I know that the mha fandom kinda had to make up shit for Hawks because his backstory came out slowly but I really wish it hadn’t taken over. As far as I am aware the HPSC doesn’t torture him or have super strict control of his life anymore. Obviously they groomed him and trained him properly pretty brutally but I don’t think they’re unnecessarily cruel. They wouldn’t want to risk him turning against them and with how young they got him the don’t need to.
Hawks is Lady Nagant’s replacement, meaning all the people she would’ve been sent to assassinate he took care of. Corrupt heroes who needed to be silenced, political enemies, criminals with ideas to dangerous like the league and the mla, he was sent to kill them. Hawks is an assassin and a spy with a background reminiscent of Black Widow. That’s traumatizing enough and I wish I could find more fics that address that rather than him being overworked and pushed to be perfect to the point of mutilation.
Cause like— Hawks isn’t a perfect golden boy? Where did people get that idea? That would be like All Might or Best Jeanist. Hawks is super socially awkward and covers it up with bravado and ends up coming off as rude. In terms of social experience he’s at the same place as Shouto if he never went to UA. He has no idea what he’s doing, he’s just winging it and everyone ignores it because he flashes a pretty smile. He’s like completely tactless.
I don’t think the commission even intended for him to be so high ranking, he’s just too damn good at his job and too pretty for his own good. He was supposed to be an assassin and an infiltrator and being so high profile is not conducive to that.
Anyway those are my thoughts on Hawks, I love him and I love Dabihawks but god do I wish there weren’t so few fics that actually use their canon characterization, or as close as you can get with a Dabihawks fic since canonically they hate each other. But their like so perfect from a narrative standpoint, they could be each other’s perfect foil with all the parallels and similarities in their backstories!

My Hero Academia: Healthcare?

I don't know if any fanfic writers will find this useful or not, but I think the information is interesting and worth speculation in the My Hero setting. This also applies to any fanfic writers in the anime fandoms who want to have more immersive and in-depth writing. Obviously, writing fics that are 'accurate' is not a requirement since the point is to have fun, but here's some knowledge to use (or not use) if anyone is interested.
Obviously, Deku's been in the hospital a lot. A lot of the characters are injured and in the hospital a lot. But for all the hospital visits, nobody in the series is going to be bankrupted by astronomical healthcare costs. (Yes, that's a jab at America's system.) And it's not because the Pros, especially the popular ones, have money.
Here's why:
Quick rundown of how healthcare in Japan works: Everybody receives healthcare, everybody has health insurance. In Japan, your employer is legally required to provide you with health insurance. If you are unemployed, you will be on a community healthcare plan. There is also a plan for citizens over the age of 75. This also applies to foreigners who have established permanent residence of three months or longer.
Article 25 of Japan's Constitution is paraphrased as follows:
“all people shall have the right to maintain a certain standard of healthy and cultured life” and that “the state shall try to promote and improve the conditions of social welfare, social security, and public health” for this purpose.
I'm not going to reiterate the system in its entirety, but if you would like to learn more, this site here (the Article 25 quote I used is also found on that page) has a brief and comprehensive explanation of how healthcare is handled. However, one thing I am going to mention that is relevant for Deku and other Pros is the threshold out-of-pocket expense.
In Japan, citizens enrolled in healthcare do not spend more than ¥90,000 per month out of pocket, protecting them from financial disaster.
(To Americans, this may sound like a sweet deal, but hold your horses because Japan also funds this system through heavy taxation. Medical procedures are expensive and people will be paying for them one way or another.)
The question that needs asking now is how does this system apply to the hero society? Well, first off, since My Hero does take place in a slightly futuristic setting, we could take into consideration the system has been revised.
Assuming not much as changed, are heroes that operate their own agency technically considered business owners and are required to insure their employees and sidekicks?
Or...
Because they are all government employees, is the Safety Commission responsible for insuring all heroes and sidekicks no matter what they rank in their popularity?
Personally, I think it would be the latter since, in the coldest sense of the word, the heroes are essential to the Commission in upholding their system. So that makes them an asset. The Commission would want to protect its assets because as shady as they are, their own system could work against them. They certainly don't want heroes going on strike for lack of benefits or complaining the government doesn't take care of their people. So I assume it's the Commission who is covering insane healthcare costs on behalf of heroes.
(And since the system is probably funded by taxpayers' money, that also feeds into the prevalent societal discontent that's ongoing throughout the series.)
Now what about Deku and his classmates since they have not graduated and are not officially licensed yet? Honestly, I think it's probably UA itself that insures the students. That probably has to do with accreditation and so on, which is another matter entirely, but again, the backing is likely coming out of the Commission (and taxpayers') pockets.

