Nov. 5, 2018
More than a year after the Chinese government released the New Generation Artificial Intelligence Development Plan (AIDP), General Secretary Xi Jinping led a Politburo study session that emphasized the continued importance of artificial intelligence (AI) in official Chinese development and governance goals.
Politburo “group” or “collective” study sessions “are meetings at which top experts in the country are invited to deliver a lecture to members of the Politburo on a topic in which they specialize,” according to scholar Yiyi Lu, who wrote in 2007 that the meetings’ other uses include sending signals to lower officials, “forging consensus among the central leadership,” “facilitating policy implementation,” and assisting in leaders’ “image building.”
Peking University Professor and Chinese Academy of Engineering Academician Gao Wen (高文), who presented to last week’s session, is also a member of the New Generation AI Strategic Advisory Committee, formed earlier this year to implement the AIDP. (See Figure 1 in this DigiChina analysis for the full committee list.)
The session was covered prominently in Chinese media, but, as is often the case, official media supplied considerably less detail in English. Below, DigiChina translates the fuller Chinese-language official media coverage chronicling the event. –Ed.

Xi Jinping: Advancing the Healthy Development of Our Nation’s New Generation of Artificial Intelligence
Xinhua
October 31, 2018
During the ninth group study session of the Politburo of the Central Committee of the Chinese Communist Party, Xi Jinping emphasized:
Strengthening leadership, planning well, clarifying tasks, and laying a solid foundation to promote the healthy development of China's new generation of artificial intelligence.
The Politburo of the Central Committee of the Chinese Communist Party (CCP) convened the ninth group study session on the current status and trends of AI development on the afternoon of October 31. Xi Jinping, general secretary of the CCP Central Committee, emphasized that AI is an important driving force for a new round of scientific and technological revolution and industrial transformation. Accelerating the development of a new generation of AI is related to the strategic issue of whether China can seize the opportunities for a new round of scientific and technological revolution and industrial transformation. It is necessary to understand profoundly the great significance of accelerating the development of a new generation of AI, strengthen leadership, properly plan, clarify tasks, establish a solid foundation, promote AI’s deep integration with economic and social development, and advance the healthy development of China's new generation of AI.
Gao Wen, a professor at Peking University and an academician of the Chinese Academy of Engineering, explained the issue and discussed his opinions and suggestions.
The comrades of the Politburo of the CCP Central Committee listened carefully to the explanations and discussed the relevant issues.
Xi Jinping gave a speech as chair of the study session. He stressed that AI is a strategic technology heralding this round of scientific and industrial revolution and industrial change, and has a “lead goose” (头雁) effect with a strong stimulating nature. Under the impetus of mobile Internet, big data, supercomputing, sensor networks, neuroscience, and other new theories and new technologies, AI has developed rapidly, presenting new characteristics such as deep learning, interdisciplinary convergence, human-machine cooperation, group intelligence development, autonomous operation, etc. It is currently producing a major and profound influence on economic development, social progress, and the structure of international politics and economics. Accelerating the development of a new generation of AI is an important strategic handhold for China to gain the initiative in global science and technology competition, and it is an important strategic resource driving our country's leapfrog development in science and technology, its industrial optimization and upgrading, and a comprehensive leap ahead in productivity.
'Accelerating the development of a new generation of AI is an important strategic handhold for China to gain the initiative in global science and technology competition.'
Xi Jinping pointed out that AI is characterized by multidisciplinary integration and a high degree of complexity. We must strengthen deliberations and decisions, plan matters comprehensively, coordinate and innovate, move ahead steadily, and make strengthening original innovation capability into a focus point. With critical and core technologies as the main direction of advancement, lay down a basis for the development of a new generation of AI. We must: strengthen fundamental theory research; support scientists to bravely charge into the "no man's land" ahead of AI technological frontiers; strive to make transformative and disruptive breakthroughs in the development direction of AI and in areas such as theories, methods, tools and systems; and ensure that our country marches in the front ranks where it comes to theoretical research in this important area of AI, and occupies the high ground in critical and core technologies. We must focus on advancing in critical and core technologies. In this process let us be problem-oriented, comprehensively strengthen AI science and technology innovation capabilities, accelerate the establishment of critical common technology systems for a new generation of AI, pay firm attention to the structure of our shortcomings, and ensure that critical and core AI technologies are firmly grasped in our own hands. We must strengthen science and technology application and exploitation, closely focus on economic and social development demands, fully give rein to our country's advantages of vast quantities of data and its huge scale for market application, persist in a scientific and technological development path guided by demand and driven by the market, vigorously foster new products and services with AI innovations, move forward the industrialization of AI technologies, and create a desirable development structure in which science and technology innovation and industrial application mutually support each other. We must strengthen the building of personnel, forge high-level talent training platforms in many kinds and forms with ever greater determination and ever greater strength, strengthen training of reserve talent, and provide ever fuller talent support for scientific, technological, and industrial development.
