Job Training That’s Free Until You’re Hired Is a Blueprint for Biden Bill Barber saw an ad on Facebook last year for American Diesel Training Centers, a school in Ohio that prepares people for careers as diesel mechanics. It came with an unusual pitch: He would pay for the schooling only if it landed him a job, thanks to a nonprofit called Social Finance. After making sure it wasn’t a scam, he signed up. After going through the immersive five-week program, he got a job with starting pay of $39,000 a year — about $10,000 more than he made before as a cable TV installer. “I figured this was my best opportunity to succeed,” Mr. Barber, 23, said. American Diesel Training is part of a new model of work force training — one that bases pay for training programs partly on whether students get hired. Early results are promising, and experts say the approach makes far more economic sense than the traditional method, in which programs are paid based on how many people enroll. Right now, there are only a relative handful of these pay-for-success programs that train low-income Americans for better-paying careers. The challenge has been to align funding and incentives so that students, training programs and employers all benefit. But Social Finance, founded a decade ago to develop new ways to finance results-focused social programs, is showing how the idea could grow quickly just as the pandemic made job-training programs more important than ever. The coronavirus put millions of people out of work, upended industries and accelerated automation. State and federal officials are now looking for new ways to improve work force development. President Biden’s $2 trillion infrastructure and jobs plan, announced last week, includes billions for work force development with an emphasis on “next-generation training programs” that embrace “evidence-based approaches.” The Social Finance effort is powered by a fund of more than $40 million raised from philanthropic investors. The money goes toward paying for low-income students, as well as minority candidates and veterans, to enter the training programs. The group is not related to the online lender SoFi. It has supported four job training programs, including American Diesel Training, in the past year. It has plans to have double that number a year from now. Social Finance is advising Ohio on pay-for-success programs and is in talks with several other states. The financing arranged by Social Finance from investors is called a career impact bond, while the state-backed initiatives are called pay-it-forward funds — since payments from job-holding graduates help pay for new students. Social Finance is also preparing a proposal for the new labor secretary, Martin J. Walsh, recommending that the federal government provide matching funds to accelerate state programs. A few nonprofits have a track record of lifting low-income Americans into higher-paying jobs, including Year Up, Per Scholas and Project Quest. Their training is tightly focused on specific skills and occupations, they work closely with employers, and they teach soft skills like communication and teamwork. But there are too few of them, and they struggle for sustainable financing. Social Finance is seeking, designing and supporting new programs — for-profit or nonprofit — that follow that training formula but then apply a different funding model. “There is emerging evidence that these kinds of programs are a very effective and exciting part of work force development,” said Lawrence Katz, a labor economist at Harvard. “Social Finance is targeting and nurturing new programs, and it brings a financing mechanism that allows them to expand.” The social venture’s more than $40 million fund is seed money for demonstration projects that show its model could be widely used, whether backed by government or by investors in social programs, across a range of occupations including skilled trades. “The goal is to create a tool for impact, to get more people on the economic escalator,” said Tracy Palandjian, co-founder and chief executive of Social Finance. Philanthropies built with technology fortunes are prominent among the fund’s supporters. A large investor is Blue Meridian Partners, whose donor partners include the Bill and Melinda Gates Foundation, the Ballmer Group and the Sergey Brin Family Foundation. Others contributing to the fund are the Michael and Susan Dell Foundation and Schmidt Futures, led by Eric Schmidt, former chief executive of Google. For Social Finance and its backers, the career impact bonds are not traditional investments. For them, breaking even or a small return would be winning — proof the concept is working, which should attract more public and private money. “We need to move toward evidence-based funding,” said Jim Shelton, chief investment and impact officer for Blue Meridian Partners and a deputy secretary of education in the Obama administration. “And Social Finance is