OPINION: Ang Pagkakaroon ng Boses Laban sa Tsina: Katahimikan ni Bise Presidente Duterte sa West Philippine Sea

Ang West Philippine Sea ay mahalaga sa Pilipinas at sa mga kalapit-bansa nito dahil sa malaking reserba ng langis at natural gas, mahalagang lugar na pinangingisdaan, at ruta sa kalakalan at transportasyon sa buong mundo. Ito ay nagtataglay ng tinatayang 11 bilyong bariles ng langis at 190 trilyong cubic feet ng natural gas, at nagsisilbing tahanan ng humigit-kumulang 10% ng pangisdaan sa buong mundo. Sa kasamaang palad, naging sentro ito ng hidwaan dahil sa agresibong pakay ng Tsina sa pagpapalawak ng kanilang teritoryo. Halimbawa, noong 2023, nagtayo ang Tsina ng isang bagong istruktura sa Julian Felipe Reef, na bahagi ng Exclusive Economic Zone (EEZ) ng Pilipinas, na nagdulot ng malawakang protesta mula sa pamahalaan ng Pilipinas at iba pang mga bansa sa rehiyon. Ito ay karagdagan sa mga nauna nang itinayong mga istruktura, na patuloy na nagpapalawak ng kanilang presensya sa lugar. Ang Pilipinas, kasama ang iba pang bansa, ay itinataguyod ang kanilang karapatan na mamalagi sa o pakinabangan ang mga saklaw ng teritoryo nito, ayon sa mga internasyonal na batas tulad ng United Nations Convention on the Law of the Sea (UNCLOS).
Sa kabila ng mga panawagan ng ilang mga grupo, may mga opisyal ng pamahalaan ang nananatiling tahimik sa usapin. Ang katahimikan ni Bise Presidente Sara Duterte sa harap ng agresyon ng Tsina ay masaklap dahil nagpapahiwatig ito ng pagsasawalang-bahala niya sa presensya ng Tsina sa ating teritoryo at sa mga panawagan ng mga mamamayan laban dito. Ang kanyang "no comment" ay nagpapalakas ng loob ng Tsina at sumisira rin sa imahe ng Pilipinas bilang isang malakas at malayang bansa.
Maraming grupo, tulad ng AKBAYAN Citizens’ Action Party (Akbayan), ang nagpapahayag ng kanilang pagkadismaya sa mahinang pag-aksyon ni Duterte sa usaping ito. Ayon sa presidente ng Akbayan na si Rafaela David, “All that is required is a modicum of empathy and a pinch of moral backbone—qualities one might hope for from the second-highest leader in the country”. Ang pahayag na ito ay nagmumula sa kanilang kritisismo sa katahimikan ni Bise Presidente Duterte tungkol sa agresyon ng Tsina sa West Philippine Sea, na itinuturing nilang isang mahalagang isyung dapat aksyunan ng bawat lider ng bansa​. Ipinagtanggol naman ni Presidente Ferdinand Marcos Jr. ang bise presidente sa pamamagitan ng pagsabing “it's not her place” nang tumanggi si Duterte na magbigay ng komento tungkol sa isyu. Ayon kay Presidente Marcos, ang mga pangunahing kumikilos sa usaping ito ay ang Department of Foreign Affairs (DFA) at Department of National Defense (DND). Gayunpaman, ang iba ay naniniwalang mahalaga ang boses ng bise presidente upang magpakita ng pagkakaisa at determinasyon laban sa agresyon ng Tsina sa West Philippine Sea​.
Ipinagtanggol ni Duterte ang kanyang katahimikan sa pamamagitan ng pagsasabi na siya ay sumusunod lamang sa DFA at DND, ang mga pangunahing namamahala sa patakaran sa panlabas na relasyon at seguridad ng bansa. Sinasabi niya na ang anumang pahayag mula sa kanya ay maaaring magdulot ng panganib sa diplomasya ng bansa. Gayunpaman, sinasabi ng mga kritiko na ang katahimikang ito ay nagpapalakas lamang sa loob ng Tsina at sumisira sa imahe ng Pilipinas bilang isang malakas at malayang bansa.
