000 levs (1,534 euros) following numerous social distancing rules violations during the country’s domestic cup final on Wednesday. Thousands of CSKA Sofia and Lokomotiv Plovdiv fans broke rules for occupying every second row and every second seat in the stands, and refused to wear protective face masks at the Vasil Levski national stadium in Sofia.
Eastern Europe
The International Monetary Fund urged Ukraine on Thursday to maintain the independence of the central bank after Governor Yakiv Smoliy unexpectedly resigned, citing “systematic political pressure”. The negative fallout from Smoliy’s resignation prompted the finance ministry to say it was not going ahead with a planned offering of dollar-denominated Eurobonds. Smoliy’s resignation from the National Bank of Ukraine risks derailing a five billion US dollar deal agreed with the IMF last month to fight an economic slump exacerbated by the Covid-19 pandemic.
Armenia’s economy will contract by four per cent in 2020 due to the negative impact of the coronavirus pandemic, but is expected to recover and grow 5.5 per cent next year, Martin Galstyan, the country’s central bank head, said on Tuesday. The central bank had previously forecast a contraction of 0.7 per cent this year after growth of 7.6 per cent in 2019. The worst-affected sectors of the economy are services and construction as well as international tourism, Galstyan said while presenting the bank’s quarterly inflation report.
The World Bank Group has approved a 45 million euros loan for Georgia to help the country mitigate the economic impact of the Covid-19 pandemic. The World Bank said that the loan was the second in a series of three lending operations as a part of its broader support for Georgia. The first was a financial support package worth 80 million US dollars provided to address the health and social impact of the pandemic, while the third tranche will focus on small and medium enterprises and jobs affected by Covid-19.
Workers on Azerbaijan’s Bahar and Gum-Deniz oil and gas fields have reportedly been threatened with dismissal if they do not sign contracts reducing their salaries by 20 per cent. Employees also claimed not to have been paid for the last two months. Mirvari Gahramanli, the head of the Committee for the Protection of Oilmen’s Rights, a Baku-based NGO, said that oil firm Bahar Energy – which owns the rights to 80 per cent of the Bahar and Gum-Deniz fields – was violating Azerbaijani labour legislation.
North East Europe
Latvia says it has banned the state-controlled Russian television channel RT for as long as network head Dmitry Kiselyov remains on the European Union’s sanctioned persons list for his alleged role in promoting propaganda in support of Russia’s 2014 annexation of Crimea from Ukraine.  Along with being a news executive, Mr Kiselyov is a widely-known journalist and a TV presenter in Russia. He is subject to sanctions in all EU territory. Latvia said it would inform media regulators in other EU member nations of its decision and is urging them to also ban RT.
Russia has told the UN atomic watchdog there have been no nuclear incidents on its territory that could explain elevated but still harmless levels of radioactive particles detected on the Baltic Sea last week, the UN agency said on Tuesday. A separate body, the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), which watches for nuclear weapon tests, last week said that a monitoring station in Sweden had found higher-than-usual levels of caesium-134, caesium-137 and ruthenium-103. The CTBTO said they were produced by nuclear fission.
NATO has put a defence plan for the Baltic states and Poland into action after Turkey dropped its objections, officials from Lithuania, Poland and France have said. The plan for Poland, Lithuania, Latvia and Estonia, details of which are classified, was drawn up at their request after Russia annexed Crimea from Ukraine in 2014. It was approved at a NATO summit in London in December. But Turkey did not initially allow NATO chiefs to put the plan into action unless they recognised the Kurdish YPG militia in northern Syria as a terrorists.
Even though Lithuania’s economy stood up to the initial shock of the coronavirus pandemic relatively well, the real fallout from Covid-19 will be felt in the autumn, a presidential advisor said on Thursday. “The economic fallout of the pandemic is likely to manifest itself the most in fall through a higher level of unemployment and stalling export markets,” Simonas Krėpšta told the LRT Radio. The country’s unemployment rate has already started to climb, he added. “The processes in the economy are rather inert. We see what is going on in our export markets, in the European Union, which is expected to suffer one of the biggest economic downturns since World War 2,” Krėpšta said.
South East Europe
The near-term outlook for the Albanian economy remains challenging, reflecting the significant impacts from the November 2019 earthquake and the Covid-19 pandemic, said the International Monetary Fund this week following a staff visit to the country. As in other parts of the world and reflecting Albania’s dependence on tourism and remittances, the economy is expected to contract sharply in 2020 and see a rebound in 2021. The IMF also expressed concern over plans to exempt all small businesses from profit tax and VAT.
Serbia has tightened Covid-19 restrictions again after recording its highest spike in coronavirus cases since April. Three hospitals in Belgrade, after a break of just a month, have been transformed back into coronavirus-only facilities. “The beds fill up at an express speed as soon as they are made available to patients with Covid-19,” a doctor from one of the hospitals told news agency AFP. After coming through the first wave of the epidemic in early May, Serbia has seen a resurgence in the number of cases, officially rising from around 50 daily infections a month ago to more than 350 on July 2.
Zijin Bor Copper, the Serbian unit of China’s Zijin Mining Group, plans to invest 1.12 billion euros in capacity and equipment overhaul, as well as environmental and safety improvements at the Bor mining complex, deputy managing director Simon Ling said this week. “In a year and a half since we took over RTB Bor, we have invested about 600 million euros. We believe in the future of the company in Serbia and we do not intend to reduce the investment,” added Mr Ling.
Bosnia and Herzegovina’s autonomous Bosniak-Croat Federation on Tuesday raised 50 million Bosnian marka (25.5 million euros) through an auction of 12-month treasury bills, aimed at helping it plug budget gap and finance maturing debt, the Federation’s finance ministry said.
The European Commission said it has presented to the European Union member states the draft negotiating frameworks for North Macedonia and Albania, thus paving the way to the formal opening of the accession negotiations with each country. The proposals – which establish the guidelines and principles for the accession negotiations with the candidate countries – were built on a revised enlargement methodology aimed to make the accession process more credible, with a stronger political steer, more dynamic and predictable, the Commission said in a statement on Wednesday.