supporting programs that show it can be done.” The Social Finance income-share agreement with students ranges from about 5 percent to 9 percent depending on their earnings — less from $30,000 to $40,000, and generally more above $40,000. The monthly payments last four years. If you lose your job, the payment obligation stops. “Our investors aren’t after high returns. They’re primarily after social impact,” Ms. Palandjian said. When screening programs, Social Finance looks for those that offer training for specific skills linked to local demand, and have data to show that its students graduate and get good-paying jobs. In selecting a skilled-trade school, Social Finance, working with Burning Glass Technologies, which analyzes job-market data, sought a program for an occupation in demand with potential for the worker to move up the career ladder. American Diesel Training, based in Columbus, Ohio, met the requirements. The for-profit company’s program is designed as a short, intensive course to train entry-level diesel technicians, mostly for trucking companies and dealerships. Demand for diesel technicians is robust as more goods are shipped by truck, often delivering products ordered online, and baby-boom mechanics are retiring. There is an accessible career path to become a senior mechanic or into administration as a service, distribution or shop manager. American Diesel Training, founded in 2017, succeeded in placing students in jobs in its first few years, but remained small. Before Social Finance arrived, Tim Spurlock, co-founder and chief executive of American Diesel Training, looked into financing through income-share agreements offered by venture-backed start-ups. The terms, he said, were far less favorable for students. “Social Finance comes at it from a completely different angle,” he said. The first group of Social Finance-funded students started the five-week course last September. There are now about 70 students in each course. That is about four times as many as a year ago. Social Finance pays American Diesel Training just over 60 percent of its fee initially. The rest comes later, after a student lands and keeps a job. “I’m fine with that,” Mr. Spurlock said. “We’ve completely proven our educational model. The problem was the funding mechanism.” A total of 229 students supported by Social Finance have been enrolled. The graduation rate is nearly 100 percent, and 89 percent have jobs. Their average annual income is $36,500, and the average gain from income before the program is $12,400. Today, Mr. Barber, who saw an ad for the program on Facebook, works in Ohio for U.S. Xpress, a national freight-hauling trucker. As an entry-level diesel technician, he is mostly doing preventive maintenance on trucks. With diesel mechanics in demand, the company paid him a $2,000 signing bonus and a relocation fee. Jordan Battle earns about $43,000 a year as a diesel mechanic for a large trucking company in Atlanta, far more than she did as a contractor for a civic education organization. That job ended with the pandemic, so she decided to go for “something essential and to have a real skill others don’t.” She was accepted in the American Diesel Training program, and she was offered a job after three weeks, before she graduated. Out for a #new years day ruck! Sported my first ever @goruck patch (the Mud Ruck one) and went for a little over three miles, taking a walk down to the Graceland Target store. Not a huge distance, but it sort of brought something into focus today. 🚗 When you drive such a route regularly, you tend to break the route up into sort of these areas of interest. You see places you frequent and you judge the drive based on your observation of those as you’re going. For example: when I drive up High St in Columbus to Target I see the barber shop we go to, the library, our martial arts school, one of our coffee shops, and then Graceland shopping center where Target is. But, I have almost NO concept of how all that fits together. 👟🎒 Having walked it the first time, though, it’s interesting to note what’s between all those places and how they all fit together into their various neighborhoods. I don’t think I realized Crimson Cup coffee time was almost right next to Chipotle. It’s really not that far from Crimson Cup to Graceland. Sidewalks are pretty good all the way down High St. The library is over halfway to Graceland. All these distances sort of vanish when you drive. 🚶 Walking a neighborhood builds awareness of what’s there. It opens you up to what’s going on more than driving. It makes you more a part of things. It forces you to witness problems and possible solutions as you go. It gives you time to see and contemplate as you’re walking. Driving removes that connection. 🌇 So #rucking (or just walking) isn’t only about #exercise: it’s about community and awareness. It’s about slowing down and becoming a citizen. Total loss and State farm auto insurance?
