About a week after President Donald Trump took office, Jonathan Guerrero was sitting at the Philadelphia car wash where he works when immigration agents burst in.
The agents didn’t say why they were there and didn’t show their badges, Guerrero recalled. So the 21-year-old didn’t get a chance to explain that although his parents were from Mexico, he had been born right there in Philadelphia.
“They looked at me and made me put my hands up without letting me explain that I’m from here,” Guerrero said.
An agent pointed his gun at Guerrero and handcuffed him. Then they brought in other car wash workers, including Guerrero’s father, who is undocumented. When agents began checking IDs, they finally noticed that Guerrero was a citizen and quickly let him go.
“I said, ‘Look, man, I don’t know who these guys are and what they’re doing,” said Guerrero. “With anything law-related, I just stay quiet.”
Less than two months into the new Trump administration, there has been a small but steady beat of reported cases like Guerrero’s.
In Utah, agents pulled over and detained a 20-year-old American after he honked at them. In New Mexico, a member of the Mescalero Apache nation more than two hours from the border was questioned by agents who demanded to see their passport. Earlier this month, a Trump voter in Virginia was pulled over and handcuffed by gun-wielding immigration agents.
In Texas, a 10-year-old citizen recovering from brain cancer was detained at a Border Patrol checkpoint and eventually deported to Mexico with her undocumented parents and other citizen siblings in February. The family said it was rushing her to an emergency checkup in Houston when Border Patrol agents ignored a hospital letter that the family had used to go through checkpoints before. An agency spokesperson said the family’s account was inaccurate but declined to provide specifics.
It’s unclear exactly how many citizens have faced the Trump administration’s dragnet so far. And while previous administrations have mistakenly held Americans too, there’s no firm count of those incidents either.
The government does not release figures on citizens who have been held by immigration authorities. Neither Border Patrol nor Immigration and Customs Enforcement, which handles interior immigration enforcement, would provide numbers to ProPublica on how many Americans have been mistakenly detained.
Experts and advocates say that what is clear to them is that Trump’s aggressive immigration policies — such as arrest quotas for enforcement agents — make it likely that more citizens will get caught up in immigration sweeps.
“It’s really everyone — not just noncitizens or undocumented people — who are in danger of having their liberty violated in this kind of mass deportation machinery,” said Cody Wofsy, the deputy director of the Immigrants’ Rights Project at the American Civil Liberties Union.

The U.S. has gone through spasms of detaining and even deporting large numbers of citizens. In the 1930s and 1940s, federal and local authorities forcibly exiled an estimated 1 million Mexican Americans, including hundreds of thousands of American-born children.
Spanning both Obama administrations, an NPR investigation found, immigration authorities asked local authorities to detain about 700 Americans. Meanwhile, a U.S. Government Accountability Office report found that immigration authorities asked to hold roughly 600 likely citizens during Trump’s first term. The GAO also found that Trump actually deported about 70 likely citizens.
The GAO report did not get into any individual cases. But lawsuits brought against federal immigration agencies detail dozens of cases where plaintiffs received a settlement.

While there are a number of fixes the government could make to limit the wrongful detention of citizens, immigration authorities have often failed to follow through.
After a series of lawsuits against the Obama administration, ICE began requiring officers to consult with supervisors before detaining someone who claims to be a citizen, and to not arrest someone if the evidence of citizenship “outweighs evidence to the contrary.” But the GAO report on mistaken detention of citizens noted that ICE wasn’t actually training officers to follow the policy. (In response to the GAO report, ICE said it revised its training materials. It told ProPublica that agents are still following those policies for determining citizenship)
Border Patrol and ICE are not even required to track how often they hold citizens on immigration charges, the GAO found. While ICE agents could note in their database if someone they’ve investigated turns out to be a citizen, the GAO found that they are not required to do so. As a result, records are often wrong and left uncorrected even after agents have been told of a mistake. Someone flagged incorrectly in an ICE database once may be forced to deal with questions about their citizenship for years.
Peter Sean Brown, another U.S. citizen born in Philadelphia, was mistaken more than 20 years ago for a Jamaican national living in the U.S. illegally. When he was later arrested in 2018 for a probation violation, immigration officials requested he be held, despite their own records documenting the case of mistaken identity, his lawyer said.
Brown repeatedly insisted he was a citizen, a claim agents are supposed to immediately review.
“I’M TRYING TO OBTAIN INFORMATION CONCERNING A UNVALID ICE HOLD,” Brown wrote to guards on April 19, 2018, while still detained at the Monroe County jail in Florida. “IM A US CITIZEN…HOW IS THIS EVEN POSSIBLE?”
ICE eventually released him — after three weeks in detention.

