ECONOMY-UNCERTAIN TIMES REQUIRE FISCAL FORBEARANCE

A drastic contraction of 23.9% in quarterly GDP has taken our economy to FY 2014 quarterly levels. With COVID — 19 cases continuing to soar, and no new fiscal stimulus announced by the Government, our economy’s short-term decline is set to continue in the foreseeable future.
The pandemic’s ‘peak’ that our government was expecting to reach by now, remains elusive. Making matters worse for the economy is that 5 large states that contribute ~40% of our GDP — Maharashtra, Tamil Nadu, Karnataka, Andhra Pradesh, and Gujarat — are those where >50% confirmed cases of COVID — 19 remain concentrated as on date. The pandemic has also reached India’s rural areas, of the districts with over 1,000 cases, almost half were in rural areas, up from 20% in June, raising concerns.
The problem is a slump in aggregate demand with its repercussions on both the manufacturing and the services sectors and consequent job losses. Services industry contributed >55% to India’s GVA, in FY 2020 and 2019, and employed 31.5%of our workforce. With services and manufacturing sector experiencing a grinding halt for last ~ 4 months, most of the job losses of 85 million have been in these sectors. Most importantly, manufacturing is expected to remain in the negative domain till the 4th quarter of FY 2021. Gig worker's insurance Scheme The Karnataka government has declared that it will fully pay the cost of the annual premium for gig workers who are eligible for a free accidental and life insurance cover worth Rs. 4 lakh.
Shramashakti scheme Under this program, religious minority community business owners will receive training in artistic and technical skills as well as a loan of Rs. 50,000 with a 4% interest rate, to be paid back over 36 installments, in order to develop their traditional skills, maintain their current businesses, start new ones, or improve their existing ones. The remaining 50% of the loan would be regarded as a back-end subsidy if the beneficiary repays 50% of it within 36 months. 50% of the backend subsidy will be regarded as a loan if the beneficiary does not pay it back within 36 months.
Udyogini Scheme For their care and growth, the Indian government and women entrepreneurs created the Udyogini initiative. The Udyogini Yojana is in place thanks to the Women Development Corporation of India. By providing women with financial assistance for establishing a business, this initiative promotes and supports women's entrepreneurship among the impoverished.

Chess is a game that can be accessed easily by players of all ages and levels. When it comes to the practice of chess, offline games can be played with other students perhaps in school settings as extracurriculars or even when children play with friends or family members. A research study in a New York City school chess program has found evidence that students who play chess have shown not only better scores in mathematics but have also performed better than the average student at a district- as well as country-level in terms of reading scores.
Speaking specifically of mathematical capacity in students, another study conducted in Denmark has shown that the introduction of chess instruction in math lectures resulted in increased math scores, improved mathematical ability and reasoning, seemingly related directly to the instruction of chess lessons.

Schools adopting Chess
This year in the month of March, European Parliament had declared that the introduction of the programme ‘Chess in School’ in the educational systems of the European Union.
Aligning with this declaration, on May 19, 2022, The Ministry of Education in Georgia has announced that starting with the next school year, chess will be a mandatory subject for first-grade students in the country. It will apply to all the 2,200 schools in Georgia, both public and private.
In India, Odisha Chief Minister Naveen Patnaik has announced that his government will promote chess at schools and colleges. During the Olympiad, Mr. Patnaik while receiving the ceremonial Olympiad torch, he had said “We also organized the World Junior Chess Championship in 2016. We intend to further strengthen the game across the state, especially in schools. Chess is a game that can be easily taught as not much infrastructure or equipment is required. We will create competitions at school and college levels regularly and promote the game in a professional manner”.
Taking inspiration from the Chess Olympiad, the Karnataka state government has issued a notification to introduce the game of Chess to the students. Every school has a library hour and they are now being put to good use. Chess has been introduced in the digital libraries – which is being utilized by many rural kids.
