Since September 21, 2022, in Russia there has been taking place a massive mobilization among the civilian population for the war against Ukraine. We, the representatives of indigenous peoples, speak against this inhuman war unleashed by the Putin regime, and we call on UN bodies, international organizations and states to take all measures to help stop the Russian aggression against Ukraine and the mass mobilization carried out among the Russian population.
During the mobilization, the Russian authorities are committing massive human rights violations, undermining the right to freedom of movement, the right to freedom of expression, and others. In many cases, mobilization in Russia is carried out by violent methods, against the will of the persons enrolled for military service. The indigenous peoples of the Russian Federation also got drafted.
According to the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, everyone has the right to life, liberty and security of person. The right to life is an inalienable right of every human being. No one may be arbitrarily deprived of life.
The UN Declaration on the Rights of Indigenous Peoples, one of whose goals is to overcome historical injustices that have resulted in indigenous peoples becoming victims of colonization, losing their lands, territories and resources, establishes additional guarantees for the protection of the rights of these peoples.
The Declaration states that persons belonging to indigenous peoples have the right to life, physical and mental integrity, liberty and security of person, that indigenous peoples have the collective right to live in freedom, peace and security as distinct peoples and must not be subjected to any acts of violence. It also points out that states should consult in good faith with the indigenous peoples concerned, through their representative institutions, in order to obtain their free, prior and informed consent, before taking and implementing legislative or administrative measures that may affect them.
However, the ongoing mobilization activities among indigenous peoples in Russia massively violate their individual and collective rights.
Numerous evidence and analysis confirm that mobilization in Russia is most active in rural areas and in poor regions of the country. This is happening because the authorities are afraid of the growth of protest moods in major cities, and the development of corruption in Russia makes it possible for wealthier citizens to pay a bribe that allows them to evade the draft.
Meanwhile, more than two-thirds of the indigenous peoples of Russia live in rural areas. Indigenous peoples continue to be one of the most socially vulnerable groups in the population. With the exception of some oil and gas producing regions, indigenous peoples, in general, live in the most economically disadvantaged areas of the countries.
Small communities of indigenous peoples are generally located in remote areas, with undeveloped infrastructure, communications and a low level of education. In these areas, indigenous peoples face considerable difficulties in accessing alternative information, being subject to informational influence by state authorities.
In recent years, Russian authorities have been particularly aggressive in their harassment of human rights organizations, including indigenous human rights organizations that have previously helped indigenous communities defend their rights.
As a result, this led to a disproportionately high rate of conscripts among Russia’s indigenous peoples. While the Russian authorities claim that no more than 1% of the number of those liable for military service in the country will be called up for military service, in some villages of the Russian Arctic, Siberia and the Far East, where indigenous peoples live, more than 20% of the male working-age population was mobilized.
In particular, there were reports that 181 people were mobilized from the village of Bogorodsk in the Komi Republic, out of a total population of about 700 people, which is 26% of the population of the village. In the village of Olenek in the Olenek national district of the Republic of Sakha (Yakutia), 50 people were to be mobilized, that is 39% of masculine population of the village aged 18 to 35 years. Due to the lack of stationary medical facilities in hard-to-reach northern settlements, cases of mobilization of people with chronic diseases without a medical examination have become more frequent. Fathers with many children are also mobilized, which puts their families living in harsh climatic conditions on the brink of survival.
There are known cases of mobilization of representatives of the indigenous peoples of the North engaged in reindeer herding and horse breeding. Such cases were recorded in the settlements of Andryushkino, Kolymskoye, Sangar, Verkhoyansk and Topolinoye in the Republic of Sakha (Yakutia), which are places of compact residence of Evens, Yukaghirs, Chukchis, and Sakha. Mobilization took place in all regions of the republic, where Sakha and other northern Indigenous people live.
The male population among indigenous peoples is quite often the main guardian of the traditional way of life. In many northern regions, traditional activities such as reindeer herding, fishing and hunting are under threat of extinction, so the recruitment of young men can cause irreparable damage to the traditional way of life, economy and culture of the indigenous population. In some settlements where a mixed population lives, more than half of those mobilized are representatives of indigenous peoples.
