Eraserhead straight out of yuuei gets picked up by the hpsc for a 'special program' since he doesn't want to work under an agency, and his quirk is so applicable, the power to take power from others.
A mercenary, essentially. The hpsc want 'train' him to be a hired gun. Shouta, out of his head, depressed over Shirakumo, and having cut contact w his friends, accepts.
After years of having the blood of people he can't remember on his hands, after being what is, at its simplest form, a government pawn, shouta sees sense. He calls Mic, who is now top 50 in japan, popular radio host, and ethics teacher at Yueei High School, and asks for help for the first time.
Yueei acts out of a different government body than the hpsc, so they can't technically deny Principal Nedz奴 a new law and ethics teacher if that comes in the form of an extremely underground hero with erasure.
They do, however, have the power to enable him with a license to kill, and call him in for the bigger cases they need kept quiet.
Is this only revealed when Hawks becomes hpsc chairman after the war? Yes.

I think it's safe to say that Timothy Dalton is my favorite James Bond actor so far. His portrayal of his character is fantastic and many people say it was ahead of his time, few decades before Daniel Craig did something similar. He said in some interviews that he wanted his portrayal to be close in the source material and he took a risk to show it on-screen. It's sad he never got into at least few more Bond movies, mostly due to licensing problems and his reception was said to be lackluster at that time. "Licence To Kill" is becoming one of my favorite Bond movies. Dalton did portray Bond as menacing and competent assassin albeit he is sometimes showed he has a wry humor. He does become dangerous when his friends and allies were targeted.

In terms of the "five primary modes of Bond Girl chic," this falls under "no-nonsense workwear." It's a simple, classic dress made of soft material with a deep V neck, cap sleeves, and tied waist, falling just below the knee. With it, Pam wears matching flat shoes and minimal jewelry (just a bracelet and tiny earrings). Even though it's not a glamorous outfit in itself, she uses it to great effect on one of the bad guys!
