but fr i like that they established that narvin is "a remarkably intelligent timelord" or whatever they said in 2.1, and yet he consistently fails to see past or stand against the power structures of gallifreyian society. if anything he buys in harder than everyone else.

he's canonically, textually smart as hell and yet able to be completely blinkered at any time by Power and Whats Right and The Done Thing. of course he'll die for romana when she's his better; of course, days later, he'll send her off to die in exile when she's not -- its The Gallifreyian Thing To Do, zero thought required. i maintain that gallifrey is more of a religion than a country

While trying to remove the hook, the Doctor was knocked unconscious, so when the police came, he was found with the dead body and the murder weapon. He was charged with several murders and sentenced to die, but Izzy was able to phone in a tip using information she knew from the history book to vindicate him just before he was executed.