I had a collision a few weeks before and it is classified as collision damage. I received an estimate at a body shop who initially provided an estimate of $xxxxx/- and said that the insurance company has agreed to pay them and a delivery date was given. Now, things have changed in the middle and the body shop manager tells me a new stories of additional things that went wrong due to collision (all of a sudden) and that the insurance agent after inspection wants to call it a total loss based on this new estimate. My insurance company- State farm wants it to call a total loss which I doubt given the extent of repair it might take for the minor damage in the front fender alone. Now, here are my questions. I now have suspicion on the integrity of the body shop as well the trick palyed in declaring total loss. 1. Can I have a second opinion at a different body shop? Does State farm allow that? 2. It came with an unusual pitch: He would pay for the schooling only if it landed him a job, thanks to a nonprofit called Social Finance. After making sure it wasn’t a scam, he signed up. After going through the immersive five-week program, he got a job with starting pay of $39,000 a year — about $10,000 more than he made before as a cable TV installer. “I figured this was my best opportunity to succeed,” Mr. Barber, 23, said. American Diesel Training is part of a new model of work force training — one that bases pay for training programs partly on whether students get hired. Early results are promising, and experts say the approach makes far more economic sense than the traditional method, in which programs are paid based on how many people enroll. Right now, there are only a relative handful of these pay-for-success programs that train low-income Americans for better-paying careers. The challenge has been to align funding and incentives so that students, training programs and employers all benefit. But Social Finance, founded a decade ago to develop new ways to finance results-focused social programs, is showing how the idea could grow quickly just as the pandemic made job-training programs more important than ever. The coronavirus put millions of people out of work, upended industries and accelerated automation. State and federal officials are now looking for new ways to improve work force development. President Biden’s $2 trillion infrastructure and jobs plan, announced last week, includes billions for work force development with an emphasis on “next-generation training programs” that embrace “evidence-based approaches.” The Social Finance effort is powered by a fund of more than $40 million raised from philanthropic investors. The money goes toward paying for low-income students, as well as minority candidates and veterans, to enter the training programs. The group is not related to the online lender SoFi. It has supported four job training programs, including American Diesel Training, in the past year. It has plans to have double that number a year from now. Social Finance is advising Ohio on pay-for-success programs and is in talks with several other states. The financing arranged by Social Finance from investors is called a career impact bond, while the state-backed initiatives are called pay-it-forward funds — since payments from job-holding graduates help pay for new students. Social Finance is also preparing a proposal for the new labor secretary, Martin J. Walsh, recommending that the federal government provide matching funds to accelerate state programs. A few nonprofits have a track record of lifting low-income Americans into higher-paying jobs, including Year Up, Per Scholas and Project Quest. Their training is tightly focused on specific skills and occupations, they work closely with employers, and they teach soft skills like communication and teamwork. But there are too few of them, and they struggle for sustainable financing. Social Finance is seeking, designing and supporting new programs — for-profit or nonprofit — that follow that training formula but then apply a different funding model. “There is emerging evidence that these kinds of programs are a very effective and exciting part of work force development,” said Lawrence Katz, a labor economist at Harvard. “Social Finance is targeting and nurturing new programs, and it brings a financing mechanism that allows them to expand.” The social venture’s more than $40 million fund is seed money for demonstration projects that show its model could be widely used, whether backed by government or by investors in social programs, across a range of occupations including skilled trades. “The goal is to create a tool for impact, to get more people on the economic escalator,” said Tracy Palandjian, co-founder and chief executive of Social Finance. For them, breaking even or a small return would be winning — proof the concept is working, which should attract more public and private money. “We need to move toward evidence-based funding,” said Jim Shelton, chief investment and impact officer for Blue Meridian Partners and a deputy secretary of education in the