WARNING: This article discusses child sexual abuse material (CSAM).
At first glance, OpenDream is just one of many generic AI image generation sites that have sprung up in recent years, allowing people to create images by typing short descriptions of what they want the results to look like.
The platform describes itself as an “AI art generator” on its website and social media platforms, and invites users to “unlock a world of limitless creative possibilities”.
But for months, people generated child sexual abuse material (CSAM) with it – and the images were left visible on the platform’s public pages without any apparent moderation.
Bellingcat first came across OpenDream through promotional posts on X (formerly Twitter) in July. Many of the accounts promoting OpenDream focused on AI tools and services.
Some of the posts about OpenDream on X featured a screenshot of the platform’s public gallery with images of young girls next to adult women in bikinis.
The site’s main page described the platform as an “AI Art Generator”, with a fairly innocuous animation-style image. However, the public gallery page – which did not require any login to view – was full of sexually explicit images.
Within seconds of scrolling, we came across multiple AI-generated images of young children and infants in underwear or swimwear, or being sexually abused. The prompts used to generate this imagery – which were also publicly visible – clearly demonstrated an intent to create sexualised images of children. For example, some included the word “toddler” in combination with particular body parts and poses, descriptions of full or partial nudity, or a sexual act.
Bellingcat has reported the site to the National Center for Missing & Exploited Children (NCMEC) in the US, where this reporter is based.
In addition to CSAM, there appeared to be no restrictions by OpenDream on generating non-consensual deepfakes of celebrities. Scrolling through the gallery, we found bikini-clad images of famous female web streamers, politicians, singers, and actors.
Archived versions of the gallery on Wayback Machine show that OpenDream was displaying AI CSAM and non-consensual deepfakes as far back as December 2023.
Upon searching for the platform’s name on popular search engines such as Google and Bing, we found that the majority of image results were also CSAM.
While OpenDream is not as widely used as some other AI image generation platforms, and it is not the first case of people using AI to generate CSAM, the extent to which such material was made available to the public without any apparent moderation set it apart from other sites we had come across at Bellingcat.

The co-chair of the Republican National Committee announced her new activewear line via Instagram Tuesday, touting the brand as patriotic and “of American craftsmanship.” “The LT Brand by Lara Trump Collection isn’t just activewear—it’s a celebration of strength, resilience, and patriotism,” reads one caption alongside a black and white photo of Lara Trump. Trump has splayed images of herself across the social media account promoting the upcoming launch of her brand. One photo shows her draping an American flag behind her as she sports a “USA” T-shirt to accompany her new yoga pants line.
As Oliver Willis reported for Daily Kos, Republicans attempting to cozy up with Donald Trump ahead of his second term have pushed for Lara Trump to replace Sen. Marco Rubio in Florida, as Trump has picked him to be secretary of state. While some may call the clothing brand a conflict of interest should Lara Trump take over Rubio’s job, Instagram users and even Donald Trump’s campaign spokesperson seem to be thrilled over the announcement. “Oh my gosh I’m so excited for this,” wrote Karoline Leavitt. Other commenters praised Trump for her “made in America” brand approach, urging for her to become Florida’s next senator. The sentiment, however, is not shared outside of her social media bubble. Disgruntled Americans took to Bluesky—a rising alternative to Elon Musk’s X—to slam the conflict of interest.

Two principles to protect internet users from decaying platforms
Today (May 10), I’m in VANCOUVER for a keynote at the Open Source Summit and later a book event for Red Team Blues at Heritage Hall; on Thurs (May 11), I’m in CALGARY for Wordfest.
Internet platforms have reached end-stage enshittification, where they claw back the goodies they once used to lure in end-users and business customers, trying to walk a tightrope in which there’s just enough value left to keep you locked in, but no more. It’s ugly out there.

