MANILA, Philippines – Dismissed Bamban, Tarlac Mayor Alice Guo has been arrested in the Greater Jakarta metropolitan area of Indonesia, the National Bureau of Investigation (NBI) said on Wednesday, September 4.
NBI Director Jimmy Santiago confirmed to Rappler that Guo is now under the custody of Indonesian authorities.
Guo was apprehended at 11:58 pm in Tangerang City, part of the Greater Jakarta area, also known as Jabodetabek, on September 3, Tuesday, the Department of Justice (DOJ) said.
“This development has been verified by our counterparts in Immigration, who confirmed that Guo is currently under the custody of the Indonesian Police at Jatanras Mabes Polri,” said DOJ spokesperson Mico Clavano.
“Immigration Commissioner Norman Tansingco is currently coordinating with the Indonesian immigration authorities for her possible return to the Philippines at the soonest possible time,” said Gilbert Cruz, chief of the Presidential Anti-Organized Crime Commission (PAOCC).
“Kung makuha namin sila, matapos ang BI, matapos sa amin, we will immediately turn her over to the Senate,” said Santiago who added the implementation of the plans would still have to depend on the weather.

There are currently no court-issued warrants of arrest out for Guo, just a warrant from the Senate based on contempt. It is likely that Indonesian immigration authorities apprehended Guo for immigration violations, or offenses related to disobedience or obstruction of justice, like what happened to her sister Shiela Guo, and the family’s alleged close confidante Cassandra Ong.
There are no exact details as of writing when Guo can be brought to the Philippines. Senator Risa Hontiveros said the Senate wants Guo present in their hearing on Thursday afternoon, September 5.
“I’m really hoping makaharap na siya bukas. So, tinatarget namin (I’m really hoping she can appear tomorrow. So that’s what we’re targeting). But we can only target so much,” she said.
Hontiveros said the Senate inquiry may be able to wrap up in four more hearings, but they’re aiming to establish a “bigger fish.”
“Maaaring hindi siya yung pinakamataas pa. Maaaring hindi pa siya yung pinakamalaking isda dito. At yun yung gustong tumbukin ng Committee on Women bilang bahagi ng pag-wrap-up ng kabuuang apat na taon nang imbestigasyon laban sa POGOs,” said Hontiveros.

Guo deported today, says Marcos
Justice Secretary Jesus Crispin Remulla said the Indonesian government has been on top of the Guo situation ever since Shiela Guo and Ong were arrested on August 22.
“We’re thinking of sending our prosecutors there [Indonesia],” said Remulla, adding that Guo is undergoing tactical interrogation in Indonesia.
Senior NBI operatives will definitely be sent there too, Remulla said.
Guo can be returned to the Philippines within the day, President Ferdinand Marcos Jr. told reporters. “(The timing) depends on the police investigation results,” Jakarta’s law minister, Supratman Andi Agtas, told Reuters.
Because she was arrested without a warrant, Guo will be subjected to an inquest proceeding to give the Philippine government basis to hold her in custody. Her lawyers will likely invoke her rights against custodial investigation, which requires that she be charged within 36 hours, otherwise the continued detention can be invalidated.
Remulla shrugged these off, saying that Guo’s legal situation is “very complicated” as she faces multiple investigations in the legislative, executive, judiciary, “even in constitutional commissions,” referring to the Commission on Elections.
“Kaya kung merong abugadong magmamarunong diyan, marami silang sasabihin. Pero sasabihin nating hindi tama ang naging diskarte ni Alice Guo sa buhay niya, unang una, yung passport niya may problema tayo diyan, hindi lang natin kina-cancel kasi hindi kailangan pa,” said Remulla.
(So any lawyer who would act smart, and say many things, I will say that Alice Guo miscalculated her moves. First of all, her passport has problems, although we are not canceling it.)
Alice Guo faces two complaints at the Department of Justice (DOJ), one for qualified human trafficking, and another for money laundering, both related to her incorporation of a leasing company called Baofu. Evidence submitted by several agencies to the DOJ claim Guo never divested from Baofu, and that the company was a front for the illegal activities of Hong Sheng/Zun Yuan, the Philippine Offshore Gaming Operator (POGO) that leased it.
Guo, at least according to her sister Shiela, fled the Philippines by boat around July 14, and reached Sabah, Malaysia on July 18. Several authorities have expressed doubt about the veracity of Shiela Guo’s testimony.

The drug war reinvestigation of former president Rodrigo Duterte’s government has shown dismal results since its launch four years ago, with four homicide investigations now closed, putting six police officials back on active duty, Rappler has learned.