Speaker Don Leonard Scott Jr. (March 5, 1965) is a lawyer, politician, veteran, and convicted but pardoned felon. A Democrat, he is a member of the Virginia House of Delegates, representing the 88th district. He was the minority leader of the Virginia House of Delegates (2022-24). On January 10, 2024, he became Speaker of the Virginia House of Delegates. He is the first Black speaker in Virginia’s history.
He was raised in Houston by a single mother of six children. He attended a magnet high school for aerodynamics before attending and graduating from Texas A&M University with a BS in Agriculture. He served as a Naval Officer until 1991 when he received an honorable discharge. He obtained a JD from Louisiana State University Law School.
In 1994, he was arrested on federal drug charges and served seven years in prison. He acknowledged his mistakes and said that the experience motivated him and showed him the injustices of the legal system. After his release, he took an entry-level position at KRA Corporation. He relocated to Portsmouth, Virginia, and became Senior Vice President.
In 2015, he was admitted to the bar and opened his firm, where he practiced criminal defense, family law, and civil cases. In 2022, he joined Breit Biniazan Trial Lawyers as a partner.
In 2021, he donated a kidney to his next-door neighbor/Fraternity Brother, Virginia Circuit Court Judge Johnny E. Morrison.
He filed to run to represent the 80th district in the 2019 Virginia House of Delegates election. He was unopposed in the primaries, and in the general election defeated two opponents with 66.01% of the vote.

What is your full name?
Chantal Nicole Moreau
Where and when were you born?
Houston, Texas on June 20th 1999
Who are/were your parents? (Know their names, occupations, personalities, etc.)
Father: Chandler Moreau a 55 year old criminal defense attorney. He is a stern and career driven man. Running his own firm, he works hard to provide for his family and pushes them to have and be the best version of themselves. Although he can appear standoffish, he is a loveable person and dedicates himself to business first and family right after.
Mother: Roslyn Moreau a 48 year old interior designer. Originally Roslyn Amai Oishi. she is a bubbly people person and former socialite before settling down, getting married and creating a family. She is known to be welcoming and can make anyone feel comfortable in presence.
Do you have any siblings? What are/were they like?
Two brothers, Dallas Moreau the oldest of the three Moreau kids is similar to his father. He currently practices law as a medical malpractice lawyer.
Isaiah Moreau is the middle child of the three. He has more of his mother's characteristics. While still being very serious and dedicated to his job as a ______ Isaiah takes after his mom by being more of a socialite and people person. He can be known as a goofball and someone people love to be/bring around.
Where do you live now, and with whom? Describe the place and the person/people.
Chantal currently lives in a penthouse by herself. It is a large open area where her living room and kitchen are monochromatic. The whole space was meant to bring in light, due to the large windows and terrace that surround the living/kitchen spaces. Her living area is a beige/ taupe color scheme with hints of grey and white and an occasional hint of pink. Her beauty room is entirely pink, her favorite color. While her bedroom, bathroom and closet more so match the color scheme of her living area. Around her penthouse she has things to show off her personality and what she is like as a person.
What is your occupation?
Chantal is a pastry chef.

Chantal is 5'7 and has a slim athletic build, she has natural black hair that reaches her mid back. Her natural eye color is brown and she has two tattoos. One which goes down her spine and the other on her wrist. She has a few beauty marks over her body the most prominent being one next to her lips on her right cheek. Her style of dress varies from occasion, she prefers more of a feminine streetwear look most days while on occasion she will dress preppy, chic or more 'girly formal' all which she likes to alternate accordingly/ depending on how she is feeling.

Chantal is allergic penicillin, pollen and guava but since her allergy isn't severe she will still eat it.

