Would you say it is possible for low class Saiyans to eventually gain control of their Giant Ape state if they try hard enough for it? Or would every transformation, no matter what, be them going, pardon the pun, apeshit? Apologies if this is a dumb question, I wanted to see if there was a basis for it, outside of anything like GT, of course.

I would think so, yes. I don't believe it's ever actually stated that this is some skill exclusive to Elite Saiyans anywhere but video games and GT, which doesn't make a whole lot of sense when you think about it. Those rankings are assigned mostly due to Battle Power and Potential, not inherent genetics.
