NSTP Kuwentuhan
I visited my our Barangay’s Barangay Hall to know more about their DRRM. I divided the information I was to gather into three different Categories: Hazard Identification, Vulnerabilities, Elements and People Risk Assessment, and Capacity and Disaster Management Assessment. I met sir Crispin, he attended to my questions. HAZARD IDENTIFICATION What are the calamities our Barangay experienced? Barangay Talon Dos experienced the calamities of Typhoon’s Yolanda in 2013, Glenda in 2014. Barangay Talon Dos Experienced Flooding in 2015 with Typhoon Lando. Barangay Talon Dos also experienced Fire in 2016 in the Manggahan in BF Resort Village where 500 houses destroyed, 800 families homeless 0 casualties, and Satima Village the following year where 40 houses destroyed,100 familieshomeless, 1 casualty. What are the other dangers that can affect the community? Aside from Typhoons, Flooding, and Fire, other dangers may happen such as Tsunamis or Earthquakes. How are these calamities foreseen? The calamities are not foreseen however hazards are. the barangay coordinates with the committees in charge of monitoring these. VULNERABILITY, ELEMENTS, AND PEOPLE RISK ASSESSMENT What are the areas with High Risk? How many will be affected? The areas of High Risk are Manggahan Area and Satima Village for Fire. 1000 estimate will be affected per area. What will be the effect to the people? Fire is the main concern due to the high risk at Manggahan area. Therefore The houses are the ones mainly affected. What is the safest place? The safest places are the Covered Courts as they server as evacuation area. What is the most dangerous places? Hazardous places like the Manggahan area. What are the problems faced by the BDRRMC? Mainly the objective now is to solve the efficiency of action by setting up a well-informed, trained and efficient personnel for delivery and management of disaster and risk. Barangay Talon Dos: Disaster Risk Reduction Management
The rapid growth of cities at the turn of the 21st century presents a new challenge to global society. According to a report published by the United Nations Department of Economic and Social Affairs (UN DESA), approximately 55.3%, more than half of the world’s population, now live in urban agglomerations. Mass migration and rapid urbanization has resulted in megacities, such as Metro Manila, that are ill-equipped to provide ample basic services to its burgeoning population.
Goal 11 in the Sustainable Development Goals aims to curb and mitigate the effects of this concerning trend in urbanization. It states that Member States of the United Nations must have sustainable and livable cities and communities by 2030. In order to achieve this, it entails a drastic shift in urban planning and development practices. This shift in public policy, however, is not only limited to the provision of affordable housing and basic utilities; it also involves the inclusion of responsible disaster risk reduction and management (DRRM) principles as a matter of public policy.
The SDGs were drafted in the onset of the Climate Crisis as the consequences of centuries-worth of irresponsible business practices have begun to threaten our way of life. Disaster risk reduction and management is a cost-effective approach that aims to limit the destructive nature of future calamities. It is a facet of public policy that is a means of identifying, preventing, and mitigating hazards and vulnerabilities. According to the Hyogo Framework for Action, hazard refers to events that are, “potentially damaging that may result in the loss of life or injury, property damage, social or economic disruption, and environmental degradation.” Having that in mind, DRRM principles became an important component in planning for sustainable communities.
Prioritizing the inclusion of DRRM principles in national policy is a key development for the Philippines. Based on the 2019 World Risk Index, our country ranks ninth among nations most vulnerable to natural disasters. Our geography plays a considerable factor in this regard—the archipelago lies in the middle of the Pacific’s Typhoon Belt while also being a part of the Pacific Ring of Fire; this means it is both susceptible to the catastrophic effects of typhoons and geological disturbances such as earthquakes and volcanic eruptions. Compounding this is the prevalence of poverty in the country. It is no surprise that the most vulnerable sectors of society are also among the poorest. Granted there have been marked improvements since 2015, the latest statistical data from the Philippine Statistics Authority (PSA) state that 16.6% of the population, translating to about 17.6 million Filipinos, still live below the poverty line.
Contextualization of DRRM initiatives were highlighted as national policy shifted towards a more grassroots, localized approach. Concepts such as adaptive capacity—which pertains to a community’s capability to adapt and withstand environmental stressors—were incorporated in community development. Ideas were crowd-sourced to utilize local knowledge in formulating contingency plans that were specifically aimed towards addressing the needs of the community. This contextualization did not only result in fine-tuned DRRM programs, it also became an avenue for capacity-building and the empowerment of wide swathes of the population. It armed residents with the necessary skills to take action and determine the course of their community’s development.
The talks I had with our barangay’s officials gave me an insight into how national policy manifested itself in localized settings such as the local government units. I have determined from my interviews that fire hazards are at the foremost concern of my community. This is in part due to the presence of informal settlements in our barangay. The low-cost materials and haphazard construction of the compound pose a threat to the safety of its inhabitants. Granted the settlement does not cover a large area, fires have razed it in the past that caused unnecessary suffering and property damage. In response to this, the local fire brigade conducts quick response drills to develop its operational effectiveness and efficiency. Routine checks of the electrical wiring among all households are also undertaken.
As for contingency plans, our community possesses thirteen covered courts in its general vicinity that have been designated as evacuation sites in times of emergency. Each site has point-persons that coordinate the evacuation proceedings in their assigned center. Apart from that, preventive measures have also been taken up by the barangay. Yearly seminars on disaster risk management are attended by officials and volunteers to share effective measures and good practices. Our local quick response teams also conduct regular trainings in the barangay’s evacuation area building. Granted flooding is not one of our primary concerns, the banks of the river near our community have also been covered with riprap to anticipate the effects of soil erosion in times of river swelling during the rainy season.
This activity showed me that while national policy dictates the actions of local government units, by prioritizing grassroots initiatives, the result is a feedback loop wherein a bottoms-up approach can be observed. This model fosters the empowerment of local communities in pursuit of a stronger nation, and a stronger nation means a more empowered Filipino people.