In the 1st installment of the announcement, the focus was on the relief to the MSME, NBFC and discom sector. Whereas, the 2nd installment was dedicated to the migrant workers, small farmers, street vendors and affordable housing. The Prime Minister had announced the ‘Atma Nirbhar Bharat’ package that will focus on making India self-reliant during his national address. The finance minister said that the Atma Nirbhar Bharat rests on five pillars: Economy, Infrastructure, Technology-driven systems, Demography, and Demand. The focus will be on factors of production: Land, Labour, liquidity and Laws. The intention is to make local brands global. Key Takeaways of the 1st Installment of Economic Package: Dedicated to MSME, NBFC Sectors, Power Discoms and Others  Collateral free loan of Rs 3 lakh crores for MSMEs. This will benefit 45 lakh units so that they can resume work and save jobs. For stressed MSMEs, Subordinate debt provision of Rs 20,000 cr has been announced for 2 lakh MSMEs. It will benefit those which are NPAs or stressed MSMEs. Rs 50,000 crore equity infusion through Mother fund-Daughter fund for MSMEs that are viable but need hand-holding. A fund of funds with a corpus of Rs 10,000 crore will be set up to help these units expand capacity and help them list on Markets if they choose. Definition of MSMEs has been revised to allow MSMEs to aim for expansion and not lose benefits. Also, there'll be no distinction between manufacturing & services sector MSMEs. New definition: Micro units with investment till Rs 1 cr, turnover up to Rs 5 crore. Small units with investment till Rs 10 cr, turnover up to Rs 50 cr. Medium units with investment till Rs 20 cr, turnover up to Rs 100 crore. Global tenders will be disallowed up to Rs 200 crore for government contracts. Will ensure e-market linkages are provided across the board in the absence of non-participation in trade fairs due to COVID. Govt of India and PSUs will clear all the receivables in the next 45 days. For Employees A liquidity relief of Rs.2,500 crore EPF support is being given to all EPF establishments, EPF contribution will be paid by Govt. of India for another 3 months till August and will benefit more than 72 lakh employees. Statutory EPF contribution for all organisations and their employees covered by EPFO has been reduced to 10% from 12% earlier. This doesn't apply to govt organisations. This will infuse Rs 6,750 cr liquidity into these organisations. For NBFCs/HFCs/MFIs Rs 30,000 crore special liquidity scheme for investing in investment-grade debt papers of NBFCs, HFCs and MFIs. These NBFCs are those that are also funding MSMEs. These will be fully guaranteed by the government of India. Rs 45,000 crore partial credit guarantee scheme 2.0 for NBFCs. The first 20% loss will be borne by the guarantor that is the government of India. For Discom:  A one-time emergency liquidity injection of Rs 90,000 crore against all their receivables. The states will guarantee it. Other Details An extension of up to 6 months (without costs to contractor) to be provided by all Central Government Agencies like Railways, Ministry of Road Transport & Highways, Central Public Works Dept. One Nation, One Ration Card National Portability Ration Cards can be used in any ration shops that will be applicable across the country. By August 2020, 67 cr beneficiaries in 23 states or 83% of all PDS beneficiaries will get covered. By March 2021, 100% will be covered. Rental Accommodation Under PM Awas Yojana, a scheme for rental housing for migrant workers. Under the scheme incentives will be offered to private manufacturing units and industrial units to develop affordable housing, converting govt-funded houses into affordable renting accommodations for migrant workers. Shall be done on PPP on concessionaire basis. State government agencies will also be incentivised to develop affordable housing. MUDRA Shishu Loan Those who have availed loans up to Rs 50,000, an interest subvention of 2% for the next 12 months after the moratorium period extended by RBI ends. Three crore people will get the benefit of Rs 1500 crore. Street Vendor Special scheme for street vendors to avail Rs 5,000 crore loan facility. Will be given Rs 10,000 of working capital. Affordable Housing Credit-linked subsidy scheme for middle-income households in the income group Rs 6-18 Lakh extended to March 2021. The CLSS scheme was operationalised from May 2017 and extended up to March 2020. Now, it has been extended till March 2021. This will lead to investments of Rs 70,000 crore in housing and kickstart sectors like steel, cement and create jobs. For Tribals Rs 6,000 cr worth of proposals have come from states under CAMPA funds. Tribal people will get employment in forest management, wildlife protection/management and other forest related activities. For Small/Marginal Farmers The government is extending Rs 30,000 crore additional capital emergency funds through NABARD for post-harvest Rabi and Kharif related activities for small and marginal farmers. PM Kisan Credit Card Rs 2 lakh crore of concessional credit to boost farming activities and it will benefit 2.5 crore farmers. Those in animal husbandry and fisheries will also be included. The state has allowed the limited lifting of restrictions in non-containment zones between 7-11 am.  A special borrowing scheme has been launched by the Indian Overseas Bank (IOB) for self-help groups (SHGs) to help them to overcome the difficulties posed by COVID-19.  The Kerala Government on April 29, 2020, decided to issue an ordinance allowing it to cut salaries of its employees to mobilize funds for the state to tackle the COVID-19 crisis.  The BRICS nations have agreed to allocate $ 15 billion to the New Development Bank (NDB) so that it could set up a special loan instrument to support the revival of economies and help meet the emergency expenses incurred for responding to the coronavirus pandemic.  Union Minister of Environment, Forest and Climate change Prakash Javadekar attended the 11th session of “Petersberg Climate Dialogue” on behalf of India on April 28, 2020. Liquidity support availed under the SLF-MF would be eligible to be classified as held to maturity (HTM) even in excess of 25 % of total investment permitted to be included in the HTM portfolio. The Republican Party platform lays out an agenda that could sail through Congress.
As many Americans ponder the prospect of Donald Trump being removed from office, they should take a deep breath and look at what a President Mike Pence and Republican Congress are likely to do if the disrupter-in-chief is sent packing.
Vice-President Pence, along with House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell are cut from the same far-right cloth of every other Republican presidential candidate in 2016. Trump stood out because he was less of an establishment political animal, but let's look at what the Republican establishment could actually impose upon America.
It's worth revisiting the Republican Party platform—its wish list—for what this dismal trio would do. The GOP 2016 platform would make Christianity the official American religion, English the official American language, replace sex education with abstinence-only advice for teenagers, privatize almost all areas of federal services, cut taxes and regulations for the rich and titans of industry and impose a belligerent foreign policy and military build-up. Here are 50 excerpts from the 2016 GOP platform. 1. Tax cuts for the rich: "Wherever tax rates penalize thrift or discourage investment, they must be lowered. Wherever current  provisions of the code are disincentives for economic growth, they must be changed… We propose to level the international playing field by lowering the corporate tax rate to be on a par with, or below, the rates of other industrial nations."
2. Deregulate the banks: "The Republican vision for American banking calls for establishing transparent, efficient markets where consumers can obtain loans they need at reasonable rates based on market conditions. Unfortunately, in response to the financial institutions crisis of 2008-2009, the Democratic-controlled Congress enacted the Wall Street Reform and Consumer Protection Act, otherwise known as Dodd-Frank."
3. Stop consumer protection: "The worst of Dodd-Frank is the Consumer Financial Protection Bureau, deliberately designed to be a rogue agency. It answers to neither Congress nor the executive, has its own guaranteed funding outside the appropriations process… If the Bureau is not abolished, it should be subjected to congressional appropriation."
4. Repeal environmental laws: "We call for a comprehensive review of federal regulations, especially those dealing with the environment, that make it harder and more costly for Americans to rent, buy, or sell homes."
5. Shrink unions and union labor: "We renew our call for repeal of the Davis-Bacon law, which limits employment and drives up construction and maintenance costs for the benefit of unions… Although  unionization  has  never been permitted in any government agency concerned with national security, the current Administration has reversed that policy for the Transportation Security Administration. We will correct that mistake… We support the right of states to enact Right-to-Work laws and call for a national law to protect the economic liberty of the modern workforce."