There are already numerous testimonies of the deaths of representatives of indigenous peoples involved in the war with Ukraine. The police, the Russian Guard and the Russian intelligence agencies are persecuting indigenous activists and indigenous human rights activists who speak out against the war with Ukraine and mobilization. Aggressive state propaganda does not provide an opportunity to convey an alternative point of view to remote communities, which cannot but resemble a difficult colonial past, through which the indigenous peoples had to go.
In addition, despite the numerous recommendations of UN bodies to the Russian Federation, there are no statistics in the country that would take into account the data, how many representatives of indigenous peoples were mobilized for the war.
On October 31, President Putin announced the end of mobilization in Russia. However, no official document on the end of the mobilization was issued, and numerous testimonies show that Russian authorities continue to draft soldiers secretly, including among Russian prison inmates, students, and other population categories.
Considering that many indigenous peoples of the Russian Arctic, Siberia and the Far East are extremely small in number, and some of these peoples number only a few hundred people, mobilization carried out without any prior consultation threatens the very physical existence of the indigenous peoples of Russia, violates their rights enshrined in United Nations Declaration on the Rights of Indigenous Peoples.
In connection with the above, we ask you:
1. To help end the war unleashed by President Putin against Ukraine, withdraw the Russian army from Ukrainian territory and restore Ukraine’s state borders in accordance with the 1991 international agreements.
2. To pay close attention to the problems of violation of the rights of the indigenous peoples of Russia, occurring in the course of mass mobilization.
3. To address the Russian Federation with a demand to stop mass violations of the rights of indigenous peoples in the context of ongoing mobilization.
4. To address the leadership of Russia with a demand to stop mobilization for the war with Ukraine among the indigenous peoples of Russia
5. To contact the Russian Federation with a request to provide statistics on how many representatives of indigenous peoples were involved in the war, how many representatives of indigenous peoples died and how many people from among the indigenous peoples were injured.
6. To create a separate commission to study the impact of Russia’s war against Ukraine on indigenous peoples.
7. To prepare a separate report on the impact of the war on the indigenous peoples of Ukraine and Russia.

Georgia is “returning to the past” through the new foreign agents law, the president of the former Soviet state has said, as EU ministers urge the government to “take a way out”.
Speaking at a press conference with the foreign ministers of Lithuania, Latvia, Estonia and Iceland, Salome Zurabishvili said the governing Georgian Dream party had diverted the country down a “very serious” road.
After 30 days of protests by hundreds of thousands of people on the streets of the Georgian capital, Tbilisi, MPs voted on Tuesday by 84 to 30 to back the adoption of a “foreign influence” law.
Under the legislation, media or civil society groups in Georgia that receive more than 20% of their funding from abroad will have to register as “organisations serving the interests of a foreign power”.
Washington’s assistant secretary of state Jim O’Brien had spoken on Tuesday of the vote being a potential “turning point”, with the legislation holding the potential to be a tool to repress dissenting voices.
He had warned Georgia’s prime minister, Irakli Kobakhidze, that his government would lose hundreds of millions in military and economic aid if it became an “adversary and not a partner”.
Zurabishvili said the policy of Georgian governments since the non-violent Rose revolution against Soviet-style rule had been to take a “middle road” between the west and Russia.
She said the government’s latest actions had been a shift and a “return to the former past” but insisted that the protests on to the streets of Tbilisi proved that Georgians “will never return to Russian pressure”.
The European Commission has said that the legislation is an obstacle to Georgia’s accession to the EU.
Lithuania’s foreign minister, Gabrielius Landsbergis, said the Georgian prime minister should accept a presidential veto of the law, adding that mere amendments would not suffice.
He said: “It is still not too late. We have heard from the madame president that she plans to veto and this will offer him a way out, an opportunity for the government to withdraw this unfortunate legislative initiative altogether.”