When the platforms took off — using a mix of predatory pricing, catch-and-kill acquisitions and anti-competitive mergers — they seemed unstoppable. Mark Zuckerberg became the unelected social media czar-for-life for billions of users. Youtube was viewed as the final stage of online video. Twitter seemed a bedrock of public discussion and an essential source for journalists.
During that era, the primary focus for reformers, regulators and politicians was on improving these giant platforms — demanding that they spend hundreds of millions on algorithmic filters, or billions on moderators. Implicit in these ideas was that the platforms would be an eternal fact of life, and the most important thing was to tame them and make them as benign as possible.
That’s still a laudable goal. We need better platforms, though filters don’t work, and human moderation has severe scaling limits and poses significant labor issues. But as the platforms hungrily devour their seed corn, shrinking and curdling, it’s time to turn our focus to helping users leave platforms with a minimum of pain. That is, it’s time to start thinking about how to make platforms fail well, as well as making them work well.
This week, I published a article setting out two proposals for better platform failure on EFF’s Deeplinks blog: “As Platforms Decay, Let’s Put Users First”:

The first of these proposals is end-to-end. This is the internet’s founding principle: service providers should strive to deliver data from willing senders to willing receivers as efficiently and reliably as possible. This is the principle that separates the internet from earlier systems, like cable TV or the telephone system, where the service owners decided what information users received and under what circumstances.
The end-to-end principle is a bedrock of internet design, the key principle behind Net Neutrality and (of course) end-to-end-encryption. But when it comes to platforms, end-to-end is nowhere in sight. The fact that you follow someone on social media does not guarantee that you’ll see their updates. The fact that you searched for a specific product or merchant doesn’t guarantee that platforms like Ebay or Amazon or Google will show you the best match for your query. The fact that you hoisted someone’s email out of your spam folder doesn’t guarantee that you will see the next message they send you.
An end-to-end rule would create an obligation on platforms to put the communications of willing senders and willing receivers ahead of the money they can make by selling “advertising” in search priority, or charging media companies and performers to “boost” their posts to reach their own subscribers. It would address the real political speech issues of spamfiltering the solicited messages we asked our elected reps to send us. In other words, it would take the most anti-user platform policies off the table, even as the tech giants jettison the last pretense that platforms serve their users, rather than their owners:

The second proposal is for a right-to-exit: an obligation on tech companies to facilitate users’ departure from their platforms. For social media, that would mean adopting Mastodon-style standards for exporting your follower/followee list and importing it to a rival service when you want to go. This solves the collective action problem that shackles users to a service — you and your friends all hate the service, but you like each other, and you can’t agree on where to go or when to leave, so you all stay:

For audiences and creators who are locked to bad platforms with DRM — the encryption scheme that makes it impossible for you to break up with Amazon or other giants without throwing away your media — right to exit would oblige platforms to help rightsholders and audiences communicate with one another, so creators would be able to verify who their customers are, and give them download codes for other services.
Both these proposals have two specific virtues: they are easy to administer, and they are cheap to implement.
Take end-to-end: it’s easy to verify whether a platform reliably delivers messages from to all your followers. It’s easy to verify whether Amazon or Google search puts an exact match for your query at the top of the search results. Unlike complex, ambitious rules like “prevent online harassment,” end-to-end has an easy, bright-line test. An “end harassment” rule would be great, but pulling it off requires a crisp definition of “harassment.” It requires a finding of whether a given user’s conduct meets that definition. It requires a determination as to whether the platform did all it reasonably could to prevent harassment. These fact-intensive questions can take months or years to resolve.
Same goes for right-to-exit. It’s easy to determine whether a platform will make it easy for you to leave. You don’t need to convince a regulator to depose the platform’s engineers to find out whether they’ve configured their servers to make this work, you can just see for yourself. If a platform claims it has given you the data you need to hop to a rival and you dispute it, a regulator doesn’t have to verify your claims — they can just tell the platform to resend the data.
Administratibility is important, but so is cost of compliance. Many of the rules proposed for making platforms better are incredibly expensive to implement. For example, the EU’s rule requiring mandatory copyright filters for user-generated content has a pricetag starting in the hundreds of millions — small wonder that Google and Facebook supported this proposal. They know no one else can afford to comply with a rule like this, and buying their way to permanent dominance, without the threat of being disrupted by new offerings, is a sweet deal.
But complying with an end-to-end rule requires less engineering than breaking end-to-end. Services start by reliably delivering messages between willing senders and receivers, then they do extra engineering work to selectively break this, in order to extract payments from platform users. For small platform operators — say, volunteers or co-ops running Mastodon servers — this rule requires no additional expenditures.
Likewise for complying with right-to-exit; this is already present in open federated media protocols. A requirement for platforms to add right-to-exit is a requirement to implement an open standard, one that already has reference code and documentation. It’s not free by any means — scaling up reference implementations to the scale of large platforms is a big engineering challenge — but it’s a progressive tax, with the largest platforms bearing the largest costs.
Both of these proposals put control where it belongs: with users, not platform operators. They impose discipline on Big Tech by forcing them to compete in a market where users can easily slip from one service to the next, eluding attempts to lock them in and enshittify them.