As an indigenous little lad, I decided to take a whack at redesigning the hero Native from BNHA. Because as someone who’s native… I’m not super fond of his character.
So he’s a two-spirit queer inuit/japanese hero who is a tad short. His quirk is now spotted seal or just seal which gives him seal capabilities. This mostly influences his navigation which is really good. That would explain why he is found with Stain. Maybe he was tracking him down. I could also give him angst with the HPSC.. perhaps.. he has a side nose ring and wants tattoos and has cool top surgery scars and he’s stoic and cool but actually shy (like a seal) and a little awkward. He’s well meaning and very close with his family but pretty closed off apart from that. He’s protective over kids and is pretty against kids experiencing the horrors of heroes work methinks.
Native had nothing going for him at all except a dash of cultural appropriation. Hopefully this brings some culture to him.

what did hawks rename the hpsc to? did i miss something?
Other translators/leakers have pointed out that the word hero was left out of the raws so it was just PSC/Public Safety Commission. Caleb just sucks ass, per usual and probably added " hero" due to the perceived "attention span" of Viz readers and ignoring that it was intentional/important.

His main weapon is a scythe, it’s on flame that doesn’t really hurt the target hit physically, but mentally very much
When sparring, holding such a threatening weapon keeps the heroes on guard, even more cautious of the flame
The scythe will do physical damage, but the flame on the scythe will heal the wound almost immediately, not causing any fatal wounds

Wings

“Reminder to Subject B41 that to run is to forfeit the fight.” To forfeit means death. (Liars, liars, liars.) He hadn’t cared about being a source of entertainment when someone he didn’t know — or care about — was dropped in front of him. He's killed hundreds of people without knowing their names, or hell, even looking at their faces. But now that he’s confronted with Spinner, someone who actually means something to Dabi, who he’s fought alongside rather than against for the better part of a year, he’s ready to fucking rage. Dabi turns to glare at the tinted glass, before shifting his gaze up. He can’t see the force field, but there’s a slight shimmer in the air if he looks closely enough.  He wonders how big an explosion would have to be to break it.

So this is all bullshit but I've been hyper fixating on mha for months now to the point of having read and watched almost nothing else ( probably obvious given the state of my tumblr ) but what if the reason the hero rankings in MHA are effected by popularity and not just your stats is because The Top 10/20 are meant to act as a balance /overseer to the Commission?
Like we all know the hpsc are a shady organisation with no real public or gov. oversight, but what if that wasn't always the case? What If the Top Heroes were meant to be that oversight with public approval affecting rankings because that meant the top 10 better represented the views and beliefs of the general public. However, over time, as the hpsc grew more corrupt, they suppressed this information, buried the bi-laws related to it & altered hero school lessons so it was forgotten.
Heroes usually die young, rarely living to retirement age, and in the span of a single generation, the most important aspect of being a top 10 hero was completely forgotten. It went from being an important sociopolitical role to a mere Status symbol, and the hpsc were free to do as they please.
I just feel that it makes sense, especially as it feeds into the idea that the way their society is structured has been failing for a while now. The Hpsc Is super corrupt, and in my mind, they're the true evil within MHA, but I doubt they started out that way.
The idea that no one considered the HPSC going rogue when it was founded and raising child soldiers or profiting off what it was meant to stop is insane to me. I mean, they were dealing with the aftermath of societal collapse and government failure.
Bitter, traumatised people and you want me to believe they never worried? never doubted what it was they were doing?
No. They had to have known it was a possibility.
In my mind, the state of Japan in MHA, once you notice the cracks and shit is much more insidious and terrifying if there were checks and balances in place to prevent this outcome, they just weren't enough.

My Hero Academia: Theory
Manga spoilers below.
I've said this in a previous post, but I'm seriously considering the theory Deku was never Quirkless. If the DFO Theory is true, I'm throwing out the possibility that Deku has the exact same Quirk as dear, old dad. It just never manifested because he never really tried to use it.
Both Deku and AFO have a deep fascination with Quirks and learning how they work. But AFO's mentality is greed-based. He sees a Quirk he wants, he takes it. Deku, on the other hand, takes the mentality, "You're so lucky to have your Quirk," and has never given any thought to stealing someone else's power.
As to where this is all going, he's given up One For All. So taking all of the above into consideration, my thought process is going toward...he just...takes it back.
Just like that.
Deku's just gonna reclaim One For All and he's going to steal All For One from AFO right along with it.
This will not only render AFO completely powerless, but it would also lead into neatly wrapping up the Safety Commission issue. Because I can see that organization trying to come back from its death throes by trying to recruit Deku into taking Quirks away from society's 'undesirables.' They visit him in the hospital, they pitch their plan to restore order in society by taking away the Quirks of villains. Then they get into taking away Quirks from corrupt heroes, and then it's potentially dangerous Quirks from civilians, essentially policing who can and can't have powers based solely off the Commission's discretion. The Commission wants another Lady Nagant/Hawks on their roster and a guy who can take and dispense Quirks at will is a tempting candidate.
Of course, Deku's gonna say, "Absolutely not! How can you suggest something like that? How is that any different from what AFO wanted? You people are monsters thinking something like that is peace!"
Cue the remaining cast crashing that meeting with the resounding echo of, "I second that."
No way is the Commission coming back from a plan like this, so society has no choice but to implement something new.