He added: “There should be no illusions that prospective amendments to this law may make [it] ‘democracy- or EU-proof’. This law is not compatible with European choice. You cannot fix something that is fundamentally broken.”
Kobakhidze had suggested on Tuesday that amendments could be on the cards once he had received further legal advice on the new law, including from the Venice commission, an advisory body to the human rights organisation the Council of Europe.
Marija Pejčinović Burić, the Council of Europe’s secretary general, issued a statement on Wednesday condemning the law.
She said: “The adoption at the third reading of the draft law ‘on transparency of foreign influence’ by the parliament of Georgia, without waiting for the opinion of the Venice commission, is very disappointing and does not reflect the spirit of constructive dialogue.
“Regrettably, international partners’ concerns regarding the draft law’s incompatibility with European democratic and human rights standards were ignored, while the lack of genuine parliamentary deliberations is not in accordance with an inclusive democratic process.”
Despite the condemnation from Washington and many EU capitals, the EU’s foreign affairs chief, Josep Borrell, only made a statement on Wednesday – nearly 24 hours after the vote.
Viktor Orbán’s government in Hungary blocked an initial draft that would have been in the name of all 27 member states. Hungary had the support of the Slovakian government led by the populist Robert Fico, who is seeking to introduce a similar piece of legislation on foreign influence.
In the belated statement, Borrell, and the EU’s neighborhood commissioner, Olivér Várhelyi, called for an end to the intimidation of protesters.
They write: “The EU stands with the Georgian people and their choice in favour of democracy and of Georgia’s European future. The intimidation, threats and physical assaults on civil society representatives, political leaders and journalists, as well as their families is unacceptable,” they said.
“The European Council granted Georgia the status of a candidate country on the understanding that the relevant 9 steps set out in the Commission recommendation of 8 November 2023 are taken. These steps require human rights to be protected and civil society as well as media to be able to operate freely. They also refer to the need for depolarisation and the fight against disinformation.”
Borrell and Várhelyi noted that “the EU has clearly and repeatedly stated that the spirit and content of the law are not in line with EU core norms and values.”

Ahead of International Women’s Day on Sunday 8 March, Council of Europe Secretary General Marija Pejčinović Burić has called on all member states to change how rape is defined.
In an opinion article published in today’s EU Observer, she says that “Too few of our members treat this crime as seriously as they should, because their legal definitions of rape are not based on lack of consent”. She adds: “This places the burden on those who have been raped to prove that they – most often women – are victims.”
The Secretary General also notes that monitoring by the Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO) has found that many criminal justice systems in Europe maintain force-based definitions of rape.
“States must take full responsibility and change their laws to conform with the Istanbul Convention and the time to act is now”, she stresses.

According to Amnesty International, some nine million women in the EU have been raped since the age of 15. This already alarming number is even higher across the 47 Council of Europe member states. Equally worrying is that too few of our members treat this crime as seriously as they should, because their legal definitions of rape are not based on lack of consent.
As we mark International Women’s Day, it remains the case that enduring sexism too often determines distorted definitions and implementation of rape-related laws. Frequently, these place the burden on those who have been raped to prove that they ��� most often women – are victims. This must change, and there is a clear route to achieve this.
Through its monitoring, our Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO) has found that many criminal justice systems in Europe maintain force-based definitions of rape. These legal definitions often require evidence that the perpetrator used coercion or that the victim failed to fight back. This is clearly wrong.
Take for example drug-facilitated sexual assault, where the rapist intentionally targets the victim with a date rape drug so that they are incapacitated, or cases where the victim is unable to give consent as a result of intoxication, or simply because the victim is asleep or has a medical condition. The reality is that many women and girls who experience sexual violence do not fight back but freeze, flee or befriend. We must stop insisting that the victim prove that she resisted physically. Where she cannot or does not want to fight back the perpetrator may walk free while she is left stigmatized.