6. Privatize federal railway service: "Amtrak is an extremely expensive railroad for the American taxpayers, who must subsidize every ticket. The federal government should allow private ventures to provide passenger service in the northeast corridor. The same holds  true with regard to high-speed and intercity rail across the country. We reaffirm our intention to end federal support for boondoggles like California’s high-speed train to nowhere."  
7. No change in federal minimum wage: "Minimum wage is an issue that should be handled at the state and local level."
8. Cut government salaries and benefits: "The taxpayers spend an average of $35,000 a year per employee on non-cash benefits, triple the average non-cash compensation of the average worker in the private sector. Federal employees receive extraordinary pension benefits and vacation time wildly out of line with those of the private sector."
9. Appoint anti-choice Supreme Court justices: "Only a Republican president will appoint judges who respect the rule of law  expressed within the Constitution and Declaration of Independence, including the inalienable right to life and the laws of nature and nature’s God, as did the late Justice Antonin Scalia."
10. Appoint anti-LGBT and anti-Obamacare justices: "Only such appointments will enable courts to begin to reverse the long line  of activist decisions — including Roe, Obergefell, and the Obamacare cases—that have usurped Congress’s and states’ lawmaking  authority."
11. Legalize anti-LGBT discrimination: "We endorse the First Amendment Defense Act, Republican legislation in the House and Senate which will bar government discrimination against individuals and businesses for acting on the belief that marriage is the union  of one man and one woman."
12. Make Christianity a national religion: "We support the public display of the Ten Commandments as a reflection of our history and our country’s Judeo-Christian heritage and further affirm the rights of religious students to engage in voluntary prayer at public school events and to have equal access to school facilities."
13. Loosen campaign finance loopholes and dark money: "Freedom of speech includes the right to devote resources to whatever  cause or candidate one supports. We oppose any restrictions or conditions that would discourage citizens from participating in the  public square or limit their ability to promote their ideas, such as requiring private organizations to publicly disclose their donors to the government."
14. Loosen gun controls nationwide: "We support firearm reciprocity legislation to recognize the right of law-abiding  Americans to carry firearms to protect themselves and their families in all 50 states. We support constitutional carry statutes and salute the states  that have passed  them. We oppose ill-conceived laws that would restrict magazine capacity or ban the sale of the most popular  and  common modern rifle."
15. Pass an anti-choice constitutional amendment: "We assert the sanctity of human life and affirm that the unborn child has a fundamental right to life which cannot be infringed. We support a human life amendment to the Constitution and legislation to make  clear that the Fourteenth Amendment’s protections apply to children before birth."
16. End federal funding for Planned Parenthood: "We oppose the use of public funds to perform or promote abortion or to fund organizations, like Planned Parenthood, so long as they provide or refer for elective abortions or sell fetal body parts rather than provide healthcare."
17. Allow states to shut down abortion clinics: "We condemn the Supreme Court’s activist decision in Whole  Woman’s  Health v. Hellerstedt striking down commonsense Texas laws providing for basic health and safety standards in abortion clinics."
18. Oppose stem cell scientific research: "We oppose embryonic stem cell research. We oppose  federal  funding  of  embryonic  stem cell research. We support adult stem cell research and urge the restoration of the national  placental stem cell bank created by President George H.W. Bush but abolished by his Democratic successor, President Bill Clinton. We oppose federal funding for  harvesting embryos and call for a ban on human cloning."
19. Oppose executive branch policy making: "We condemn the current Administration’s unconstitutional expansion into areas  beyond those specifically enumerated, including bullying of state and local governments in matters ranging from voter identification (ID) laws to immigration, from  healthcare programs to land use decisions, and from forced education curricula to school restroom policies."
20. Oppose efforts to end the electoral college: "We oppose the National Popular Vote Interstate Compact  and  any  other  scheme  to abolish or distort the procedures of the Electoral College."
21. Require citizenship documents to register to vote: "We support  legislation to require  proof of citizenship when registering to vote and secure photo ID when voting. We strongly oppose litigation against states exercising their sovereign authority to enact such laws."
22. Ignore undocumented immigrants when drawing congressional districts: "In order to preserve  the principle of one person, one vote, we urge our elected representatives to ensure that citizenship, rather than mere residency, be made the basis for the  apportionment of representatives among the states."
23. No labeling of GMO ingredients in food products: "The  intrusive  and  expensive  federal mandates on food options and menu labeling should be ended as soon as possible by a  Republican Congress. We oppose the mandatory labeling of genetically modified food, which has proven to be safe, healthy, and a literal life-saver for millions in the developing world."
24. Add work requirements to welfare and cut food stamps: "Nearly all the work requirements for able-bodied adults, instituted by our landmark welfare reform of 1996, have been removed. We will restore those provisions and, to correct a mistake made when the Food Stamp program was first created in 1964, separate the administration of SNAP [Supplemental Nutrition Assistance program] from the Department of Agriculture."
25. Open America’s shores to more oil and gas drilling: "We support the opening of public lands and the outer continental shelf to exploration and responsible production, even if these resources will not be immediately developed."
26. Build the Keystone XL Pipeline: "The  Keystone Pipeline  has  become a symbol of everything wrong with the current  Administration’s ideological approach. 27. Expand fracking and burying nuclear waste: "A federal judge has struck  down the BLM’s rule on hydraulic fracturing and we support upholding  this  decision. We respect the states’ proven ability to regulate the use of hydraulic  fracturing,  methane  emissions, and horizontal drilling, and we will end the Administration’s disregard of the Nuclear  Waste  Policy Act  with  respect to the long-term storage of nuclear waste."

37. Build a border wall to keep immigrants out: "Our highest  priority, therefore,  must  be  to  secure  our  borders  and  all  ports  of  entry  and  to  enforce our immigration laws. That  is  why  we  support  building  a  wall  along  our  southern  border  and  protecting  all  ports  of  entry.  The  border  wall  must  cover  the  entirety  of  the  southern  border  and  must  be  sufficient  to  stop  both  vehicular  and  pedestrian  traffic."
38. Require government verification of citizenship of all workers: "Use of  the  E-verify  program — an internet-based system that verifies the employment authorization and  identity  of  employees—must  be  made  mandatory  nationwide. We reaffirm  our  endorsement of the SAVE program —Systematic  Alien Verification for Entitlements—to ensure that public  funds  are  not  given  to  persons  not  legally  present in this country."
39. Penalize cities that give sanctuary to migrants: "Because 'sanctuary cities' violate federal law and endanger their own citizens, they should not be eligible for federal funding. Using state licenses to reward people in the country illegally is an affront to the rule of law and must be halted."

Puerto Rico should be a state but not Washington DC: "We  support  the  right  of  the  United  States  citizens of Puerto Rico to be admitted to the Union as a fully sovereign state… A [D.C.} statehood amendment was soundly rejected by the states when last proposed in 1976 and should not be revived."
41. Support traditional marriage but no other families: "Children raised in  a  two-parent  household  tend to be physically and emotionally healthier, more likely to do well in school, less likely to use drugs and alcohol, engage in  crime  or become  pregnant  outside of marriage. We oppose policies and laws that create a financial incentive for or encourage cohabitation."
