CORRUPTION DURING COVID-19 IN AFRICA
Yes, we all know – Africa has a serious problem with corruption. A 2002 African Union study estimated that corruption costs the continent roughly US$ 150 billion a year. Amid the COVID-19 pandemic – corruption continues to hemorrhage the continent. There are over 753 000 confirmed COVID-19 cases in Africa (as of 21 July). Corruption in the procurement of Personal Protective Equipment (PPE) can lead to the death of frontline health workers due to substandard PPE or delays in delivery to health facilities. Here are stories of corruption during COVID-19 in Africa.
Kenya
Ziwala Limited was awarded a Ksh 84 million (approximately US$ 775 000) tender to supply 120,000 pieces of KN95 masks. Kenya Medical Supplies Authority (Kemsa) is in hot water for procuring the masks at an inflated price of Ksh 700 (approximately US$ 6.5) per piece. The retail price was Ksh 500 (approximately US$ 4.6) at the time. Furthermore according to the companies registry, Ziwala is owned by Samantha Ngina Muthama and June Nduta Kinyua. Samantha Ngina Muthama is the niece of President Uhuru Kenyatta.
South Africa
Social development, headed by MEC Nonhlanhla Khoza, purchased 48 000 blankets, sanitisers, soap and other hygiene equipment, for distribution to Kwazulu Natal’s 12 districts. None of the purchases were made directly from manufacturers, but instead from a number of middlemen, who added their mark-up after purchasing the blankets, sanitisers, soap, face cloths and hand pumps from manufacturers. The contract was awarded without a tender, using emergency powers in terms of treasury regulations.
Royal Bhaca Projects was awarded a tender from the Gauteng Department of Health for personal protective equipment (PPE) amounting to R125-million (approximately US$ 7.4 million). The company is owned by the disputed amaBhaca King, Thandisizwe Diko. He is the husband of the President’s Spokesperson Khusela Diko. The Diko family is close family friends with Gauteng Health MEC Dr Bandile Masuku.
Uganda
The government initiated a program to provide food relief for vulnerable citizens amid the coronavirus pandemic. Four government officials connected to the project inflated the relief food prices. Losses are estimated to exceed US$ 528 000.
Zimbabwe
Zimbabwean Health Minister Obadiah Moyo awarded a US$60 million tender to shelf company Drax International LLC to procure COVID-19 test kits and medical equipment. Drax International invoiced the government an inflated price of US$ 28 for disposable masks whose wholesale price is under US$ 4 from reputable local suppliers. The company Drax International’s director Delish Nguwaya is linked to the president’s son, Colin Mnangagwa.
Corruption cripples governments’ capacity to fight COVID-19. Cronyism, overpricing, mismanagement and corruption of public funds during the pandemic is unconscionable and deadly.

