Brazil police arrest suspects in plot to kill president Lula, top officials
Arrests are part of ongoing investigation into a 2022 coup attempt, which increases pressure on former President Bolsonaro and his closest allies
Brazil’s Federal Police arrested on Tuesday (19) four military officers and a federal police agent suspected of being involved in a plot to assassinate President Lula, Vice President Geraldo Alckmin, and Supreme Court Justice Alexandre de Moraes. The arrests are part of an ongoing investigation into a 2022 coup attempt, which has increased pressure on former President Jair Bolsonaro and his closest allies.
The Federal Police is expected to conclude the investigation and submit its final report to the Supreme Court next week. Mr. Bolsonaro, along with key figures from his administration, including generals Walter Braga Netto and Augusto Heleno, is likely to face charges.
The operation was authorized by Justice Moraes, the case’s rapporteur at the Supreme Court. Those arrested include retired General Mario Fernandes, Lieutenant Colonels Hélio Ferreira Lima, Rafael Martins de Oliveira, and Rodrigo Bezerra de Azevedo, all part of a specialized Army group that handles sensitive operations. Federal Police agent Wladimir Matos Soares was also among those detained.
In his decision, Justice Moraes wrote that there were “robust and extremely serious indications” against the suspects, who allegedly employed “military and terrorist techniques” in their plans to assassinate the officials beginning in November 2022, following Mr. Bolsonaro’s electoral defeat. At that time, Mr. Moraes was the president of Brazil’s Superior Electoral Court.

Muita gente acredita que poema é difícil de ser lido. E, a partir da visão tradicional que as escolas ensinam: sim. Mas, poema é fácil de ser lido quando você lê com sua alma.
Percy Shelly, em Defesa da Poesia, vai explicar que todos possuem liras dentro de si, que são tocadas suavemente ao longo da vida. A diferença dos artistas e os demais humanos é: o artista faz sua lira ser ouvida mais alto.

SANTIAGO, Chile (AP) — The world remembers Gen. Augusto Pinochet as the dictator whose regime tortured, killed and disappeared 3,065 people in the name of fighting communism.
But as Chile marks the 50th anniversary next Monday of the coup that brought Pinochet to power for almost 17 years, many in the country don’t see it as a dark day. Amid a weak economy and a surge in violent crime, recent polls show that many Chileans don’t think human rights are as much of a priority.
They are grappling with what they see as Pinochet’s complicated legacy at a time when a large number have told pollsters they are losing faith in democracy.
“Before, there wasn’t as much wickedness as there is now,” said Ana María Román Vera, 62, who sells lottery tickets. “You didn’t see as many robberies.”
A July poll by the Center for Public Studies, a Chile-based foundation, found that 66% of respondents agreed with the statement that rather than worry about the rights of individuals, the country needs a firm government. That is more than double the 32% who agreed with the statement fewer than four years ago.
In Chile, 9/11 was a landmark before the Sept. 11, 2001, terrorist attacks on the U.S. because it was the date of the 1973 coup in the South American country. That significance, though, has been changing. Polling shows more than one-third of Chileans today justify the military takeover of a democratically elected government that went on to violate human rights, murder opponents, cancel elections, restrict the media, suppress labor unions and disband political parties.
“There should be an overwhelming majority of Chileans who denounce the dictatorship and the military coup and acknowledge that the military destroyed democracy,” said Marta Lagos, director of the regional polling firm Latinobarómetro and founder of pollster Mori Chile. “That would be the normal situation in a normal country. But that’s not the case.”
Late last month, leftist President Gabriel Boric unveiled what will effectively be the first state-sponsored plan to try to locate the approximately 1,162 victims of the dictatorship who remain missing.
Yet even as Boric’s government and human rights organizations plan events to mark the coup anniversary, many in Chile don’t appear to see the ousting of a democratically elected leader as wrong.
A poll earlier this year by Lagos’ firm found that 36% of Chileans believe the military “freed” Chile “from Marxism” when it deposed leftist democratically elected president Salvador Allende, who came into power in 1970 and killed himself the day of the coup. The poll found that 42% said the coup destroyed democracy, the lowest number since 1995.
Pinochet led the coup at a time when the country was mired in an economic crisis that included scarcity of food and galloping inflation that reached an annual rate of 600%. When the military took over it implemented a free-market economy that suddenly meant those with means could go on a consumerism binge even as the poverty rate soared.
Retired accountant Sergio Gómez Martínez, 72, said that “fortunately, Augusto Pinochet led the coup” against Allende’s socialist government. He argued that his economic wellbeing improved under the right-wing military government “because there was order, employment, and the countryside and industries began to produce.”
