After the floods in the state of Rio Grande do Sul, the most vulnerable population still deals with the consequences of the tragedy
Garbage accumulates on the streets of the city of Porto Alegre
Tumblr media
The floods in Porto Alegre, the capital city of Rio Grande do Sul, revealed the serious consequences of political choices. The lack of urban planning and investment in adequate drainage systems contributed to the city's vulnerability, causing one of the worst climatic tragedies in Brazilian history.
The neoliberal agenda the municipal and state governments adopted has shown itself to be a hygienist project, in which state policies address mainly the upper and middle classes, while the poorest are left to fend for themselves. It's common to see mountains of garbage that haven't yet been removed from the streets, places where there are still waterlogged and, above all, a population that, in the long term, will suffer the consequences of these political choices.
The population living in the surrounding areas of Porto Alegre faces problems due to the accumulation of garbage, exposure to various forms of contamination and disease, and finds it difficult to arrive at their workplaces. With trains still not working and the accumulation of water in the stations, many people have no access to their sources of income.
In addition, many of these families welcome relatives and friends into their homes. Reports of these difficulties are frequent: people who have lost everything, including their income, can't even access publicized benefits because of bureaucracy. Data shows that 60% of residents in the metropolitan region of Porto Alegre have had their income affected. Of all the capital’s 96 neighborhoods, 46 were affected, directly harming 157,000 people and damaging 39,000 properties, according to a survey by Rio Grande do Sul’s registry office.

LONDON AWARDS 2024 AFTER PARTY:
Location: The Berkeley Estate, Guildford. (ignore the Christmas theme, but just so you can get an idea of the place they're spending the night.) Hosts: Nora Berkeley. Date: Friday 22nd March, 2024. (roleplaying will start now.) Dress Code: Formal. Dress to impress. Short dresses are now fine.
EVENT SUMMARY:
And now it's time for the after party. If you weren't smart enough to send your attire ahead of time, better make sure you grab it before the fleet of cars leaves without you. You've got forty five minutes before anybody who's anybody is whisked away from Central London, and off to the expansive Berkeley Estate nestled in the ever idyllic Guildford. Don't worry, nobody needs to worry about disturbing the neighbours. The 120+ rooms means that everybody is more than welcome to stay the night. Some might have to share rooms, or shack up on an antique sofa worth more than their existence, but that's part of the fun...no? There will be plenty of food on offer upon arrival to line stomachs before the real party begins, and breakfast will be provided to all those who survive the night. There will be several bars scattered across the property, including the conservatory and pool room. Said pool will be open and welcoming visitors, so if you feel like taking a dip? Get wild... (Not that any of you need a excuse to take your clothes off, obviously.) Each of the formal dining rooms will be transformed into mini-night clubs, all hosting its own genre specific DJ, as well as a handful of tables for bottle service. Just because one room doesn't suit you, doesn't mean another won't. Find your vibe. If you prefer to take things at a slower pace, the impressive wine cellar will offer some respite; a string quartet, a huge selection of cigars to choose from, and a calmer atmosphere in which to mull over the night's events. The conservatory will also be spared the blaring music, and instead play host to a pop-up bar and casino courtesy of Damon Rutherford and The Empire Hotel.
ATTENDANCE & IMPORTANT NOTES:
Everyone can attend this event, regardless of their affiliation or whether they attended the ceremony itself. That said, if you feel you character wouldn’t participate, then there’s no pressure to. Take note that there will canonically be a lot of important members of London’s social scene present, so the party will be pretty jam-packed with the city’s self-proclaimed finest and most famous. This will be considered a monumental social event this year, so people will be looking to go wild and make the most of it. TWI will be paying attention. It is not a private event.
PERKS FOR THE AWARD WINNERS:
For all of those who walked away from the ceremony with an award in their hands, your fortunes do not end with a golden statue. Thank God because that ain’t real gold fam. You will be entitled to some complementary treats as an added bonus, courtesy of Damon Rutherford. These cannot be exchanged, nor gifted to non-winners. Winners are permitted to bring a guest when they redeem their weekend at The Empire.
All winners will enjoy free drinks for the entirety of the evening. This will include bottle service so the peasants can feel special. They will also be guaranteed a private bedroom at the estate for themselves and a guest.
