Russian Aerospace Forces: just a shadow of what once was

The performance of the Russian Aerospace Forces (VKS) in the war in Ukraine proved to be the opposite of the original expectations. The Russian force failed to disable Kiev's defenses in the first weeks due to extensive preparations by the Ukrainian air force and its air defense units when the invasion began.
Ukraine has prevailed since then, thanks to the anti-aircraft weapons and technology provided by the US and Europe.
When Russia invaded on February 24, 2022, most experts assumed that Ukrainian land forces could present a respectable defense, but that the air war would prove invaluablely unbalanced. Russia has spent months deploying air power assets at various points on the border with Ukraine - in Belarus, southern Russia and Crimea - in preparation for demolishing strategic Ukrainian facilities and destroying the country's combat capability.
It wasn't like that.
“Despite estimates that Russia would establish air superiority in 72 hours, Russian forces failed to control the skies and suffered huge aircraft losses that prevented their air support for the land invasion,” says an August 2022 Atlantic Council assessment of the performance of the VKS in Ukraine.
A litany of missions that VKS spoiled or lacked training and organization to perform explain its multiple failures. Critical factors in the details of the Atlantic Council's evaluation include two major shortcomings.
“Russian forces failed to integrate tactical or battlefield intelligence; they did not seem to know where the high-value targets were, including Ukrainian President Volodymyr Zelenskyy, mobile SAMs, us critical IADS and Ukrainian military command posts,” he said. “[The Russian military] seemed to have no plan to combat unmanned Ukrainian air systems and drones, and these systems had a devastating impact on Russian ground forces. The air campaign did not seem to have a comprehensive concept or unifying theme... as such, Ukrainian air defenses were operating at full or almost full capacity and were able to institute huge aircraft losses from the first day of the conflict."
FAILURE TO SUPPRESS
Last October, during the Warsaw Security Forum, the former commander of the Supreme Headquarters of the Allied Powers in Europe (SHAPE), retired USAF General Philip Breedlove, highlighted how few expected the failure of the VKS to eliminate Ukraine's air defenses. The Russian military doctrine has always dictated that neutralizing the enemy's anti-aircraft means was the main objective of any military campaign.
“We assumed that Russia still had the ability to carry out the suppression and destruction of the enemy air defense mission – to locate, track and neutralize these Ukrainian surface-to-air facilities,” he explained. "This is a set of skills that the air forces, particularly the USAF, practice every day. But if the Russians have ever had this ability, they have completely forgotten how to do it."
As the war progressed into the fall of 2022, Ukraine began to receive batteries of short-range air defense systems from the U.S. and Europe, including Norway's Kongsberg NASAMS complex, followed by Diehl Aerospace's IRIS-T SLM/SLS system and built in Germany.
They are, however, short-range platforms that employ tactical-level air-to-air missiles originally designed for fighter planes. The missiles then undergo adaptations for anti-aircraft applications launched from the ground. In the case of Diehl IRIS-T, the infrared missile is also interchangeable between an aircraft or the ground launcher.
“In the operation, the return occurs between the missile and the launcher – not between the radar system used to provide the target coordinates,” said a Diehl representative, noting another of the virtues of the system. "This makes the integration of any radar into this system much less complicated."
The oldest generation HAWK missile batteries donated by Spain and the German-made 35 mm self-propelled Flugabwehrkanonenpanzer Gepard anti-aircraft cannon complex complemented the state-of-the-art systems. The combination of them, plus the VSHORAD range weapons, such as the US-made portable Stinger FIM-92 missile, produced some disastrous effects on VKS.
UNACCEPTABLE LOSSES
Although Ukraine has only older Soviet-designed air defense batteries for long-range Russian aircraft interceptions, along with the Western shorter-range system, VKS has lost some of its more advanced aircraft. Most estimates indicate that by April Russia had seen 70 fixed-wapped combat aircraft shot down, including 11 Sukhoi Su-30SM fighters and 18 or more Su-34 attack aircraft. Only the short-range and low-flying attack platform, the Su-25, suffered greater losses.
The Su-34 is the most expensive aircraft of all the different Sukhoi models in service with the VKS. It is also the aircraft with the lowest production rate. In the year before the invasion of Ukraine, the Russian industry would have manufactured less than 12 units.
Intended to replace its 1970s predecessor, the variable geometry wing Su-24, the Su-34 has been a high-priority item in the future structure of the Russian armed forces. Only 70 of the latter remain in Russian service, but VKS can now keep them for much longer than originally planned.
The production of the aircraft has decreased - as well as many other Russian weapons systems - due to sanctions imposed by the U.S. and its allies that prevent the import of thousands of electronic components on which Russia has become almost totally dependent for its defense production lines. The deficiency requires the Su-34 to release short-range unguided weapons instead of the stand-off ammunition for which it was designed to carry, placing it in the position of being shot down in large numbers.