Repression was unleashed on opponents on the day of the coup. On the days that followed, Congress was shut down and political parties were dissolved as the military junta snatched control of all aspects of society. Those opposed to the regime were regularly imprisoned and tortured and hundreds of thousands were forced into exile.
Gómez said the human rights violations of the Pinochet years “could have been avoided” but they do not seem to be at the centerpiece of his memory of the years of Pinochet’s rule, when by some estimates around 200,000 citizens went into exile for political reasons and some 28,000 opponents of the regime were imprisoned and tortured.
He’s hardly alone. Almost four in 10 Chileans think Pinochet’s 1973-1990 rule modernized the country and 20% see the dictator as one of the best rulers of 20th-century Chile, according to the Mori survey.
A regional survey by Latinobarómetro this year found that only 48% of Latin Americans think that democracy is preferable to any other form of government, which marks a 15-point drop from 2010.
Across Latin America, strongmen like El Salvador’s President Nayib Bukele are gaining popularity. Bukele has gained an ardent following due to his severe crackdown on gangs despite a record of human rights abuses.
Boric, meanwhile, has seen a sharp plunge in his approval ratings ever since he swept into power in March 2022 as Chile’s youngest-ever president at 36 following widespread student-led street protests that put on display how the economic inequalities borne from the dictatorship lived on. Citizens broadly rejected an effort last year to replace the country’s dictatorship-era constitution with what would have been one of the world’s most progressive magna cartas, and later went on to elect conservatives to write the next draft of the document.
Efrén Cortés Tapia, a 60-year-old painter, said his most vivid memories about the dictatorship years was not just the “repression” but also “not being able to listen to the music of forbidden folklore groups.” For him, the dictatorship led to “limits in the cultural development” as well as “fear and dread.”
Even as Chilean society grapples with its mixed feelings over the dictatorship, more is being learned about the repression of the years through the courts.
There are around 1,300 active criminal cases for human rights violations during the dictatorship and some 150 are serving sentences in Punta Peuco Prison, a facility exclusively set aside for those guilty of dictatorship-era crimes.
Boric’s administration is also looking abroad for answers, pushing the United States to declassify documents that can help shed light on the role Washington played in the coup it supported.
In late August, the CIA declassified portions of the President’s Daily Briefs related to Chile from Sept. 8, 1973 and Sept. 11, 1973 that confirm then-President Richard Nixon was briefed on the possibility of a coup.
During a recent visit to Chile, Rep. Alexandria Ocasio-Cortez, a Democrat from New York, said it was “very important … to acknowledge and reflect on the role of the United States” in the coup.
Pinochet remained in power until 1990, stepping down after a majority of Chileans voted against military rule in 1988. But he did not disappear and immediately became commander-in-chief of the Army until 1998 and later became a lifelong senator, a position he created for himself. He resigned in 2002 and died in 2006 without ever being convicted in Chilean courts, although he was detained for 17 months in London on the order of a Spanish judge.
“Chileans got used to living with Pinochet,” Lagos said. “Pinochet, I believe, is the only dictator in Western contemporary history, during this century and the last century, who, 50 years after his coup, is still appreciated by 30 or 40% of a country’s population.”