'[I]ntegrate multi-disciplinary capabilities; strengthen research on legal, ethical, and social issues related to AI; and establish and improve laws and regulations, systems and institutions, and ethics and moral principles that ensure the healthy development of AI.'
Xi Jinping stressed that: our country's economy has transformed from a high-speed growth stage to a high-quality development stage; it is currently in a period in which it is transforming its development method, optimizing its economic structure, and changing its growth drivers; and it is urgently necessary that major innovations such as new-generation AI add wealth and enhance strength. We must profoundly grasp the characteristics of new-generation AI development, strengthen the convergence of AI and industrial development, and provide new drivers for high-quality development. We must: focus on building modernized economic systems; make supply-side reform into the main line; grasp the converged opportunity for digital, networked, and smart development; give rein to the role of AI in transformations of quality, efficiency, and dynamics; and raise the productivity of all factors. We must: foster AI enterprises and industries with major driving and stimulating effects; and build intelligent economic forms driven by data, with human-machine cooperation, cross-disciplinary convergence, and joint and shared innovation. We must give rein to the technological advantages of AI in industrial upgrading, product development, service innovation and other such areas; stimulate AI's deep integration with primary, secondary and tertiary industries; promote the transformation of all industries with AI technologies; and foster new growth points and shape new energies in mid-tier and high-end consumption, innovation leadership, green and low-carbon areas, the sharing economy, modern supply chains, human capital services, and other domains. We must promote the construction of intelligent information infrastructure, enhance the application of intelligent operation to traditional infrastructure, and shape infrastructure systems adapted to the needs of the economy and the smart society.
'Leading cadres at all levels must assiduously study the leading edge of science and technology, grasp the natural laws of development and characteristics of AI, strengthen overall coordination, increase policy support, and form work synergies.'
Xi Jinping pointed out that we must strengthen the integration of AI with safeguarding and improving the people’s livelihoods. Starting from safeguarding and improving livelihoods, and in order to create a beautiful life for the people, we must promote the deep application of AI in people's daily work, study, and life, creating more intelligent work styles and lifestyles. It is necessary to grasp the prominent contradictions and difficulties in people's livelihood, strengthen the in-depth application of artificial intelligence in the fields of education, medicine and healthcare, sports, housing, transportation, disability and elder care, and domestic service, innovating intelligent service systems. It is necessary to: strengthen the combination of AI with social governance; develop AI systems suitable for government services and decision-making; strengthen the integration of government information resources and accurate prediction of public requirements; promote the construction of smart cities; promote the deep application of AI in the field of public security; strengthen the use of AI in the ecological field; and improve the level of public services and social governance using AI. It is necessary to strengthen the analysis and prevention of potential risks in the development of AI, safeguard the interests of the people and national security, and ensure that AI is secure, reliable, and controllable. It is necessary to: integrate multi-disciplinary capabilities; strengthen research on legal, ethical, and social issues related to AI; and establish and improve laws and regulations, systems and institutions, and ethics and moral principles that ensure the healthy development of AI. Leading cadres at all levels must assiduously study the leading edge of science and technology, grasp the natural laws of development and characteristics of AI, strengthen overall coordination, increase policy support, and form work synergies.

Fonte

Guillain-Barre syndrome
Overview
Guillain-Barre syndrome (GBS) is a rare autoimmune disorder in which the body's immune system attacks its own nerves, causing muscle weakness and sometimes paralysis. It is named after the two French physicians who first described it in 1916.
GBS can affect people of any age, but it is more common in adults and in males. The exact cause of GBS is not known, but it is thought to be triggered by an infection or a virus, such as the flu, Zika virus, or Epstein-Barr virus.
The symptoms of GBS can develop rapidly over a period of hours or days, and they typically begin with tingling or weakness in the legs that then spreads to the arms and upper body. In some cases, GBS can cause complete paralysis of the muscles, including those used for breathing, which can be life-threatening.
Diagnosis of GBS is typically based on a combination of symptoms, physical examination, and tests such as nerve conduction studies and spinal tap to check for elevated protein levels in the cerebrospinal fluid.