May ilang opsyon ang Pilipinas sa pagtugon sa agresyon ng Tsina sa West Philippine Sea. Maaari nitong palakasin ang diplomasya upang makakuha ng suporta mula sa ibang bansa, tulad ng Vietnam, Malaysia, at Indonesia. Ang pagbuo ng isang malakas na koalisyon sa ASEAN ay makatutulong upang mapalakas ang kolektibong pagtutol sa pag-aangkin ng Tsina. Pwede rin nitong pataasin ang presensya ng militar sa lugar, tulad ng Ayungin Shoal, bagama’t hindi sapat ang puwersa ng militar ng Pilipinas upang tumapat sa hukbo ng Tsina, ang pagpapakita ng determinasyon at ang paggamit ng mga modernong kagamitan—tulad ng advanced radar systems, patrol vessels, at air defense systems—ay makapagpapahiwatig ng kahandaan sa pagdepensa ng teritoryo. Ang pagkuha ng mga makabagong kagamitan ay maaaring gawin sa pamamagitan ng mga kasunduan sa pakikipagtulungan sa mga kaalyadong bansa tulad ng Estados Unidos at Japan, at sa pamamagitan ng paglalaan ng mas malaking pondo para sa modernisasyon ng militar sa pambansang budget. Maaari ring magsampa ng panibagong kaso laban sa Tsina sa mga pandaigdigang hukuman kung saan pagtutuunan ng pansin ang epekto ng naunang kasong isinampa ng Pilipinas na naipanalo nito noong 2016. At higit sa lahat, ang rehiyonal na pakikipagtulungan ay magbibigay ng lakas sa Pilipinas at ibang bansa sa rehiyon upang tutulan ang impluwensya ng Tsina.
Ang pinakaangkop na hakbang na gagawin ay nakabatay sa mga salik na nakapaligid sa isyu tulad ng antas at epekto ng agresyon ng mga hakbang ng Tsina, ang mga kilos nito sa pagpapalakas ng militar at pagtatayo ng imprastraktura sa mga isla at bahura, at kung ang iba pang mga bansa ay handang tumindig kasama ng Pilipinas laban sa pag-angkin ng Tsina sa West Philippine Sea. Sa kontekstong ito, mahalaga ang papel ng mga pangunahing lider ng bansa, kabilang ang bise presidente, upang ipakita ang pagkakaisa at determinasyon ng pamahalaan sa pagharap sa mga isyu ng soberanya.
Bagama’t wala sa direktang hurisdiksyon ng bise presidente ang usapin ng teritoryo, ang kanyang pahayag ay may simbolikong halaga na nagpapakita ng pagkakaisa at suporta sa mga hakbang ng gobyerno. Ang kanyang katahimikan ay maaaring makita bilang kawalan ng suporta o determinasyon, na maaaring magdulot ng panghihina sa loob ng bansa at sa harap ng internasyonal na komunidad. Kaya't ang pagpapahayag ng suporta mula sa mga mataas na opisyal, tulad ni Bise Presidente Duterte, ay maaaring makatulong sa pagpapatibay ng posisyon ng Pilipinas at sa pagkuha ng suporta mula sa iba pang mga bansa.
Ang kailangan ng bansa ngayon ay isang lider na ipagtatanggol ito laban sa Tsina at poprotektahan ang soberanya nito. Dapat gamitin ni Duterte ang kanyang posisyon upang makakuha ng suporta mula sa ibang bansa at himukin ang Tsina na sumunod sa UNCLOS. Bukod dito, maaari rin siyang magtulak para sa mas malakas na koordinasyon at pakikipagtulungan sa ibang mga bansa sa ASEAN laban sa agresibong kilos ng Tsina.