DRRM Kwentuhan
As one of the prerequisites in our NSTP class, we were to visit our barangay hall to conduct an interview regarding the status of the community’s Disaster Risk Reduction and Management plans.
Community Background
I have lived in Bacoor for as far as I remember. More than half of my childhood was spent playing in the streets of Aniban II. Not only did I spend most of my time playing outside, but learning how to commute during junior high school only made it much more easier for me to explore and memorize the ins and outs of our community. Aniban II is a generally a peaceful community.
Community Situation
I was able to interview Mr. Christopher Rivera who is on his first term as a Sangguniang Barangay Member. With respect to his request, we did not take a picture together with him. Regardless, he was kind enough to indulge me in a “kwentuhan” session regarding the barangay’s risks and hazards.
Hazard Identification
Bacoor was a generally flood free city before the influx of people moving into the city in the late 1900s. The city used to be composed mainly of flat lands perfectly used for agriculture, with bodies of water like the Bacoor River and Zapote River proving to be crucial sources of water for irrigation.

Now, the same bodies of water have also become one of the biggest hazards in the city. During rainy season, more commonly used bodies of waters like the Prinza Dam and Molino Dam overflew and caused flooding in some areas. Aside from this, the Zapote area is below sea level, making it prone to flooding during heavy rains. Typhoon Yolanda was one of the biggest storms to hit the Philippines to date. The typhoon did not only kill, but also destroyed thousands of homes. With the sheer size of the destruction caused by the calamity, Aniban 2 worked hand-in-hand with its surrounding barangays to help the community members to rise from the catastrophe.
Vulnerability, Elements, and People at Risk Assessment

