The terrorist attack at Crocus City Hall was one of the deadliest in Russian history, and although Russia had been warned about it by multiple Western intelligence agencies — as well as by the intelligence services of Tajikistan — the FSB not only failed to prevent it, but also failed to take any increased security measures in Moscow. Instead, in the days before March 22, Vladimir Putin personally labeled the warnings as “blackmail.” All the while, since 2006 Russia has had a special body for countering terrorism — the so-called National Antiterrorism Committee (NAC), headed by FSB Director Alexander Bortnikov and boasting a membership that includes key security officials like Interior Minister Vladimir Kolokoltsev and Defense Minister Sergei Shoigu. The NAC's powers are virtually unlimited, and its activities seem to have been intense — 25 conferences, forums, roundtables and other events were held under the auspices of the NAC last year alone. Except the topics of these events were not ISIS terrorists, as one would expect, but opposition activists, Ukrainians, and LGBT people.

FSB chief Bortnikov reported on investigation progress of Crocus terrorist attack
Russia’s Federal Security Service (FSB) chief Alexander Bortnikov said that the perpetrators of the terrorist attack in Crocus wanted to damage relations in Europe.
At a meeting of the Council of Heads of Security Bodies and Special Services of the States, FSB chief Alexander Bortnikov reported the latest data on the investigation of the terrorist attack in the Crocus City Hall concert hall that took place on March 22. In particular, he named the coordinators, the total number of detainees, as well as one of the targets of the orderers of the terrorist attack.
Bortnikov said that police detained more than 20 people. He also added:
We are currently establishing the full circle of those involved in the atrocity. More than 20 persons have already been detained, including the direct perpetrators and accomplices.
The FSB chief said, two of the four participants in the attack arrived in Russia from Turkey shortly before the attack. One of the detainees admitted that he flew from there on March 4 and that he was offered half a million rubles for killing people.
Another defendant, Faridun Shamsiddin, published photos from Istanbul on social media in February. The eight photos bear the same date – February 23, almost all of them have geolocation: “Aksaray, Istanbul”. They include a photo of Shamsiddin himself, as well as shots at the Fatih Mosque.

Federal Security Service Director Alexander Bortnikov claimed during a visit to Bishkek on Friday that his agency has proof that “Ukraine’s military intelligence is directly related” to the Moscow concert hall terrorist attack on March 22. 
Bortnikov told a meeting of the Council of Heads of Security Agencies and Special Services of the Commonwealth of Independent States (CIS) that FSB investigators have established that attack plans, financing, and escape logistics were coordinated online by members of the Islamic State – Khorasan Province terrorist group. Bortnikov added that the FSB believes one of the terrorists’ goals was to damage Moscow’s relationship with other CIS members “by using religious and ethnic factors.” The FSB director said his agency is coordinating its work with counterparts in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.
Within days of the terrorist attack at the Crocus City Hall music venue on March 22, 2024, Russian senior officials began asserting — without evidence — that the perpetrators acted on orders from the Ukrainian government. Police have arrested more than 20 suspects in their investigation, including the four Tajikistani nationals who apparently carried out the attack. Videos have circulated online showing federal agents torturing the men after their capture. A nationwide crackdown on Central Asian migrants has followed in the terrorist attack’s wake.