MEIO AMBIENTE: Cônsul geral do Japão visita Skate Park e demonstra interesse em firmar nova parceria com a Prefeitura de Porto Velho
Sema apresentará novos projetos visando novas melhorias para o local O cônsul geral do Japão em Manaus (AM), Masahiro Ogino visitou o Parque Jardim das Mangueiras, mais conhecido como Skate Park, na tarde de sexta-feira (15). O espaço trata-se de uma unidade de conservação que, no ano de 2.000, teve a praça construída através do Consulado Japonês, com recursos do país asiático. Acompanhado de assessores técnicos da Secretaria Municipal de Meio Ambiente e Desenvolvimento Sustentável (Sema) e de moradores do bairro, Masahiro Ogino fez questão de caminhar pelo parque para conhecer toda a estrutura (melhorias) e ver de perto as primeiras árvores plantadas no local. Ele fez muitas perguntas e demonstrou interesse em firmar nova parceria com o Município para o envio de mais recursos a serem aplicados no local. A Sema apresentará ao cônsul um projeto para atender às novas necessidades do parque, como a implantação de uma academia de ginástica, área de convívio e a construção de uma fonte no local onde existe uma nascente, na parte central do espaço, para embelezar mais ainda o parque e ajudar na preservação. PRESTAÇÃO DE CONTAS Masahiro Ogino informou que foram investidos U$ 2,8 mil (dólares americanos), que à época correspondiam em reais a R$ 55 mil, por meio de um programa de assistência a projetos comunitários do governo japonês. O intuito é promover a saúde, educação e água potável para os brasileiros que moram na região do parque, através da iniciativa da associação de moradores, que pretendiam transformar o local em um espaço de lazer. Como os recursos enviados são oriundos dos impostos pagos pelos japoneses, o cônsul afirmou que ele precisa acompanhar e prestar contas ao seu país, por isso fez questão de visitar e conhecer de perto o espaço. “A associação do bairro já não existe, mas a Prefeitura assumiu a responsabilidade de cuidar e está melhorando muito o espaço, sendo frequentado por muitas pessoas. E as primeiras árvores que plantamos já estão muito grandes. Portanto, estou muito contente e quero informar a conjuntura atual a Tóquio”, declarou o cônsul. MORADORA A professora Luciana de Souza Xavier, moradora do bairro desde 1986, disse que o projeto da associação tinha como objetivo acabar com um lixão e o matagal que existia, transformando a área em um espaço de lazer para a comunidade, especialmente as crianças, que por falta de opção brincavam na rua. “A gente participou do projeto de limpeza (havia muito lixo no local) e plantamos as primeiras árvores. Quando vejo isso aqui, a gente fica muito feliz porque aquele sonho lá atrás se tornou realidade, e hoje, todos podem aproveitar, inclusive os nossos filhos”, comentou. Illegally adopted during Chile’s dictatorship, they’re now reuniting with biological families (AP) Romina Cortés couldn’t pronounce her sister’s last name. Cortés, 43, waited impatiently Sunday at the airport in Santiago, Chile, where she would soon meet her sister, Maria, whose existence Cortés learned of just a month ago. That’s because Cortés’ sister, María Hastings, was one of thousands of Chilean children trafficked or illegally put up for adoption over the last 60 years or so, most during the dictatorship of Augusto Pinochet from 1973-1990. The illegal adoptions—20,000 of which are being investigated by Chilean justice officials and other social groups—extend back to the 1960s. Largely poor, young and indigenous women in vulnerable situations were either forced to give up their children or were told they died shortly after childbirth. Now, families like the Cortés’ are finally reuniting after decades.
The Death Throes of a Ukrainian City (NYT) Even from a few miles away, the death rattle of another Ukrainian city echoed through the mist and fog. Russian warplanes were dropping more thousand-pound bombs on Avdiivka in eastern Ukraine, reducing an already battered city to rubble and ashes. Since Jan. 1, President Vladimir V. Putin’s forces have dropped around one million pounds of aerial bombs on an area encompassing just 12 square miles, according to estimates by Ukrainian officials and British intelligence. Avdiivka fell to the Russians on Saturday, after some of the most horrific and destructive fighting of the two-year-old war. In the end, Russia’s superior firepower and manpower overwhelmed Ukrainian forces over many months, even as Russia incurred a staggering number of casualties. The Ukrainians withdrew under withering bombardment, fighting intense battles across ruined streets to break out of Russian attempts to encircle them. Russian warplanes bombed the hulking coke-processing plant on Avdiivka’s northern outskirts, using incendiary munitions to blow up fuel tanks at the plant, unleashing a toxic smog, according to Ukrainian soldiers fighting in the plant.

Some spend their weekends in the city’s theme parks. Some watch cricket matches on large outdoor screens. Others are filling their Facebook pages with skyline selfies or buying self-help books published in the West. Most mornings, Kabul’s English schools are crowded with Taliban soldiers and employees in camouflage jackets, who appear as eager as other students to study abroad. As the Taliban continues to change Kabul, some here have started to wonder if the city may also have begun to remake the Taliban.
Tribal violence in Papua New Guinea (AP) At least 26 combatants and an unconfirmed number of bystanders were killed in a gunbattle between warring tribes in Papua New Guinea, police said Monday. A tribe, their allies and mercenaries were on their way to attack a neighboring tribe when they were ambushed Sunday in Enga province in the South Pacific nation’s remote highlands, Royal Papua New Guinea Constabulary Acting Superintendent George Kakas said. Police Commissioner David Manning later described the clash as a “gunbattle between warring tribes.” An unconfirmed number of villagers also were killed.
