At least 31 people have died and dozens more remain missing Friday after flash floods washed away houses and bridges in India's northeast Sikkim state.
Heavy rainfall on Wednesday caused a lake high in the mountains to burst, leading to major flooding that authorities said has impacted the lives of some 22,000 people.
The death toll varied on Friday, with Reuters news agency putting the toll at 40 on Friday. Sikkim officials put the death toll at 18 on Thursday evening.
Prime Minister Narendra Modi's office announced relief funds for the state and deployed a disaster response team to help affected people, according to a press release by the government.
Soldiers missing in floods
The flooding, which began shortly after Wednesday midnight, was worsened after the waters cracked open a 6-year-old dam in the mountainous state of Sikkim.
Floodwater then gushed through towns in the Lachan Valley, submerging army camps.
At least 23 soldiers were reported missing in the floods on Wednesday, according to the Indian Army. Search and rescue operations are still underway.
Vinay Bhushan Pathak, the state's top bureaucrat, said Thursday that 26 people had been taken to nearby hospitals for treatment.
Nearly 3,000 tourists and 700 taxi drivers were also stranded in the flood-hit areas, Pathak added.
Latest deadly flood to hit northeast India
The incident is the latest deadly flood to hit northeast India in a year of unusually heavy rains.
Nearly 50 people died in flash floods in Himachal Pradesh state in August. Record rains in July killed more than 100 people over two weeks in northern India.

How Challenging Are the Roads in Pangi Valley and What Should Riders Prepare for?
Nestled amidst the majestic Himalayas, Pangi Valley is a remote and rugged region in Himachal Pradesh, India, known for its breathtaking landscapes, pristine beauty, and challenging roads. For adventure enthusiasts and bikers seeking an adrenaline-fueled journey, exploring Pangi Valley offers an unparalleled experience. However, it's essential to understand the unique challenges posed by the roads in this remote terrain and adequately prepare for the adventure ahead.
1. Terrain and Road Conditions:
The roads in Pangi Valley are characterized by their ruggedness, steep gradients, hairpin bends, and narrow passages. Many sections of the road are unpaved, with gravel, rocks, and loose surfaces adding to the difficulty level. Riders must navigate through challenging terrain, including high mountain passes, river crossings, and sheer cliffs, making it a thrilling yet demanding adventure.
2. Weather Conditions:
Weather conditions in Pangi Valley can be unpredictable and harsh, especially during the winter months when the region receives heavy snowfall. Even during the summer season, riders may encounter sudden changes in weather, including rain, fog, and strong winds. It's essential to check weather forecasts before embarking on the journey and be prepared for varying conditions along the route.
3. Altitude and Acclimatization:
Pangi Valley is situated at high altitudes, with some passes reaching over 4,000 meters above sea level. As riders ascend to higher elevations, they may experience symptoms of altitude sickness, including headache, dizziness, and shortness of breath. Adequate acclimatization is crucial to prevent altitude-related illnesses. Riders should plan for gradual ascents, stay hydrated, and take rest breaks to allow their bodies to adjust to the altitude.
4. Remote and Limited Facilities:
Pangi Valley is sparsely populated and lacks modern amenities and facilities. Riders should be prepared for long stretches of uninhabited terrain with limited access to food, fuel, accommodations, and medical assistance. It's advisable to carry sufficient supplies, including water, snacks, spare fuel, and basic tools for bike maintenance. Additionally, having a reliable communication device or satellite phone can be invaluable in case of emergencies.
5. Mechanical and Technical Challenges:
The rugged terrain and rough roads of Pangi Valley can take a toll on bikes, leading to mechanical issues such as punctured tires, broken chains, or engine overheating. Riders should ensure that their bikes are in optimal condition before setting out on the journey. Carrying essential spare parts, tools, and a basic knowledge of bike repair and maintenance can help riders address minor issues along the way.
6. Navigation and Route Planning:
Navigating through the maze of mountain roads and remote trails in Pangi Valley requires careful route planning and navigation skills. While GPS devices and mobile apps can be helpful, riders should be prepared for areas with limited or no cellular network coverage. It's advisable to carry physical maps, compasses, and guidebooks to aid navigation and ensure that riders stay on course.
Conclusion:
Pangi Valley bike tour is a thrilling adventure that promises breathtaking landscapes and unforgettable experiences. However, it's essential for riders to understand the challenges posed by the terrain and roads in this remote region and adequately prepare for the journey. By considering factors such as terrain and road conditions, weather, altitude, facilities, mechanical challenges, and navigation, riders can embark on their Pangi Valley adventure with confidence, ensuring a safe and memorable experience amidst the rugged beauty of the Himalayas.