Chantal has a low, monotone voice that perks up in time of excitement or happiness. She has a slight southern accent that is only prominent when she is angry.
What words and/or phrases do you use very frequently?
Chantal frequently uses "Like, I know that's right, Um" along with other phrases such as those she has gotten from TikTok.
What do you have in your pockets?
Normally Chantal will be carrying her phone, lipgloss and gum in her pockets. It depends on if she is carrying a purse and the size of the purse if she puts more or less in her pockets.
Do you have any quirks, strange mannerisms, annoying habits, or other defining characteristics?
She can often guide her nails across her teeth when in thought. The sound and feedback she gets from it helps her focus more and it has become second nature. She also chews on her bottom lip frequently, she hasn't done it in awhile but she tends to suck on her bottom lip if she's sleepy. Chantal has a habit of making a mess in the kitchen if she is too focused or erratic.
PART 2: GROWING UP
How would you describe your childhood in general?
Her childhood was filled with books. She always loved to read, her favorite being the Junie B. Jones series. When she wasn't reading she was playing with Barbies, Bratz Dolls or getting into whatever her brothers were doing. Her childhood was never boring.
What is your earliest memory?
Her earliest memory was her third birthday party being a princess birthday party. Although she can't remember all of it, looking at pictures and some of the video she can nearly put the whole day together from start to finish.
How much schooling have you had?
Chantal finished high school then got a degree in hospitality and studied in culinary school.
Did you enjoy school?
Going to school wasn't all Chantal dreamed it to be. She heavily thought it would be the 'on tv' school experience and when it wasn't she was disappointed but the bonds and friends she made during her time made her like school. Once she got to high school she enjoyed the experience more and her favorite was studying in culinary school.
Where did you learn most of your skills and other abilities?
She learned most of her skills from her family, a few on her own once she moved out at the age of 20. Her passion, baking and cooking was learned from her grandmother and aunts on her father's side. Her styling abilities both clothing, makeup and hair wise were learned from her mother but she went and developed it more as time went along.
While growing up, did you have any role models? If so, describe them.
Chantal's biggest role model was her mom. She imbodied the idea of what Chantal thought a woman should be. She was poised, yet worked on her passion rather than something that kept her unhappy. She made sure she always kept herself pretty and in Chantal's eyes she was flawless at all times.
While growing up, how did you get along with the other members of your family?
Chantal's family on both sides is big, so there were many holidays that she got to see them and get to know them. She gravitated towards the female family members more than the males ones just due to the similarities they have, but she is close to most of her close relatives. Her siblings are who she is closest to, but she doesn't let months go by without speaking to her relatives either.
As a child, what did you want to be when you grew up?
As a child she wanted to be a teacher or a designer. She loved the idea of spreading knowledge the way her teachers helped her throughout her childhood, but she also loved the joy her mother's passion and work brought her.
As a child, what were your favorite activities?
As a child her favorite activities was to play around with her brothers. She loved playing sports with them until her female cousins came around, she would love to do hair with them. When she was alone she loved to play with her dolls, and read. Her favorite thing to do was to find a quiet place and finish a book.
As a child, what kinds of personality traits did you display?
She was a bit tomboyish, due to always being around her brothers. Her personality traits aside from that were social, charming, and spoiled.
As a child, were you popular? Who were your friends, and what were they like?
As a child she followed in her brother's footsteps, being close in age to be in the same school together she was popular by default because of their status in school. Her friends were the group she hung out with the most in school. They were apart of the debate club, a club her father asked her to join, but overall she jumped around friend groups until high school.
When and with whom was your first kiss?
Her first kiss was at her 7th grade bake sale, with her crush at the time Jackson.
Are you a virgin? If not, when and with whom did you lose your virginity?
No, She first lost her virginity when she was 16 with her then boyfriend.
PART 3: PAST INFLUENCES
What do you consider the most important event of your life so far?
The most important event of her life so far was graduating from culinary school and getting her food handling and safety license so she could start her business.
Who has had the most influence on you?
Her mom.
What do you consider your greatest achievement?
Her greatest achievement is finding something she is passionate about like her mother and being able to do it for a career.
What is your greatest regret?
Her greatest regret is not taking more time to enjoy school and find out her other passions.
What is the most evil thing you have ever done?
The most evil thing she has ever done was getting someone expelled from her high school because they were pregnant. The girl and Chantal had a back and forth and Chantal ended it by exposing the girl in multiple ways.
Do you have a criminal record of any kind?
No.
When was the time you were the most frightened?
When her grandmother was in the hospital with COVID