Treatment for GBS usually involves hospitalization and supportive care, including close monitoring of breathing and other vital functions, as well as pain management and rehabilitation therapy to regain muscle strength and mobility. In some cases, intravenous immunoglobulin (IVIG) or plasma exchange therapy may be used to help stop the immune system from attacking the nerves.
Most people with GBS eventually recover, although the recovery process can be slow and may take several months to years. However, some people may experience ongoing muscle weakness or other complications, such as chronic pain or difficulty with balance and coordination.
Symptoms
The symptoms of Guillain-Barre syndrome (GBS) can vary from person to person, but they usually begin with tingling, numbness, or weakness in the legs that then spreads to the arms and upper body. The symptoms typically develop rapidly over a period of hours or days, and they can progress to more severe muscle weakness and sometimes paralysis.
Other common symptoms of GBS may include:
- Difficulty with walking or climbing stairs
- Loss of reflexes
- Difficulty with eye movements, facial movements, or speaking
- Sensations of pain or discomfort
- Difficulty with bowel or bladder control
- Rapid heart rate or fluctuations in blood pressure
- Difficulty breathing, especially if the chest muscles are affected
It is important to note that the symptoms of GBS can be similar to those of other neurological conditions, so it is important to seek medical attention promptly if you experience any of these symptoms. A healthcare provider can perform a thorough evaluation to determine the cause of your symptoms and recommend appropriate treatment.
Types
There are several different types of Guillain-Barre syndrome (GBS), including:
- Acute Inflammatory Demyelinating Polyneuropathy (AIDP): This is the most common type of GBS, accounting for approximately 85% of cases. It is characterized by inflammation and damage to the myelin sheath that covers the nerves, which can cause muscle weakness and paralysis.
- Miller Fisher Syndrome (MFS): This is a rare variant of GBS that accounts for about 5% of cases. It is characterized by weakness in the eye muscles, difficulty with coordination, and absent reflexes.
- Acute Motor Axonal Neuropathy (AMAN): This is a less common variant of GBS that affects the motor nerves and can cause rapid muscle weakness and paralysis.
- Acute Motor-Sensory Axonal Neuropathy (AMSAN): This is a very rare variant of GBS that affects both the motor and sensory nerves and can cause severe muscle weakness and sensory loss.
- Bickerstaff Brainstem Encephalitis (BBE): This is a rare variant of GBS that affects the brainstem and can cause symptoms such as double vision, difficulty with coordination, and altered consciousness.
It is important to note that these different types of GBS can overlap and may not always fit neatly into one specific category. A healthcare provider can perform a thorough evaluation to determine the type of GBS and recommend appropriate treatment.
When to see a doctor
It is important to seek medical attention promptly if you experience any symptoms of Guillain-Barre syndrome (GBS), as early diagnosis and treatment can help to reduce the severity and duration of symptoms. Some signs and symptoms that may indicate GBS include:
- Tingling, numbness, or weakness in the legs that spreads to the arms and upper body
- Difficulty with walking, climbing stairs, or performing other everyday tasks
- Loss of reflexes
- Difficulty with eye movements, facial movements, or speaking
- Sensations of pain or discomfort
- Difficulty with bowel or bladder control
- Rapid heart rate or fluctuations in blood pressure
- Difficulty breathing, especially if the chest muscles are affected
If you experience any of these symptoms, you should contact your healthcare provider as soon as possible. Your healthcare provider can perform a thorough evaluation to determine the cause of your symptoms and recommend appropriate treatment. In some cases, GBS can be a medical emergency, so it is important to seek immediate medical attention if you have difficulty breathing, severe muscle weakness, or other concerning symptoms.
Causes
The exact cause of Guillain-Barre syndrome (GBS) is not fully understood, but it is thought to be an autoimmune disorder in which the body's immune system mistakenly attacks the nerves that control muscle movement. This immune system response may be triggered by a viral or bacterial infection, such as:
- Campylobacter jejuni: This is a type of bacteria that is commonly found in contaminated food, particularly raw or undercooked poultry.
- Cytomegalovirus (CMV): This is a common virus that can cause mild symptoms in healthy individuals, but may trigger an immune response in people with a weakened immune system.
- Epstein-Barr virus (EBV): This is the virus that causes mononucleosis, a common viral infection.
- Zika virus: This is a virus that is spread by mosquito bites and has been linked to an increased risk of GBS.
- Influenza virus: This is the virus that causes the flu, and some studies have suggested that it may increase the risk of GBS.
It is important to note that not everyone who develops an infection will develop GBS, and the exact mechanisms that trigger the immune system response in GBS are not well understood. Other factors that may increase the risk of GBS include a family history of the condition, being male, and being older than age 50.
