If you are one of the people who will be directly affected by Project 2025 - if you are transgender, a woman, lgbtqia+, an immigrant, or atheist, I strongly encourage you to formulate an escape/survival plan.
IF YOU PLAN TO LEAVE THE COUNTRY:
Join expat groups on Faceb00k. People will often post housing, job offers, or general advice in these groups that may be beneficial when moving. (Expat groups I'm in: Mexico: 1, 2, 3, 4 / Canada: 1, 2, 3 / Sweden: 1, 2 / Germany: 1, 2)
Apply for a U.S. Passport. As it currently stands, you can't travel to many places internationally without one. If you are trying to move before refugee status is available, this document will become necessary. Passports are still backed up right now, and can take months to arrive. If you are able, start applying now!
Brush up on any marketable skills. Look into the country you want to move to and see if you have any skills they are in need of! Lots of countries will often expedite your immigration status if you have skills they need.
Make sure you can take your pets with you. Lots of countries have breed restrictions (for instance, the U.K. has banned pitbulls and other bully breeds). Make sure that wherever you are going, you can take your pets. Look into travel options for dogs (airline, cruise, etc.) If you can't take your pets, make a plan to leave them with someone stateside who will take care of them. Do your best to minimize the risk of them ending up at a shelter.
Buy a house in your desired country. Many countries, such as Portugal, view buying property in their country as a verifiable means of immigration. Many countries also have lower housing prices than the U.S. so it may be more financially feasible than buying stateside.
Move closer to the border. If you plan to move somewhere that shares a land border with the U.S., consider moving closer to that border. My partner and I are currently looking at moving from South Carolina to Washington state so that if the time comes, we are that much closer to the border.
Figure out how you're going to get there. If you are driving, (Canada, Mexico), look into importing your car. Canada has specific regulations about what kinds of cars are allowed to be imported due to their strict environmental protection laws.
Learn the language. Duolingo and YouTube University are both free!
IF YOU CAN'T LEAVE THE COUNTRY, STILL FORMULATE A PLAN:
Create a community. Make friends with people of a similar mindset as you. Collaborate amongst each other to keep each other safe. Create groups in your local area. Meet at the library or a local park. Make connections and allies so when the time comes, you are not alone.
Find out what assets you can liquidate quickly for extra cash. If you have things like gold jewelry, keep those. Gold is often better than cash (especially if inflation keeps going up). However, gaming consoles, collectibles, and antiques may be easily sold/pawned if you need to get cash quickly. Make notes of what valuables you have.
Learn survival skills. Maybe not completely necessary, but rather safe than sorry. Learn how to build a shelter, start a fire, and forage. I did most of my survival training at a YMCA. YouTube and your local library are also great places to look!
Create spaces in your home where you can hide things. Make false bottoms in dresser drawers. Make a false wall in your closet or a hidden crawlspace access.
Stockpile the things you need. If you need certain meds to function, try to find alternative ways to get them. If you have the money to buy extra canned food, put them away in storage. If you smoke, stockpile cigarettes or other tobacco products. Those may also be helpful for trading later.
Protect yourselves. If you have no other choice, find a way to protect yourself if the time comes. Whether that is through allies or weapons, PROTECT YOURSELF. At the end of the day, your life is more important than your politics. Don't be a Batman when N@zis are on the loose.
MOST IMPORTANTLY:
Do not lose hope! More than anything, people have the "indomitable human spirit." When push comes to shove, humanity fights back. Generations before us have fought to protect themselves before, and we will do it again. Our communities will survive.

Please for your own sake do 5 minutes of reading on the subject instead of uncritically repeating what you were taught as a child. Hamas are the military wing of the political party that currently administrate Gaza and have since 2006. Terrorism is an arbitrary label applied to any violence that opposes the actions of a state.
Hi! Thanks for reaching out! I understand what you're trying to say, and you're not entirely wrong. However, there is some key points you're misunderstanding. There are differences between terrorists, militants and state actors.
Terrorists can be lone wolves in service of a higher ideology, decentralized violent movements or organized collectives that use terror tactics as a means to achieve their goals (usually because there are relatively few of them). These acts do not have to be against their own state or a state at all. A Western example of this would be the FLQ, a Québeçois separationist group from Canada active in the 1980s. This group bombed mailboxes, cars and offices, as well as abducted and killed politicians.