Toronto Election Chaos - Premier Doug Ford is plowing ahead with the passage of controversial Bill 5, which will shrink City Council from 47 to 25 members just a month before the election. While an Ontario Superior Court judge recently struck a nearly identical bill down, citing that it violates the Charter of Rights and Freedoms, Ford is utilizing the rarely exercised Notwithstanding Clause to exempt this legislation from judicial review. The city has instructed it’s lawyer to “exhaust all avenues” in fighting the bill.
More Gun Violence - A 16 year old boy was shot dead in the city’s east end on Friday evening. Toronto has faced record-breaking levels of gun violence this year, this being the 77th homicide of 2018.
North America:
NAFTA Negotiations - Mexico and the US have informally agreed on a new framework for NAFTA, which will be dubbed the United States-Mexico-Canada agreement as a result of a Trump rebranding scheme. Canadian and American negotiators are still partaking in ongoing talks in an effort to maintain the trilateral nature of the agreement. Trump has, and continues to threaten that he will move forward without Canada if the Trudeau government is unwilling to make satisfactory concessions. Congress must approve any agreement, so the midterm elections on November 6th may shake things up if the Democrats manage to take the House and/or Senate.
Hurricane Florence - Hurricane Florence is railing the Carolinas, and thus far has left 12 dead along with extensive damage to property. A disaster was declared in North Carolina on Saturday, as heavy rain and further flooding are projected in the coming days.
Latin America:
Venezuelan Crisis - Economic travesty in the South American nation continues to force millions to flee into neighboring countries. Venezuelan leader Nicolas Mauro has reached out to Chinese President Xi Jinping for assistance.
Chaotic Brazilian Election - Jailed former left-wing leader Lula pulled out of the Brazilian election, appointing Fernando Haddad as his replacement. To add to the drama of the campaign, right-wing leader Jair Bolsonaro was stabbed at a rally. He has soared in polls since the incident and is presently recovering in hospital.
Europe:
Russian War Games - In the eastern part of the nation, Russia, China and Mongolia coordinated Russia’s largest military exercises ever.
Right Wing Movement - Far-right groups continue to gain popularity across Europe. This week, the right leaning interior ministers of Italy and Austria demanded that the EU hold asylum-seekers at sea until their claims have been processed.
Africa:
Rwandan Opposition Leader Released - Victoire Ingabire Umuhoza, a prominent opposition leader was released from prison along with 2,100 other wrongfully imprisoned inmates.
Cholera Outbreak in Zimbabwe Capital - 25 people have now succumbed to cholera in Harare, while 3,766 cases have been confirmed according to Health Minister Obadiah Moyo. The WHO warns that the disease is spreading rapidly, putting the more than 2 million people that call Harare home at risk.
Asia:
Typhoon Mangkhut - A category 5 typhoon slammed the Philippines, killing 14 people. Landslides, flooding, and extensive damage have been reported across the island of Luzon.
Chinese Detainment of Uighur Muslims - Analysts estimate that up to 1.1 million people have been placed in internment camps in China’s western province. Chinese officials claim that these are education centres, but escapees tell tales of violence and abuse.
Oceana:
Protest of Aussie Anthem - A 9 year old girl named Harper Nielsen made headlines when she protested the Australian national anthem by refusing to stand for it in school. Nielsen based her stand on the notion that the anthem is racist for ignoring the Indigenous history of Australia.
Opinion: Toronto the Good Under Fire
Toronto the Good - an endearing, often sarcastic nickname for the city that derives from it’s high brow history. Although the term is commonly used ironically, I would argue that it has come adequately represent it, especially when you compare the state of Toronto to American cities.
The Greater Toronto Area is of similar approximate size to the Boston, Philadelphia, Houston, and Dallas metropolitan areas. Yet, it has significantly lower crime rates, and far less poignant inequality.
Why could that be?
I’ll get to that answer in a minute, but for now it must be pointed out that the current wave of gun violence sweeping the city is threatening Toronto’s status as a safe place that is seemingly immune to the growing pains that American cities usually go through; and not in the way that you would expect.
Obviously there is a direct correlation between gun violence and safety, I’m not trying to deny that. Yes, there is presently a higher risk that you’ll get shot walking around popular areas of the city than normal.
What needs to be acknowledged though, is that with each shooting, calls to ‘crackdown’ on crime by increasing police presence, and introducing stricter sentencing grow. Herein lies the real threat.
If political leaders cave to these demands, we risk following the same path that has been taken by countless American cities, countless times. To decrease gun violence you need to use the carrot and not the stick, though the stick is a natural reflex.
First, simply increasing police presence does not necessarily result in a decrease in crime. In fact, a 1972 Kansas City experiment doubled patrols in several areas, and stopped them in others to test this very idea. They found that this had no significant effect on crime rates in any of the districts. Admittedly, other studies have found a correlation between more police and less crime, but this pattern can usually attributed to more effective policing methods, rather than more police.
Additionally, there is an overwhelming academic consensus that introducing stricter sentencing does not curb crime. What both of these things undeniably do though, is cost taxpayers dearly.
Contrary to one’s natural reaction, the violence gripping the city should be viewed as a cry for help that rises from marginalized communities struggling to get by courtesy of Toronto’s increasing lack of affordability.
Rather than marching through neighborhoods with guns and armour, we should be extending a proverbial loving hand. This can be done by dealing with affordable housing issues, providing more opportunities for lower-income families, and investing in community infrastructure such as sporting facilities. When dwellings in Toronto’s worst-off neighborhoods are converted from houses to homes, where people have a future, violence will inevitably decrease.
To all the doubters I say this; the reason that Toronto is so much safer than American cities, is because of a better social safety net. Thus, to fix the gun violence problem, we need to modernize the social safety net so that it meets the demands of modern Toronto life.
A law enforcement crackdown will only divert funds from going where they are needed.