Obama administration. “And Social Finance is supporting programs that show it can be done.” The Social Finance income-share agreement with students ranges from about 5 percent to 9 percent depending on their earnings — less from $30,000 to $40,000, and generally more above $40,000. The monthly payments last four years. If you lose your job, the payment obligation stops. “Our investors aren’t after high returns. They’re primarily after social impact,” Ms. Palandjian said. When screening programs, Social Finance looks for those that offer training for specific skills linked to local demand, and have data to show that its students graduate and get good-paying jobs. In selecting a skilled-trade school, Social Finance, working with Burning Glass Technologies, which analyzes job-market data, sought a program for an occupation in demand with potential for the worker to move up the career ladder. American Diesel Training, based in Columbus, Ohio, met the requirements. The for-profit company’s program is designed as a short, intensive course to train entry-level diesel technicians, mostly for trucking companies and dealerships. Demand for diesel technicians is robust as more goods are shipped by truck, often delivering products ordered online, and baby-boom mechanics are retiring. There is an accessible career path to become a senior mechanic or into administration as a service, distribution or shop manager. American Diesel Training, founded in 2017, succeeded in placing students in jobs in its first few years, but remained small. Before Social Finance arrived, Tim Spurlock, co-founder and chief executive of American Diesel Training, looked into financing through income-share agreements offered by venture-backed start-ups. The terms, he said, were far less favorable for students. “Social Finance comes at it from a completely different angle,” he said. The first group of Social Finance-funded students started the five-week course last September. There are now about 70 students in each course. That is about four times as many as a year ago. Social Finance pays American Diesel Training just over 60 percent of its fee initially. The rest comes later, after a student lands and keeps a job. “I’m fine with that,” Mr. Spurlock said. “We’ve completely proven our educational model. The problem was the funding mechanism.” A total of 229 students supported by Social Finance have been enrolled. The graduation rate is nearly 100 percent, and 89 percent have jobs. Their average annual income is $36,500, and the average gain from income before the program is $12,400. Today, Mr. Barber, who saw an ad for the program on Facebook, works in Ohio for U.S. Xpress, a national freight-hauling trucker. As an entry-level diesel technician, he is mostly doing preventive maintenance on trucks. With diesel mechanics in demand, the company paid him a $2,000 signing bonus and a relocation fee. Jordan Battle earns about $43,000 a year as a diesel mechanic for a large trucking company in Atlanta, far more than she did as a contractor for a civic education organization. That job ended with the pandemic, so she decided to go for “something essential and to have a real skill others don’t.” She was accepted in the American Diesel Training program, and she was offered a job after three weeks, before she graduated. From 1969 to 1975, pursuing my BFA and MFA degrees at The Ohio State University (OSU) was an intensely cathartic experience. I remember those years as a protracted baptism - an immersion in the paradox that was Postmodernism. In both the contemporary art world and the microcosm of the Hopkins Hall Fine Arts Dept. at OSU, it was a period of crossing boundaries or shattering them altogether, of conflating so-called high and low cultures, of re-examining traditional definitions and terminology, of embracing old materials and methods while passionately exploring and establishing new ones.
In 1971, caught up in this heady milieu of multimedia experimentation, along came a fascinating one-man show mounted in Hopkins Hall Gallery – painted wood relief carvings by Elijah Pierce (b. 1892 – d.1984), then a 79 year-old African American lay minister and barber based in Columbus. The exhibit was organized by one of my former instructors, Boris Gruenwald, a sculptor and OSU graduate teaching assistant who had seen Pierce’s work exhibited at a local YMCA. So thank you, Boris Gruenwald, wherever you are, for befriending Elijah Pierce and introducing him to the world at large. The rest is a matter of history (click on the biography link above).
I still remember being mesmerized by that 1971 exhibit. The visceral simplicity and raw immediacy of Pierce’s figural compositions in bas-relief (i.e., sculptural relief in which the modeled forms’ projection from the surrounding or background surface is relatively slight or low) had an illustrative clarity and child-like boldness of palette that would affect my own art for years to come. I was favorably smitten then – as I am now - by what continues to be rightly hailed as Pierce’s uniquely visionary Folk Art.