Militants are a more cohesive unit, large and well armed enough to engage in direct engagement. They also tend to be more centralized and can carry out coordinated long-term assault strategies. They can resort to terrorist strategy, but do not depend on them. The IRA were militants.
State actors are organizations that belong to a government, in-power political party or country. These would include things like police, armies, private military contractors (in the employ of a state), the Nazi SS (originally the Nazi Party's militarized wing) or the USA's National Guard.
To be a state, there must be a geographical zone one controls, an affiliated populace and an independent governmental body (as in, it operates itself without answering to a mother-state as a colony would be expected to). To achieve statehood, the state must also be internationally recognized, since acceptance of government-issued documentation (like passports) depend on other states accepting them as valid. States can exist as clients to larger states, or depend heavily on another state for resources so long as daily government function is not answerable to another state.
With those definitions out of the way: Palestine, Hamas and Israel, then.
Israel is an internationally recognized state with a UN seat, their own armies, allies and treaties. Israelis have government documentation accepted around the world and there are routes to becoming an Israeli citizen. Israel is a state.
Palestine is a geographical zone within which Israel exists, as well as a by-word for an ethnicity belonging to said region. Palestine does not have a functional government, cannot issue government documentation or verify citizenship, nor does it control its own internal affairs uninterrupted. This is because Israel has stopped it from doing so - funding for any bureaucracy comes from Israel and Israel controls the borders, whether that be letting people in or out. Palestine is not recognized as a state by any other states.
Hamas is a terrorist organization. It fails to make militant status because its forces are small, it cannot control or hold territory, it is not capable of meeting another force in direct engagement and it relies almost exclusively on terrorist tactics to accomplish any goal. You are correct that Hamas was voted into power in 2006, but that means very little. Not only was that election's turnout suppressed by Hamas to start, but it was 18 years ago without another being held since. Insofar as a government exists/has existed at all, it is not independent. As I said, Israel controls the geographic zone in its entirety - Hamas has no control over Palestine's border, nor does it issue passports or verify citizenship and it was never capable of doing so. What Ministries do function are paid for by Israel, not through state revenues like taxes (which you need state apparatus to extract, which Hamas does not have). Even the PLO in the West Bank (which is closer to an actual government body) does not have that power and never did. Does Hamas run institutions like the Health Ministry which are usually run by governments? Yes. Does that make it a government? No. Because it cannot govern.
I have a feeling, my friend, that you are the one who has not read very much. Israel has willfully decided to attack a geographically captive group of non-citizens who do not belong to any state in order to eliminate a terrorist organization. As the only state actor in this conflict, Israel is in control and always have been. They, therefore, are liable for every horrific thing they've done over the last 70-some years and have no excuse for any of it.
Irregardless, I don't give a fuck about Hamas. Hamas are terrorists - what the fuck did you think they were gonna do? They were gonna do terrorism, you goddamn idiot. Israel doesn't have an excuse - they're genocidal apartheid warmongers who want to annex the whole region for their own. The end.
I hope every Israeli official who authorized this gets tried in the Hague and every soldier who gleefully participated in this never know peace for the rest of their hopefully long and miserable lives.
I hope every innocent Israeli civilian never has to worry about terrorism in their lives again. I hope every Palestianian never hears gunfire or ordinance ever again, that they will know warm homes, olive trees, complete families and peace again and never lose it.
And I hope you, my friend, never ever find yourself in a situation where your horrific and unmitigated suffering is so ruthlessly and heartlessly dismissed - that you never know what it is like to live the way the Palestinians are right now.
No one deserves this.

Mulder sleeps in the back of their rented van on the drive to Henryton, exhausted from nearly twenty-four hours of preparation and worry. His mind feels like an oversaturated sponge, and he finds himself in a perpetual state of frustration as memories tease the edges of his subconscious, never fully revealing themselves. It’s all on the tip of his tongue, burbling just under the surface, but woefully inaccessible.