But during the House committee on human rights hearing on Wednesday, June 5, National Bureau of Investigation (NBI) Deputy Director for Operations Jose Justo Yap said there are actually a total of 30 cases already closed.
Mila [the mother of a young man killed by police officials and whose case landed in the reinvestigation] has participated in the drug war reinvestigation – an initiative launched in 2020 during Duterte’s time – by former justice secretary Menardo Guevarra that intended to review a speck of 52 cases of killings by police. The 52 cases were chosen because cops involved had already been meted sanctions, mostly suspensions, by the police force’s own internal affairs service or IAS.
On a smartphone screen, Mila watched Guevarra be accused by Act Teachers Partylist Representative France Castro of being behind a “coverup.” It is now June 2024, and Guevarra is President Ferdinand Marcos Jr.’s solicitor general.
Mila watched with a blank face as Guevarra explained that the difficulty in reinvestigating was lack of participation. “I participated,” Mila said, “I gave them everything I had.”
“But it’s like they weren’t interested,” she said. Mila said that in the few times that investigators reached out to her, they asked her if she had obtained more evidence. “I wanted to tell them: was that not your job?”
In the four homicide investigations involving nine police officials in Laguna and Cavite, three were “provisionally closed” in August 2022 due to a lack of investigative leads, and one is now closed and terminated because the family is “no longer interested,” according to the NBI.
“Despite commitments made before the United Nations Human Rights Committee, the government has been remiss in following up and acting on the commitments made by the former secretary of justice. How can the victims have the confidence in cooperating with government when you have such dismal results in the status of cases?” said Karen Gomez Dumpit, a former human rights commissioner who, during her term, already complained about the “superfluous” reinvestigation.
Of the 52, only one, the case of Carl Angelo Arnaiz, which was a sensational case that merited headlines in 2017, resulted in the criminal conviction for murder of one policeman.
“Mapanlinlang ang reinvestigation na ito para sa mga biktima (This reinvestigation is deceptive for the victims),” Kristina Conti, lawyer for victims and an ICC-accredited assistant counsel, told Rappler on Saturday, June 1.
Conti pointed out that the “cherry-picking” of the 52 cases was suspect from the beginning because the DOJ relied on records that were forwarded to them by the police. “The reinvestigation was a desk review, and this desk review is ineffective, and ultimately has no impact on the search for accountability in the Philippines,” said Conti.
Rubilyn Litao, the coordinator for Rise Up or the organized network of families of victims that Conti works with, said there’s been a little bit more willingness on the part of other families to share their experiences now that Duterte is no longer in power.
Dumpit said a family she’s in contact with expresses some hope from time to time whenever they see another case progress. “The successful prosecution of other cases even if not their kin’s case can regain some of the crumbled trust with the police and in the justice system in the country,” said Dumpit, “but clearly, with what you have gathered, there has been a dearth of investigations, very few indictments and more so with successful prosecutions.”
The Makabayan bloc sees promise in the committee hearing. Castro told Rappler she will try to have the individual police officials be called to the hearing to answer for their deadly operations. [Gabriela Partylist Representative Arlene Brosas] said “it’s also [the families’] time to be heard.”

The National Bureau of Investigation (NBI) has completed an extensive investigation into a series of suspected terrorist offences, and passed the case file to prosecutors for further consideration.
The case relates to a series of suspicious packages sent to political party offices last year.
The first incident was reported on 16 February, when suspicious packages arrived at the party office of the Left Alliance in Helsinki and in Tampere. A similar suspect package arrived at the office of the Social Democratic Party (SDP) in Tampere a week later.
Later, suspicious parcels also arrived at an SDP office in Turku, a Left Alliance office in Pori, and the Green Party and the SDP's offices in Helsinki.
The packages were sent in the run-up to last year's general election, at a time when each of the three parties to receive the parcels — the SDP, the Greens and the Left Alliance — were in government.
A police spokesperson said on Friday that, based on evidence uncovered during the course of the preliminary investigation, the bomb threats were an attempt to influence the democratic process.
"A technical investigation found that the packages sent were very similar in detail. The same suspect is also believed to have posted provocative and threatening material on forums between late 2022 and spring 2023 in connection with the parliamentary elections. In this respect, the person is suspected of public incitement to an offence," Detective Inspector Sanna Springare wrote in an NBI press release.
Yle understands that at least some of the packages contained insulating wool and wires, suggesting that the sender wanted to create the impression that it was an explosive device.
The suspect in the case is a man in his 40's from Pirkanmaa, according to Yle's sources, and was a former member of the Finns Party. He has denied the charges, both to the NBI and to Yle.