One of the most easily flooded places in Bacoor is Aniban 1, where a good 1-3 inches of flooding can easily accumulate as compared to other barangays like Aniban 2 and 4 who would not be experiencing any flooding at the same day. People living in the area have become accustomed to experiencing ankle-deep floods fluctuating throughout the months of July to December. There are also a some numbers of houses along Barangay Aniban II that are built on lower grounds, where residents often victims to minor flooding when there are continuous downpours of rain.
The Aniban Central School is one of the identifiable areas of barangay Aniban II vulnerable to flooding. Located right beside the barangay hall, it is observable how much lower the school grounds are compared to the main road right in front of it. This becomes one of the main reasons why students of said school are considered to be some of the people at risk during rainy season. Just this year, they finished constructing a four-storey building consisting of more than 10 rooms, which would also serve as a evacuation area during flooding.
During rainy seasons, water accumulates in the dark damp areas of the barangay. These places become possible breeding grounds for mosquitoes, which could lead to a dengue epidemic . Just recently, the officials visited the most common breeding areas for mosquitoes and were successful in their project of fumigating said areas. Residents also took part in the project by eliminating damp places around their homes where mosquitoes can lay their eggs.
Capacity and Disaster Management System
The barangay does not have specific operation plans but what they do have are basic equipment and manpower so they mostly rely on those two factors. They often plan the detailed execution of rescues and addressing calamities when the actual warning for said calamity comes, in order for them to be able to build a more specific action plan that would better address the certain situation they were to be faced with.
In preparation for calamities, they monitor the frequently flooded areas they divide into 2-3 groups who are each assigned an area to patrol. During patrol, they have with them their walky-talky and personal mobile phones to ensure that they stay within contact, most especially during times of emergencies. It is imperative that the barangay hall is stocked with the equipment needed for rescue missions, like first aid kits and security gear, especially during typhoon season.
Safest, Hazardous Places and Good Practices
One of the most hazardous places in the city was the Zapote River because bodies of water often pose the risk of overflowing, thus causing floods in the areas near it. This issue has been addressed through the construction of the Zapote River Drive. The construction project has not only addressed flooding issues in Zapote, but also in Las Piñas. Included in the project is a 300-meter wall with road, crossing Golden Acres & Moonwalk Phase 2, and Brgy. Talon 5, heading to Zapote River Drive. A 630-meter wall and road, built for retaining water, was also constructed It also includes a 630-meter retaining wall with road, including a bypassing the Zapote River, covering areas from Vatican Drive to Cicero Street at the BF Resort Village.
In the case of earthquakes, Aniban Central School and the Barangay Hall are the safest places in the barangay where residents can evacuate to. The school contains enough space to accommodate at least a few hundred people during evacuation. There are not many places in the barangay with open spaces clear of any hazardous buildings or objects for earthquakes because it mostly consists of residential houses and commercial establishments constructed relatively close to each other.
The barangay officials are generally aware of the ongoing issues in the community, which is why they recently conducted a project to fumigate the barangay to prevent a dengue epidemic. As I’ve previously mentioned, not only did they fumigate common areas susceptible to mosquito infestation, but they also encouraged the residents to partake in the project by eliminating possible breeding grounds on their own homes.
Issues of The Community
Aniban II, Bacoor can be observed as a generally resilient community. They have enough history that proves that their resources and manpower can ensure that the members are able to bounce back from the damage that some calamities bring to them. A major move towards eradicating community issues is to improve the barangay waste management and drainage system to lessen the chances of flooding. With the heavy influx of people passing through the community in daytime, it is quite difficult to maintain cleanliness for some parts of the barangay.
Correlation to the Disaster Situation of the Philippines
The Philippines, being a tropical country surrounded by multiple bodies of water, is vulnerable to storm surges and typhoons. Having said this, we must address the inefficient sewage and waste management systems existing in numerous cities all around the country. Such problems continue to make our cities more susceptible to flash floods with all the canals blocked up by our own garbage.
This problem cannot be solved single handedly. All barangays/communities from Bacoor must collaborate to come up with newer and more efficient ways of improving the city. Us, members of the community, must also join the initiative by observing discipline in waste management.
Realization
Despite having lived in this community for more than half of my life, I have come to know that there were still a lot of things I was not aware of regarding my surroundings. With this activity, I got to know more about the place I grew up in and the people within it-- the ins and outs of how the community functions together. It would be difficult for communities to live and thrive without collaboration because each barangay is interconnected with the other. I hope that this activity enlightens others as it has done to me. It is time that we all help improve our communities by taking on more active roles as Filipino citizens and living more sustainable lives.
Why and How should we address the issues of disasters in the Philippines?
As Filipino citizens, these disasters do not only destroy infrastructures, but also the lives and livelihoods of the people. It would not be possible for the government to address and solve this issue with unwilling and uncooperative citizens. We must all take part in becoming the solution to these disasters. We can always start becoming more conscious of our actions and how they affect the people and places surrounding us. It is evident that a lot of us lack discipline and responsibility in terms of waste management and self-awareness.
Philippines has bounced back from so many calamities already. It is good that our country is a resilient one, but would it not be much better if it were to become a prepared one? We would not need to use up tons of our resources having to repair properties destroyed by disasters if we built disaster-ready establishments. We would save so much more resources if so and tons of lives would not have to be deeply affected by disasters in our country.
What actions should I take to increase the capacities of my own community?
As I am no longer a minor and already capable of participating in voting, I could start with voting for community leaders who prove to be promising, responsible, and self-aware leaders and members of the community, as well. One of the things that I already do to help my community is trying to live a sustainable life by minimizing my consumption of plastic and other harmful products to our community’s environment. Aside from this, I can also take part in community projects like, barangay cleanups and tree planting events. As a student, I must also take part in school initiatives and seminars that would benefit my community, like taking NSTP courses to improve and broaden my knowledge on how to help my community. We, as citizens of our country, must be more self-aware of our actions as they affect not only us but our environment, which is why we must all do our best to improve ourselves and become more proactive in our own communities.