Langly remains in critical condition, his bedside now attended by his younger brother who flew in on a redeye from out of state. Byers dutifully calls for an update every few hours, and the men make it their mission to save Scully in his honor. What they can’t bring themselves to say aloud is that if he dies, it will hurt all the more to have lost them both in one fell swoop. Never seeing Scully again is an idea that Mulder can’t even allow himself to entertain. He just has to find her. He has to.
Frenchie is curled up near his head, intermittently cracking one eye open to verify that he hasn’t left her again. She’s been glued to his side since she arrived, and between her clear separation anxiety and the fact that they have no idea how long they’ll be gone, he decided that they couldn’t leave her at the Gunmen’s house in good conscience. Having her in tow will also allow him and Scully to set out for Canada right away, without returning to Washington, as will the lock box under the driver’s seat containing two sets of passports, ID, birth certificates, a marriage license, and $10,000 cash.
In the back of the van there are also several firearms. To Mulder’s recollection, the last time he fired a gun was during his short stint at Quantico. But when Byers slid a pistol into his palm, he instinctively released the magazine to verify that it was loaded, slammed it back home, and racked the slide without a single conscious thought regarding what he was doing. He hopes that he doesn’t need to use it, but knowing that he would be able to do so effectively instills the confidence he’ll need if he’s going to pull this off.
It was Byers, fresh from the hospital, who suggested that Teena Mulder’s cryptic message regarding the trains that pass through Henryton tunnel should be interpreted to mean he needs to board a train there. Henryton, however, has no train station, only the infamous tunnel. The railway schedule indicates that between three and five trains pass through the tunnel each day, as early as 10:00 am and as late as 6:00 pm. Their plan is to arrive by 10:00 and scope out the area, then board the train if given an opportunity to do so. They have surveillance equipment, radios, a first aid kit, and detailed maps of every square inch of land within five hundred miles of Henryton, none of which have offered any answers or even suggestions as to Scully’s location. As prepared as they are, they are operating off little more than a hunch and an audacious amount of hope.
They arrive in Marriottsville, a small town near Henryton, just past 10:00 am and stop for breakfast at a mom and pop cafe called Ruth’s. It’s a weathered clapboard house that’s been gutted and converted into a restaurant, and they slide into a booth next to an antique fireplace with historical photos displayed on the mantle.
“Good morning, gentlemen, what can I get for you?”
Their server is an older woman with a moon-shaped face and wiry salt and pepper hair, and a name tag on her apron that says “Moira.” She meets Mulder’s eye and smiles, and she’s so genuinely warm and welcoming that he can’t help smiling back despite his sour mood.
“Coffee, please,” he says, and she winks at him.
“Three coffees, coming right up.”
They sit in relative silence, thinking about Langly, or Scully, or the potential outcomes of boarding a train to nowhere and encountering who knows what on the other side. Mulder has tried, unsuccessfully, to force his brain to remember where he and Scully were taken before. Any tiny detail that might give them some context regarding the level of security in the building or how far it is from a source of transportation. He worries over what they’ll do if she’s injured or ill, or if they’ve already wiped her memory clean and she no longer knows who he is. There are a million ways it could go wrong, but never for a single second does he contemplate not trying. He could never live with himself if he doesn’t at least try.
Their coffees arrive and they order pancakes and waffles, bacon and eggs, carbohydrates and protein to fuel the journey ahead. Byers lays the maps out over the table, following the train tracks with his index finger and looking for an out of place building along their course. He’s already done this dozens of times, but he’s just as meticulous now as he was on the first pass. Mulder watches him with heavy eyelids and a worried heart, wondering what Scully is doing at this exact moment.
The bell above the door jangles and the excited squawk of children draws looks from several patrons. Mulder glances at the newcomers as they are shown to a table, and they seem familiar to him. The man, presumably the father, is tall and tawny, and he takes one side of the booth while the two children, a boy and a girl, sit on the side that is facing Mulder and the Gunmen’s table. The girl is older, and her hair is long and ruddy against her porcelain cheeks. The boy looks more like the father, with protruding ears and raucous laugh. Mulder watches them for a long time as they color their menus, wondering if he knew them before but just can’t recall the memory.
“Flapjacks and scrambled eggs,” Moira says as she sets a plate in front of Mulder, and he is distracted enough by trying to force himself to eat that he forgets about the familiar family for a time.