The need for a legal definition of rape based on the absence of consent is a recognised international human rights standard in Article 36 of the Council of Europe’s Convention on preventing and combating violence against women and domestic violence. Known commonly as the Istanbul Convention, this obliges parties to the treaty to criminalize all non-consensual acts of a sexual nature. The good news is that 34 member states have now ratified the treaty. The bad news is that many have yet to amend their legal definitions of rape in line with Article 36. Of those that have been evaluated by GREVIO, only Austria, Montenegro, Portugal and Sweden have amended their criminal codes to define rape as lack of consent. Discussions are under way in many other countries, which is a good sign.

Nakon što su im izlazne ankete dale “tek” četiri mandata, atmosfera u HDZ-ovom stožeru živnula je kad im je anketa IPSOS-a dala željenih pet mandata, koje je stranka zadala kao cilj na izborima za Europski parlament.

Slavoserbi vladaju a mi šutimo
Zamislimo na trenutak situaciju gdje u RH sve štima kao švicarski sat. Proveli smo lustraciju, dobili ratnu odštetu od četnika, na vlasti su istinski Domoljubi, nema mita, korupcije i nepotizma.......Bi li tada narod bio zadovoljan, bezbrižan i sretan? Ne vjerujem. Toliko smo zaokupljeni svojim problemima da se uopće nemamo vremena baviti globalnom problematikom. A svijet se toliko promijenio u zadnjih nekoliko godina, da je nemoguće pohvatati sve konce. Ono što je do jučer bilo u sferi znanstvene fantastike, danas je normalno. A ta nova "normala" je u stvari obična globalistička agenda, kojom se čovječanstvo želi promijeniti iz korijena.  
Nažalost, u tom monstruoznom  planu nema ništa pozitivno. Osim ako nisi: antifa, peder, "aktivist", pobornik brisanja granica, masovnih migracija, abortusa, teorije o globalnom zatopljenju.....itd. Oduvijek se predsjednik SAD-a smatrao najmočnijim čovjekom na svijetu. Ali kada vidimo sa kojim se sve problemima susreće gosp. Trump, ta teorija pada u vodu. " Amerika i Engleska biti će zemlja proleterska...!", poznati je stih koji smo morali učiti u bravarovoj tvorevini. Čak ni najzagriženije komunjare nisu u njega vjerovale a danas je ta opcija potpuno realna. Ali što se to nas tiče, kad nismo riješili ni jedan problem sa početka teksta? A vlast nas je odavno svrstala na pogrešnu stranu. Kako onda biti optimist? Tješimo jedni druge izlizanim frazama u koje ni sami ne vjerujemo. Jadna li su naša djeca i generacije koje dolaze. Neka im je dragi Bog na pomoći.      
Oduvijek je bilo kompleksaša koji su maltretirali slabe i nemoćne. Postoje i države čije se vlasti brutalno iživljavaju na svojim građanima. To se zove represija. Kada je naša vlast shvatila da "može što hoće", više uopće ne bira metode. Za sad još ne tuku, ali nikad ne reci nikad. A narod šuti i trpi. Neki bi se žalili ali nemaju kome. Nekada se pravda tražila na međunarodnom sudu za ljudska prava. Više neće. I on je odavno u rukama globalista i nema nikakav kredibilitet. Danas svaku informaciju treba uzimati s rezervom. I prestati sa idoliziranjem pojedinaca. Dosta je bilo "svetih krava" (nedodirljivih)  i svakoga treba suditi isključivo po djelima. Od šuplje priče se ne živi. Naša Crkva je u najtežim trenucima, uvijek bila uz narod. Sudeći po nedavnom govoru Kardinala Bozanića, i to je postalo upitno. Da uz tekst nije bila objavljena popratna slika, pomislio bi da su u pitanju riječi patrijarha Pavla. Ogradio se Kardinal od NDH, poručio da štovatelji iste nisu pravi vjernici a nije propustio spomenuti ni uvijek aktualni Jasenovac. O zvjerstvima  četnika i komunističkog režima, ni riječi? Sve je manje ljudi poput dobrog Biskupa Vlade Košića. Koji govori ono što narod misli, i ne ustručava se kritizirati vladajuću elitu. On je naš glas.