All winners will be offered access to a hotel suite at The Empire Hotel in Westminster for a future weekend of their choosing. Winners for Best Couple and Should-Be couple will get presidential suites. Enjoy them.
Winner of both Man of the Year and Woman of the Year will win an all expenses paid trip, transfers included, to Porto Velho. A private jet will take them and a guest of their choosing whenever they wish to redeem the prize.
Winner of Best Dressed Man and Best Dressed Woman (awards that will be announced at the after party, rather than the ceremony itself) will both win £15k of credit to spend at Harrods in Knightsbridge.
Winners of the Best Dates award (also announced at the after party) will win an all inclusive spa day at the hotel, at a time of their choosing.

A union of foreign agents is being formed, what should the others do? From the queue for hope to the queue against Putin.
You are watching the news from the weekly rally at the Russian Embassy in Lisbon. Today is February 3, 14:30.
This week we saw another example of the benefits of uniting efforts. The Russian consul tried to influence the authorities of Thailand to achieve the extradition to Russia of members of the rock band Bi-2 who support the Ukrainian Armed Forces. Russian oppositionists, cultural figures, lawyers, as well as diplomats from Israel, Australia, America, and other countries helped the musicians. We also helped to draw public attention. According to the politician Maxim Katz on Alexander Plushev's channel, the situation was miraculously resolved successfully, and all the musicians, including those who only had a Russian passport, flew to Israel. https://www.youtube.com/watch?v=gZ5cSMgTmMw
According to the head of the "Russia Behind Bars" foundation Olga Romanova, speaking on the same channel, the Putin system will now want revenge and will continue to try to forcibly return those citizens who have left, back to Russia. https://www.youtube.com/watch?v=vbCgGrTsBPo
On the Mediazona channel, journalist Sergey Smirnov talked about a new law on the confiscation of property by politically motivated cases. https://www.youtube.com/watch?v=uFpGxv2zRzA
On February 2, a congress of foreign agents began in Berlin. The congress's goal is to provide mutual assistance and support to "foreign agents". "These are people designated by the regime as enemies of the people … for dissent," said Anastasia Shevchenko, the organizer of the congress. https://twitter.com/sotaproject/status/1753372152391176310
The situation with Bi-2, new laws, and the experience of Belarus show that Russians abroad will not be able to hide. Those who close their eyes to what is happening and do not participate in the fight against the evil spreading from our country may find themselves without support in difficult situations. Remember the experience of unions, help each other, our opposition, and, first and foremost, help Ukraine.
On January 31, Boris Nadezhdin, a candidate for the presidency of Russia, submitted the best 105,000 out of more than 200,000 collected signatures to the Central Election Commission. In Lisbon and Porto, there was also a signature collection that we supported with spreading information and our passports. There's no need to be upset that signatures from abroad were not submitted, as the task of the Central Election Commission of Russia is not to comply with the law but to remove unwanted candidates for Putin, and it uses all of candidate mistakes.
Remembering all 24 years of Vladimir Putin's ruling Russia, as well as the 2020 presidential elections in Belarus, it's clear that Putin will not give up power. Therefore, hoping to win in elections where votes are counted by criminals in power is pointless. The main task of the campaign for the upcoming pseudo-elections is the delegitimization of the regime. Join in supporting and spreading the "Usurper" petition, in which united Russian democratic forces demand compliance with PACE Resolution №2519 and the cessation of contacts with Russian authorities. Link in the description. https://www.change.org/illegitimate_eng
And on March 17, we will come together to the polling stations for the "Noon Against Putin" action, which this week was supported by Alexei Navalny.
We have another piece of good news: the collection for transportation expenses for new volunteers of the Siberian battalion is closed. Thank you to everyone who participated.

TODAY we're talking about:
CANADA’S WINTER SOLSTICE AND THE TOP 5 CANADIAN WINTER FACTS.
Whoever said a photograph and Canadian stats can't go hand in hand was... probably not Canadian. 😀
Here goes:
The photograph of this beachfront property was captured during a winter storm from the shores of Lake Ontario. Beautiful, isn't it? Located in the Beaches neighbourhood of Toronto, this picturesque scene was one I often saw during runs and walks along the boardwalk. There’s something about winter’s solstice that I love. I think it has something to do with pending rejuvenation and starting anew after a long, cold Canadian winter. I haven’t tried to articulate it before. It’s more of a feeling. A transition. Knowing I will revisit it again next year. Somewhat like peanut butter; it’s a staple. I keep coming back for more.