“I think John should stay back,” Frohike announces, shoveling a forkful of waffle into his mouth.
Byers turns and gives him an incredulous look.
“I agree,” Mulder chimes in, and Byers turns his incredulous look to the other side of the table. “For one, we can’t leave Frenchie in the car; it’s too hot. And if we don’t come back…”
The men all stop eating and look at each other. He doesn’t need to say the rest: if they don’t come back, someone will need to look after Frenchie, and be there for Langly. Someone will need to try and send for additional help.
Byers slowly nods and lowers his eyes to his plate. Though he won’t say it, Mulder can tell he’s relieved.
In his periphery, he sees someone small approaching the table. When he looks, he finds the young girl from the familiar family walking towards him, her eyes on the ground. She crouches down beside the booth and picks up a yellow crayon, then stands and looks at Mulder, locking her brilliant blue eyes on his.
“Abby! Get back over here!” the man, her father, calls out, turning in his seat to admonish her.
Mulder gets a better look at his face, and it’s just so familiar. He knows he’s seen it somewhere before. The little girl scurries away, and her father gives Mulder a long look. A warning look.
“How’s everything tasting?” Moira asks, a stack of dirty dishes resting on her hip. They assure her that the food is up to snuff, and she takes in the pile of maps now neatly folded in the middle of the table. “Where ya headed?” she asks, gesturing to the maps with her chin.
The men exchange glances.
“Henryton,” Frohike supplies after an awkwardly long silence. “Any recommendations?”
She pulls a face, indicating that Henryton is not what she was expecting to hear.
“There’s not much to do out there in terms of tourist attractions, I’m afraid, but lots of great walking trails. Lotsa people like to visit the train tunnel; it’s the third oldest in the world that’s still in operation. And haunted to boot.”
“Haunted?” Byers asks, quirking an eyebrow.
“Well,” she says, shifting the dishes to her other hip, “It’s really the old sanatorium that’s haunted, but the tunnel is right nearby. Legend is that they didn’t used to let the patients bathe for weeks on end, and they’d get to smelling so bad that they’d escape and run down to the river to wash up.”
Byers sets his fork down and pushes his plate away.
“Even now,” she continues, “people claim that they see ghosts crossing over the tracks on the west end of the tunnel. Sometimes trains will even stop right there, halfway through, to let ‘em pass.”
“The train stops in the tunnel?” Mulder asks, too urgently, and she gives him a perplexed look.
“Sometimes,” she says, hiking the dishes up higher. “Not always. That’s why people think it’s the ghosts. If the engineer spots one, he better throw on the brakes or the whole thing could derail.”
“Wouldn’t want that,” Frohike says blandly while giving Mulder a significant look.
“Anywho, I better get back to it. You ready for your check?”
They nod, and she leaves them.
“Ghosts on the tracks,” Mulder says, pushing his plate away. “Why else would a train stop in the middle of a tunnel?”
“I have a bad feeling about this,” Frohike says, shaking his head.
They settle the bill and collect their maps, and as they head toward the door, Mulder passes by the table of the familiar family. The children are dowsing their pancakes in an ungodly amount of syrup while their father stares absently at the table top, his own plate untouched. Just as he reaches the front door, Mulder turns back and approaches them, seeking resolution for the familiar feeling that he just can’t shake.
“Excuse me,” he says, addressing the father. The man looks up sharply, alarmed, and Mulder takes half a step back. “Sorry, I didn’t mean to startle you. Have we met? You look so familiar to me, but I can’t place you.”
The man flicks his dark, intense eyes over Mulder once, sitting up taller in his seat in a show of dominance.
“I don’t think so,” he says levelly.
The little boy, taking advantage of the fact that his sister is distracted by Mulder’s presence, sticks his finger into the half-melted scoop of butter sitting atop her syrupy pancakes and then stuffs it in his mouth.
“Peter!” she shrieks, “Don’t touch my food!”
“Abby, shhhh,” her father says softly, and she sticks out her lower lip.
Abby and Peter. He remembers from the maps that Ellicott City isn’t far from here. What are the odds?
“Cal,” Mulder says, turning back to the man. “Calvin, is that your name?”
The man stands abruptly, positioning himself between Mulder and his children, and Mulder takes another step back.
