For New Yorkers, ‘There Are No Consequences For Not Paying Your Property Taxes’ As Delinquencies Spike To $880 Million

More New Yorkers have stopped paying their property taxes — a troubling trend since the onset of the pandemic that city officials attribute to the end of a tax-lien sales program that punishes delinquency.
Overdue property taxes are forecast to reach its highest level ever, jumping by over 30% to more than $880 million at the end of the fiscal year in June from three years ago, according to an offering document for a city general obligation bond sale Tuesday. That means New York could be bringing in less tax revenue, since close to half of it comes from property tax collections.
“It’s not just the absolute dollar amount that I think should worry us all,” said Preston Niblack, the city’s Finance Commissioner at a March 4 City Council finance committee hearing.
It’s people realizing that “there are no consequences for not paying your property taxes,” he said. “That just can’t be allowed to continue.”
To be sure, the rise in unpaid property taxes comes as New York’s office market continues to struggle. The overall vacancy rate for Manhattan office space stood at 22.5% in November, the highest on record, according to the city’s January financial plan.
Rent-regulated apartments are also facing stress after a 2019 law sharply reduced landlords’ ability to raise rents.
Since a tax-lien sale program on unpaid property taxes expired in March 2022 and wasn’t reauthorized by City Council, officials say delinquent owners have no incentive to pay their debts. Under that plan, the city was authorized to sell liens on single-family homes and condos after three years of nonpayment, liens on other property types could be sold after one year.
The city would package its most marketable liens into securities for sale at a discount to a third-party trust, which borrows money from investors to pay the city upfront. The trust assumes responsibility for collecting the debt through servicers and add fees and interest payments. After investors are paid back, the city is entitled to collect additional revenue from interest payments and fees.
Community activists and some elected officials criticized the program for unduly targeting low-income property owners. The “additional fees can quickly turn a relatively small tax lien into an overwhelming financial burden, eventually pushing homeowners into foreclosure,” New York Attorney General Letitia James said in December 2020, referring to a mandatory 5% surcharge, legal fees and a 9% or 18% interest rate that compounds daily.
Equitable Solution
The city’s Department of Finance said it is working on legislation that would reauthorize tax-lien sales that would ensure homeowners don’t face foreclosure or eviction.
��We look forward to working with the [City] Council on this important issue and look forward to a new, more equitable form of property tax enforcement.” said Ryan Lavis, a Department of Finance spokesman.
The City Council said in a statement it is working with the “Administration, advocates, impacted communities, and all stakeholders to advance policies that address outstanding charges while supporting the economic health of homeowners, our communities, and the City.”
Former Mayor Rudolph Giuliani created tax-lien sales in 1996, in an effort to raise revenue and close budget gaps. Between fiscal years 2018 and 2022 the city collected $260 million from such sales, according to the city’s bond offering document — a fraction of revenue generated by overall property taxes.
New York expects to collect $32.7 billion in property taxes in the current fiscal year, providing about 45% of city tax revenue and almost 30% of overall funds for the current $114 billion budget.
City Council Member Gale Brewer, who represents the Upper West Side of Manhattan, said three buildings in her district each owe $1 million. As of March 8, single-family and condo owners made up a third of delinquencies while rentals comprised 28.5% and commercial property 38.2%, according to the Department of Finance.
The biggest scofflaws: A 16-unit Cobble Hill, Brooklyn, rental building owes $52.2 million and a 49-unit apartment building in the Bronx owes $24.7 million, according to a list compiled by the city’s Department of Finance for Bloomberg News.
Hyacinth Blanchard, listed by the city’s Department of Housing and Preservation as the head officer of the Cobble Hill property, didn’t return a voice mail requesting comment. No one answered the phone at Romad Realty, the listed owner of the apartment building in the Bronx.
“We have to do something,” Brewer said. “People should pay their taxes.”

JERUSALEM (AP) — Israel has approved the largest seizure of land in the occupied West Bank in over three decades, a settlement tracking group said Wednesday, a move that is likely to worsen already soaring tensions linked to the war in Gaza.
Israel’s aggressive expansion in the West Bank reflects the settler community’s strong influence in the government of Prime Minister Benjamin Netanyahu, the most religious and nationalist in the country’s history. Finance Minister Bezalel Smotrich, a settler himself, has turbocharged the policy of expansion, seizing new authorities over settlement development and saying he aims to solidify Israel’s hold on the territory and prevent the creation of a Palestinian state.
Authorities recently approved the appropriation of 12.7 square kilometers (nearly 5 square miles) of land in the Jordan Valley, according to a copy of the order obtained by The Associated Press. Data from Peace Now, the tracking group, indicate it was the largest single appropriation approved since the 1993 Oslo accords at the start of the peace process.
Settlement monitors said the land grab connects Israeli settlements along a key corridor bordering Jordan, a move they said undermines the prospect of a contiguous Palestinian state.
U.N. spokesperson Stephane Dujarric called it “a step in the wrong direction,” adding that “the direction we want to be heading is to find a negotiated two-state solution.”
The newly seized land is in an area of the West Bank where, even before the outbreak of the Israel-Hamas war, settler violence was displacing communities of Palestinians. That violence has only surged since Hamas’ Oct. 7 attack ignited the war in Gaza. Settlers have carried out more than 1,000 attacks on Palestinians since October in the West Bank, causing deaths and damaging property, according to the U.N.
The land seizure, which was approved late last month but only publicized on Wednesday, comes after the seizure of 8 square kilometers (roughly 3 square miles) of land in the West Bank in March and 2.6 square kilometers (1 square mile) in February.
That makes 2024 by far the peak year for Israeli land seizure in the West Bank, Peace Now said.
By declaring them state lands, the government opens them up to being leased to Israelis and prohibits private Palestinian ownership.