Continuous Improvement of Riverdrive Project to Ease Flooding, Traffic Woes in Las Piñas
Senator Cynthia Villar, the proponent of the Las Piñas Zapote River Drive project, is confident that its completion is preventing flooding and solving the traffic problem in Las Piñas City. So far, 24 kilometers have been completed for the last 9 years starting in 2012 until 2020 and five (5) kms more is slated to be built in the next two years (2021 & 2022).
“The project is being completed in phases and we have seen the improvements so far in terms of flood prevention and traffic flow in the river drive areas. So, we will continue to extend the coverage of the project to 29 kilometers in next two years,” (2021-2022) said Villar.
For next two years (2021-2022), the Molino Riverdrive phase will be built, stretching a total of 5kms, from Daanghari road to the river along Barangay Molino III & Molino VI until it connects to Zapote River.
The very first phase of the Riverdrive Project was the 18-km Zapote Riverdrive along Zapote River aimed at preventing flooding in the city and solve the traffic congestion along Zapote-Alabang Road because It serves as alternate road.
The Riverdrive Project started at the end of C-5 Extension Road in Barangay Pulanglupa I to Alido Bridge and continuing to an underpass in Zapote Bridge in Barangay Zapote on to Barangays Pamplona I, Pamplona II, Talon II, Moonwalk, Talon I, Almanza II then to Daang Hari Road connected to the MCX Expressway.
The second phase was the 6-km Las Piñas Riverdrive which started at C-5 Extension Road in Barangay Pulanglupa I then to Barangay Pulanglupa II, Pamplona III up to CAA Road.
In 2021-2022, the 5-km Molino Riverdrive from Daanghari to Barangay Molino III and Molino VI in Bacoor, Cavite will be constructed. It will connect to Zapote Riverdrive to Manila Bay area.
The Zapote and Las Pinas Riverdrive as well as the Molino Riverdrive, according to Villar, do not only ease flooding and traffic woes. “With the river drive, we also closely maintain the cleanliness of the river, which can be considered as the ‘artery’ of the city and nearby areas too. The people living along the river cannot throw their wastes anymore into the rivers because there is a road and the houses are fenced,” Villar cited.
Villar has spent decades since 2001 ensuring the cleaning, maintenance and rehabilitation of the Las Piñas Zapote River, which used to be clogged with garbage impeding the flow of water that cause massive flooding. She put up livelihood projects that now use wastes such as water hyacinths, waste coconut husks and plastic wastes (that used to pollute the river) as raw materials. GIANT CLAM SANCTUARY: ONE OF THE FAMOUS TOURIST DESTINATION IN SAMAL ISLAND
Bisitahin natin ang Island Garden, City of Samal home of Giants Clams o Kabibi.
Ang Island Garden City of Samal ay isa lamang sa apat na de kalidad na lungsod ng Davao del Norte may 116. 3 square miles lamang, ngunit ang mga baybayin nito ay tahanan ng 95, 874 katao. Matatagpuan sa lungsod ang ilang pangunahing at famous tourist destination tulad ng mga nakamamanghang talon at mga naggagandahang resort.
Ang mga higanteng clam ay isinasaalang-alang na nanganganib na mga species ng dagat sa Pilipinas. Ang Giant Clam Sanctuary ay itinatag sa Samal Island upang maprotektahan sila mula sa pagkalipol. Ang paglilibot sa naturang mga tourist destination na ito ay naging tanyag sa social media, lalo na sa Facebook at Instagram. Sa katunayan, ito ay isang industriya ng ecotourism na nagtatampok ng Giant Clam Sanctuary sa loob ng Davao del Norte State College Marine Reserve Park at Multipurpose Hatchery.
Mayroong higit sa 3,000 higanteng mga kabibi na nakalagay sa santuario na inaalagaan nang mga kawani kabilang ang isang lokal na pamayanan na tinawag na Adecor United Fisher-folks Organization. May bayad ang pag pasok sa tourist destination na ito, 100 pesos lamang ang karaniwang entrance fee ginagamit ito para sa pag mimintina at pag-aalaga sa kapaligiran. May mga snorkeling gear at mask na maaari rin rentahan pero may karagdagang bayad itong 100pesos.