“Who the fuck are you?” the man hisses, and Mulder is surprised to find himself quite intimidated. He holds his hands up, palms out, in deference.
“My name is Fox Mulder,” he says. “I know Dana.”
Cal looks at him for a beat, his expression unreadable.
“Mulder?” he repeats, and Mulder nods once. “How do you know Dana?”
He has no idea what this man knows regarding the nature of he and Scully’s relationship. Most likely nothing at all.
“We used to work together,” he offers, and Cal relaxes a little.
Cal seems to become suddenly aware that the whole restaurant is looking at them. He extends his hand, and after a brief moment of consideration Mulder shakes it.
“Calvin Rose,” he says, then cocks his head over his shoulder towards the children. “This is Abby and Peter.”
“Hi,” Mulder says, looking at the children and smiling. Abby shrinks towards her brother shyly.
“Hi, I’m Pete!” the little boy says proudly.
“Did Dana tell you to come here?” Cal asks with narrow eyes. He may have concluded that Mulder isn’t a threat, but he clearly doesn’t trust him.
“No,” Mulder says, and his heart sinks. The children are both watching him intently, and he doesn’t want to scare them. He motions for Cal to come closer, and the man leans his upper body forward, turning his head to the side to offer his ear. Mulder speaks in a low voice, one he hopes the children can’t hear. “We’re trying to find her. She was…taken.”
Cal slowly leans away and stares at him.
“What do you mean?”
Mulder looks at Abby and Peter. Their syrup-sticky faces and their wide, innocent eyes.
“Maybe we should discuss this in private,” he suggests, and Cal follows his gaze back to the very observant children.
“Yeah,” he agrees.
They sit down at the dirty table just vacated by Mulder and the Gunmen, close enough for Cal to keep an eye on the kids but far enough away that they won’t hear them.
“What do you mean taken? Taken where?” Cal asks, his elbows on the table top.
“I don’t know,” Mulder admits. “I’m not sure how much Dana told you about what happened to us before, but I believe she’s been taken back to the place where our memories were initially manipulated.”
“Who took her?” Cal asks urgently, questions tumbling out too quickly for Mulder to answer. “Did you see this happen? Where were you? I don’t even know where she’s been, she just left and then I got this letter yesterday—”
“You got a letter? From who?”
“From Dana,” Cal says, reaching into his pocket.
He sets the letter on the table and Mulder reads it several times. Henryton tunnel at noon. He checks his watch. It’s almost 11:00.
“This isn’t from her,” he says, handing the note back. “I’ve been with her for the last seventy-two hours, and I know she didn’t write this.”
Cal looks at the note like it’s suddenly a foreign object.
“Then who sent it?”
Mulder shrugs.
“The people in charge of all of this, I assume. They may be trying to lure you there, instead of taking you by force.” An image of the black van tearing out of the parking lot at the safehouse flashes through his mind. “That’s what happened to Scully.”
“Scully? Who’s Scully?”
“Sorry, Dana. Scully is…her maiden name. That’s what I’ve always called her.”
Cal looks at the table.
“Right,” he says. “I guess I should know that.”
“Even if this isn’t from her,” Mulder says, pointing to the letter, “it’s helpful. It confirms that I need to get on the train at the tunnel, and at an exact time. But you don’t want to get on that train, Cal. Especially not with the kids.”
Cal’s eyes widen and he looks over to the children, then back to Mulder.
“What are they doing to her?”
“I don’t know,” Mulder says, and his chest tightens. “Best case scenario, they plan to wipe her memory again. Worst case…they’re destroying the evidence of what they’ve done.”
“I’m going with you,” Cal says without hesitation.
“I don’t think that’s a good idea,” Mulder objects. “I have no idea what we’ll encounter. It’s going to be dangerous, and there’s a possibility that we won’t make it back.”
Cal leans in, locking his eyes on Mulder’s.
“Mira, cabrón,” he says, his voice suddenly venomous, “I appreciate your concern, but that’s my wife out there.” Cal must see Mulder’s reaction in his face, because he softens a little. “I mean…the kids don’t know,” he says, glancing over at them. “They still have their chips in, they’re still taking their meds. She’s their mom. I have to find her.”