NBI also probed plans for "ritual Satanic murder"
In addition to the investigation into the suspect packages, Yle understands that the same suspect was under surveillance by the NBI over plans to potentially carry out a ritual murder.
The suspicions were raised due to evidence uncovered by the NBI during the investigation into the suspect packages.
During a search of the suspect's home, investigating officers found a number of items used in satanic worship rituals as well as a book called 21 polkua pimeyden valtakuntaan — roughly translated as '21 Paths to the Dark Kingdom' — which is a Finnish book describing ways to become a Satan worshipper.
The book's recommendations include becoming a neo-Nazi as a step towards "true Satanism" as well as describing a ritual murder of a young man on the summer solstice. Police believe the suspect had begun the "ritual path" outlined in the book and he was planning to carry out the human sacrifice on 21 June 2023.
However, the NBI did not open a preliminary investigation into this suspected offence and the man denied in an interview with Yle that he practiced Satanic worship.
Finnish court jails British man for online casino fraud
The District Court of Central Finland has found William Anthony Parker guilty of aggravated online casino fraud and sentenced him to two and a half years in prison.
Parker, a British citizen, was detained by police in Central Finland in January on suspicion he had exploited a software flaw to hack into the computer systems of two international online casinos.
The court ordered him to forfeit the proceeds of his crimes — estimated by police to be about 835,000 euros — to the Finnish state.
Parker's assets, which also included more than 9,000 euros in cash as well as 100 gold coins found in his possession, had been frozen during the course of the preliminary investigation.
The prosecution had demanded a prison sentence of more than three years.
The court's verdict in the case is not final, meaning that the ruling is still subject to appeal.

Hausjärvi Gravel Pit Murders
A series of violent crimes, from drugging and abduction to sadistic murder, spanning over nearly a decade have remained unexplained. Several cases were connected by the Finnish National Bureau of Investigation (NBI) to a gravel pit in Hausjärvi and an unidentified man that the Finnish media labeled the Järvenpää Serial Killer. As far as we know, this monster has been abducting women from/around Järvenpää, a compact city within reach of the main railroad track and two of the main motorways, between the late 1980s and early 1990s.
Official Victims of The Järvenpää Serial Killer
The Abduction of Helena Meriläinen
In November 1990, 39-year-old Finnish woman Helena "Hellu" Meriläinen was headed home to nearby Riihimäki at around midnight after an evening of drinking at a friend's apartment in Järvenpää. Helena walked to the nearby Järvenpää railway station to catch a train when she was approached by a dark-haired man in a leather jacket who, after inquiring as to her travel plans, offered the inebriated woman a ride, which she accepted. Later, she would recall the man's vehicle as a light-colored passenger car, not a station wagon, probably an older Mazda or Datsun.
Early in the trip the man would offer Helena alcoholic beverages and capsules filled with an unknown substance, which she and the man would both consume. Meriläinen would note that the man seemed to be distressed and also that there was a child seat in the back of the car before she fell asleep. Upon waking up, the car was no longer on a lit or paved road to Riihimäki, but instead a dirt road surrounded by forest. When questioned, the man would assure her that they were still headed in her desired direction
The man stopped the car at a dark gravel pit and tried to persuade Meriläinen to stay in the car overnight, but she refused and reiterated that she wanted to go home. The man would exit the vehicle claiming that he needed to relieve himself and when Meriläinen squatted outside the car to follow suit she was struck on the back of her head with a knife.
In a stroke of luck, her woolen cap cushioned the impact of the knife on her skull and she managed to flee. She ran into the forest and found a nearby house where she was able to receive help. In the midst of her escape, Helena Meriläinen heard the man mutter about "things not having worked out this time" and that he'd returned to his car.
The Murder of Tuula Lukkarinen
28-year-old Tuula Anita Lukkarinen was staying as in inpatient at Kellokoski psychiatric hospital until April 17, 1991 when she would depart at 8:30AM with plans to attend a custody case meeting for her son in Hyrylä, but would not arrive. A friend would spot her in front of a liquor store at around 9AM in Järvenpää and later in the case investigators verified that Tuula Lukkarinen was seen in the center of Riihimäki that evening.
By the next afternoon a landowner in Hikiä - a village in the Hausjärvi municipality - was inspecting and assessing damages to his forest from a blizzard the night prior when he found Tuula's mutilated body. According to police, Tuula had died around midnight after suffering sadistic violence at the hands of her killer, but there has been no confirmation as to whether the scene where they'd found her was the same one she'd been killed in.
