Perfect Chaos was the guardian of the Master Emerald and the Chaos Emeralds in days of old, hence the both of them sharing a shrine. After Pachacamac sent Chaos into a rampage and the guardian was sealed, replacements were in order.

The Master remained with the remaining echidnas on Angel Island, who guarded it as best they could even as their numbers began to dwindle. Eventually, the last two echidnas left their egg by the Emerald's shrine and departed for the surface. They were never seen again, leaving the egg to be blessed by the Master once it hatched. The Master's guardian is stationary, like the gemstone itself, and maintains his stewardship out of duty.

The Seven Chaos, meanwhile, had no need of a guardian. They scattered themselves in and out of pocket dimensions, dancing between the planes just out of reach. What they wanted was a champion. To seek them out, unite them, and scatter them once more in an eternal dance. Rather than imbue an existing creature with their blessing, they created their champion whole-cloth. Their champion is never in one place for long, like the Emeralds themselves, and maintains his stewardship by choice and choice alone.

(Sonic does not know where he came from. One day he was not there, and the next day he was. He doesn't particularly care to investigate his origins, though; he does what he wants, that's all.)