Bago ang paglilibot sa Taclobo, kakailanganin mong dumalo sa isang maiikli at panandaliang pagtalakay ang do’s and don’ts sa sanctuary kung maka engkwentro kayo ng higanteng kabibi o clam. Una hindi dapat hawakan o humakbang sa mga clam o kabibi habang lumalangoy sa ilalim ng dagat na maaaring tumagal ng halos isang oras. May mga gabay sa tourist destination na ito na dapat mong malaman at may magpa paliwanag kung ilan taon ang mga clam o kabibi at ituturo rin nila kung alin ang pinakamalaking kabibi sa kumpol ng mga naglalakihang mga clam
Is It True that Giant Clams Attack People?
May mga nagsasabi na ang mga higanteng clams ay umaatake sa mga tao sa ilalim ng tubig habang silay nag e -e snorkel sa naturang tourist destination na ito. Ngunit ito ay hindi sinang-ayunan ng National Geographic at kahit na tinawag itong isang walang pinipilit na reputasyon para sa mga endangered species sa karagatan. Truth is, these giant clams feed on proteins and sugars produced by the algae on their tissues.

Appreciating Their Endangered Beauty

Ang mga clam ay nakalista sa ilalim ng mga endangered species sa Convention sa International Trade of Endangered Species o CITES. Ipinagbabawal ng Republic Act 8550 o Philippine Fisheries Code ang pagkuha, pagbebenta at pagkain ng mga higanteng clam. Ang mga higanteng clams ay mahalagang tagapagpahiwatig ng isang malusog na kapaligiran sa dagat. Nag-aambag sila sa mga coral reef bilang mga tagabuo at shapers, pagkain at tirahan. Kaya dapat nating protektahan ang pamusong tourist destination na ito.
Ang santuario sa Samal Island ay nagsisilbing sentro ng pag-aaral upang lumikha ng kamalayan sa pagprotekta sa buhay ng iba’t ibang mga nilalang sa dagat. Visiting this tourist destination people can actually snorkel and swim around them. Hinihikayat din silang makibahagi sa pag-iingat at pagpreserba ng mga clam.

ZAMBOANGA CITY, April 8 (PIA) – To keep people from converging unnecessarily in public markets and groceries the Department of Agriculture 9 (DA9) launches the KADIWA on WHEELS or mobile market where they bring and sell fresh vegetables, fruits and groceries to the barangays.
Kadiwa stores will have groceries, fresh vegetables and fish and other essential commodities.
“Our partnership with DTI in delivering the basic necessities to the barangays has brought in additional goods. We look forward for more income for our farmers and sellers even when we are still in community quarantine,” said Mr Ferdinand D. Gamorot, DA9 regional technical director for operations.
The first two Kadiwa roll outs have recorded total sales of ₱318,000.00 for selling fresh produce, fish and other processed goods. The sale in barangay Tetuan recorded about ₱129,000.00 while in barangay Calarian, farmers’ income increased by 46.5% reaching the amount of ₱189,000.00 of sales.
Moreover, DA9 Assistant Regional Director Melba Wee also highlighted that Kadiwa on Wheels will provide an avenue for farmers to sell their goods, giving them income amid the health crisis.
“We encourage the residents to buy from our local farmers to help them in the time of crisis,” Wee added.
The Kadiwa is a joint effort of the DA, BFAR, NFA and the Local Government Unit (LGU) to provide said commodities at affordable prices. It also aims to bring food nearer to consumers and increase farmers’ incomes especially in this time of crisis.
The third leg of KADIWA on WHEELS is at barangay Talon-Talon, Zamboanga City. The buying public is reminded to follow social distancing, wear mask and bring their own shopping bags.
Furthermore, Gamorot also encourages other entrepreneurs to participate in the KADIWA including suppliers of eggs and fresh fruit juices. “We do not limit our commodities for as long as we have available produce, we will continue to bring this closer to the residents.” Gamorot added. Fire is another major disaster that BDRRMC has been dealing with from the time being. There are quite a number of fire incidents reported to the barangay this year. According to Sir Nicko. fire hit in some places in the barangay like in Barangay CAA, Fatima Village in Talon Dos, Ph3 Mabuhay and Maunlad, BF In’t. CAA, Mahogany, Pilar Village, Pulang Lupa Uno, Pitong Daan Subd., BF Homes, Narra St. Cor. Banaba Barangay BF. International/CAA, JP Rizal St. Tuazon Village Barangay Pamplona uno, Land even at Niknok Litson Manok Store at Pulang Lupa Dos, Las Piñas. Many families were affected and many properties were burned. He said BDRRMC usually conducts seminar/lectures regularly in March during Fire Prevention Month to different areas in the barangay.