The most embarrassing thing that ever happened to her was
If you could change one thing from your past, what would it be, and why?
One thing from her past if she could change it would be exploring the world more before settling into a career regardless if it was her passion or not.
What is your best memory?
Best memory is her father being proud of her when she graduated culinary school despite him wanting her to take a more serious path.
What is your worst memory?
Her worst memory is when her father had one of his clients attack their family and home after failing to successfully plead him out of the case. They had people vandalized the home and stalked the family until all parties were caught, she was out of school for a short period of time and it shifted her way of life, giving her anxiety and making her paranoid everyday.

A Texas attorney was shot and killed on Saturday after trying to calm an angry customer outside a McDonald's in Houston.
The victim, 46-year-old Jeffrey Limmer, was shot twice by the shooter who then fled the scene, Houston Police said, according to ABC7.
Limmer had tried to intervene to calm the customer, who was arguing with staff because he was dissatisfied with his order and wanted a refund.
The pair got into a fight that ended up outside, during which Limmer pushed the customer to the ground.
The suspect then went to his car to retrieve a gun and shot Limmer twice before driving away in an early 2000s blue Ford pickup truck, police told ABC7.
Limmer ran back into the restaurant after being shot and paramedics were called, but the attorney died of his injuries, police said, according to local outlet Click2Houston.
The incident took place at 8147 Katy Freeway around 6 p.m. on Saturday, police told the outlet.
Police have not released any further information, and it is not clear if the suspect has been arrested.
Limmer's sister, Jennifer Thomas, told ABC13 that her brother was the type of person to "do the right thing."
"Knowing Jeff, he's the one who always says, 'Calm down. It's not that big of a deal,' and divert the situation," Thomas said. "He's always wanted to fight for the little guy and do the right thing."
Thomas said that her parents were at her daughter's graduation when they received the news about his death.
"He loved fiercely his family and friends," Thomas said about her brother. "Always laughing, making jokes, and just loving life."
Limmer was an associate at Lewis Brisbois, a Houston area law firm, and primarily practiced general liability law.
Greg Monteverde, a childhood friend of Limmer's, told Fox26 that he had driven past the scene of the crime without knowing the victim was his old friend.
Monteverde said that the news was a "gut punch," and that he knew Limmer to be the type of person to intervene in such a situation.
"I thought it was brave. I respect it," Monteverde said. "I think a lot of us knew Jeff to be that type of individual. In school, he would invite somebody who wasn't the most popular student to a party or things like that."

The book was given to children in Dallas-area schools on Monday without discussion or comment either with teachers or the families who received it. The move came on the week of the first anniversary of Uvalde, the mass shooting in a Texas elementary school in which 19 children and two teachers were killed.
A teacher from a Dallas elementary school of about 500 students told the Guardian she found the book “terribly disturbing”. She had been given a stack of copies, she said, to give to each child in her class.
“I found it extremely disturbing, and was very uncomfortable with the whole contents of the book,” the teacher said, requesting anonymity.
The teacher added that she was troubled by the distribution of a Winnie-the-Pooh book at a time when Republican politicians in Texas were loosening gun laws.
“The fact that people think it’s a better idea to put out this book to a child rather than actually take any actions to stop shootings from happening in our schools, that really bothers me. It makes me feel so angry, so disappointed.
“It’s a year since Uvalde, and nothing has been done other than this book. That is putting it on the kids.”

