Practical effects by Spanish master Emilio Ruíz del Río. He did a lot of stuff for Dino de Laurentiis. There’s a good documentary about him, the De Laurentiis part begins around minute 37. Unfortunately it’s only in Spanish (fine if you speak Spanish):

A bunch of paintings i did for the old version of the TMNT Mutant Mayhem script. back when the turtles went to high-school near the end of act 1. There was a montage where the turtles just WALK IN to school and of course all of the agencies, FEMA, CIA, FBI, ATF, NYPD and Animal Control show up and capture them, they go to the white house, the pentagon, there is a protest at city hall, etc. These were all matte painting targets and helped develop the background style in this early stage