Sa ngayon ang mga sunog pati baha ang number one hazards sa Talon Dos. Karamihan ng mga lugar sa talon dos ay low risk sa hazard.

Kung tumama ang mga bantang panganib, sinu-sino kaya sa ating lugar ang pinaka-maaapektuhan? Tukuyin ang ilang mga tao. Bakit kaya sila ang pinaka-maaapektuhan?
Karamihan sa barangay na ito ay ang mga bata na nageedad sa 1-10 na taong gulang na nasa 6,000 ang bilang at mga matatanda 60-70 na taong gulang na nasa 1300 ang populasyon. Sila ang pinakanaaapektuhan dahil sa kadalasan sila ang dependency age. Sila ay nangangailangan ng tulong kesa sa mga adult.

Peral ang ang humahadlang kung kaya’t hinihikayat namin ang gma homeowners na magbayad ng association dues para sakanilang kaligtasan.

Gumagawa kami ng plan of evacuation sa bawat homeowners subdivisions. Meron din kaming mga tarpaulin na nakakalat para malaman ng mga tao saan ang pinakamalapit na evacuation site.
Ano ang nilalaman ng plano ng Barangay pagdating ng sakuna? (kung kaya hingin o hiramin ang BDRRM Plan, Hazard and Safety Map, Barangay Projects for different sectors like Youth, Women, Children, Elderly, Poor, PWD etc.)
Nilalaman ng aming plano ay ang mapa ng talon dos kung saan ang mga hazard at ang katumbas niyang evacuation sites na nakahighlight sa mapa. Table ng mga high risk, medium risk and low risk places para maging aware ang mga tao. Evactuation plan kung paano magiging daloy ng ating evacuation at mga gamit na kailangan tuwing may kalamidad.
Sa kasalukuyan, anong programa, sistema, gamit, pasilidad o kakayahan meron ang barangay na makakatulong sa mga tao , serbisyo at kabuhayan na makabangon mula sa epekto ng kalamidad? Isa-isahin natin.
Meron kaming program flow ng mga evacuation plans na makatulog sa mga taong hindi alam anong gagawin tuwing may kalamidad at mga gamit na kailangan tuwing kalamidad. Meron kaming listahan at doon malalman naming kung ilan ang stocks ng aming mga gamit. Humihingi rin kami ng mga volunteers sa mga homeowners naming para makabangon ang mga mas nangangailangan tuwing kalamidad.

