CM Manohar Lal Khattar takes a dig at Punjab Government over its failure to control farm fires
On Tuesday, Haryana CM Manohar Lal Khattar took a dig over the Punjab government, advising them to follow the same measures implemented by the Haryana government to curb the issue of farm fires. Khattar also said that it is not wise to politicize the issue and also expressed his disagreement with Delhi Chief Minister Arvind Kejriwal’s comments.
Khattar called for a collective approach to the issue and said, “The (Supreme Court) Statement, especially where they said that Punjab Government should learn from Haryana, it is clear that the Government of Punjab has not given much attention to this issue and adopt the measures that they should have... In Haryana, we are providing every kind of help to the farmers so that they don't burn stubble and they have stopped too. I thank the farmers of Haryana that they stopped it... These are not the topics of politics. The CM of Delhi should also understand this. The political statements made by him are not appropriate.”
The Supreme Court recently lambasted the Punjab Government for its failure to manage the farm fire issues in the state which are the root cause of rising air pollution in New Delhi. It also said that making farmers a villain in this particular case is not wise as they are not being presented at the court.
“Why doesn’t the Punjab government make the process of crop residue 100% free? To burn it, all the farmer needs to do is light a matchstick. Machine for the management of crop residue to farmers is not everything. Even if the machine is given for free, there is diesel cost, manpower, etc…The state of Punjab should also take a cue from the state of Haryana in the manner in which financial incentives are given,” the court said.

October 10, 2022
Amit Kumar had everything going for him. After graduating in engineering and landing a decent job, Amit wanted to settle down with his childhood sweetheart Renu. The couple had known each other since Class IX and dreamt of a life together. The only difficulty was that Renu belonged to a Brahmin family and Amit was a Dalit.
With their homes barely a kilometre apart in Garhwa district of Jharkhand, Renu knew her family would never approve of the match. The couple decided to run away and tie the knot in another State. And thus began their tale of unending harassment and tragedy.
The couple married at a temple in Dehradun and got their marriage registered there. They had just about settled down at Paonta Sahib in Himachal Pradesh when, in a midnight raid, the Uttar Pradesh police took away Renu, claiming that she had been abducted. Amit and Renu have not seen or spoken to each other since that fateful night of August 13, 2021.
Amit’s life has been a quagmire of legal battles and dismissed habeas corpus petitions since then. “I fear my wife is no more,” he told The Hindu.
Activists say such tragic situations can be avoided if couples like Amit and Renu are provided safe houses and special protection by the State governments as mandated by the Supreme Court.
According to data from the National Crime Records Bureau (NCRB), the number of “honour killings” in the country was 24, 25 and 33 in 2019, 2020 and 2021, respectively. Punjab, Madhya Pradesh and Jharkhand topped the list in 2021 and 2020, while Manipur was on top in 2019.
The government in 2021 informed Parliament that there were 145 “honour killing” incidents in the country between 2017 and 2019.
Interestingly, though the NCRB report attributed only 25 deaths to “honour killings” in 2020, it said there were 27 deaths due to casteism and 1,558 due to “illicit relationship”. Similarly, in 2021, 33 deaths were listed under “honour killings”, but 1,544 and 1,532 under “illicit relationship” and “love affairs”, respectively.
So far, only Delhi, Haryana and Punjab have safe houses for inter-faith and inter-religious couples. Kerala has only announced the setting up of a safe house.
In fact, only 21 States have said that they have complied with the Supreme Court directives, which means that they have asked the police officers concerned of a State for strict compliance, according to Dhanak for Humanity, a non-governmental organisation which works with such couples, helping them solemnise their marriages and providing legal support.
The Supreme Court had in 2018 directed that safe houses be set up in every district as well as a special cell in States for couples facing opposition from families and community.
Gaurav Yadav, an engineer from IIT Chennai, said he was working with survivors of “honour crimes” and couples who are in hiding to petition the government for more safe houses across the country.
“Soon we will form an official grouping and petition the government to follow the Supreme Court directives on safe houses and special cells,” Mr. Yadav said, adding that he had organised a convention regarding the same in Delhi recently.
He said though couples had been demanding that safe houses be set up, the State administrations had looked the other way.
An example is of Ravikant Chandrawanshi and Alisha, who had a harrowing time getting married under the Special Marriage Act in Chhattisgarh.
The inter-faith couple at first decided to elope and marry in Bilaspur. However, a lack of support system and security, including finances, saw them return home in Kawardha within four days.