View BEACHFRONT PROPERTY IN WINTER full-size. It's also available as a custom print. I picture it framed and mounted in a room with warm tones, being appreciated in an inviting, cosy living room. Perhaps while sipping a favourite drink: vinho do Porto, more commonly known as Port wine, or simply Port.
THE TOP 5 CANADIAN WINTER FACTS.
1/ Record Windchill -91°C (-132°F) 🎉
2/ Coldest Temperature on Record -63°C (-81.4°F) 🎉
3/ Biggest Snowfall in a Day 145cm (57.1″) 🎉
4/ Biggest Snowfall in a Season 2446.5cm (963.2″) 🎉
5/ Last but not least: Canada is home to the World's Biggest Pond Hockey Tournament (big enough for 40 teams to play at once!). 🎉
A few days remain until Christmas. A New Year to follow.... I wish everyone all the best.
SEE MORE OF MY WORK.

The “Circulaire Ricard”
This is a horribly long text that will most likely only be interesting to me, but just in case: This is the main evidence against Soult in the “Roi Nicolas” affair of spring 1809, during his stay in Porto, when he was accused of wanting to make himself king of the country. It’s a circular, sent to all generals under Soult’s command in Portugal, put together by Soult’s chief-of-staff general Ricard - who in the end became the main victim in this affair, as he was recalled from his post and fell in disgrace for two years. It’s quoted in Nicole Gottéri, “Le maréchal Soult et la royauté de Portugal”.
Mon General,
His Excellency, the Marshal Duke of Dalmatia, has asked me to let you know about the dispositions of the great majority of the inhabitants of the province of Minho.
The city of Braga, one of the first to take part in the insurrection, was also the first to speak out in favour of a change of system that would assure the future peace and tranquility of their families and the independence of Portugal. The corregidor whom H.E. had appointed had withdrawn to Oporto when the French troops left, fearing that the numerous emissaries Silveira was sending would stir up further disturbances and threaten his life. The inhabitants then expressed the wish that this worthy magistrate be sent back to them and a deputation of twelve members was sent for this purpose by H. E. Meanwhile, Silveira's emissaries were arrested and imprisoned.
So, to sum up: The French had entered Braga, Soult had appointed somebody and told him »You’re in charge here now«, and this guy then, when the French army moved on to Oporto, ran after them crying “As soon as the first insurgent shows up, people will kill me”? - Great pick, Soult.
Except that the people of Braga apparently had not risen up against the French, and had rather taken captive the insurgents.
In Oporto and Barcelos, the inhabitants have also expressed the same sentiments and all feel the need to have a rallying point for well-meaning citizens, for the defence and salvation of the fatherland and for the preservation of property.
Well, if all the local administrators ran after the French in search of protection before even the first enemy showed up, I can see the need for some central government institution.
On this subject, new deputations have been presented to H.E. to beg her to approve that the people of the province of Minho should express the genuine wish to depose the house of Braganza [whose members had fled to Brazil] from the throne and that at the same time H.M. the emperor and king should be begged to appoint a prince of his own house or choice to reign in Portugal; but that while waiting for the emperor to make known his intentions on this subject, H. E. the duke of Dalmatia would be asked to take the reins of government, to represent the sovereign, and to assume all the functions of supreme authority, the people promising and swearing to be faithful to him, to support him and to defend him at the expense of their lives and fortunes against all opponents and even against insurgents from the other provinces, until the complete submission of the kingdom.
This is, I guess, the most damning part. “Assume all the functions of supreme authority” would later be the expression that Napoleon repeated during his interview with Brun de Villeret in Schönbrunn. How dare Soult? - Yet, and this seems to be true: This was not without precedent. To the contrary. The same thing had happened when Junot had entered Lisbon the year before. As Soult mentioned in a conversation with Saint-Chamans (who, being Saint-Chamans, swallowed the whole Roi-Nicolas accusation hook, line and sinker), it was even the same wording as the declarations that had been made to Junot. When Murat was in Madrid, Napoleon himself had urged him to get a very similar declaration from the locals - that those gave only very reluctantly and with plenty of caveats. Of course, those had been authorized by Napoleon. But, as Soult also mentioned in that conversation with his ADC, there was no way to get in contact with him. Or anyone. Soult’s 20,000 men in Portugal were completely isolated and had not yet managed to get in touch with any of the corps supposedly supporting them.