Kongsberg Achieves Final Hardware Delivery for Australian Army’s NASAMS Capability
Kongsberg Defence Australia has announced the achievement of a critical milestone for Project LAND 19 Phase 7B, successfully delivering the final Fire Distribution Centre (FDC) for the National Advanced Surface to Air Missile Systems (NASAMS). The final FDC delivery to Raytheon Australia was the last of the major end items provided by KONGSBERG under the project. As part of this project, Kongsberg Defence Australia has supported Kongsberg Defence and Aerospace (KDA) and prime contractor, Raytheon Australia, to deliver the new Short-Range Ground-Based Air Defence capability to the Australian Army. NASAMS is a state-of-the-art weapons system produced by Raytheon Technologies and KONGSBERG that is in service with, or under delivery to, 13 nations. The most recent customer for NASAMS is Ukraine where it is currently deployed.

Norway Made a Historic Exception in a 60-Year-Old Arms Export Rule - Technology Org
Norway, like pretty much all countries, has a set of rules about the export of products of its surprisingly big defense industry. Those rules exist so that this country could export its weapons and ammunition without accidentally becoming a party to an ongoing conflict and would not sell its weapons to dangerous non-state organizations. For example, Norway has stipulated that its defense industry cannot transfer weapons to countries at war. Like Ukraine
But now, starting January 1, 2024, the Norwegian government allows direct sales of weapons and other defense industry products to Ukraine.

“In the extraordinary security situation resulting from Russia’s war of aggression, it is crucial that we continue to support Ukraine. Support for Ukraine is important for Norwegian and European security. We must plan for the possibility that the illegal war of aggression may be prolonged. The Government has therefore decided to permit direct sales of weapons and defense-related products from the Norwegian defense industry to Ukraine,” said Norwegian Foreign Minister Espen Barth Eide.
It is noted that this policy change means that Norwegian companies can apply to the Norwegian Ministry of Foreign Affairs for an export license for the direct sale of arms and other defense products to Ukraine.
Previously, this was not allowed because Ukraine is involved in an active armed conflict and only the Norwegian government itself could supply arms and ammunition to it, not the country’s defense industry companies. That is, the commercial sale of weapons was not possible at all due to a policy established as far back as 1959.
That policy, by the way, has not changed now – Norway simply made an exception for Ukraine due to these extraordinary circumstances, which are the Russian invasion. Other countries at war will not yet be able to buy weapons directly from Norwegian companies.
Export licenses for direct sales of defense products to Ukraine will be considered on a case-by-case basis. All applications will be carefully evaluated to ensure that guns do not end up in the wrong hands. Norway and NATO need to make sure that sensitive technologies don’t end up in the hands of Russia if these weapons end up being captured on a battlefield.

You’ve never heard of the Norwegian defense industry? Well, it is quite rich, actually. You might have heard of NASAMS air defense systems. This name is an acronym – NASAMS stands for Norwegian Advanced Surface-to-Air Missile System.
The Naval Strike Missile (NSM), used by Norway, Poland, Malaysia, Germany, the United States, Japan, Romania, Canada, Australia and Spain, was originally called Nytt sjømålsmissil, because it is also Norwegian. Norway also makes the Protector RWS, which is a remotely controlled weapons station – basically, a remote turret for various machine guns and missiles.
All of these products are made by the Kongsberg Defence & Aerospace company, but there are smaller companies too and now they will be looking into selling their stuff to Ukraine.

Canada to purchase U.S. missile defense system for Ukraine
The Prime Minister's Office (PMO) has announced that Canada will buy a U.S.-made missile defense system for Ukraine and will welcome U.S. President Joe Biden for a visit in March.
The news came during the North American Leaders' Summit in Mexico City on Tuesday, following a meeting between Prime Minister Justin Trudeau and Biden.
A PMO readout of the meeting said Trudeau informed Biden that Canada will purchase a National Advanced Surface-to-Air Missile System (NASAMS) for Ukraine.
The Department of National Defense (DND) confirmed the purchase in a news release later Tuesday. The release said the donation would cost approximately $406 million and come from $500 million in aid to be announced in November 2022. The release did not say when the system is expected to arrive in Ukraine.
In an interview airing Tuesday on CBC's Power & Politics, Defense Minister Anita Anand told guest host Catherine Cullen the government is "working with the United States to get it to Ukraine as soon as possible."
The missile defense system was designed and developed jointly by the American defense company Raytheon and Norway-based Kongsberg Defence & Aerospace.
In his requests for military aid, Ukrainian President Volodymyr Zelenskyy has asked for air defense systems. Zelenskyy thanked Trudeau for the donation in a tweet Tuesday.
Anand said she spoke with her Ukrainian counterpart, Oleksii Reznikov, earlier Tuesday about Ukraine's defense needs. Anand said in a follow-up tweet that this is the first air defense system Canada has purchased for Ukraine.
In November last year, the United States government awarded Raytheon a $1.2 billion contract to supply Ukraine with six NASAMS units. Canada has provided over $3.4 billion in humanitarian aid to Ukraine since Russian President Vladimir Putin ordered an intensified invasion of the country in February 2022.
Alexandra Chyczij, national president of the Ukrainian Canadian Congress, said the UCC welcomes the purchase. The readout said Trudeau invited Biden to Canada and that the president will visit in March. It did not give a location or date.
It will be Biden's first official trip to Canada since he became president in January 2021. A readout from the White House on the meeting confirmed the March visit.
The PMO readout said Trudeau and Biden discussed trade issues between the two countries, including the Biden administration's "Buy America" policy and the softwood lumber dispute.