The queasiness he feels seeing how attached Cal clearly is to Scully, that he still thinks of her as his wife, is quickly replaced by fear.
“They still have chips? That means they’re tracking you, Cal.” Mulder looks around the small restaurant. No one seems to be paying them any attention. “If the kids don’t get on the train, they might come for them.”
Cal sits back and swallows, then his eyes dart around erratically while he thinks.
“Who are those guys you’re with?” he asks.
“Friends,” Mulder tells him. “Of both mine and Dana’s. We’ve known them for years. They’ve been helping us.”
“You trust them?” Cal asks, very seriously.
“Absolutely,” Mulder says emphatically. “I’d trust them with my life, and Dana’s.”
“You trust them with my kids?”
Mulder sees how much the question hurts to ask. Sees the fear behind it, the risk. It only reinforces how deeply Cal cares for Scully. For a fleeting moment, Mulder wonders what will happen to the three of them if they make it out of this alive.
“I would, yes. They’ll do everything within their power to protect them, if necessary.”
Cal sucks in a deep breath and lets it out slowly. He looks over at his children, who are piling the remains of their breakfast onto one plate and covering it with salt and pepper.
“We better get going,” he says resolutely. “The train will be there soon.”

If you plan on flying around the country in 2025 and beyond, you might want to listen up.
You have about 365 days to make your state-issued driver’s license or identification “Real ID” compliant, per the Department of Homeland Security.
The Real ID compliance is part of a larger act passed by Congress in 2005 to set “minimum security standards” for the distribution of identification materials, including driver’s licenses. This means that certain federal agencies, like the Transportation Security Administration or DHS, won’t be able to accept state-issued forms of identification without the Real ID seal.
It's taken a while for the compliance to stick, with DHS originally giving a 2020 deadline before pushing it back a year, then another two years and another two years after that due to “backlogged transactions” at MVD offices nationwide, according to previous USA TODAY reports.
You won’t be able to board federally regulated commercial aircraft, enter nuclear power plants, or access certain facilities if your identification documents aren’t Real ID compliant by May 7, 2025.
Here’s what we know about Real IDs, including where to get one and why you should think about getting one.
Do I have to get a Real ID?
Not necessarily.
If you have another form of identification that TSA accepts, there probably isn’t an immediate reason to obtain one, at least for travel purposes. But if you don’t have another form of identification and would like to travel around the country in the near future, you should try to obtain one.
Here are all the other TSA-approved forms of identification:
◾ State-issued Enhanced Driver’s License
◾ U.S. passport
◾ U.S. passport card
◾ DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
◾ U.S. Department of Defense ID, including IDs issued to dependents
◾ Permanent resident card
◾ Border crossing card
◾ An acceptable photo ID issued by a federally recognized, Tribal Nation/Indian Tribe
◾ HSPD-12 PIV card
◾ Foreign government-issued passport
◾ Canadian provincial driver's license or Indian and Northern Affairs Canada card
◾ Transportation worker identification credential
◾ U.S. Citizenship and Immigration Services Employment Authorization Card (I-766)
◾ U.S. Merchant Mariner Credential
◾ Veteran Health Identification Card (VHIC)
However, federal agencies “may only accept” state-issued driver’s licenses or identification cards that are Real ID compliant if you are trying to gain access to a federal facility. That includes TSA security checkpoints.
Enhanced driver’s licenses, only issued by Washington, Michigan, Minnesota, New York, and Vermont, are considered acceptable alternatives to REAL ID-compliant cards, according to DHS.
What can I use my Real ID for?
For most people, it's all about boarding flights.

Air travel typically falls on a spectrum ranging from tedium to chaos, but entering the United States in recent months has often served up a uniquely painful combination of the two. Complaints abound on social media of packed arrival halls and hourslong immigration lines at major airports including O’Hare in Chicago, JFK in New York, and Dulles outside Washington, D.C.—the latter airport being so poorly situated and designed that it serves as apt homage to the damage the Dulles brothers wreaked on decades of U.S. foreign policy.
Part of the problem is an aggressive rebound in global travel after two years of COVID-induced nosedives. International air traffic more than doubled in 2022 compared with 2021, approaching pre-pandemic levels, according to the International Air Transport Association (IATA). And more people are lining up to board. The bigger problem is when they get off, in the United States at least. The long wait times, according to officials and airport industry executives, come down to a combination of surging demand, limited resources, and rapidly shifting technological needs and capabilities.