The marshal accepted these proposals and authorised the corregidors of the counties to have the chambers assembled, to call deputies from all the orders of the corporations and of the people in the countryside to draw up the act which must be done and to affix to it the signatures of all the citizens. He ordered me to inform you of these provisions so that, in the district where you are in command, you promote their execution and that you then propagate the effect of them on all the points of the kingdom where you will be able to send the news.
The Marshal has not dissimulated to himself that an event of such great importance will astonish many people and must produce various impressions, his soul is too pure for him to think that any ambitious project is attributed to him.
Yeah, let’s see how far this will get you, honeybunch.
In all that he does, he sees only the glory of His Majesty's arms, the success of the expedition entrusted to him and the well-being of an interesting nation which, in spite of its errors, is still worthy of our esteem. He feels confident of the army's affection [...]
Let’s see about that, too...
[...] and he burns with the desire to present it to the Emperor glorious and triumphant, having fulfilled the commitment which His Majesty herself made to plant the imperial eagle on the forts of Lisbon after an expedition as difficult as it was perilous, in which, every day, we were in the necessity of winning.
At which point every general of Soult’s corps and every other reader including me thinks: He doth protest much ...
Nor has His Excellency concealed from himself the fact that, since Burgos, the army has had to sustain continuous combats. He has considered how to avoid in the future the evils caused by this state of war and he has found none more suitable than that offered by the great majority of the inhabitants of the principal towns of Minho, especially as he hopes that this example will be propagated to the other provinces and that this beautiful country will thus be preserved from new calamities. His Majesty's intentions will be sooner and more gloriously fulfilled and our presence in Portugal, which at first had been a cause of fear for the inhabitants, will be seen there with pleasure while at the same time it will contribute to neutralizing the efforts of the enemies of the Emperor in this part of the continent.
Soult: Look, if the locals say they want us here, we don’t need to fight.
Army: ... Our marshal has a strange concept of war ...
The task which the Marshal has imposed on himself in this circumstance is immense, but he has the courage to embrace it and he believes that he will be able to carry it out successfully, if you are willing to help him in its execution. He wishes you to propagate the ideas which I have just communicated to you, and to ensure that any authorities or citizens who embrace the new system are protected in a particular way, by putting them in a position to pronounce themselves and to act accordingly in the future. You will watch more carefully than ever over the conduct of your troops, prevent them from committing any damage or insult which could irritate the inhabitants, [...]
Army: Wait! Is he saying we are not allowed to loot?
[...] and you will be good enough, General, to frequently inform His Excellency of the spirit of the inhabitants and of the results which you have obtained...
Army: We must write to the emperor! Let’s mutiny! Let’s conspire with the English! This is outrageous!

As a result of the floods in May, the Brazilian state of Rio Grande do Sul has, so far, 580,111 displaced people, and 39,595 are living in shelters, according to the Civil Defense. Faced with the calamity thousands of families are coping with, the National Movement for the Struggle for Housing (MNLM, in Portuguese) has revived the Ocupação Reexistência (Re-existence Occupation, in a rough translation) in the former Cia. De Arte building. On Friday (31), the movement cleaned up the site, located in the city’s Historic Center.
“I was affected by floods in 2024. I also lost my house in 2023 due to the cyclone. On that occasion, the government offered vouchers and spaces meant to accommodate a lot of people at once, like hostels and other places. And yet we have countless empty properties, like in the downtown and rich neighborhoods of Porto Alegre,” says Deivid Soares.
According to the Observatory of the Metropolis and the 2022 Brazilian Census, of 686,414 permanent private homes in 2022 in the capital city of Rio Grande do Sul, 558,151 were occupied, 101,013 were vacant, and 27,250 were for occasional use. As the MNLM points out, public buildings should be available to house families until decent housing alternatives are guaranteed. “We don't want a ‘temporary city’, we want the social function of public buildings to be effective at this time.”
In an interview with the Brazilian newspaper Folha de São Paulo on May 15, Mayor Sebastião Melo (Brazilian Democratic Movement) said there were no properties available at the moment to house so many homeless people.