Viewing this beautifully assembled CMA exhibit brings to mind traditionally held notions about Folk Art and some characteristics associated with the genre, such as primitive, self-taught, untrained, and ‘low brow.’ Those same descriptors could just as well be associated with another, arguably more useful term for the kind of art we see here, namely “outsider art.” Critic Roger Cardinal originated the term in 1972 as an English equivalent to what Jean Dubuffet called “art brut” (“rough art”) – art created outside the norms of established cultural systems or the mainstream art world. In any case, the directness of Pierce’s pictorial language is enthralling and otherwise unpretentious in its refined unrefinement.
A palpable aura of agelessness surrounds many of these pieces. They often possess an intuitive harkening to stylistic elements found in ancient Egyptian or Mesopotamian iconography, as well as religious imagery from European Middle Ages. They include hieratic scale, or continuous narratives, such as in “Elijah Escapes the Mob,” or twisted spatial perspectives - what historians have labeled “composite view” - as in “Jesus Calming the Storm.”
Other visions are infused with a salt-of-the-earth charm and even a cartoonish humor. Among those are “Straining at a Gnat, Swallowing a Camel,” a literal rendering of Jesus’s words berating the hypocrisy of Pharisees, and the wry “Three Ways to Send a Message: Telephone, Telegram, Tell-a- Woman.”
Elijah Pierce – a barber, a preacher, a woodcarver, an unassuming outsider probing our innermost responses to being alive. Collectively, his works are truly significant modern aesthetic touchstones of a life carved out in loving, tangible attention to God, tempered with a concern and compassion for the sociopolitical urgencies of not only his era but, prophetically enough, our own as well. Viewing them is to be immersed in a poignant conjoining of the banal and the Biblical, a bridging of the secular and Sacred, the human and Divine. All told… a compelling baptism by wood.

He parks as far away from the front doors to the office as possible. That’s what he tells himself and his wife at home. There are two rows of spaces behind his, but those rows don’t get any sunlight and he likes to eat his lunch in the passenger seat of his car with the doors shut and the driver’s side window down — the little bit of sunlight makes it more comfortable.
It’s point two miles from the front door to his car, he guesses. It’s not. It only feels that far because it’s an uphill walk. He’ll tell his wife he basically walked two miles today if you count how many times he got up from his desk to go to the bathroom and back — twelve times. Each trip takes 68 steps. This is true, he counted.This is in addition to walking down the stairs and up the hill and down the hill and back up the stairs for lunch.
She asks if it’s healthy that he goes to the bathroom that often. He says it’s normal, but he’s not really sure. He Googles it later and it turns out it is normal if you drink that many cups of water in an 8 hour period. He doesn’t always. There are three bottles of Aloe Juice, and a large chocolate coconut water in the breakroom refrigerator he still hasn’t drank. Instead, on Mondays, Wednesdays, and Fridays he goes to Dunkin Donuts and orders a large iced coffee with extra cream and extra sugar along with a twelve ounce bottle of orange Fanta.
He needs them, he thinks but never says. The drinks are cheap and give him energy and he read that coffee is actually healthy for you; however, in small doses and when taken black instead of with extra cream and extra sugar. But iced coffee needs those sweeteners otherwise the ice waters down the coffee and it tastes funny.
He walks uphill in the rain and the cold and the heat and the snow so that one day he can tell his son, or his kid, his daughter, maybe, how far he used to walk. He won’t walk that much once he becomes a father.. He’ll need to save his energy for the kids at home. That will be a good workout. His forearms will get toned from throwing a football in the afternoons. He doesn’t really care for football, but his son might, or his daughter, whichever.
He didn’t want children at first because he doesn’t like roller coasters and he knows once he takes his child to an amusement park they’ll want to ride all the rides and he’ll have to ride all the rides with them until they’re tall enough to ride alone. It’s just what you do as a parent. Maybe his brother will take his nephew or niece to the amusement park and he’ll be spared the embarrassment.