42. Privatize government services in the name of fighting poverty: "We call for removal of structural impediments which progressives throw in the path of poor people: Over-regulation  of  start-up  enterprises,  excessive  licensing  requirements,  needless  restrictions  on  formation of schools and day-care centers serving neighborhood families, and restrictions on providing public services in fields like transport and sanitation."
43. Require bible study in public schools: "A  good understanding of the  Bible  being  indispensable  for the development  of  an  educated  citizenry, we encourage  state  legislatures to  offer  the  Bible in a  literature  curriculum as an elective in  America’s  high  schools."
44. Replace traditional public schools with privatized options: "We  support  options  for  learning,  including  home-schooling,  career  and  technical  education,  private  or  parochial  schools,  magnet  schools,  charter  schools,  online  learning,  and  early-college  high schools."
45. Replace sex education with abstinence-only approaches: "We renew our call for replacing 'family  planning'  programs  for  teens  with  sexual  risk  avoidance  education  that  sets  abstinence  until  marriage  as  the  responsible  and  respected  standard  of  behavior.  That  approach— the  only  one always effective against premarital pregnancy and  sexually transmitted  disease—empowers  teens  to  achieve  optimal  health  outcomes.  We oppose  school-based  clinics  that  provide  referral  or  counseling  for  abortion  and  contraception  and  believe  that  federal  funds  should  not  be  used  in mandatory or universal mental health, psychiatric, or socio-emotional screening programs."
46. Privatize student loans instead of lowering interest rates: "The  federal  government  should  not  be  in  the  business  of  originating  student  loans.  In  order  to  bring  down  college  costs  and  give  students  access to a multitude of financing options, private sector participation in student financing should be restored."
47. Restore the death penalty: "The  constitutionality  of  the  death  penalty  is  firmly  settled  by  its  explicit  mention  in  the  Fifth  Amendment. With  the  murder  rate  soaring  in our great  cities,  we  condemn  the  Supreme  Court’s  erosion of the right of the people to enact capital punishment in their states."
48. Dramatically increase Pentagon budget: "Quite simply, the Republican Party is committed to rebuilding the U.S. military into the strongest on earth, with vast superiority over any other nation or group of nations in the world."
49. Cancel Iran nuclear treaty and expand nuclear arsenal: "We  should  abandon  arms  control  treaties  that  benefit  our  adversaries  without  improving our national security. We must fund, develop, and deploy a multi-layered missile defense system. We must modernize nuclear weapons and their delivery platforms."
50. Reaffirm support for Israel and slam sanctions movement: "We reaffirm America’s  commitment to Israel’s security and will ensure that Israel maintains a qualitative military edge over any and all adversaries…We reject  the false notion that Israel is an occupier and specifically recognize  that  the Boycott, Divestment, and Sanctions Movement (BDS) is anti-Semitic in nature and seeks to destroy Israel. Therefore, we call for effective legislation to thwart actions that are intended to limit commercial relations with Israel, or persons or entities doing business in Israel or in Israeli-controlled territories, in a discriminatory manner."

15 Measures to Revive Economy, Big Takeaways For MSMEs, NBFCs
Union Finance Minister Nirmala Sitharaman has come out with 15 new and some enhanced measures to revive businesses, and support workers via fiscal incentives and regulatory easing under the mega stimulus package — Self-Reliant India Movement — which was announced by Prime Minister Narendra Modi on Tuesday evening.

 Accordingly, on Wednesday, Sitharaman announced the slew of fiscal and regulatory measures for MSMEs, real estate, NBFCs, power distribution and general businesses and workers.
 She attempted to decrease the regulatory burden on companies while increasing the take-home pay of employees via these measures.
 In terms of takeaways, the biggest was for the MSME sector which is considered to be the backbone of economic activity.
 As a major reform measure for the sector, the Centre has decided to give a new definition to MSMEs.
 This will denote the type of companies that will be included in the sector. Specifications wise, the investment limit for defining MSMEs has been revised upwards.
 Besides, she highlighted that additional criteria such as turnover have been considered for defining MSMEs.
 In terms of fiscal measures, the Minister announced that Rs 3 lakh crore “Collateral-free Automatic Loans” for businesses, including MSMEs, will be provided to meet operational liabilities built up, buy raw material and restart the business.
 She announced another scheme worth Rs 20,000 crore for “Subordinate Debt for Stressed MSMEs”.
 A Rs 50,000 crore “Fund of Funds” for MEMEs which face a severe shortage of equity was also announced.
 The Centre has also decided not to go in for global bidding for government procurement for tenders up to Rs 200 crore, thereby, promoting the participation of MSMEs, she said.
 Furthermore, e-market linkage for MSMEs will be provided and that the CPSEs will pay all receivables to MSMEs within 45 days.
 Besides MSMEs, a Rs 30,000 crore special liquidity scheme for non-banking finance companies (NBFCs), housing finance companies (HFCs) and micro-finance institutions (MFIs) was announced.
 This scheme will provide investments in both primary and secondary market transactions in “investment grade debt paper of these institutions”.
 The minister said the scheme will support the previous initiatives of the government and the central bank to boost liquidity.
 The securities under the scheme will be fully guaranteed by the Central government. Further, the FM has also announced Rs 45,000 crore partial credit guarantee scheme for NBFCs.
Under this measure, the first 20 per cent loss will be borne by the Centre, and even unrated papers will be eligible for investment, enabling NBFCs to reach out even to MSMEs in far-flung areas.
 Additionally, a Rs 90,000 crore liquidity injection plan was announced for the financially stressed power distribution companies.
 This plan will allow these entities to clear their dues towards power generation companies.
 As per the plan, the liquidity window for discoms was essential as its revenue has plummeted and they are in the midst of unprecedented cash flow problem accentuated by demand reduction during the current lockdown.
 The scheme will allow power sector financiers — PFC and REC to infuse liquidity of Rs 90,000 crore to discoms against receivables.
 Loans will be extended against State guarantees for the exclusive purpose of discharging liabilities of discoms to gencos.
 Apart from discoms, relief steps for the real estate industry were also announced.
 The Minister stated that Union Ministry for Housing and Urban Affairs will issue advisory to states and union territories to declare the Covid-19 situation as a ‘force majeure’ under the Real Estate (Regulation and Development) Act.
 With this move, the government has allowed the suo-moto extension of the registration and completion date by six months for all registered project expiring on or after March 25, 2020, without individual applications.
 Simultaneously, to give regulatory relief to businesses Sitharaman announced a six-month extension of contracts for contractors by all central agencies and departments including railways, the Central Public Works Department, and Ministry of Road Transport & Highways.
 The extension would not come with any cost for the contractors, she said. This scheme covers construction works and goods and services contracts.
 It also applies on obligations like completion of work, intermediate milestones and extension of concession period in public-private partnership contracts.
 The minister also announced that government agencies will partially release bank guarantees, to the extent contracts are partially completed, to ease cash flows.