Ito na ang tamang panahon para magsalita si Bise Presidente Duterte laban sa mga agresyon ng Tsina sa West Philippine Sea. Kailangan niyang papanagutin ang Tsina sa kanilang mga gawa. Dapat makipagtulungan ang Pilipinas sa ibang mga bansa sa ASEAN tulad ng Vietnam, Malaysia, at Indonesia upang labanan ang agresibong kilos ng Tsina. Mahalaga rin na iparinig ng mga Pilipino ang kanilang mga boses sa pamamagitan ng mga demonstrasyon, online petitions at pakikipag-ugnayan sa kanilang mga kinatawan sa gobyerno, at papanagutin ang kanilang mga pinuno sa kanilang mga pagkukulang sa pagprotekta sa teritoryal na integridad ng bansa.
Bilang mga estudyante, kailangan nating maging mapagmasid sa kilos at salita ng ating mga pinuno. Kailangan natin silang hingan ng pananagutan sa kanilang tungkulin bilang mga opisyal ng pamahalaan. Ang bawat isa sa atin ay may mahalagang papel na ginagampanan sa pagprotekta sa ating bansa laban sa anumang banta sa ating soberanya at teritoryo.

The Senate on Tuesday unanimously adopted a resolution condemning China's incursions in the West Philippine Sea and its continued harassment of Filipino fishermen.
The measure also exhorted the Philippine government to take action in asserting its sovereign rights over the country’s exclusive economic zone (EEZ).
The resolution also calls on China to stop its “illegal activities” in accordance with the United Nations Convention on the Law of the Sea (UNCLOS) and with the 2016 ruling of the Permanent Court of Arbitration (PCA).
The adopted Senate Resolution 718 was the outcome of an all-member caucus on Monday where the senators discussed with Foreign Affairs Secretary Enrique Manalo and AFP chief Romeo Brawner Jr. the appropriate action on Senator Risa Hontiveros’ resolution which urges the Department of Foreign Affairs to bring China’s aggression before the United Nations General Assembly (UNGA).
In his manifestation after the adoption, Zubiri explained that Hontiveros’ resolution was not “watered down” but rather strengthened after the meeting with the country’s Foreign Affairs chief and the top military official.
“We came out with a strong consensus yesterday after the discussions with the West Philippine Sea Task Force, together with the AFP chief-of-staff  General Brawner and DFA Secretary Manalo and actually we never watered down the resolution that we filed, we actually strengthened the first resolution that we initially filed with Sen. Risa,” Zubiri said.
“I think what happened here is we strengthened the position of the government. Now, we gave them several options to choose on how to deal with our neighbors in the north,” he added.
Among the courses of action enumerated in the adopted resolution are:
-Bringing international attention to China’s harassment of Filipino fishermen in the Philippine EEZ and its continued violation of the Hague Ruling and the UNCLOS
-Utilizing international fora to rally multilateral support for the enforcement of the Hague Ruling and raise awareness on the real situation in the WPS
-Engaging like-minded countries in various international organizations, meetings, and other fora to call on China to respect the Hague Ruling and the UNCLOS and subject to necessity and prudence
-Filing a resolution before the UNGA to call for the cessation of all activities that harass the Philippine vessels and violate the Philippines’ established rights in the WPS
-Pursuing such other diplomatic modes as the DFA may deem appropriate and necessary

[ad_1] Diving :  The Philippine Department of Foreign Affairs (DFA) announced that the Philippines won the Best Diving Destination award at the 2024 Diving Resort Travel (DRT) Show held earlier this month in Beijing. Aside from this, the country also won the Best Tourism Promotion Partnership award at the same event. In an official statement to the media, Philippine ambassador to China Jaime FlorCruz said that the citations are proof that the current administration’s efforts to present the country as a premier global diving destination are working. FlorCruz likewise cited the huge revenue potential in strengthening this particular niche in the Philippine tourism sector. In the past year, diving contributed around PHP 73 billion to the tourism industry’s revenues, twice what it contributed in 2022. Not resting on its laurels At present, the Philippines is focused on developing a number of specialized tourism segments, with dive tourism at the top of its list of priorities. Earlier this year, the Department of Tourism (DOT) announced plans to establish additional five hyperbaric chambers in key dive destinations in the country including Puerto Galera in Oriental Mindoro, Boracay, Cebu, Negros Oriental, as well as Camiguin. The five hyperbaric chambers augment the capacity of the 15 chambers currently in use across the country. While we currently have a housing crisis here in Ireland, as said above, an Irish passport will allow you to live and work within all EU Nations. Unlike other EU Passports, an Irish Passport will also allow you to live and work in the United Kingdom.