“We are still experiencing long wait times, and actually it’s ticking up again at the moment, and it is related to the number of officers available for clearing passengers,” said Matthew Cornelius, the executive vice president of the Airports Council International-North America, which represents more than 300 airports across the United States and Canada. “That sort of is a root-cause issue for a lot of the problems that we see around our members’ facilities.”
According to data from U.S. Customs and Border Protection (CBP), the agency as of last year had around 1,800 fewer agents than it needed to process people entering the United States. And the problem will likely get worse before it gets better, even though CBP has lots of fancy new gear that is meant precisely to streamline the whole process. The agency acknowledges it’s an issue.
“COVID was still impacting numbers when we had that 1,800 that we assessed last year,” said Jody Hardin, CBP’s executive director for planning, program analysis, and evaluation. Updated numbers due to be released later this year will show a “slight increase in the amount of officers needed,” she added, though airport staffing is a less urgent need compared with the United States’ southwestern border.
CBP has deployed a patchwork of different technologies over the past decade to ease the load, starting with “automated passport control” kiosks that it debuted in 2013 that allowed incoming travelers to scan their passport, take their picture, and, when necessary, provide fingerprints and additional information.
Those kiosks have now largely been phased out, only used for trusted traveler programs such as Global Entry that pre-verify members at a price tag of $100 so they can skip the immigration lines. Global Entry is currently available to citizens of the United States and 13 partner countries, with some 8 million users. A smartphone-enabled version, known as mobile passport control, which CBP brought in-house last year after previously subcontracting it to private companies, is only available to U.S. and Canadian citizens entering through one of 33 U.S. airports.
As of now, however, CBP is increasingly leaning on a biometric facial comparison system known as Simplified Arrival. The system uses cameras placed next to immigration officers to take a picture when a traveler walks up and matches it to an existing passport or visa photo on file. According to Matthew Davies, the executive director of the CBP’s admissibility and passenger programs, the system has thus far processed around 285 million travelers since it debuted in 2018 and prevented more than 1,700 people from illegally entering the United States. The agency has also deployed a biometric exit program that scans the faces of passengers exiting the country at three dozen airports. It has been a long time coming: A biometric entry-and-exit program was a recommendation in the 9/11 Commission Report.
“From the standpoint of a counterterrorism practitioner, one of the things we always tried to do is to spend less time worrying about the people who were a low risk so that we could devote more time and attention to the people who are a higher risk,” said Thomas S. Warrick, who worked on counterterrorism in various roles for the Department of Homeland Security during the George W. Bush, Obama, and Trump administrations.
Proponents of the system say using facial recognition technology to compare a passport image to an image taken on arrival—supplemented by a second look by a CBP officer in the case of an inconclusive match—optimizes privacy, national security, and time.
“Essentially, what their job is trying to do is find the needle in the haystack, and if you can get rid of hay that you know is not a problem, that’s a good strategy,” Cornelius said.
But critics of facial recognition technology cite its troubling implications for privacy and potential discrimination, with a history of law enforcement agencies misidentifying nonwhite faces. A group of lawmakers reintroduced a bill in March that calls for a moratorium on the use of facial recognition by U.S. government agencies. Far more sinister examples abound worldwide, with China in particular using the technology to surveil and police its citizens.
“Using facial recognition in airports normalizes this idea of mass surveillance,” said Caitlin Chin, a fellow at the Center for Strategic and International Studies, adding that “this is part of a larger trend of government agencies or private companies deploying facial recognition in more and more facets of our lives.”
Beyond the societal implications, experts are concerned about how much oversight there is of how biometric data is collected and stored. The same algorithms that send you endless pitches for a new speaker are the ones responsible for your security.
“We need to pause and rethink and reimagine border control and protection. In the datafication of our world, in this data-driven environment, we need to truly understand how mass surveillance technologies can undermine the practice of citizenship,” said Renée Cummings, an artificial intelligence and data ethicist at the University of Virginia’s School of Data Science.