🐇 MIRUKO & THE COMMISSION🌙
Yeah, I have been thinking (which all I really been doing nowadays, but that's for another time) and I came up with the relationship between Miruko and the Hero Public Safety Commission (HPSC).
Alright, so... Miruko should be #1 or at least #2. Sure, she's my favorite and I definitely will stand by this but, without even being a fan, think about it.
She managed to take out several Nomus and a High End ON HER OWN using just her strength and speed. A tiny (she's 5'2") rabbit woman managed to take out several opponents and hold her own for a while. Meanwhile, two of the top pros had trouble dealing with one. (Which happened to be the same one Miruko once met some years back. Ain't that something?)
Yes, at the time Hood was flying around and causing chaos. So of course, Endeavor and Hawks would have trouble.
But Miruko was able to take out one High End permanently just by realizing "He's not good at close combat" in moments while fighting other High Ends with a missing limb? In a more compacted area underground opposed to open air?
All in that first half of that second episode, we see that Miruko is fast, strong and a quick thinker.
And even injured she still went after Garaki and let's be honest, if she didn't bust that capsule Shigaraki was in, his body would have fully developed and there would have been a lot more chaos that would be happening in the current anime arc.
(Sadly, the anime didn't show that bit but I digress.)
Now, you're probably wondering why I bring up her rank.
Well, let's talk about her history.
Long story short, Rumi was a bit of a wild child as a middle schooler. Somehow always barging into underground fights. She did it so much, she became known for it. Eventually, she had been taken into custody, expelled and her middle school was exposed.
This where Theorist Kiya came in.
Off rip, you cannot tell me her actions did not catch the eyes of the HPSC. Middle schooler manages to find underground fights and crash them every single time to the point she was known for it in Hiroshima (her hometown)?
Hmmmm.
Wouldn't that spark some interest from the HPSC?
Especially, since after she was expelled, she "disappeared" and got enrolled into a hero school.
Of course, it wouldn't be Yuuei since it's the top hero school, but it's a hero school no less.
What if the HSPC pulled some strings for Rumi and got her into one because they saw her potential, hm?
It's implied, if not clear, that people with "tarnished" backgrounds aren't necessarily "hero material". Even Bakugou points it out whenever he scolded those other kids about wanting to go to adult places and smoke.
So how did Rumi get into a hero school even though she is a known fighter, a troublemaker? Well, I ask again, what if during her "disappearance" is when the HPSC got a hold of her? As they did with Hawks when he was a kid and Lady Nagant (as you'll see later)?
What if the HPSC at least attempted to turn Rumi into their perfect little hero?
However, they couldn't because Rumi is Rumi. She is a fighter, she's stubborn.
She actually operates a lot more different than other Pro Heroes. It's why I think while she may be an employee and has to listen to HPSC, she still a lot more freedom than other Pros and therefore, the HPSC doesn't have complete hold of her.
She works alone, she goes from place to place, she doesn't have her own agency. Miruko possibly doesn't even have her own PR to do interviews or photoshoots because she doesn't want to and doesn't have to.
And the HPSC can't even tell her so because she is one of the best they have.
Now rounding back to her rank.
I also want to bring up that that Miruko works alone and moves from place to place. What if she actually scores a lot more rescues than we're lead to believe? And she's fast, strong and a quick thinker. She's also gorgeous with a rabbit quirk. Yes, that's important because if it wasn't, Hawks wouldn't have his own fanclub due to his charms. Mt. Lady wouldn't be ranked so high despite being a new hero.
It's not even an attitude problem because Endeavor was ranked at #2 before All Might's retirement and he doesn't put on a fake smile or anything to please people. They're aware he's mean, even his own fan points it out that he's known for it.
So why isn't Miruko a higher rank even when she has the capability of being in one? (For goodness sake, rabbits are cute. You cannot tell me that alone doesn't boost up her status a bit.)
Because of the HPSC.
Remember, they oversee what the Pro Heroes do. Hell, they make the Heroes.
They oversee the rankings. What if they place Miruko at #5 where she's still ranked high to appease the public and so it wouldn't be too suspicious, but not too high as a way of "keeping her in place"?
But the joke's on them because Miruko actually doesn't care. So she keeps doing her own thing.
She might even have some stuff on the Commission and they don't even know yet.
To put this whole mess of a post simply...
The HPSC may have made Miruko into a hero and she didn't mind it because she got to fight bad guys and she's about that action. However, unlike with other Pros, they don't have that complete hold on her so she still does what she wants.
I just wanna say I am not some analysis/theory/meta blogger. I just got a lot of thoughts.
This post serves... let's say a headcanon. Just a big one kinda? This is just mostly me rambling and no I'm not looking for any debate. I know how this fandom gets. Some of you really can't help but argue with people and get your panties in a twist when the initial post is a headcanon or something. For real, chill, damn it.

"i don't care if heaven won't take me back" "yeah, they still say I'm a dreamer" if i had enough space on my computer to store large video files and use premiere pro without unplayable amounts of lag then i would be making an amv right now