Despite the area having been so recently hit by a blizzard, it was uncovered that her body was dragged from a small road to the woods - located less than 100 meters from the same gravel pit that Helena had survived an attack five months prior. Police would recover her handbag and a possible murder weapon at the scene, but no suspects have been identified.
The Disappearance of Maarit Haantie
In August 1993 40-year-old Maarit Haantie would suddenly disappear. Maarit was supposed to attend a dinner party at a restaurant called Zapata in Järvenpää on August 13 with her partner and a few friends when she would be turned away at the door due to her intoxication. That was where she was last seen, standing outside the restaurant Zapata.
Local authorities searched for her body to no avail, and this disappearance is what led the NBI to open their investigation, pursuing the same man for all three cases. Soon, a bag belonging to Haantie was found at Martina, a restaurant in Hyvinkää, and after interviewing staff it was revealed that the employees had removed an intoxicated customer resembling Maarit Haantie.
A huge search was carried out in the woods around the gravel pits area south of Hikiä village around the Hausjärvi municipality, but nothing would be found. Additional evidence connects the disappearances that the NBI will not publish due to the fact that this is an ongoing investigation, and the NBI is certain that there have been other murder attempts.
The Possible Fourth Case
In 2017 a publication claimed that in 1989, an intoxicated 30-year-old oman was leaving a restaurant in Järvenpää when a man offered her a rive, plied her with pills and alcohol, and then took her to an isolated forest area. The woman survived the encounter, but would die years later of natural causes and her mother would be the one to bring the story to the public's attention.
Similar Unsolved Cases Nearby
There are two cases in the area that remain unsolved and are similar enough in area and execution that they warrant mentioning, but they are not officially linked to the Järvenpää Serial Killer.
Heidi Härö
December 1987: 19-year-old Heidi Härö left a local bar in Mäntsälä and presumably hitched a ride home. Five months later, in a forest area of Pukkila, her body was found decomposed with some articles of clothing missing.
The Great Escape
In 1988, a 19-year-old in Hämeenlinna was forced into a white Volkswagen Passat hatchback at gunpoint. Despite the threat of the pistol, the woman was able to escape from the moving car. There were also several cases related to the same man & vehicle harassing various women in nearby areas.
Conclusion
This case remains open and the investigation is active. Tips suggest that a man fitting the description of the bureau's profile for the killer most recently offered a ride to a woman in 2006. The NBI believes the killer can be found, but is also taking into account the possibilities of the killer living abroad or that they are perhaps dead.

A Caucasian wearing the Uniform of the National Bureau of Investigation (NBI) was seen talking to the infamous and notorious Hansel Maranan, who has now been assigned as Chief of the Davao City Police Office (DCPO).
So many Questions, like what is that Caucasian doing there? Why is he wearing an NBI Uniform, or why was he allowed to wear an NBI Uniform? If his wearing of such a Uniform is really unauthorized, then why hasn't he been arrested up to now? Why does he have such a close access to the high-ranking Officials of the DCPO now?

The preliminary phase of the Vastaamo psychotherapy centre data breach trial commences on Thursday at the District Court of Western Uusimaa in Otaniemi, Espoo.
The data breaches are believed to have been committed in November 2018 and March 2019, affecting an estimated 30,000 victims.
Newspaper Ilkka-Pohjalainen carried an STT report that the main suspect in the case, 26-year-old Aleksanteri Kivimäki, faces charges of aggravated data breaches, nearly 9,600 charges of aggravated dissemination of sensitive information, over 21,300 counts of attempted aggravated extortion, and 20 counts of aggravated extortion.
The prosecution is calling on the court to hand Kivimäki a seven-year prison sentence.
Helsingin Sanomat (HS) also reported about the beginning of the trial, noting that Thursday's preliminary session will likely be concise and focus mainly on establishing guidelines as well as scheduling the forthcoming trial, which is set to commence on 13 November.
HS further notes that the defendant plans to participate in the preparatory meeting, despite not being legally obliged to do so until the main trial in November.
Kivimäki asserts his innocence and refutes any connection to the alleged offences, arguing that the case lacks compelling or concrete proof implicating him.
He contends that the true perpetrator is another individual within similar social circles, according to HS.
The National Bureau of Investigation (NBI) has previously stated that the evidence against Kivimäki is substantial. Authorities are expected to release extensive preliminary investigation material for the case on Thursday, comprising over 2,000 pages, STT reported.
Petrol prices take surprising plunge
Despite the prevailing global economic conditions and forecasts of gloomy times ahead, fuel prices in Finland have dropped, falling below the two-euro-per-litre mark in numerous locations, as reported by tabloid Iltalehti.