 Finally to provide more money into the taxpayers’ hands, Centre decided to reduce the TDS (tax deduction at source) rates for non-salaried specified payments made to residents, and the TCS (tax collection at source) rates by 25 per cent for the specified receipts.
 Sitharaman said the move would release Rs 50,000 crore liquidity.
 As per the announcement, the reduced TDS rate will be applicable to the payment for a contract, professional fees, interest, rent, dividend, commission and brokerage. It will be applicable for the remaining part of FY21 — from May 14 to March 31, 2021.
 Speaking to the media, Finance Minister pointed out the due date of all income tax returns for FY 2019-20 will be extended from July 31, 2020, October 31, 2020, to November 30, 2020, and tax audit from September 30, 2020, to October 31, 2020.
 The government has also extended the date of assessments getting barred on September 30, 2020, to December 31, 2020, and those getting barred on March 31, 2021, to September 30, 2021.
 In another major move for businesses and charitable trusts, Sitharaman announced that all pending refunds to charitable trusts and non-corporate businesses and professions, including proprietorship, partnership, LLP and co-operatives, shall be issued immediately.
 In addition, she announced a further extension of the deadline for settling tax disputes under the Vivid se Vishwaas scheme without paying any interest and penalty to December 31, 2020, from June 30, 2020.
 “The sectors covered in the initial phase are clearly the ones that required the highest policy attention at this juncture, including MSME, power, and construction and real estate. The impact of the package totalling Rs 20 lakh crore to be unveiled in the next few days would add to spending power and bring relief to millions of enterprises that employ huge numbers of workers. We expect the stimulus measure to impart stability and growth to the economy,” said Vikram Kirloskar, President, Confederation of Indian Industry.
 According to Ficci’s President Sangita Reddy: “The greatest takeaway from today’s announcement was the clear focus on getting liquidity flowing into the system.”
 “Besides liquidity, we need to give equal focus on generating consumption demand and propping up investments. We hope that in the next set of announcements, these areas will be taken up in a comprehensive manner as well.”
 On its part, Assocham’s Secretary General Deepak Sood said: “The Rs 3 lakh crore collateral-free loans for the MSMEs on a guarantee from the government would have a big-time multiplier impact and would generate economic activity of at least up to Rs 10 lakh crore, not only retaining the jobs but also creating additional employment.”
 He further said, treating COVID-19 as an ‘act of God’ and allowing the real estate developers extra six months for completion of projects would help both the developers and the consumers as it would make the sector viable.
 Sood listed reduction in the TDS by 25 percentage points as a demand-boosting measure along with a cut in the EPFO deductions from 12 to 10 per cent.
 Industry body PHD Chamber’s President D.K. Aggarwal said the liquidity injection of Rs 90,000 crore for DISCOMs will significantly help the power sector in mitigating the impact of demand deduction amid pandemic COVID-19 scenario.

Sushil Modi writes to Nirmala Sitharaman, seeks grants for Bihar
In view of declining state revenue amid the coronavirus outbreak, Bihar Deputy Chief Minister Sushil Kuamr Modi has written to Union Finance Minister Nirmala Sitharaman, requesting her to release Rs 7,434 crore grants, recommended by the 15th Finance Commission, within this quarter of the current fiscal.
He requested her to release Rs 5, 018 crore for Panchayati raj institutions and Rs 2,416 crore for urban local bodies for the financial year 2020-21, as per the recommendation of the Finance Commission.
If the amount is released in the first quarter of the fiscal, it will be helpful for the government to implement the piped drinking water project and drainage scheme, the state finance minister said in his letter.​

Saket court employee tests positive for COVID-19
A Saket district court employee has tested positive for coronavirus infection, District Judge Neena Bansal Krishna said on Sunday.
According to a circular issued by the district judge, the wife of a junior judicial assistant of the court informed telephonically that her husband was found infected with coronavirus on Saturday evening.
The court staff had last visited the office on May 4 due to some official work and come in contact with a court's stenographer, the circular said.
Therefore the stenographer has been asked to remain in self-quarantine for 14 days from 4 May to 17 May and take necessary precautions, it said.

14 more die of COVID-19 in Bengal, toll crosses 100-mark
The toll from COVID-19 climbed to 113 in West Bengal on Sunday with 14 more people succumbing to the infection in the last 24 hours, a state government bulletin said.
The state also reported 153 fresh COVID-19 cases, the highest in a day so far. Of the 14 deaths, Kolkata alone accounted for 10 while two each were from North 24 Parganas and Howrah districts. There have been 72 deaths due to comorbidities where COVID-19 was incidental, the bulletin said.

The Indian Railways will gradually restart passenger train operations from 12 May, initially with 15 pairs of trains, the national transporter said Sunday.
These trains will be run as special trains from New Delhi station connecting Dibrugarh, Agartala, Howrah, Patna, Bilaspur, Ranchi, Bhubaneswar, Secunderabad, Bengaluru, Chennai, Thiruvananthapuram, Madgaon, Mumbai Central, Ahmedabad and Jammu Tawi.
Booking for reservation in these trains will start at 4 pm on 11 May and will be available only on the IRCTC website (https://ift.tt/IFbjHR). Ticket booking counters at railway stations will remain closed and no counter tickets (including platform tickets) will be issued, it said.

Meanwhile, in what can be seen as a step towards easing the nationwide lockdown, an official release said that the Railways plans to gradually restart passenger trains from 12 May.
State-wise cases and deaths
A total 128 deaths were reported in the country since Saturday morning — 48 in Maharashtra, 23 in Gujarat, 15 in Madhya Pradesh, 11 in West Bengal, eight in Uttar Pradesh, five each in Rajasthan and Delhi, four in Tamil Nadu, three in Andhra Pradesh, two in Punjab and one each in Telangana, Haryana, Chandigarh and Assam.
Of the 2,109 fatalities, Maharashtra tops the tally with 779 deaths. Gujarat comes second with 472 deaths, followed by Madhya Pradesh at 215, West Bengal at 171, Rajasthan at 106, Uttar Pradesh at 74, Delhi at 73, and Andhra Pradesh and Tamil Nadu at 44.
The death toll is 31 in Punjab, 30 each in Karnataka and Telangana. Jammu and Kashmir and Haryana each have registered nine COVID-19 deaths, Bihar five and Kerala four.
Jharkhand has recorded three COVID-19 fatalities. Odisha, Chandigarh, Assam and Himachal Pradesh have reported two deaths each.
Meghalaya and Uttarakhand have reported one fatality each.
According to the health ministry data updated in the morning, the highest number of confirmed COVID-19 cases in the country are from Maharashtra at 20,228,followed by Gujarat at 7,796, Delhi at 6,542, Tamil Nadu at 6,535, Rajasthan at 3,708, Madhya Pradesh at 3,614 and Uttar Pradesh at 3,373.
The number of coronavirus cases has gone up to 1,930 in Andhra Pradesh, 1,786 in West Bengal and 1,762 in Punjab.
They have risen to 1,163 in Telangana, 836 in Jammu and Kashmir, 794 in Karnataka, 675 in Haryana and 591 in Bihar.