The head of the UN’s lead agency helping Palestinians accuses Israel of seeking to destroy it (AP) The head of the main United Nations agency supporting people in Gaza alleged that Israel is intent on “destroying” the organization along with the idea that Palestinians are refugees and have a right to return home one day. Philippe Lazzarini accused Israel in an interview with the Swiss newspaper Tages-Anzeiger of having a “long-term political goal” of eliminating the U.N. aid agency he leads, which is known by the acronym UNRWA. It was created more than 70 years ago to assist Palestinians who fled or were forced from their homes during the 1948 Mideast war over Israel’s creation. “At the moment, we are dealing with an expanded, concentrated Israeli campaign, which is aimed at destroying UNRWA,” Lazzarini said in the interview published Saturday. Lazzarini, who has served as UNRWA’s commissioner-general since 2020, said Israel apparently believes that “if the aid agency is abolished, the status of the Palestinian refugees will be resolved once and for all—and with it the right of return.” Israel rejects Palestinian demands to allow descendants of refugees to return to what is now Israel, arguing it would dilute Israel’s Jewish majority.
Overwhelmed by War, Another Gazan Hospital Is Declared ‘Not Functional’ (NYT) The largest medical facility still managing to function in wartime Gaza is now a hospital in little more than name only, the head of the World Health Organization said on Sunday. After a week of siege by the Israeli military, there are only about 20 critically ill patients left at Nasser Hospital—but even that is too many for it to handle, said Tedros Adhanom Ghebreyesus, the W.H.O. director general. “Nasser hospital in Gaza is not functional anymore,” Dr. Tedros said on social media. Dr. Tedros said on Sunday that some 200 patients remained at the hospital in Khan Younis, in the southern Gaza Strip, and that about 20 of them urgently needed to be transferred elsewhere. Israel has justified its military actions at the hospital by saying that Hamas militants have been using it and other medical centers to conceal military activities, and on Sunday it said it had found both weapons and Hamas militants at the Nasser complex. Hamas has repeatedly denied using hospitals as cover.
As Gaza war rages, top U.N. court to hear arguments on Israeli occupation (Washington Post) The top U.N. court is set to begin public hearings Monday into the legality of Israel’s occupation of Palestinian territory. The six-day hearing could add to the political pressure on Israel over the war in Gaza, though its focus is on a broader issue: control of the occupied West Bank, annexed East Jerusalem, and the Gaza Strip. Israel does not consider that it “occupies” Gaza, arguing that it ceded control over the enclave in 2005, when it unilaterally withdrew. However, human rights groups say that Israel has maintained control over Gaza in other ways, including through a blockade, which Israel and Egypt imposed when the militant group Hamas took power in 2007. Meanwhile, the U.N. Security Council is expected to vote this week on a resolution drafted by Algeria that calls for an immediate cease-fire in Gaza. Washington—one of five permanent council members with veto power—has said it won’t support the measure.

Overall in 2023, the airport had 86.9 million passengers. The airport’s 2019’s annual traffic was 86.3 million passengers. The airport had 89.1 million passengers in 2018—its busiest-ever year before the pandemic.
South Africa’s main opposition party lays out plans to unseat the African National Congress (AP) Thousands of South Africans gathered in the capital Saturday to show support for the country’s biggest opposition party as it prepares for a much-anticipated national election in which it hopes to wrest control of the government from the ruling African National Congress. Many of the Democratic Alliance backers assembled in the Union Buildings, the official seat of South Africa’s government in Pretoria, expressed faith the party would deliver better basic services and address some of the country’s daunting challenges. These include a worsening electricity crisis that has caused rolling power blackouts for households and businesses on a daily basis. Participants at the Democratic Alliance conference also highlighted South Africa’s unemployment rate of over 32%.
Falls are a leading cause of bone breaks, brain injuries for U.S. seniors (Washington Post) About 1 in 4 U.S. adults 65 and older—more than 14 million people—suffer a fall each year, according to the Centers for Disease Control and Prevention. Falls are the leading cause of injury among those 65 and older, even though not all falls result in an injury, the CDC says. About 37 percent of older people who have fallen have sustained an injury that required medical treatment or activity restrictions. For instance, the CDC reports that 95 percent of hip fractures result from a fall, and falls also are the most common cause of traumatic brain injuries. The National Institute on Aging notes that the odds of falling increase with age, but falls often can be prevented. Standard suggestions include fall-proofing your home space (making sure all stairs have hand rails and are well-lit, eliminating most throw rugs and keeping walk spaces clutter-free), careful management of medications (especially those that can cause dizziness or confusion), having regular vision checks and staying as active as possible (including doing exercises to maintain strength and balance).