As of Wednesday evening, motorists in Kirkkonummi had the opportunity to fill their tanks with 95E10 gasoline for a mere 1.78 euros per litre.
Back in September, Iltalehti noted, the average cost for 95E10 petrol was 2.15 euros per litre. During the summer, some fuel stations even reached a peak price of 2.50 euros per litre.
In early October, price projections remained pessimistic, and the unstable situation in the Middle East was expected to lead to an upswing in fuel costs.
However, the expected price surge has yet to materialise. According to data collected on October 25th, the average cost of 95E10 gasoline currently stands at 1.94 euros per litre. For diesel consumers, the most budget-friendly refuelling option is available in Vantaa at 1.90 euros per litre, while for higher octane 98E5 gasoline, Kirkkonummi offers the lowest price at 1.88 euros per litre.
Iltalehti noted, however, that it may only be a matter of time before the recent political escalations in the Middle East affect oil supplies and consequently influence prices.
Another Finnish city cancels disgraced singer's gig
Tabloid Ilta-Sanomat reported that the city of Lappeenranta joined other Finnish cities in cancelling concerts featuring singer Jari Sillanpää.
The singer and former tango star was convicted of disseminating child pornography in 2020, although the fine he received was reduced on appeal.
Sillanpää was scheduled to perform at a Christmas concert in the South Karelian city on 3 December, but the city said it had to re-evaluate the hosting of the event citing child-friendly values.
"The former and now re-publicised criminal convictions of Jari Sillanpää are in conflict with the city's values and ethical guidelines and therefore the city does not see cooperation as viable," a press release by Lappeenranta city authorities reads.
Sillanpää's previous convictions have been brought to public attention once again following a documentary series by Finnish broadcaster MTV.
Lappeenranta is the second Finnish city to make such a decision regarding the Christmas concert tour in recent weeks, following a similar move by Turku, while authorities in Pori are also believed to be considering their options.

Smaller and Smaller Circles by F.H. Batacan Thoughts
I usually hesitate to read socio-realism books. In my honest opinion, most Filipino media is oversaturated with socio-realism. To justify the existence and purpose of an artform in a country where arts are looked down upon, Filipino artists often resort to socio-realism. I'm not saying socio-realism is a bad genre but as a consumer I'm getting tired of seeing it. I just want some variety ya know?
Smaller and Smaller Circles is dubbed as the first crime novel in the Philippines and it obviously sits in the socio-realism genre. The book follows two Jesuit priests as the NBI (the National Bureau of Investigation) assigns them to investigate the mysterious murders of young boys in Payatas.
What I love about this book is that it doesn't feel like a commentary first and a fiction seconds. Batacan incorporated both the socio-realism and fiction elements to create an entertaining yet interesting peek at the issues of the Philippines.
The priests feel like genuinely engaging characters rather than blank slates. Father Saenz and Jerome are the Sherlock Holmes and John Watson the Philippines needed. I would love to read investigating other mysteries. Most characters, although appearing in a scene or two stood out because of their quirky personalities. They feel like people I could talk to in the street.
My favorite character is Ben Arcinas. His redemption is beautiful, from an attention-seeking lawyer to a more cooperative worker, able to work with Saenz and Jerome. I love reading scenes where he is in. The character I least liked is Joanna. She is spunky and sharp but she doesn't stand out to me. Another character who I least like is the serial killer himself but I'm not gonna spoil.
I feel I can't enjoy this book without overlooking the reality that is reflected in the story and in real life. The book has a way of testing my empathy and biases about the country I live in. I relate more with the priests and the priviledged characters in the story rather than the boys who were murdered. We get glimpses of the boys' lives when they lived which aids to the tragedy. The NBI doesn't want to waste their time investigating the serial murders because of the boys' economic status.
I want to see people create fun fanart and fanfiction of this book but it simultaneously feels wrong.
The dreariness of the story and reality ironically made the two protagonists stand out even more. In a country of incompetent government officials and law enforcers, Father Saenz and Jerome stand out as a shining light amidst the darkness. They are the people whom I wish exist in real life. Although Batacan shows the deep-seatedo corruption in institutions such as the church and the NBI, I find this story very optimistic in its lense. Characters like Arcinas could be better people and a predator like Father Ramirez could be served justice. If it weren't for Director Lastimosa, the case wouldn't even be touched by the NBI.
At the end, everything in the story ties up into a neat little bow, a far cry from reality.
BTW, I haven't seen the movie yet and from the trailers, it doesn't match the imagined vibes of the book. And Father Emil is a sweetie.