Kerala has reported 505 coronavirus cases so far, while Odisha has 294 cases. A total of 169 people have been infected with the virus in Chandigarh and 156 in Jharkhand.
Tripura has reported 134 cases, Uttarakhand has 67 cases, Assam 63 and Chhattisgarh 59. Himachal Pradesh has 50 and Ladakh has registered 42 cases so far.
Thirty-three COVID-19 cases have been reported from the Andaman and Nicobar Islands.
Meghalaya has registered 13 cases, Puducherry has nine, while Goa has seven COVID-19 cases. Manipur has two cases. Mizoram, Arunachal Pradesh and Dadar and Nagar Haveli have reported a case each.
West Bengal reports highest mortality rate, says Union health ministry
According to the health ministry, the highest mortality rate was recorded in West Bengal at 9.57 percent, where 1,786 cases and 171 deaths have been reported. On 5 May, the Inter-Ministerial Central Team (IMCT) sent to the state had said that the mortality rate in West Bengal was 12.8 percent. This figure stood lower in Maharashtra, where the mortality rate was 3.85 percent, higher than the national average. Of the 128 new COVID-19 deaths in India, 48 were recorded in India's financial capital.
With 7,796 infections, Gujarat reported a mortality rate of 6.05 percent. The figure in Delhi, which has the third highest number of cases in the country, stood at 1.12 percent.
India carried out 86,000 tests for COVID-19 on Saturday and India''s testing capacity now stands at 95,000 samples per day, Union health minister Harsh Vardhan told reporters after inspecting a COVID-19 care centre in the Mandoli area in the national capital.
India had started from one laboratory and now there are 472 laboratories testing for COVID-19, he said.
There are 4362 corona care centres across the country where 3,46,856 patients with mild or very mild symptoms can be kept, he said.
"We are moving fast on path of success in the fight against COVID-19. The doubling rate for the last three days is 12 (days). The recovery rate has crossed 30 per cent. Out of around 60,000 COVID-19 patients, about 20,000 have recovered and gone home," Vardhan said.
"Our mortality rate is still at 3.3 percent.... In the last 24 hours, there has been no case in 10 states and Union territories. There are four states or Union territories where there has not been a single case till now," Vardhan said.
Three migrant workers die near Maharashtra-MP border
Three migrant workers who were on their way to Uttar Pradesh from Maharashtra, mostly walking, died in Barwani district of Madhya Pradesh on Saturday, officials said.
The trio were among thousands of migrant workers who have set out on foot for their home states from Maharashtra in the last few weeks amid lockdown on account for coronavirus.
While autopsy reports were yet to be available, doctors said the possible cause of deaths was fatigue and dehydration in peak summer heat.
The deceased, who were traveling separately, were identified as Lalluram (55), resident of village Chhudiya in Prayagraj district, Prem Bahadur (50), resident of Siddharth Nagar and Anees Ahmed (42) of Hardas Girja village of Fatehpur.
Railways to partially resume passenger train operations from 12 May
The Indian Railways will resume passenger train operations from 12 May nearly after two months when services were stopped due to the coronavirus-induced nationwide lockdown.
Initially, the Railways will run 15 pairs of trains and the booking for reservation for these trains will start at 4 pm on 11 May. An official press release on Sunday said: "Indian Railways plans to gradually restart passenger train operations from 12 May, initially with 15 pairs of trains (30 return journeys)."
"These trains will be run as special trains from New Delhi station connecting Dibrugarh, Agartala, Howrah, Patna, Bilaspur, Ranchi, Bhubaneswar, Secunderabad, Bengaluru, Chennai, Thiruvananthapuram, Madgaon, Mumbai Central, Ahmedabad, and Jammu Tawi," added the release.
"Thereafter, Indian Railways shall start more special services on new routes, based on the available coaches after reserving 20,000 coaches for COVID-19 care centres and an adequate number of coaches being reserved to enable operation of up to 300 trains every day as 'Shramik Special' for stranded migrants," said the release.
Only online bookings are allowed and ticket booking counters at the railway stations shall remain closed.
As per the release, the booking for reservation for these trains will start at 4 pm on 11th May and will be available only on the IRCTC website (https://ift.tt/IFbjHR). Ticket booking counters at the railway stations shall remain closed and no counter tickets including platform tickets shall be issued.
Only the passengers with valid confirmed tickets will be allowed to enter the railway stations.

India Budget 2018: A Paradigm sift to Basics
I am rating this Budget 2018 as policy wise a paradigm sift to Basic development of the country. It is a Budget of BHARAT rather than India.
The economic policy from budget always cantered to trade and industry or aids and freebees.
THIS BUDGET IS TO FACILITATE AND ENCOURAGE THE PEOPLE TO WORK RATHER THEN LIVING ON AIDS AND FREEBEES  
This time FM did not give any aid to any section rather then FM tried to boost the support system to entire economy.
People may say that only announcements are not enough. But so far, the government has shown the best record of execution of its plans. So these plans coming in reality can be trusted.
 1.     For Common man and Rural Development:
India carry a tag of “Poor Country” despite large work force and talent. Every time some short of aids and freebees announced and people are happy but that may only survive the day but cannot motivate them to work and earn. “Antyoday” in Rajasthan, MANREGA etc. was tried but could not go long in lack of systems and infrastructure and course of time these schemes become the best point of corruption   With DBT and other such majors these schemes were started paying ground. We for our political benefit may say that employment generation is not there. But in real world the labour intense industry is suffering heavily today. From last few budgets the self-entrepreneur schemes sifted the workers from service to business and profession. The availability of ample conveyances in rural areas and growth of car companies despite business deflation at large is one of the best example of it. To enabling these Rural and poor people with  and to make their life more easier, there has been enough in this budget.
a.       Ujwala will give 3Crs. free new LPG connections. Total become 8 Crs.
b.       By 2022, all poor people have a house to live in.
c.       AMRUT programme will focus on water supply to all households in 500 cities. Water supply contracts for 494 projects worth 19,428 core awarded.
d.       Target the construction of two crore more toilets in 2018-19
e.       Allocation of Rs. 56,619 crore for SC welfare, Rs. 39,135 crore for ST
f.        Launching a flagship National Health Protection Scheme to cover 10 crore poor and vulnerable families, benefiting approximately 50Crs peoples. Providing Rs 5 lakh per family per year for medical reimbursement, THIS WILL BE WORLD’S LARGEST HEALTH PROTECTION SCHEME.
g.       24 new government medical colleges and hospitals to be set up by upgrading existing district hospitals. with this plan is to create One medical college per every three constituency.
h.       Rs 600 crore for nutritional support to TB.
i.         Rs 14.34 lakh crore to be spent for providing livelihood to rural India through infrastructure.