I've said this before but gender equality will never be achieved until we completely legally decouple marriage from finances. The direct legal coupling of personal finance to the preeminent cultural institution for codifying and structuring romantic love is basically antithetical to the genuine and free expression of the latter and for this reason I regard the financialization of marriage as quite monstrous in itself, almost the quintessential example of a monstrous institution. Beyond that I think it's fair to say that now and throughout history the financialized marriage has been the institutional and ideological core of patriarchy.
Co-ownership already does not require marriage, you can get together and buy joint property with ten of your friends if you want. You can start a joint bank account with anybody you want. There is, I venture to say, absolutely no reason to tie marriage to co-ownership of assets in the way that society and our legal system have. The problems that come with it are obvious and known to everybody, feminists and anti-feminists alike, and the solution is straightforward. Definancialize marriage! Now!

Ecclesiazusae
The Ecclesiazusae (aka Assemblywomen) is a comedy play written by Aristophanes, one of the great Greek comic playwrights. Written sometime between 393 and 391 BCE, it is, along with his play Wealth, one of only two he wrote after the Athenian defeat in the Peloponnesian War. In 403 BCE a new democratic government was reestablished in Athens; however, continued conflicts with Sparta had drawn heavily on both the finances of the city and its manpower. The future of the city remained in question. In the Ecclesiazusae Aristophanes proposed a unique solution: turn the running of the government over to the women of the city. As in his play Lysistrata, the central character of the play is a strong-willed woman - Praxagora. Together with other wives, who are disguised as men, she presents her ideas at the Assembly of Athens and convinces the men to relinquish control of the government. As the newly appointed commander, Praxagora quickly enacts a series of radical changes: community property, communal dwellings and meals, and no brothels. Reluctantly, many of the men quickly adapt to the new order of things. Of course, the possibility that women might rule in a city where they could not normally even vote and Aristophanes' use of that notion for comedy is indicative of just how male-dominated the society of ancient Athens was.
Life of Aristophanes
Aristophanes was one of the best examples of the “grace, charm, and scope” of Old Attic Comedy. Unfortunately, his works from this period are the only ones known to exist - only eleven of his plays have survived. Very little is known of his early life. Since most of his plays were written between 427 and 386 BCE, it helps place his death around 386 BCE. A native of Athens, he was the son of Philippus and owned land on the island of Aegina. He had two sons, one of whom became a playwright of minor comedies. Although participating little in Athenian politics, Aristophanes was an outspoken critic, via his plays, of the Peloponnesian War between Athens and Sparta and those politicians who supported it. His portrayal and attack of the statesman Cleon in the play The Babylonians landed him in court in 426 BCE. Author Edith Hamilton, in her book The Greek Way, said that Aristophanes wore the “halo of Greece” and that all of life could be seen in the plays of Aristophanes; politics, war, pacifism, and religion.
By the time Aristophanes began to write, Greek drama was in serious decline. Although Aristophanes is sometimes condemned for bringing drama down from the high-level of the tragedian Aeschylus, his plays, with their simplicity and vulgarity, have been recognized and appreciated for their rich fantasy as well as humor and indecency. Editor Moses Hadas in his book Greek Drama wrote that while Aristophanes could write poetry that was delicate and refined, he could also, at the same time, demonstrate bawdiness and gaiety. To many his comedies were a blend of wit and invention. Although somewhat quiet on the subject of Athenian politics, Aristophanes opposed all changes in the traditional aspects of philosophy, education, poetry, and music. Norman Cantor in his book Antiquity said the playwright reflected the conservative opinion of many Athenians, showing them to be people who valued old simplicity and morality. In short, they viewed all new innovations as being subversive.

A thing I have learned, living where I live (extremely expensive suburb of an extremely expensive major city) is that either you are in finance or a family member helped you buy your house.
Full disclosure my father in law bought us our house and he is our mortgage holder and we pay our mortgage to him and not to a bank! That is also why I am freaking out that I've forgotten to pay our property taxes! bc I do it myself! I know many people buy their own houses and we were going to do that anyway the regular way but this was a good financial solution for everyone, particularly because Adam can't get life insurance so if something tragic happens to him, the mortgage will be forgiven and I'll own my house outright and not have to worry about making that payment until Andrew Garfield comes for me.
Anyway! Money is hard and weird but more people than you think are getting help from their parents or work in finance and are essentially thieves! bye bye!