Kad čovjek dođe u bezizlaznu situaciju, ima samo dva izbora. Borba ili predaja. Mi još uvijek nismo načisto što činiti? Upali smo u apatiju a još uvijek nemamo jasan cilj i ideju. Pristup informacijama nam je ograničen, a tito & co. najavljuju još rigorozniju cenzuru. Tako bar kaže drugarica Obuljen.  Koja je postala ministrica isključivo zahvaljujući dudogodišnjem poznanstvu sa našim vrlim premijerom. Treba biti pošten i priznati da ideja o cenzuri interneta, nije potekla iz redova vjerodostojnih. Gospodar života i smrti mlađahni Soroš, je prije točno godinu dana rekao da je sloboda govora na internetu "javno zlo" i da ga što prije treba regulirati (čitaj-cenzurirati). Našim slugama i podanicima je samo ostalo da to primjene u praksi. I najveći naivci su konačno shvatili tko je pravi vladar EU, a samim tim i RH.
Još jedna osoba je postala ministrica, samo zato što je bila dobra drugarica sa Kim Jong Plenkijem. Beograđanka Marija Pejčinović Burić. Dosta joj je pomoglo i poznavanje stranih jezika, pogotovo srpskog. Pa tako gđa. Botox osim latinicom, zna pričati i čirilicom. A jedna od onih kojoj smo također slijepo vjerovali (KGK), kaže da afera "avioni" nije naštetila međunarodnom ugledu RH. O kakvom ugledu pričamo? U svijetu nas predstavljaju jugokomunjare a Ministrica vanjskih poslova nam priča ekavski!? Više je SVETA nogometna reprezentacija na čelu s Dalićem promovirala RH, nego svi paževi, masoni i stranački poslušnici zajedno.  
Svijet svake godine obilježava dan sjećanja na žrtve Holokausta. Što je u redu. Žrtve Komunističkih režima (kojih je bilo puno više), se tek sporadično spomenu u kontekstu. Zato prestanimo pričati o nekoj ravnopravnosti, kad je očito da vjera i nacionalnost i tu igraju glavnu ulogu. Za neke stvari smo sami krivi. Padamo na sitnicama i pravimo početničke greške. Umjesto da se držimo skupa, mi se na društvenim mrežama međusobno prepiremo. Bez ikakve potrebe. Netko preferira Tuđmana, a netko Poglavnika, Radića ili Starčevića. To je interna stvar svakog pojedinca i uopće ne vidim u čemu je problem? Bitno je da imamo zajednički cilj.  Za razliku od nas, kmeri se nikada ne svađaju oko bravara i ostalih "velikana" NOB-a. Tu su nažalost u prednosti... I riječ MAZOHIZAM je dobila novu definiciju. Kako drugačije nazvati fenomen, gdje Domoljubi čitaju Imbex, YUtarnji, 24 časa i ostale jugočetničke medije, sa obrazloženjem da žele znati što "druga strana" misli?? Ne kontam, ne razumijem i ne shvaćam? Gosp. Hasanbegović je po ko zna koji put pokazao intelektualnu superiornost u Saboru. Svojim izvrsnim govorom je ponizio obe stranke "lijevog centra". Pošto mu ne mogu parirati ni na koji način, očajnici ga vrijeđaju. Pa tako netalentirani režiser iz "regiona" Rajko Grlić, još uvijek kuka nad slobodom "umetnika" koje je Zlatko htio staviti pod svoju "Blaiburšku čizmu"?! Da je ovo slučajno Zlaja rekao za nekoga iz redova "nebeskog naroda", već bi do sada bio u Haag-u.  
Sreća pa smo danas u Hrvatskoj svi ravnopravni. Osim "slavoserba". Oni su ipak malo "ravnopravniji". "ZA DOMOVINU SPREMNI"

Council of Europe chief condemns Lviv missile strike
Secretary General of the Council of Europe Marija Pejčinović Burić condemned the deadly Russian missile strike against the city of Lviv on July 6.