First impressions, reflections
Weeks before the rotation, I already heard from other intern rotators the ‘horror’ stories about the community—no decent showers or toilets, not enough medicines and supplies in the clinic, no signal or internet, etc. My blockmates expressed how they couldn’t imagine being a solo intern assigned to a whole barangay, with no colleague to double check your findings and no resident to confirm your diagnosis management. I actually got excited because I thought of it as a challenge. A resident told me during our last days in Family Medicine, “Mag-eenjoy ka talaga sa community. Iisipin mo sa una hindi mo kaya tapos magugulat ka nalang na nagagawa mo na. Mapu-push ka talagang maging leader tapos matututunan mo pa’no mag-manage.” I got even more excited. In med school, I was never brave enough to volunteer myself as a leader, not even for small one-time group projects. I was scared of being a facilitator or moderator during small group discussions; I only accepted the role of being a liaison officer because we were randomized. “Baka ito na ‘yung chance ko,” I thought to myself.
Days before the deployment, I found out that I will be assigned to one of the most problematic barangays in our municipality. Then I started to panic. But just when I had accepted my fate, our preceptors told us that we will be switching assignments and I admit I was kind of relieved. But then again, each barangay had their own issues. I wasn’t able to ask for any feedback or endorsement until the day of deployment. All I heard was that my barangay was a ‘sensitive’ one, and that I should always be careful of what I say and not say, and how I act around everyone.
Finally, they day of deployment came and despite my anxiety, I was still very much excited to meet the people in my barangay. Unfortunately, the barangay was closed because everyone was preparing for the fiesta the following day. Luckily, the barangay health workers of the neighboring barangay were kind enough to let me tag along their activities for the day. Maitim I was deemed the model barangay, and I had the opportunity to see why. From the spacious barangay health clinic, to the well-organized files and family folders, to the newly-made spot map, and the extra-hardworking and compassionate members of the health team, I was truly in awe. Their genuine concern for their community’s health is truly inspiring.
Later that day, I would come to meet some of the barangay health workers in my barangay and our meeting was not what I had expected. I was trying my best to be my jolly, bubbly self when one BHW said, “Ay doktora, next week nalang kayo magsimula, busy pa kasi lahat walang mag-aasikaso sa inyo.” And then I somehow felt cut off. I asked if there was anything I could do to help, trying my best to hint that I wanted to stay but because I’m not really the friendly energetic type, I dismissed the thought, thanked them and went on my way instead. Suddenly, I felt lost. Fortunately, another BHW contacted me and was kind enough to meet me and tour me around the barangay. She also helped me on my first clinic duty the following day.
During my first clinic day, it was not at all hard for me to point out what their problems in the barangay were. Our barangay health station was nowhere near that of the neighboring barangay. It was a small room with two tables, an examination bed, a small medicine cabinet, a computer, a non-functional printer, and hundreds of brown folders stacked into storage boxes. Since it was the only clinic day for the week, we were immediately greeted with five waiting patients, one of which was apparently in hypertensive urgency. Since it was my first day, I wasn’t at all oriented but I started seeing patients to decongest the crowded room. The whole process was so confusing—I didn’t know who was the next patient, where to get the folders, which medicines are available, etc. I understand that the BHWs were still exhausted from yesterday’s events but it felt like I was a one-man health team. People would go straight to my consultation table and there was no clear flow of how the patients were processed. There weren’t any prescription pads so I had to tear pieces of bond paper and write “Talon Barangay Health Station, Amadeo, Cavite” on every prescription and lab/imaging request I had to give. A number of heads also peeked every now and then to ask if their medicines were already available, and the BHWs would repeatedly told them “Wala pa po, ipa-follow up pa ni doktora.” It was kind of overwhelming. The cases I encountered were simple ones—URTI, AGE, a skin infection, hypertension, diabetes—but it was hard for me to prescribe medications because I knew that not all of them could afford to go to the town and buy them. The only available antibiotics in the BHS were Amoxicillin and Co-trimoxazole, and the only anti-hypertensive was Captopril. It was quite frustrating because I know what I should have prescribed them but I had to make do with what I had at the time. A patient came in for an infected wound, which I diagnosed as cellulitis. I prescribed him with Cloxacillin because I knew it was the appropriate antibiotic treatment for the case but when the patient left, I realized that he might not comply with what I prescribed. After the clinic, I had some time to chat with the BHWs and one thing I noticed was they kept reminding me about the lack of medicine. One even told me, “Doc pwede kayong magpatawag ng meeting sa Wednesday next week para ifollow up kay kapitan.” In contrast to what I saw in Maitim I, it seemed that the barangay health workers in Talon were depending on me to fix their problems. I have yet to see the exit reports of the previous intern rotators in barangay Talon, and I have yet to meet the other members of the health team and the community. Perhaps last week was not a good time as most of the community members were preoccupied with other activities. I think that the one day I spent in the barangay was not enough for me to learn how everything is and I am hoping that next week will bring more opportunities for me to do so.

Around 50 Million Properties Damaged to a Fire

A tragic moment for the 2,000 plus families who were left homeless after a huge fire breakthrough, tearing down around 800 houses before dawn on Wednesday, November 02, 2016 in Brgy. Talon Dos, BF Resort, Las Piñas City. Joe Pascal who is a Fire Officer 2 in commands said the blaze arouse out at around 3.a.m and lasted until 7 .a.m.
According to a news report on Wednesday, investigations have shown that the fire started in the home of Eduardo Angeles, who then claimed that, he no idea about what just happened. Reports believe that an unattended candle light may have triggered the fire.
Fortunately, no one was reported injured, but the properties of the 800 houses that were damaged worth around 50 million. The city government distributed relief goods to the affected families who are temporarily staying at a basketball court in the barangay.