Journalist who uncovered multi-million pound Zimbabwe govt scandal out of jail
  After six weeks spent in state custody, much of it in an overcrowded maximum-security prison cell, Zimbabwean journalist Hopewell Chin’ono has been granted bail on his fourth attempt at the High Court in Harare.
On his release from Chikurubi Prison, Mr Chin’ono sounded defiant as he addressed waiting journalists.
“I remain strong,” he said.
“If these guys knew the mistake they made by taking us in (the prison), because we have seen things that we only used to hear about and we were not sure about and now we know and we can write authoritatively about those things.”

Earlier, High Court Justice Tawanda Chitapi granted bail to a man who is now seen by many as the face of resistance in the beleaguered nation.
A number of stringent conditions were attached, including a ban on posting messages to Twitter.
“They have removed me from Twitter but not from Facebook so I will continue to write on Facebook and now I will also write for local media,” said Mr Chin’ono, as he spoke in the darkness outside the prison gates.
The 49-year-old has worked for a number of Western media outlets but it is his exposé outlining a multi-million pound procurement scandal in Zimbabwe‘s health ministry that is thought to have angered members of the ruling ZANU-PF party.
The health minister, Dr Obadiah Moyo, was charged by police and removed from his post but he is yet to face trial.
When Mr Chin’ono tweeted in support of an anti-corruption protest planned for 31 July, the authorities made their move, accusing the journalist of calling for the removal of a constitutionally elected government.

The organiser of that protest, Jacob Ngarivhume, who leads the small Transform Zimbabwe party, was also arrested and charged with “inciting public violence”.
Mr Ngarivhume was granted bail today on the presentation of a Zimbabwean $50,000 (£104) deposit.
After 43 days in prison, Mr Chin’ono’s supporters have become increasingly concerned about his health.
The journalist looked visibly frail on Tuesday when he attended a routine remand hearing at Harare’s magistrates’ court.
He told reporters that he was suffering from a fever and had done a test for COVID-19 the day before.
Mr Chin’ono’s lawyers say the government is trying to make an example of the 49-year old, keeping him in an overcrowded cell without masks, sanitisers or adequate food.
The lead defense lawyer, Beatrice Mtetwa, was barred from representing him after the court accused her of criticising Zimbabwe’s justice system.
Despite the breezy promises of reform made by President Emmerson Mnangagwa when he was elected in a controversial poll in 2018, his administration has shown every indication of returning to the practices of his predecessor, long-time dictator Robert Mugabe.
The High Court today showed a semblance of independence in granting two men the right to bail – which is guaranteed under Zimbabwe’s constitution – but Mr Chin’ono faces a bruising battle in the weeks and months to come.

The arrest of two prominent figures in Zimbabwe signal new levels of crisis in governance as the nation heads toward unprecedented economic decline and social unrest. Jacob Ngarivhume, leader of a small opposition party called Transform Zimbabwe, and Hopewell Rugoho-Chino’ono, a journalist, are both accused of inciting violence in their calls to end corruption at the highest levels of government, and allegedly participating in plans for an anti-government demonstration scheduled for July 31.
Ngarivhume appeared in court on July 22, facing charges for planning to incite public violence. He was arrested on July 20, tied to tweets deemed provocative by the state. He remains in state custody at Harare Remand Prison with no possibility of bail. Ngarivhume is accused of organizing anti-government protests  based on tweets such as:

Hopewell Rugoho-Chino’ono was hauled before the courts in handcuffs on July 22 and July 23, after close to a dozen state agents raided his home on July 20 and seized some of his belongs. He was arrested for allegedly planning to incite public unrest based on several tweets. His Twitter account was taken down on the day of his arrest. Hopewell was also denied bail and his case was deferred to August August 7. Both were arrested in connection with allegations of violating Section 187 (1) (a) as read with Section 37 (1) (a) (i) of the Criminal Law (Codification and Reform) Act, Chapter 9:23, “incitement to participate in public violence,” and both face up to 10 years in jail if convicted.
Tendai Biti, vice president of the biggest opposition movement, the MDC Alliance, tweeted soon after court proceedings were adjourned:

On July 22, President Emmerson Mnangagwa declared a curfew and a raft of other measures curtailing people’s movement, purportedly to stem the spread of COVID-19 infections in the country. Activists charge that this move was clearly aimed at stopping planned anti-government protests on July 31.
Due to the curfew, courts close early.
Lawyer Doug Coltart tweeted that the courts deemed Ngarvihume a “danger to the public” due to COVID-19 restrictions:

On Saturday, the government strongly defended these arrests, claiming both were plotting to “overthrow the government.” 
Reporting on the COVID-19 fund scandal
Chino’ono extensively reported on a corruption scandal involving millions of dollars worth of COVID-19 funds meant to benefit Zimbabweans.
The procurement scandal led to the sacking of former health and child welfare minister, Obadiah Moyo, who awarded contracts at inflated prices for personal protective equipment (PPE) and medicine worth over $60 million United States dollars. 
Following the corruption exposé, Chino'ono used social media — primarily Twitter — to echo a clarion call for protests next week against corruption. His cameras and computers were seized by police, without any search or arrest warrants. It is unclear who is responsible for removing his Twitter account.
Government spokesman Nick Mangwana expressed the state’s position on the matter in a tweet:
There is no profession which is above the law. -Journalists are not above the law. -Lawyers are not above the law -Doctors and nurses are not above the law. -Politicians & bankers are not above the law. Anyone suspected to have commited a crime should be subjected to due process.

Social media attacks and international concern
Embassies in Zimbabwe have roundly condemned the arrest of Chino’ono and Jacob Ngarivhume.
Activists Hopewell Chin’ono, @jngarivhume, #MDCTrio, @VOANews’ @FrankChikowore & @263Chat’s @takawirasam answered @edmnangagwa’s call to end corruption. Zimbabwe on the brink
< p class="p1">Zimbabwe is undergoing an unprecedented time of economic decline with inflation hovering above 737 percent and acute food, foreign currency and fuel shortages. A local currency—RTGS dollar— introduced last year, replacing official use of a stable foreign multicurrency system, has rapidly fallen in value against the US dollar.
Bankers, doctors, nurses and other healthcare professionals have joined the call to be paid in US dollars to cushion them from the cost of living and a depreciating local currency, but Mnangagwa’s government will have none of it.
The stock exchange has been closed since June 28, a first in the country’s turbulent history.
As a result, citizens are growing increasingly agitated by economic hardships and the government is concerned about the possibility of mass protests — which could unseat Mnangagwa — as happened to the late former President Robert Mugabe in November 2017.

An outspoken journalist who recently exposed alleged government corruption involving coronavirus supplies has been arrested in Zimbabwe.
Hopewell Chin’ono live-streamed his arrest on Monday on social media before being told to put his phone down.
It is not yet clear why security officials broke into Hopewell Chin’ono’s home and arrested him.
The US embassy called it deeply concerning, and the journalist’s lawyer said it was an abduction.
“We’re not sure where he has been taken. His helper says they did not produce any warrant when they came to his house,” human rights lawyer Beatrice Mtetwa said in a video statement.
Motioning to a smashed patio door at Mr Chin’ono’s home, Ms Mtetwa said eight or so security agents were involved in the raid.

What did Mr Chin’ono report about?
Mr Chin’ono’s reporting on alleged Covid-19 procurement fraud within the health ministry led to the arrest and sacking of Health Minister Obadiah Moyo.
President Emmerson Mnangagwa fired Mr Moyo earlier this month for “inappropriate conduct” over the $60m (£47.5m) medicines supply scandal.
Zimbabwe’s opposition MDC party said the state was persecuting a journalist for exposing government corruption.
A government official later responded by tweeting that journalists were not above the law.

BBC Africa correspondent Andrew Harding says the incident comes at a time of rising tensions in Zimbabwe, with hyperinflation strangling the economy, and talk of a new round of mass protests against Zanu-PF, the party that has run the country since independence.
Zimbabwe’s government promised reforms and economic growth after former President Robert Mugabe was ousted from power three years ago.
But critics say it has reverted to its old habits of repression and corruption.