“As my wife’s family were well to do and politically connected, they kept up the pressure on us. Finally, we had to take legal recourse and approached the High Court asking them to direct the State administration to provide the mandated safe house and police protection.
“However, we were informed that there was no safe house and Alisha had to go to a sakhi centre or a women’s safe house,” Mr. Chandravanshi said.
Though the couple approached the highest of authorities, they were not given any police protection either and had to go into hiding for around six months after their marriage.
According to Asif Iqbal of Dhanak for Humanity, most States send the girl to a Nari Niketan after couples approach them. “It is here that the girl is the most insecure as her family mostly approaches her and puts pressure to go back. Many a time, this also leads to what is known as honour killing of the girl”.
Sanjay Sachadev of Love Commandoes, an organisation which rescues and shelters such couples, said, “The need of the hour is safe houses across the country. In almost every case, the police try and send the girl to a women’s shelter and the boy is left to fend for himself.”
A couple who are staying in a Delhi safe house and did not wish to be identified said that they could not have thought of living together had it not been for the security of the safe house.
Mr. Iqbal, whose organisation has helped many couples seek legal recourse to stay together and get married, said that of the distress calls he receives, the most were from Uttar Pradesh, Maharashtra and Rajasthan.

MASSIVE FARMER'S PROTESTS OUTSIDE INDIAN CAPITAL AND ACROSS THE NORTH OF THE COUNTRY
📹 Massive protests are confronted with teargas, armed police with rubber bullets and drones as thousands of farmers, mostly in India's northern Punjab region, protest on Tuesday demanding a Minimum Support Price or MSP for all crops to raise farmer's income.
Dozens of Farmer's unions participated in the strikes, calling for a "Delhi Chalo" or March to Delhi.
Police in and around the capital have erected barriers on highways surrounding New Delhi, and have begun firing tear gas and rubber bullets at the approaching farmers.
Tractors, along with thousands of farm hands, are seen in footage nearing the outskirts of New Delhi, in the northern Haryana state, being confronted by officers with gas and smoke bombs, including some dropped from buzzing drones overhead.
Authorities have shut down Internet services in some areas where protestors approach, and have erected concrete roadblocks and barriers, while local officials have banned public gatherings and are deploying extra security personnel.
Officials in New Delhi emphasized that sufficient police and paramilitary personnel have been deployed to all entry points to the city.
Farmers are demanding dozens of changes, including a new MSP or floor price for crops to increase and guarantee farmer income, as well as a full debit waiver, according to local union officials.
Political officials in New Delhi say they're open to talks, with Agriculture Minister, Arjun Munda telling reporters on Tuesday that the Federal government already is "bound to protect the interest of farmers."
"Farmers also need to understand that inconvenience shouldn’t be caused to the public,” Minister Munda said, adding the government was always ready for negotiations with the Farmer's unions.
“We are ready to do everything possible to find a solution to this issue,” he said.

"After the crucial second round of talks with the government failed to make any headway, the protesting farmers carried on with their Delhi Chalo march on Tuesday. There were reports of chaos on the Punjab-Haryana Shambhu border as the Haryana police fired teargas shells as farmers tried to break the erected barricades. Drones have been deployed to keep track of farmers’ movements, most of whom are on tractors.
Delhi has imposed Section 144 throughout the city for 30 days, erected barricades and iron spikes on the borders to prevent the farmers from entering the Capital.
Internet and bulk SMS services were suspended for Tuesday in seven districts of Haryana- Ambala, Kurukshetra, Kaithal, Jind, Hisar, Fatehabad and Sirsa. Several farmer leaders’ social media accounts were also reportedly blocked the previous day.
The farmers’ protest, being led by the Samyukta Kisan Morcha (Non-Political) and the Kisan Mazdoor Morcha, has been demanding legal guarantee for Minimum Support Price (MSP) for crops, as promised by the BJP-led government at the Centre, among other demands like loan waiver and implementation of the MS Swaminathan Commission’s recommendations. The farmers participating in the protest are mainly from Punjab and Haryana."