He has a cubicle with his own phone that he unplugged and tells his co-workers is on the fritz. He wrote the word fritz in red Sharpie marker on a small post-it and placed it over the set-in coffee ring on his desk.
To his left is a large window that looks down on the mint green bocce court no one uses and posturpedic lawn chairs that roaming turkey vultures knock over and peck at in the fall.
The foliage is nice, though. The tomato red leaves hide the constant traffic on the parkway for most of the season.
He sits on the toilet In the men’s room stall on the first floor that’s usually empty because the soap dispenser is busted and orders a paintball gun on Amazon. It’s $79 with free two-day shipping. He’ll have it for the weekend. He’ll wake up early on Saturday and wait for the package by front door. He promised he’d paint the front porch this weekend. He’ll take it slow and wait. He’ll hide the package in the bushes when it arrives and wait for his wife to go out to bring it inside.
Then he watches her porn, his wife’s porn, on Youtube. Her passwords were always some variation on the name of her pet bird when she was younger, Jericho.
By porn he meant softcore clips from late 80s thrillers — almost all of which starred Michael Douglas. He didn’t think she was interested in him. He didn’t look like Michael Douglas. He was meatier, had less hair and a softer, sun burned bubble nose. The sex is filmed from the collarbone up with a few quick glimpses of a quivering ass and a curved stegosaurus spine. It doesn’t have much of an effect on mute.
He should buy a few large canvases. He will. He’ll buy three and set them up in the basement by the treadmill and the blue bin with his old winter coats. It’s fifty-two steps from one wall to another in the basement. That’s enough room to shoot without splattering himself. He’s never held a gun before. That’s not true. He touched his brother’s friend’s BB Gun when they were younger. Then the friend gave him a Charlie Horse for trying to pick it up. He cried. He told his mom who told the friend’s mom who grabbed the friend by the ear and made him apologize. In private, the friend called him a dumb baby.
He’ll show his the paintball gun the next day, on Sunday after coffee and chai tea. He’s ashamed of how he spends money. He never took her to the kitchy sunflower yellow motel in St. Augustine like he promised a year ago. He still needs to take her out for a steak dinner in the city. She never asked, but he thinks she’ll love it and she’ll take a picture of it and post it on Instagram and then her friends will like it and they’ll think he spoils her. When they go, he’ll wear his forest green button down and blue silk blazer. He’ll go to the barber shop in Midtown and buy a small cup of Palmade and put it in his hair.
He’ll comb it down to the left to hide his pepto pink acne scars.
The breakroom smells like butternut squash and stale french fries. One third of a pizza is left by the sink along with an opened container of blackberries that a fly decided to die in. He takes one. He bites too hard and it agitates his teeth. He makes a note to buy Sensodyne at the store.
At home, after sitting in traffic for one hour that felt like three hours and he’ll say was two hours, he’ll make dinner. He wears white plastic gloves to roll ground turkey into ten evenly-sized balls. He puts too much oil on the green beans and they glow like white sand tourists in the oven. He melts down one fourth of a stick of butter and uses one teaspoon of that for the pot of boiling water. He adds white rice to the pot and then sprinkles on salt before covering it.
It’s eight at night. He eats a strawberry pop tart while he waits for the meatballs to cook in the oven. He turned on the vents above the oven so his wife wouldn’t hear the wrapper or the sound of him chewing. His phone buzzes. His paintball gun order has processed. He’ll receive another notification when it’s on the way.
His phone buzzes again. BOGO tees and tanks. His phone buzzes again. Apply for an Uber Visa card. He puts Spotify on the bluetooth speakers. Otis Redding finishes singing Remember Me and an ad for Spirit Airlines promises the lowest fares for flights to and from Columbus, Ohio. He never updated the address on his profile.
His phone buzzes again. LAST CHANCE: 20% off and free shipping through midnight. The green beans sizzle. Lemon pepper filled the air.