Kongsberg Defence Australia has announced a significant investment in a dedicated facility, located in Mawson Lakes, to assist in the delivery and support of existing and future Defence acquisition programs. Kongsberg Defence Australia is a local subsidiary of the Norwegian company Kongsberg Defence and Aerospace. Kongsberg Defence Australia supports Kongsberg Defence and Aerospace with the local manufacture, assembly, integration and test of the C4 system for the National Advanced Surface to Air Missile System (NASAMS) capability, which is currently under production for the Australian Army through Raytheon Australia. Kongsberg Defence Australia is also under contract with Hanwha Defence Australia as its C4 software integration partner under Land 8116 Phase 1. Under this contract, Kongsberg Defence Australia will integrate the Protected Mobile Fires capability into the Army’s C4 Force Structure. This involves the provision of the CORTEX Integrated Combat Solution (ICS) architecture and Fire Control System, and integration of tactical communication systems and Battle Management Systems. Most recently, in April 2022, the Commonwealth announced the accelerated acquisition of the Kongsberg Naval Strike Missile to replace Harpoon on both of the Royal Australian Navy’s Anzac Class Frigates and Hobart Class Destroyers under Sea 1300. This project will see this fifth generation precision strike missile enter service with the Navy from 2024. The new 2500 sqm facility will be located in South Australia’s Technology Park ‐ a business hub currently home to many global Defence and technology companies. It will support a range of activities including hardware manufacture, assembly, integration, test, verification, and maintenance, as well as software development and support. “With current activities and future growth opportunities, this significant investment in a new facility in Mawson Lakes is an important demonstration of our long‐term commitment to Australia and the region. This facility is the first in the Asia‐Pacific region for Kongsberg’s Defence business and will create more than 50 highly‐ skilled jobs, all supporting capability delivery to the Australian Defence Force,” John Fry, Kongsberg Defence Australia’s General Manager said. Kongsberg Defence Australia is partnering with local Adelaide company, Parkside‐based Section Six Architects, for the design phase of the facility and has just completed an Early Contractor Involvement phase to select a local South Australian construction company for the construction of the Mawson Lakes Facility. Facility construction will commence in January 2023 with plans for the facility to be fully occupied and operational by early 2024. Qatar awards Raytheon with $2.2B contracts for air and missile defense systems
One of the largest U.S. weapons supplier Raytheon Company announced it was awarded two direct commercial sales contracts by the State of Qatar for additional integrated air and missile defense capability.
The contracts, worth approximately $2.2 billion, include the National Advanced Surface-to-Air Missile System, final certification of the AMRAAM-Extended Range missile, and an unspecified quantity of additional Patriot
fire units. These awards are part of a larger agreement being pursued by the Qataris with the U.S. government. The combined value is expected to total up to $3B.
“Raytheon’s integrated air and missile defense capabilities provide a combat-proven, layered approach that protects citizens, militaries and infrastructure from a broad spectrum of threats,” said Ralph Acaba, President of Raytheon Integrated Defense Systems.
Qatar is the first country to procure AMRAAM-ER, the surface-to-air extended-range variant of the combat-proven AMRAAM air-to-air-missile. Qatar also becomes the 11th country to procure NASAMS, a medium-range air-defense solution manufactured by Raytheon and Kongsberg Defence & Aerospace AS. NASAMS uses the Raytheon Sentinel radar, and fires multiple interceptors, including AMRAAM-ER.
NASAMS is the most widely used short- and medium-range air defense system in NATO. NASAMS provides a high-firepower, networked and distributed state-of-the-art air defense system that can quickly identify, engage and destroy current and evolving threat aircraft, unmanned aerial vehicles and emerging cruise missile threats.