2.       For Senior Citizens and salary class
a.       Rs 50,000 additional benefit to senior citizens for investment in Medi-claim.
b.       A standard deduction of additional Rs 40,000 for salaried employees. - This move will benefit 2.5 crore taxpayers will not have much tax saving but will give away big huldels and tension of submitting bills and proofs. Will also end the long que in March at pharmacist for false bills. IT WILL ALSO REDUCE HUDLES AT COMPANY’S END TO KEEP HUGE RECORDS UNNECESSORILY
c.       Women’s contribution reduced to 8.33% towards PF in the first 3 years for new EPF accounts.
d.       The government will contribute 12% of EPF contribution for new employees in all sectors for the next three years. This will encourage more and more people to motivate to come under EPF shelter.
 3.     Agriculture Sector
We always said that the Indian economy is confined to farmers. But nothing concrete was done to motivate them to more farming. Rather by way of loan waiver kind of mechanism we encouraged them to pretend not to work as the loan taken will be waived one point of time. The rate of MSP was the only other point of Farmer benefit.
The setting up of 1.5-time crop payment mechanism will never require the loan waiver and will give away the burden on Banks and Government.
a.       100% tax deduction for the first five years to companies registered as farmer producer companies with a turnover of Rs. 100 crore and above. This will increase the organised and bulk Agro Farming resulting the implementing of modern technology in agriculture sector.
b.       Credit for agricultural activities is up from Rs 10 lakh crore to Rs 11 lakh crore .
c.       Fishery and aquaculture and animal husbandry funds with a total corpus of Rs 10,000 crore.
d.       Agri-Market Development Fund with a corpus of Rs 2000 crore to be set up for developing agricultural markets.
e.       Restructured National Bamboo Mission to be launched with an allocation of Rs 1290 crore to promote bamboo sector in a holistic manner.
f.        Grameen Agricultural Market (GRAM) will provide farmers a means to sell directly to buyers.
g.       Rs 500 crore announced for Operation Green.
h.       Allocation to food processing ministry is being doubled from Rs 715 crore to Rs 1400 crore.
i.         Cluster-model approach to be adopted for agricultural production.
j.         The focus is on low-cost farming, higher MSP. Emphasis is on generating farm and non-farm employment for farmers.
k.       470 APMCs have been connected to eNAM network, the rest to be connected by March 2018... Agri-Market Development Fund with a corpus of 2000 crore to be set up for developing agricultural markets
l.         The government will ensure payment of full MSP even if farmers sell below MSP.
m.    THE MINIMUM SUPPORT PRICE OF ALL CROPS SHALL BE INCREASED TO AT LEAST 1.5 TIMES THAT OF THE PRODUCTION COST.
4.     Infrastructure
The infrastructural recession had been the major cause of less rural  development in India. Now the growth of all commuting systems ie. Air, Rail, Water and Road is under fast track growth and the connectivity to all villages (till all public points) by road, water transport, Air and rail transport will create the increase in local business and MSME on village sites. The larger creation of Healthcare and Education facility will also a prudence in generation local businesses rather putting pressure on Urban Infrastructure.
a.       Rs 5.97 lakh crore allocated for infrastructure spending in India.
b.       Redevelopment of 600 major railway stations has been taken up;
c.       Mumbai transport system is being expanded;
d.       Suburban network of 160 km planned for Bengaluru...
e.       UDAN will connect 56 unserved airports in India. – This will impact rural connectivity and availability of air transport of rural areas.
f.      An institute is coming up at Vadodara to train people for the bullet train programme.
g.     Rs 1,48,528 crore is the capital expenditure for the Indian Railways for 2018-19... All trains to be progressively provided with WiFi, CCTV and other state-of-the-art amenities.
h.     Bharatmala project approved for better road connectivity at Rs 5.35 lakh crore.
i.       Proposal to develop 10 prominent tourist destinations as Iconic tourism destinations.
j.         One medical college per every three constituency.
k.     Rs 1200 crore for the flagship programme in health wellness centres.
l.       Rs 14.34 lakh crore to be spent for providing livelihood to rural India through infrastructure.
m.   We aim that by 2022, all poor people have a house to live in.
n.      In the next financial year, we target the construction of two crore toilets.
5.     Industry and Business growth
a.       Propose to increase the custom duty on mobiles from 15% to 20% and on some other mobile parts to 15%, and some parts of TVs to 15%. Indian Industry will boost
b.     I propose to extend the benefit of the reduced corporate rate of 25% for companies with reported turnover of up to Rs 250 crore. – Will save good Tax to invest in further growth to generate more employment. ALMOST 90% INDIAN COMPANIES WILL GET BENEFITED.
c.      Proposes to revamp the system of sanctioning of loans to SMEs. The information required for sanctioning the loan will be linked with GSTN and all required information can be fetched from GSTN Portal. It will help to grant the loans quickly and will help in reducing processing time
d.     Proposal to develop 10 prominent tourist destinations as Iconic tourism destinations.
e.     The Foreign Investor profit taxation is also addressed adequately.
f.      The ease of procedures for exporters will help to achieve better export target.
6.     Revenue Majors
After GST the revenue of government in based mainly on 3 points that is, GST, Customs, Income tax. This consolidation put government to play limited as far as revenue is concerned. that is why only some small majors taken place in this budget.
a.       Propose to increase the health and education cess to 4%. -  A small increase will not matter much as only higher earning people will be affected by it.
b.       Propose to tax long term capital gains exceeding Rs 1 lakh in listed stock at 10%.- Move to regularise and consolidate the tax system with parity. this will also curtail the adjustment of price rigging at stock exchanges and in also in actual business profits.
7.     Economy:
a.       India grew at an average of 7.5% in the first three years since 2014. It is now a 2.5 trillion dollar economy.
b.       41% more returns were filed this year, which shows that more people have joined the tax net.
c.       Demonetisation was received by honest taxpayers as ‘IMAANDAARI ka UTSAV’.
d.       Revised fiscal deficit estimate for 2017-18 is 3.5% of GDP, fiscal deficit of 3.3% expected for 2018-19.
e.       Recapitalisation to enable PSU banks to lend Rs 5 lakh crore.
f.        Exceeded the disinvestment target and collected Rs 1 lakh crore: FM.
g.       The government insurance companies to be merged into a single entity, and subsequently listed in the stock exchange, as part of the disinvestment.
h.       We will explore the use of blockchain. Government to take all steps to eliminate use of cryptocurrencies which are being used to fund illegitimate transactions.
i.         Rs 5.97 lakh crore allocated for infrastructure spending in India.
j.         70 lakh farming jobs have been created this year, shows an independent study. This is the figure of organised sector only. Job growth in Un-organise sector and from self-entrepreneur program is not recorded.
k.       Rs 3 lakh crore allocated for PM MUDRA Yojana.
l.         Announce allocation of Rs. 56,619 crore for SC welfare and Rs. 39,135 crore for ST.
m.     Loans to self help groups will increase to Rs 75,000 crore by March 2019.
n.        
