This is a scene from 1973 film "Sylvie" by Klaus Lemke that showing the Twin Towers of World Trade Center in 1973 upon completion in 1973. Here the Twin Towers were in the finishing stage. You can also see 5 WTC and 6 WTC here (black building next to the north tower).
As we know that the Twin Towers were constructed using the framed tube structure design, from 0:40 to 0:59 you can see the core of the Twin Towers, especially the south tower (because at that time there were no tenants occupying it).
You also can see Klaus Lemke, the director of this film, on the top of the Twin Towers with Sylvie Winter as the main casts for this film. This is a good film, you can watch the full film on YouTube. This film was released in 1973 in West Germany.