Risk factors
There are several factors that may increase the risk of developing Guillain-Barre syndrome (GBS), including:
- Infections: As mentioned earlier, infections with certain bacteria and viruses have been linked to an increased risk of GBS.
- Age: GBS can affect people of all ages, but it is more common in adults over the age of 50.
- Gender: GBS is more common in men than in women.
- Family history: Although GBS is not thought to be directly inherited, people with a family history of the condition may be more likely to develop it.
- Recent surgery or vaccination: In rare cases, GBS may develop after surgery or vaccination.
- Other medical conditions: People with certain medical conditions, such as HIV, Hodgkin's lymphoma, and lupus, may be at increased risk of developing GBS.
It is important to note that not everyone with these risk factors will develop GBS, and the exact mechanisms that cause GBS are not well understood. If you have any concerns about your risk of developing GBS, you should discuss them with your healthcare provider.
Complications
Guillain-Barre syndrome (GBS) can cause a range of complications, some of which may be serious or even life-threatening. Some of the possible complications of GBS include:
- Respiratory failure: In some cases, GBS can affect the muscles that control breathing, leading to respiratory failure and the need for mechanical ventilation.
- Blood clots: People with GBS may be at increased risk of developing blood clots, particularly if they are immobile or confined to bed.
- Pressure sores: People with GBS who are confined to bed or a wheelchair may be at increased risk of developing pressure sores.
- Abnormal heart rhythms: GBS can affect the nerves that control the heart, leading to abnormal heart rhythms.

AIDS HIV Treatment Centers in Delhi
The Signs of HIV
The HIV Doctor Near me virus weakens the immune system. A virus is the cause of HIV. HIV can spread through sexual contact, sharing needles for illicit substances or injections, coming into contact with contaminated blood, or mother-to-child transmission during pregnancy, childbirth, or breastfeeding. The initial few weeks following HIV infection are considered the acute infection period. During this stage, the virus reproduces very swiftly. Some individuals initially experience none of these symptoms during this time. However, many people experience symptoms in the first month or two after contracting the virus, but frequently without realizing that HIV is the cause of those symptoms. HIV can present with early signs like:
Fever
Chills
An enlarged lymph node
Aches and pains in general
Body rash
Unwell throat
Headache
HIV symptoms are similar in men and women despite the fact that they vary from person to person. These symptoms could change or gradually get worse. If a person has been exposed to HIV, they may have also been exposed to other STDs (STIs). Trichomonas, gonorrhoea, Chlamydia, and syphilis are a few of these. STI symptoms, such as sores on the genitalia, may be seen earlier by men and those with a penis than by women.
VIRUS OF HUMAN IMMUNODEFICIENCY
Peripheral neuropathies are one of the many neurologic issues that HIV infection can cause. A neuropathy affects 20% of HIV-infected people, either directly from the virus, indirectly via other viral infections or neurotoxicity brought on by antiviral drugs (see below). Distal symmetric polyneuropathy (DSP), inflammatory demyelinising polyneuropathy, numerous mononeuropathies, polyradiculopathy, autonomic neuropathy, and sensory ganglionitis are the main peripheral neuropathy manifestations linked to HIV infection.
Distal symmetric polyneuropathy associated with HIV
The most prevalent type of peripheral neuropathy linked to HIV infection is DSP, which is typically found in AIDS patients. The distal extremities experience numbness and severe parenthesis, which define it. Although the pathogenic cause of DSP is uncertain, true peripheral nerve infection is not the cause. The production of cytokines from nearby inflammatory cells may be the reason why the neuropathy is immune-mediated. Although it may play a role occasionally, a vitamin B12 deficiency is not the main factor in the majority of DSP cases. Older antiviral drugs can potentially lead to a painful sensory neuropathy and are neurotoxin as well.
Inflammatory Demyelinising Polyradiculoneu- Ropathy Associated with HIV
HIV infection can result in the complications of CIDP and acute inflammatory demyelinising polyneuropathy (AIDP). While CIDP can happen at any point during the duration of the infection, AIDP typically develops at the time of seroconversion. Idiopathic AIDP or CIDP is not differentiated based on clinical or EDX findings. This HIV-associated polyradiculoneuropathy can be distinguished from idiopathic AIDP/CIDP due to lymphocyte pleocytosis and increased protein levels in the CSF.