8.       Good Governance
a.       The government has ensured that services and benefits reach people directly. The direct benefit transfer in India is the biggest such exercise in the world.
b.       Maximum governance, minimum government has ensured India has climbed 42 places in the ease of doing business... We are now working toward easing of living in India
c.       Automatic revision of MPs’ emoluments every five years, indexed to inflation.
d.       Emoluments of President, Vice President and Governor being revised: Rs 5 lakh; 4 lakh; Rs 3.5 lakh per month respectively.
e.       The government insurance companies to be merged into a single entity, and subsequently listed in the stock exchange, as part of the disinvestment
f.        The government will assign every enterprise in India a unique ID on the lines of Aadhaar.
g.       The government has identified 372 basic business reform actions. Each state will take up these reforms.
h.       We will explore the use of blockchain. Government to take all steps to eliminate use of cryptocurrencies which are being used to fund illegitimate transactions.
i.         5 lakh WiFi hotspots to be set up in rural areas to provide easy Internet access- This Boost Digitalisation and will also be catalyst to information availability in Rural India.
j.         Proposes to revamp the system of sanctioning of loans to SMEs. The information required for sanctioning the loan will be linked with GSTN and all required information can be fetched from GSTN Portal. It will help to grant the loans quickly and will help in reducing processing time.
k.       The government is slowly but steadily progressing towards universal health coverage. Launching a flagship National Health Protection Scheme to cover 10 crore poor and vulnerable families, benefiting approximately 50 crore. Providing Rs 5 lakh per family per year for medical reimbursement, under National Health Protection Scheme. This will be world’s largest health protection scheme.
l.         Mass formalization of MSME sector is happening after demonetization and GST.
9.       General National Issues:
a.       Total 187 projects sanctioned under the Namami Gange.
b.       Rs 600 crore for nutritional support to TB.
c.       One medical college per every three constituency.
d.       Removal of crop residue to be subsidised in order to tackle the problem of pollution due to burning of crop residue:
e.       Special scheme to address air pollution in Delhi-NCR region.
f.        We aim that by 2022, all poor people have a house to live in.
g.       In the next financial year, we target the construction of two crore toilets.
h.       Ujwala will give 3 crore women new LPG connections. Total will become 8 Crs.
i.         Agro Product at Record High in the country, by 2022  committed to double the farmer income.
10.   Education
a.       Eighteen new schools of planning and architecure will be set up...
b.       Railway university in Vodadara.
c.       An institute is coming up at Vadodara to train people for the bullet train programme.
d.       Eklavya schools to be started for Scheduled Tribe population.
e.       Scheme for revitalizing school infrastructure, with an allocation of 1 lakh crore rupees over four years. Called RISE - Revitalizing Infrastructure in School Education.

Major structural reforms implementation: Pakistan, ADB sign $300 million loan agreement
ISLAMABAD: The Asian Development Bank (ADB) and Pakistan on Thursday signed a $300 million loan to support public sector enterprises (PSEs).
Under the agreement, Islamabad has accepted conditions to absorb funding cost for retirement of employees of eight power distribution companies.
The ADB and Pakistan signed a $300 million loan to support Pakistan’s efforts to implement major structural reforms and efficiency initiatives to improve the performance, transparency, and financial sustainability of the country’s federal government-run public sector enterprises (PSEs).
Under the first subprogram, Pakistan has designed the critical communication strategy and policies to address important issues pertaining to workers’ voluntary separation scheme, pensions, and training.  Under the second subprogram, the government will implement the strategy and policies.
“One critical component is to design and initiate funding of the retirement cost fund of eight power distribution companies”. These companies included Faisalabad Electric Supply Company Limited (FESCO), Gujranwala Electric Power Company Limited, (GEPCO), Hyderabad Electric Supply Company Limited (HESCO), Islamabad Electric Supply Company Limited (IESCO), Lahore Electric Supply Company Limited (LESCO), Multan Electric Power Company Limited (MEPCO), Peshawar Electric Supply Company Limited (PESCO), and Sukkur Electric Supply Company Limited (SEPCO).
These companies had already set up the retirement cost fund with appropriate governance structure and the investment policies.
The government has earmarked Rs15 billion in the federal budget for 2017/18 to operationalise these funds. This will facilitate to make this critical reform effective.
Under the agreement, the government will also operationalise an information technology-based performance monitoring system of PSEs.
Finances of PSEs in Pakistan remain weak despite recent reform initiatives. The 183 PSEs owned by the government comprise 169 companies, seven development finance institutions, and seven federal authorities, employing more than 402,543 workers with the total assets of Rs10,823 billion ($108 billion) in the fiscal year FY 2015.

Pakistan International Airlines, Pakistan Steel Mills, the power distribution companies, and Pakistan Railways are major recipients of such transfers.
In FY2016, fiscal allocation to support day-to-day PSEs operations, including subsidies and other transfers, it constituted 65 percent of the overall budget allocations to the PSEs, severely limiting critical capital development expenditures to improve PSE efficiency.
The government has agreed with the ADB on certain covenants for subprogram II, which are set forth in the loan agreements.
The government will ensure that for FY2017 and each subsequent fiscal year for the duration of the programmatic approach, the amount of the budget allocation to PSEs for their development expenditures, including development loans, will at least be 0.4 percent of Pakistan’s GDP for the same fiscal year.
Xiaohong Yang, ADB’s country director for Pakistan, and Tariq Mahmood Pasha, secretary economic affairs division (EAD) for the government of Pakistan, signed the loan agreement. 
“Pakistan’s state-owned enterprises provide vital services to the people of Pakistan and to the country’s economy,” Yang said.
“The ADB is proud to support the government of Pakistan’s commitment to implement reforms that will ensure financial sustainability of these firms, while improving efficiency and cost-effectiveness,” he added.
The financial performance of many federal government PSEs in Pakistan — which employ more than 400,000 people have been weak in recent years, despite significant budget support from the federal government.
The programme will support government’s efforts to improve the performance of the PSEs by improving corporate governance and accountability, identifying and reducing financial burdens arising out of direct budgetary transfers to PSEs.
This will strengthen the fiscal sustainability and freeing of finances for priority development projects. The ADB’s assistance is the second subprogram under the PSEs Reform Program, bringing the total ADB financing for critical reforms in PSEs to $600 million since June 2016.
With the ADB’s assistance, under the Public Sector Enterprises Reform Program, the government of Pakistan has carried out significant structural reforms and efficiency initiatives to help improve financial sustainability and operational efficiency of PSEs, and helped improve the compliance to the Corporate Governance Rules 2013.
Many policy actions have been introduced under the programme to improve the financial transparency, monitoring, and corporate governance in PSEs. 
A critical target under the programme’s second subprogram is to increase the compliance rate of companies to Corporate Governance Rules to 50 percent. The restructuring and reform of selected public sector enterprises, particularly Pakistan Railways, have also been initiated.
Under the programme, the government has started publishing the financial performance report of all federal PSEs, which will be available on its website.

"Thereafter, Indian Railways shall start more special services on new routes, based on the available coaches after reserving 20,000 coaches for COVID-19 care centres and an adequate number of coaches being reserved to enable operation of up to 300 trains every day as 'Shramik Special' for stranded migrants," said the release. Only online bookings are allowed and ticket booking counters at the railway stations shall remain closed. As per the release, the booking for reservation for these trains will start at 4 pm on 11th May and will be available only on the IRCTC website (https://ift.tt/IFbjHR).