"I strongly condemn Russia's indiscriminate attack hitting civilians in Lviv. The day of accountability will come for those perpetrating these despicable acts," Burić wrote on Twitter.
The western city of Lviv was struck by Russian Kalibr missiles overnight. According to the latest report by the State Emergency Service, four people were killed and 37 injured.
Dozens of apartments, buildings, and other objects were damaged, including a dormitory building of Lviv Polytechnic, Mayor Andrii Sadovyi said.
According to the Air Force, seven out of 10 launched Kalibr missiles were shot down.
Update: Death toll of Russian strike on Lviv rises to 4
As of 8:20 a.m. local time, four people are known to have been killed and 34 injured in Russia’s July 6 attack on Lviv, officials reported.

Council of Europe Secretary General Maria Marija Pejčinović Burić sent a congratulatory message to Acting Prime Minister Nikol Pashinyan on the successful conduct of the parliamentary elections. The message reads, in part:
“Dear Mr. Prime Minister,
Congratulations on the successful holding of the June 20 snap parliamentary elections. I welcome the fact that international observers, including the delegation of our Parliamentary Assembly, assessed these elections as competitive and generally well organized.
It is important that the election results showed the unconditional support of the Armenian people to the reform policy under your leadership. Now that the election campaign is over, it is time to focus on a constructive dialogue between political parties and civil society. In this regard, I reaffirm the readiness of the Council of Europe to continue to support Armenia in the reform process, based on the standards of human rights, democracy and the rule of law. “

Turquia deixa pacto contra violência de gênero e mulheres vão às ruas em protesto

O presidente da Turquia, Recep Tayyip Erdogan, retirou o país da Convenção de Istambul, um tratado internacional que determina a igualdade de direitos entre homens e mulheres e combate a violência de gênero. Criado em 2011 na maior cidade da Turquia, o pacto vinha sendo alvo de críticas entre os conservadores, que argumentavam que o acordo prejudicava valores familiares tradicionais, encorajava o divórcio e defendia a comunidade LGBTQI+. Ao anunciar a decisão neste sábado, 20, o gabinete presidencial garantiu que a saída do tratado não significará retrocessos nas regulamentações sobre violência doméstica e direito das mulheres. No entanto, a atitude de Erdogan causou indignação entre a oposição, os defensores dos direitos humanos e a comunidade internacional. Neste domingo, 21, milhares de manifestantes foram às ruas na Turquia exigindo o retorno do país à Convenção de Istambul. Enquanto isso, a secretária-geral do Conselho da Europa, Marija Pejčinović Burić, classificou a decisão como “um grande revés” para os esforços no combate à violência contra a mulher e “deplorável” porque deve comprometer “a proteção das mulheres da Turquia”. O presidente dos Estados Unidos, Joe Biden, também se posicionou sobre o tema, dizendo que a retirada “repentina e injustificada” do tratado foi “profundamente decepcionante” e representou “um retrocesso desanimador para o movimento internacional pelo fim da violência contra as mulheres”.
Como a Turquia não divulga números de feminicídio separadamente, o único dado disponível sobre o tema é uma estimativa da organização não-governamental “We Will Stop Feminicide”, que aponta que um total de 77 mulheres morreram vítimas da violência de gênero no país desde o início de 2021. No ano passado, o total teria sido de 409, sendo que dezenas de outras mulheres foram encontradas mortas sob circunstâncias suspeitas. A Organização Mundial da Saúde afirma ainda que 38% das mulheres turcas já sofreram violência de um parceiro em algum momento da vida. Para efeito de comparação, na Europa essa média é de 25%. Em janeiro, um caso de violência contra a mulher na Turquia alcançou repercussão internacional: durante um acesso de raiva, um homem jogou água fervente na esposa por tê-lo acordado para tomar café da manhã. Ali Ay, de 28 anos, foi preso por autoridades por atentar contra a vida da esposa, Rukiye Ay, de 23 anos, que teve ferimentos graves nas costas e chegou a desmaiar de dor.