Throughout his long, long life, Terry had run into men like Aston at every turn. All it took was one blow from Terry and they were tumbling to the ground. Aston McCoy would be no different.
Although he was amused by the pathetic apartment, Terry grew irritated as he stalked through the space. There were no signs that McCoy had a vice as he rummaged through drawers and closets. No bottles of booze. No baggies of coke. No anonymous flash drives. Nothing that could be easily used against him. Terry scoffed, feeling his eyebrows push together as he approached the last doorway in the apartment. McCoy’s bedroom. He entered the room lazily, expecting further disappointment. But his eyes widened as they settled on the central point of the room: the bed. On the left side, McCoy was bundled under a mountain of covers, his hair peeking out at the top being the only indication that it was him. But on the right side… laid Camille DeWaterson, looking like an absolute angel. Her body was completely exposed due to her fiancé's selfish hogging of the covers. McCoy’s actions at any other time would have Terry seeing red. But instead, they accidentally gave Terry the most pleasant and mouth-watering surprise he could have hoped for tonight.
Camille laid flat on her back, the side of her face perfectly highlighted by the moonlight pouring in as she snuggled into the crook of her arm. Her gorgeous dark brown skin seemed to glisten in the moon’s glow, asking, begging to be licked and sucked and marked. What kind of notifications could he be getting at two in the morning? He swiftly moved towards the phone, gently picking it up. He flipped it so the screen faced him and began to read the series of notifications. Banners from DraftKings, FanDuel, Prizepicks and other betting apps displayed several different messages:

'Cheats, hucksters and ambulance chasers': Dallas injury firm faces lawsuit from rival
HOUSTON - Personal injury lawyers are fighting over a client with a car-wreck case, with one firm accusing the other of a pattern of unethical conduct that has caused it to be sued multiple times.
The Parks Law Firm and Clyde Parks, of Dallas, are accused of filing a fraudulent lawsuit in Montgomery County on behalf of Rosa and Karina Espinosa.
The Asafi Law Firm sued Parks and others for legal malpractice March 4 in Harris County District Court.
Asafi says it took on the Espinosas as clients in 2023 and filed their suit in Harris County in February but things otherwise have not gone smoothly.
"Defendants maliciously and intentionally perpetrated an elaborate scheme of fraud and deception by falsely representing to Karina Espinosa and Rosa Espinosa that they were affiliated with or authorized by Plaintiff Asafi Law Firm," the complaint against Parks says.
"Defendants deceptively induced these vulnerable clients into signing unauthorized and illegal contracts, blatantly exploiting their trust and reliance on Plaintiff's reputation and goodwill."
In 2021, Parks was reprimanded by the Chief Disciplinary Counsel for improperly soliciting clients through Exclusive Legal Marketing, offering compensation to non-lawyers to drum up clients.
Also named as a defendant in Asafi's case is K. Romero Law, which responded to Asafi's allegations on Feb. 28.
It says K. Romero and Parks lawfully represent the Espinosas.
"Your accusations have prompted an internal review, and we welcome any additional information you believe substantiates your claims," Kristopher Romero and Parks wrote.
"However, absent concrete evidence, these allegations appear entirely unsubstantiated.
"Be advised that any further attempts to harass, threaten or otherwise interfere with our lawful representation of Karina and Rosa Espinosa will be met with swift and appropriate legal recourse."
Asafi's lawsuit lists several cases against Parks to try to prove its point.
Though light on the details of the alleged poaching of the clients, Asafi does say it was shut out of settlement funds from USAA that it was owed.
Asafi also calls Romero and Parks "cheats, hucksters and ambulance chasers."
"Defendants intentionally targeted vulnerable individuals, exploiting their distress to induce them into signing improper contingency fee agreements that are void and unenforceable under Texas law," the suit says.
Rosa Espinosa signed a contract with Parks on March 2, 2023. A day earlier, J.A. Asafi had notified an insurer involved that he represented the Espinosas, claiming he had signed the Espinosas on Feb. 28, 2023.
Nearly two years went by before Romero and Parks filed the Espinosas' suit in Montgomery County on Jan. 23. Asafi claims there were "secret settlement discussions" with USAA all along.
A release of claims against USAA was signed Feb. 18 of this year, a month after Romero and Parks filed their suit.
Parks Law was accused of illegally soliciting business by Lena Grace Fuller after a "catastrophic" auto accident in 2019.
She says she was recovering in a hospital when she received an unsolicited phone call from case runner for the firm.
Parks Law fought the allegations for years before settling in 2023.
While the case was pending, the Chief Disciplinary Counsel and Parks agreed to a public reprimand over his solicitation of Marcia Wallace and Tes'chelle Watkins, who had filed complaints.
The two also filed suit against Parks in Tarrant County.
Similar suits in Smith County brought by Jamel Cooper and Caleb Motinwo have also been settled.