According to the state disaster management department’s bulletin, a total of 9.60 lakh people have been affected by floodwaters in 529 panchayats of 74 blocks in 10 districts. President Ram Nath Kovind spoke to Assam chief minister Sarbananda Sonowal and expressed solidarity with the affected people of the state. He flagged off nine trucks carrying Red Cross relief supplies for the flood and Covid-19 affected people of Assam, Bihar and Uttar Pradesh from the Rashtrapati Bhavan. In Arunachal Pradesh, incessant rainfall over the past couple of days has snapped road connectivity to several districts, besides resulting in a flood-like situation, as per official reports. Landslides triggered by continuous rains have completely destroyed important road links in various parts of West Siang district, one such report said. Meanwhile, the India meteorological department (IMD) said fairly widespread rainfall with isolated heavy to very heavy falls are likely in Uttarakhand, Himachal Pradesh, Uttar Pradesh and Bihar from July 26-28, and in Punjab and Haryana between July 27-29. The intensity and distribution of rainfall is very likely to increase over sub-Himalyan West Bengal, Assam, Meghalaya and Arunachal Pradesh with occurrence of widespread rainfall activity along with isolated heavy to extremely heavy rainfall during July 26-29, it said. In Bihar, the Gandak river turned turbulent following discharge of 4,36,500 lakh cusecs of water from Valmikinagar barrage on July 21 due to heavy rainfall on July 19, 20 and 21 in the catchment area of Nepal. Due to a heavy downpour, 80,000 to 1,00,000 cusecs of water was discharged in the river, Jha said. The Gandak river water has also overtopped National Highway 28 in Gopalganj due to the breaches, disrupting vehicular movement between Gorakhpur in Uttar Pradesh and the districts of Muzaffarpur, East Champaran and West Champaran in Bihar. Thirteen teams of the NDRF and eight of the state disaster response fund (SDRF) are involved in the rescue operations as part of which 93,891 people have been evacuated from the marooned areas so far. The districts affected by the floods are West Champaran, East Champaran, Sitamarhi, Sheohar, Supaul, Kishanganj, Darbhanga, Muzaffarpur, Gopalganj, and Khagaria. Several rivers such as Baghmati, Burhi Gandak, Kamlabalan, Lalbakeya, Adhwara, Khiroi and Mahananda are flowing above the danger level while the Ganga river is flowing below the danger mark at all locations, including two places at Gandhi ghat and Digha ghat in Patna. In the northern part of the country, partly cloudy skies kept the mercury in check in Delhi, and only sporadic rains are predicted in the next two to three days. The weather office said widespread rains are likely in northwest India, including Delhi-NCR, on Monday, Tuesday and Wednesday. On Friday, the safdarjung observatory, which provides representative figures for the city, recorded a maximum temperature of 35.4 degrees celsius, a notch more than normal. Humidity level shot up to 94 per cent. According to IMD data, the safdarjung observatory has recorded 225 mm rainfall in July so far, which is 44 per cent more than the normal of 156.4 mm. The Palam and Lodhi Road weather stations have also recorded 31 and 58 per cent more rains in July. Several parts of Uttar Pradesh received light to moderate rains as well. Dharohra (Kheri) recorded 5 cm of rainfall; Hata (Kushinagar), Mawana( Meerut) and Shardanagar( Kheri) 4 cm each; Bah, Dhampur ( Bijnore) 3 cm each while Dudhi (Sonbhadra), Elgin Bridge (Barabanki) and Turtipar 2 cm each, according to the weather office in Lucknow. In Punjab and Haryana, the maximum temperatures hovered close to normal limits and the weather remained dry. Chandigarh, the common capital of the two states, recorded a maximum of 34.9 degrees celsius. In Haryana, Hisar recorded a high of 34.9 degrees celsius, two notches below the normal. Narnaul recorded a high of 33.2 degrees celsius, down three notches, while Ambala recorded a high of 35 degrees celsius. Karnal recorded a maximum temperature of 33.8 degrees celsius. In Punjab, Amritsar, Ludhiana and Patiala also recorded maximum temperatures close to normal limits at 35 degrees celsius, 34.6 degrees celsius and 34.5 degrees celsius, respectively. The IMD said no significant change in temperatures was likely in most parts of the country during the next three-four days.