Last Updated:December 22, 2024, 00:49 ISTThe action came after the Punjab and Haryana High Court asked the ECI to supply all information, including video and CCTV footage pertaining to a particular booth in the recent Haryana assembly polls, to the petitionerAs per sources in the ECI, the candidate already has access to all the documents and papers, and nothing has been amended in the rules in this regard. File pic/PTIA gazette notification from the union law ministry has been creating a political storm since Saturday morning over the decision of the Election Commission of India to “rush to amend the law to curtail the list of what can be shared" with the public after a court order mandated it to disclose the details. However, News18 has learnt that the decision has been made to curb the “misuse of CCTV footage".As per the December 20 notification, the ministry changed Rule 93(2)(a) of the 1961 Conduct of Election Rules under the Representation of the People Act, 1951. So far, the rule stated that “all other papers relating to the election shall be open to public inspection". However, from now on it has been changed to “all other papers as specified in these rules relating to the election shall be open to public inspection".The action came after the Punjab and Haryana High Court asked the ECI to supply all information, including video and CCTV footage pertaining to a particular booth in the recent Haryana assembly polls, to the petitioner.What was changed and whyAs per sources in the ECI, the candidate already has access to all the documents and papers, and nothing has been amended in the rules in this regard.“Recently, Punjab and Haryana High Court in a case—Mahmoud Pracha vs ECI—directed sharing of all documents related to Haryana assembly elections including treating CCTV footage as also permissible under Rule 93(2) of the Conduct of Election Rules to Pracha," a poll body official told News18.The rule mentioned election papers, but the election papers and documents do not specifically refer to electronic records, he said.“In order to remove this ambiguity and considering the serious issue of violation of secrecy of vote and potential misuse of the CCTV footage from inside the polling station using artificial intelligence by a single person, the rule has been amended to stop misuse of CCTV footage inside the polling station," they said.Another official explained that sharing CCTV footage may have serious repercussions, especially in sensitive areas like J&K and Naxal-affected regions where secrecy is important.“The lives of the voters may also be at risk. All election papers and documents are otherwise available for public inspection," the official said.The official added that candidates, in any case, have access to all documents, papers, and records.“Even Pracha was entitled to all the documents and records from his constituency when he contested as a candidate in Lok Sabha Elections 2024," said the official.Congress to challenge orderThe Congress has criticised the move, saying if there was ever a vindication of assertions regarding the rapidly eroding integrity of the electoral process managed by the Election Commission of India in recent times, this was it.“Sunlight is the best disinfectant, and information will restore faith in the process – a reasoning the Punjab and Haryana High Court agreed with when it directed the ECI to share all information that it is legally required to do so with the public. Yet the ECI, instead of complying with the judgement, rushes to amend the law to curtail the list of what can be shared. Why is the ECI so afraid of transparency? This move of the ECI will be challenged legally right away," Congress leader Jairam Ramesh said on social media site X.News india Election Conduct Rules Changed To Curb Misuse Of CCTV Footage: ECI Officials To News18 atOptions = 'key' : '6c396458fda3ada2fbfcbb375349ce34', 'format' : 'iframe', 'height' : 60, 'width' : 468, 'params' : ;

[ad_1] The Supreme Court on Monday dismissed a plea seeking directions to Centre and others to clear blockades on highways in Punjab where farmers are staging protests. A bench headed by Justice Surya Kant heard the plea. A petition was filed in the Supreme Court by a social activist from Punjab who sought directions to the Centre and others to remove restrictions on farmers’ protests and to ensure that national highways and railway tracks are not blocked by the agitating farmers. Farmers under the banner of the Samyukta Kisan Morcha (non-political) and Kisan Mazdoor Morcha have been at Shambhu and Khanauri border points between Punjab and Haryana since February 13 after their march to Delhi was stopped by security forces. Farmers’ protest The protesting farmers planned to enter Delhi on December 6 but suspended their march after tear gas firing by police. The ‘Dilli chalo’ protest march resumed on Sunday, December 8 and was halted again due to the same reason. “The alleged farmers and their farmer unions have blocked the national highway at the entry point of Punjab i.e. Shambu for more than one year and recently have blocked national and state highways in the entire state of Punjab at various locations on October 24, 2024,” news agency PTI quoted lines from the plea. The plea alleged the blockage of highways was a threat to national security as the entire Army movement towards the northern borders of the country passes through Punjab. It said people of Punjab and neighbouring states are facing great difficulty as they are unable to reach hospitals on time in case of medical emergency, as “even ambulances are being stopped from running on national and state highways in the entire state of Punjab”. It said free movement on highways comes under the fundamental right of the citizen, which is being violated by the farmers by blocking them in the entire state of Punjab. “The state of Punjab is being targeted by the foreign, external and anti-national forces with the intention to use alleged farmers and farmer unions to de-stable Punjab as Punjab is the backbone of the entire country and has a history of facing many attacks from neighbouring countries,” the plea stated. Farmers' Protests In Delhi Today Demanding MSP Guarantee, Other Key Reforms; Major Traffic Curbs In Place
Farmers, under the banners of the Samyukta Kisan Morcha (a non-political organisation) and the Kisan Mazdoor Morcha (KMM), have been protesting at the Shambhu and Khanauri border points between Punjab and Haryana since February 13, after their attempt to march to Delhi was blocked by security forces.