A misleading seven second clip of President Biden could reshape Facebook's misinformation policies ahead of the 2024 election, but the platform — and the American electorate — are running out of time.
The Oversight Board, the external advisory group that Meta created to review its moderation decisions on Facebook and Instagram, issued a decision on Monday concerning a doctored video of Biden that made the rounds on social media last year.
The original video showed the president accompanying his granddaughter Natalie Biden to cast her ballot during early voting in the 2022 midterm elections. In the video, President Biden pins an “I Voted” sticker on his granddaughter and kisses her on the cheek.
A short, edited version of the video removes visual evidence of the sticker, setting the clip to a song with sexual lyrics and looping it to depict Biden inappropriately touching the young woman. The seven second clip was uploaded to Facebook in May 2023 with a caption describing Biden as a “sick pedophile.”
Meta’s Oversight Board announced that it would take on the case last October after a Facebook user reported the video and ultimately escalated the case when the platform declined to remove it.
In its decision, issued Monday, the Oversight Board states that Meta's choice to leave the video online was consistent with the platform’s rules, but calls the relevant policy "incoherent."
"As it stands, the policy makes little sense," Oversight Board Co-Chair Michael McConnell said. "It bans altered videos that show people saying things they do not say, but does not prohibit posts depicting an individual doing something they did not do. It only applies to video created through AI, but lets other fake content off the hook."
McConnell also pointed to the policy's failure to address manipulated audio, calling it "one of the most potent forms of electoral disinformation."
The Oversight Board’s decision argues that instead of focusing on how a particular piece of content was created, Meta's rules should be guided by the harms they are designed to prevent. Any changes should be implemented “urgently” in light of global elections, according to the decision.
Beyond expanding its manipulated media policy, the Oversight Board suggested that Meta add labels to altered videos flagging them as such instead of relying on content takedowns initiated by fact-checkers, a process the group criticizes as "asymmetric depending on language and market."
By labeling more content rather than taking it down, the Oversight Board believes that Meta can maximize freedom of expression, mitigate potential harm and provide more context and information for users.
In a statement to TechCrunch, a Meta spokesperson confirmed that the company is "reviewing the Oversight Board’s guidance" and will issue a public response within 60 days.
The altered video continues to circulate on X, formerly Twitter. Last month, a verified X account with 267,000 followers shared the clip with the caption “The media just pretend this isn't happening.” The video has more than 611,000 views.
The Biden video isn't the first time that the Oversight Board has ultimately told Meta to go back to the drawing board for its policies. When the group weighed in on Facebook's decision to ban former President Trump, it decried the "vague, standardless" nature of the indefinite punishment while agreeing with the choice to suspend his account. The Oversight Board has generally urged Meta to provide more detail and transparency in its policies, across cases.
As the Oversight Board noted when it accepted the Biden “cheap fake” case, Meta stood by its decision to leave the altered video online because its policy on manipulated media — misleadingly altered photos and videos — only applies when AI is used or when the subject of a video is portrayed saying something they didn't say.
The manipulated media policy, designed with deepfakes in mind, applies only to "videos that have been edited or synthesized... in ways that are not apparent to an average person, and would likely mislead an average person to believe."
Critics of Meta's content moderation process have dismissed Meta's self-designed review board as too little, far too late.
Meta may have a standardized content moderation review system in place now, but misinformation and other dangerous content move more quickly than that appeals process — and much more quickly than the world could have imagined just two general election cycles ago.
Researchers and watchdog groups are bracing for an onslaught of misleading claims and AI-generated fakes as the 2024 presidential race ramps up. But even as new technologies enable dangerous falsehoods to scale, social media companies have quietly slashed their investments in trust and safety and turned away from what once appeared to be a concerted effort to stamp out misinformation.
"The volume of misleading content is rising, and the quality of tools to create it is rapidly increasing,” McConnell said.