Davies, the CBP admissibility and passenger director, says the agency deletes photos of U.S. citizens within 12 hours, while photos of noncitizens are retained for 14 days for facial comparison purposes before being stored along with entry and exit records for decades in a system run by the Department of Homeland Security. Travelers also have the ability to opt out of being photographed at the counter and can have their passport examined the old-fashioned way, but Davies stressed that the cameras are simply meant to augment the process every traveler would go through regardless.
“We’re not trying to subject people to monitoring or extensive surveillance,” he said. “This is literally just at the point where you normally would produce your passport, you’re producing it again, making sure you are who you say you are.”
Depending on where you’re going when you leave the United States, you may encounter facial recognition on the other end, too. Airports in countries such as Germany, the United Kingdom, India, and Japan have deployed facial recognition technology at different steps of the airport process, from passport control to automated boarding.
In a way, the pandemic created this monster. “The COVID pandemic really kicked it up a notch because people were trying to focus on touchless, and with a lot fewer people going through an airport, they could make the necessary upgrades without causing really long lines,” said Stephanie Gupta, the senior vice president for security and facilitation at the American Association of Airport Executives. The pandemic may have also made people more willing to make the trade-offs on privacy and security that facial recognition systems depend on for mass adoption and success. According to IATA’s 2022 Global Passenger Survey, three out of four passengers would be “eager to use biometrics” in lieu of passports or boarding passes.
“If you have an iPhone, a newer model, you’re using your face to unlock your phone,” Cornelius said. “People are becoming more comfortable with the process.”
But even if travelers are willing to have their picture taken to save a few minutes, the facial recognition technology used by CBP still requires some degree of human involvement. And there aren’t, in CBP at least, enough humans.
What determines whether two images are of the same person—terrorist or not—is “the Mark 1 human eyeball,” said Warrick, who’s now at the Atlantic Council. “That’s why it’s important to have a human backup and why you have to be cautious about letting computers go too far.”

GREEN LAKE, Wis. (AP) — A Wisconsin man who faked his own drowning this summer so he could abandon his wife and three children has been communicating with authorities daily from Eastern Europe, even telling them how he did it, but has not committed to returning home, a sheriff said Thursday.
Ryan Borgwardt has been talking with authorities since Nov. 11 after disappearing for three months, Green Lake County Sheriff Mark Podoll said at a news conference. The sheriff later showed a video that Borgwardt had sent the sheriff's office that day.
“The great news is we know that he is alive and well,” Podoll said. “The bad news is we don’t know where Ryan exactly is, and he has not yet decided to return home.”
Borgwardt, wearing an orange T-shirt and not smiling, looked directly into the camera in the video, which appears to have been taken on his phone. Borgwardt said he was in his apartment and briefly panned the camera but mostly showed just a door and bare walls.
“I’m safe and secure, no problem,” Borgwardt said. “I hope this works.”
Borgwardt told authorities he fled because of “personal matters," the sheriff said. Podoll did not elaborate.
“He was just going to try and make things better in his mind, and this was the way it was going to be,” Podoll said.
Borgwardt told authorities he traveled about 50 miles (80 kilometers) from his home in Watertown to Green Lake, where he overturned his kayak, dumped his phone in the lake and then paddled an inflatable boat to shore. He told authorities he picked that lake because it's the deepest in Wisconsin at 237 feet (over 72 meters).
After leaving the lake, he rode an electric bike about 70 miles (110 kilometers) through the night to Madison, the sheriff said. From there, he took a bus to Detroit, then boarded a bus to Canada and got on a plane there, the sheriff said.
Police were still verifying Borgwardt’s description of what happened, Podoll said.
The sheriff suggested Borgwardt could be charged with obstructing the investigation into his disappearance, but so far no counts have been filed. The sheriff's office said the search for Borgwardt's body, which lasted more than a month, cost at least $35,000. Podoll said that Borgwardt told authorities that he didn't expect the search to last more than two weeks.
Whether Borgwardt returns will be up to his “free will," Podoll said. Borgwardt’s biggest concern about returning is how the community will react, the sheriff said.
“He thought his plan was going to pan out, but it didn’t go the way he had planned,” the sheriff said. “And so now we’re trying to give him a different plan to come back.”
The sheriff said authorities “keep pulling at his heartstrings” to return home.