The Philippines says it has “reached an understanding” with China on resupply missions to a beached Filipino naval ship that has been a key flashpoint between the two countries in the South China Sea
The Chinese foreign ministry confirmed the “temporary arrangement” with the two sides agreeing to jointly manage maritime differences and de-escalate the situation in the South China Sea.
Manila deliberately beached a naval ship, the Sierra Madre, on Second Thomas Shoal in 1999 to reinforce its claims over disputed waters surrounding it, and it has since maintained a small contingent of sailors aboard the vessel who require resupply missions that China has been accused of repeatedly trying to block.
The Philippines Department of Foreign Affairs (DFA) did not provide details on the “provisional arrangement’ agreed on Sunday for the resupply missions to the Sierra Madre but said it followed “frank and constructive discussions” between the two sides earlier this month.
“Both sides continue to recognise the need to de-escalate the situation in the South China Sea and manage differences through dialogue and consultation and agree that the agreement will not prejudice each other’s positions in the South China Sea,” the DFA said.
The Chinese foreign ministry confirmed the arrangement, adding: “The Chinese side still demands that the Philippine side tow away the ship and restore the original status of [Second Thomas Shoal] as if it were unmanned and without facilities,” a spokesperson said in a statement released early on Monday.
“If the Philippines needs to provide supplies to the ship’s occupants before the Philippines tows away the beached warship, the Chinese side is willing to allow the Philippine side to carry out the transportation and replenishment on humanitarian grounds,” the spokesperson said.
On Monday, Philippine foreign ministry spokesperson Teresita Daza said in a statement that Manila would “continue to assert our rights and jurisdiction in our maritime zones”, which included Second Thomas Shoal.
The foreign ministry also rejected suggestions by China that the “provisional arrangement” announced on Sunday required Manila to give Beijing “prior notification” and verification of deliveries to the BRP Sierra Madre, reports Agence France-Presse.
China also stood firm over its territorial claims regarding the disputed waters.
“If the Philippines transports a large amount of building materials to the ship and tries to build fixed facilities and permanent outposts, China will never accept it and will resolutely block it in accordance with laws and regulations, so as to safeguard China’s sovereignty,” the spokesperson added.
Philippine security officials also said on Sunday they would carry out the resupply missions on their own despite an offer of help from the US.
White House national security adviser Jake Sullivan said on Friday the US would “do what is necessary” to ensure its treaty ally can resupply the Sierra Madre on the Second Thomas Shoal. Sullivan’s Filipino counterpart, Eduardo Año, said the resupply will remain “a pure Philippine operation”.
“There is no need at this time for any direct involvement of US forces in RORE [resupply] mission,” Año said in a statement.
Reuters had previously reported that the Philippines had turned down offers from the US to assist its operations in the South China Sea.
Tensions in the disputed waterway have boiled over into violence in the past year, with a Filipino soldier losing a finger last month in a clash that Manila described as an “intentional-high speed ramming” by the China Coast Guard.
Manila and Washington are bound by the 1951 Mutual Defense Treaty, a pact that can be invoked in case of an armed attack against Philippine forces, public vessels or aircraft in the South China Sea. President Joe Biden has affirmed an “ironclad” commitment to aid the Philippines.
China claims nearly all of the South China Sea, overlapping maritime claims of the Philippines, Vietnam, Malaysia and Brunei. In 2016, a Hague-based tribunal said China’s claims had no legal basis, a decision Beijing has rejected.

“Sa ngalan ng sambayanang Pilipino, binabati ko si President-elect Lai Ching-te sa kanyang halalan bilang susunod na Pangulo ng Taiwan,” sabi ni Marcos noong Lunes.
Si Lai Ching-te, ang kasalukuyang bise presidente ng Taiwan mula sa Democratic Progressive Party (DPP), ay nagsusulong ng soberanya at paglaban laban sa pananakot, pagbabanta, at panggigipit ng militar mula sa China.