With a record 9,18,470 tests been being done in a day, the cumulative tests conducted so far for detection of COVID-19 in India have reached 3.26 crore even as the national positivity rate has fallen below 8 percent, the Union Health Ministry said.
With constantly increasing testing numbers, there has been a commensurate fall in the positivity rate, the ministry said.
"Although higher number of tests will push the positivity rate initially, but as the experience from several states and UTs has amply depicted, it will eventually lower when combined with other measures such as prompt isolation, effective tracking and timely clinical management," it stated.
India for the first time conducted a record number of more than 9 lakh COVID tests in a span of 24-hours on Wednesday and it is poised to see an exponential increase towards its resolve of testing 10 lakh samples daily.
The cumulative tests conducted so far for detection of coronavirus infection in the country has increased to 3,26,61,252.
This is an increase of around seven percentage points compared to the previous sero-survey for which samples were collected between 27 June and 10 July.
External Affairs Minister S Jaishankar on Thursday said that the contraction of the world economy is expected to be the largest since Great Depression.
Speaking at the 6th roundtable of ASEAN-India Network of Think Tanks, Jaishankar said that the impact of COVID-19 has put a "cumulative loss of approx 6.5 or 9.7 percent of the global GDP".
India reports 69,652 cases in 24 hours, taking the tally to 28,36,925. The toll increases by 977 to 53,866. There are now 6,86,395 active cases, while as many as 20,96,664 people have been discharged so far.
With a record 60,091 people recovering from the novel coronavirus in a day, the total recoveries on Wednesday crossed 20 lakh, pushing the recovery rate to 73.64 percent, while the COVID-19 case fatality rate fell to 1.91 percent, the Union Health Ministry said.
The number of active cases in the country stands at 6,76,514, accounting for 24.45 percent of the caseload as the total recoveries have surged to 20,37,870, it said.
The total caseload increased to 27,67,273 as 64,531 people tested positive in 24 hours while the toll climbed to 52,889 with a spike of 1,092 deaths, the health ministry said in its morning update. India's COVID-19 tally had crossed the 20-lakh mark on 7 August.
India tests over 8 lakh samples for second consecutive day
According to the Indian Council of Medical Research (ICMR), a cumulative total of 3,17,42,782 samples have been tested till 18 August with 8,01,518 samples being tested on Tuesday.
"Focusing on the "test, track and treat" strategy, India has tested more than eight lakh samples for COVID-19 for the second consecutive day," said the health ministry in a statement. "The Tests Per Million too have seen a sharp rise to 23,002," the ministry said.
"It is only by aggressive testing that positive cases can be identified, their contacts tracked and isolated as well as prompt treatment can be ensured through timely medical care. The sustained level of high testing has played a key role in India's increasing rate of recovery, widening gap between the recovered and active cases, and also progressively declining fatality rate," the ministry said.
Dr Reddy's launches Avigan (Favipiravir) tablets
In another development, Dr Reddy's Laboratories Ltd announced the launch of Avigan (Favipiravir) 200 mg tablets in India.
The launch is part of the global licensing agreement with Fujifilm Toyama Chemical Co. Avigan(Favipiravir) has been approved by the Drugs Controller General of India (DCGI) for the treatment of patients with mild to moderate symptoms of COVID-19.

DDMA gives nod to reopening hotels, weekly markets
The Delhi Disaster Management Authority (DDMA) gave its approval for the opening of hotels and weekly markets but refused to allow gyms to reopen, said a Delhi government statement.
The decision was taken in a meeting of the DDMA which was also attended by Chief Minister Arvind Kejriwal through video conference.
The proposal to open gyms was not approved in the meeting headed by Lt Governor Anil Baijal. The LG said gyms can be allowed to open in the coming days. The weekly markets will be first opened on trial basis to assess the situation on the ground.
Hotels, weekly markets and gyms were closed in the city with the announcement of the lockdown in March in the wake of coronavirus pandemic. In the last week of July, the AAP government had decided to allow hotels and gyms to reopen in the city, and start weekly markets on a trial basis for seven days with social distancing and all other COVID 19 measures in place.
However, on 31 July the Lt Governor Anil Baijal "rejected" the Delhi government's decision, citing the fragile situation due to coronavirus pandemic in the city. The state government then sent a fresh proposal to the LG, arguing that the condition of Delhi was improving and the number of COVID-19 cases were coming down.
Delhi on Wednesday reported 1,398 fresh coronavirus infections, taking the case count in the city to over 1.56 lakh, while the toll mounted to 4,235 with nine fatalities. The positivity rate stood at 6.7 percent while the recovery rate was over 90 percent, said a bulletin issued by the state government.

Arunachal Pradesh, which had reported its first COVID-19 case on 2 April, has 921 active cases at present. Five patients have died so far, he said.
Sikkim reported its third fatality due to the novel coronavirus infection as a 57-year-old man succumbed to the disease while under treatment. He tested positive in the RT-PCR test and died on Wednesday.
In Uttar Pradesh, another state minister was among the 5,156 fresh COVID-19 cases. The cumulative case count in the state rose to 1,67,510. while the toll climbed to 2,638 with 53 fatalities.