Tumblr media
From December 6 onwards, more farmers are expected to join the protest, with the march taking place daily from 9 am to 5 pm. The protesting farmers will spend the night on the road.
Farmers' Demands
Speaking to the media on Sunday, Kisan Mazdoor Morcha (KMM) leader Sarwan Singh Pandher highlighted that the farmers have been protesting at Shambhu and Khanauri for 293 days. He criticised the BJP-led government for not engaging in any talks with the farmers since February 18. Pandher accused the Centre of avoiding dialogue and reiterated that the farmers are rejecting contract farming, instead demanding a legal guarantee for the Minimum Support Price (MSP) of crops.
A three-member panel of Union ministers - Arjun Munda, Piyush Goyal, and Nityanand Rai - had met with farmer representatives on February 18, but the farmers rejected the Centre's proposal to purchase pulses, maize, and cotton at the MSP for five years. In addition to the legal guarantee on MSP, the protesters are demanding a farm loan waiver, pensions for farmers and farm labourers, no increase in electricity tariffs, the withdrawal of police cases, "justice" for the victims of the 2021 Lakhimpur Kheri violence, the reinstatement of the Land Acquisition Act, 2013, and compensation for the families of farmers who died during the previous agitation in 2020-21. Guramneet Singh Mangat, another farmer leader, mentioned that when the first group of farmers begins its march towards Delhi on December 6, other farmer bodies from Kerala, Uttarakhand, and Tamil Nadu will also organise marches towards their respective state assemblies.

Thick smog chokes northern India and eastern Pakistan ahead of Diwali
Tumblr media Tumblr media Tumblr media Tumblr media Tumblr media
(CNN)- Thick, toxic smog has once again enveloped northern india and eastern Pakistan just days before the start of Diwali, a hindu festival typically celebrated with fireworks that each year sends air quality plummeting. The air quality index in the indian capital of Delhi was roughly 250 on Monday morning, after days in the “very unhealthy” zone above 200, according to IQAir, which tracks global air quality. In the Pakistani city of Lahore, roughly 25 kilometers (15 miles) from the Indian border, air quality surpassed a “hazardous” 500 on Monday – almost 65 times the World Health Organization’s guidelines for healthy air – making it the most polluted city in the world at the time of the ranking, according to IQAir. Air quality across the region is set to worsen as winter smog season approaches, when an ominous yellow haze blankets the skies due to farmers burning agricultural waste, coal-fired power plants, traffic and windless winter days. Diwali, the Hindu festival of lights, is set to begin Thursday – a five day celebration during which people gather with their families, feast and set off firecrackers, in some cases in defiance of local bans, further exacerbating air pollution. Dystopian scenes of orange haze and buildings enveloped by fog emerge each year as smog season dominates the news, raising alarm as doctors warn of the risk of respiratory diseases and impacts on life expectancy. India’s air pollution has been found to be so bad, that experts have warned smog could take years off the lives of hundreds of millions of people. Residents and experts have long questioned why India has failed to curb air pollution, as Delhi and its neighboring states butt heads over who is really to blame. Delhi had banned the use and sale of firecrackers ahead of Diwali, but the policy has been difficult to implement. Last week, India’s Supreme Court condemned governments of the Punjab and Haryana states for failing to crack down on illegal stubble burning, the practice whereby farmers set crop waste on fire to clear fields. Local officials claim they have reduced the practice significantly in recent years. The Indian government also launched its nationwide Clean Air Programme in 2019, ushering in strategies across 24 states and union territories to reduce particulate matter concentration, a term for air pollutants, by 40% by 2026. The measures include cracking down on coal-based power plants, setting up air monitoring systems and banning burning of biomass. Officials have also begun sprinkling water on roads and even inducing artificial rainfall to combat air pollution in the Indian capital, though experts say these are band-aid solutions that fail to address the underlying issues. Some Indian cities have seen improvements in their air quality, according to government data, but progress has been slow. Between 2018 and 2022, New Delhi’s average PM2.5 concentration (a measure of pollutants in the air) for the month of November, when the pollution season typically begins, more or less stayed the same, according to IQAir. Experts in the past have questioned whether India has the political will to combat pollution. “There is not one party that has put its head down and said, ‘we are sickening the entire country and let’s fix it,’” Jyoti Pande Lavakare, founder of clean air non-profit Care for Air told CNN last year.