Progressive Polyradiculopathy associated with HIV
Patients with AIDS may develop an acute, progressive lumbosacral polyradiculoneuropathy, which is typically caused by CMV infection. Patients typically present with asymmetrical severe radicular pain, numbness, and limb paralysis. The CSF is aberrant, showing a high protein level, a low glucose level, and most noticeably, neutrophilic pleocytosis. Active axonal degeneration characteristics are revealed by ED investigations. Antiviral medication may help the polyradiculoneuropathy.
Multiple Moon neuropathies Associated with HIV
Patients with HIV infection can also develop multiple mononeuropathies, typically in the context of AIDS. Wherever the damaged nerves are distributed, weakness, numbness, parenthesis, and pain are experienced. Axonal degeneration with necrotizing vacuities or perivascular inflammation may be seen in nerve biopsies. Treatment with glucocorticoids is advised for vacuities caused directly by HIV infection.
Sensory Neuronopathy/Ganglionopathy Associated with HIV
A extremely uncommon side effect of HIV infection called dorsal root ganglionitis might appear as neuronopathy. Similar to idiopathic sensory neuronopathy/ganglionopathy, patients experience sensory ataxia. Reduced amplitudes or the absence of sensory nerve action potentials are revealed by NCS (SNAPs).
HIV Testing
Either a blood test or a saliva test can be used to diagnose HIV. A test can be taken at home, in a doctor's office, or at a testing facility in your neighborhood. All HIV antibody tests will search for HIV-1, which is more prevalent than HIV-2. HIV antigen assays named p24 antigens and combination testing for HIV antibodies have been developed. Since a person can contract the virus even if they don't feel sick, testing is crucial to safeguarding others.
HIV Treatment and Medicine Options
If you test positive for HIV, evidence indicates that if you begin treatment right away (or even resume it after a break) and stick with it, you can lower your viral load to undetectable levels, strengthen your immune system, and stop the spread of the disease to others. Proper up arrow. You should begin HIV therapy as soon as possible following diagnosis, according to organizations like the National Institutes of Health. Eight classes and more than 30 distinct HIV medications are available. They work in several ways to stop the virus from multiplying and are together referred to as antiretroviral therapy (ART). Proper up arrow although new drug combinations only provide for two medications to be mixed in one pill, people frequently take a combination of three medications from at least two separate classes.

The Association has raised $55,205 two years into its five-year fundraising goal to create opportunities in the natural products industry for students of historically black colleges and universities.
The Organic & Natural Health Association has surpassed its five-year goal of raising a minimum of $50,000 for the Williams-Franklin Foundation (WFF) in less than two years since it made the commitment in 2021. The Association has raised $55,205 with the help of various natural products industry events and supports, and have raised awareness for opportunities in the natural products industry for students of historically black colleges and universities.
“This is exactly what we were hoping for,” said Karen Howard, CEO and executive director of Organic & Natural Health, in a press release. “It was important to our association to do more than talk about lack of representation in the industry, but rather take action and create an effort that the entire industry could embrace and collaborate on together.”
Major industry organizations including AIDP, Atrium Innovations, Barrington Nutritionals, Council for Responsible Nutrition, Health Wright Products, Informa Markets, Mercola, Natural Grocers, New Hope Network, Nordic Naturals, Pitch Publicity, Purity Products, RedLeaf Biologics, RFI Ingredients and What’s Up With Supps have sponsored, partnered or supported the WFF “Organic & Natural Health Scholarship Fund,” which has supplied seven scholarships, to date, to HBCU students interested in pursuing health and wellness careers, with more scholarship recipients being announced later this year.
“It’s been rewarding to work with so many industry leaders on this effort. We continue to put the invitation out there to participate and be part of this systematic change that is needed in our industry,” said Howard. “The first opportunity to meet the Williams-Franklin Foundation founders in person, while supporting the Organic & Natural Health Scholarship Fund will be at NBJ Summit. We have doubled our fundraising goal and want to raise a total of $100,000 by the end of the summer. This will significantly fast track our original initiative by providing HBCU students more opportunities to pursue careers in our industry.”
WFF’s founders Dwight and LaShelle (Williams) Franklin, both HBCU graduates, will share their story in person at NBJ Summit from 11:35 to 11:50 AM PT, on July 26 (both in-person and virtual conference attendees will be able to view this presentation). One-on-one meetings with the Franklins at NBJ Summit may be arranged during the conference through Organic & Natural Health. For those interested in supporting the cause, following the NBJ Conference, on July 28, What’s Up With Supps will host an industry-wide networking event to benefit WFF’s “Organic & Natural Health Scholarship Fund.” Additionally, Red Lead Biologics has partnered with Organic & Natural Health during the 2022 fundraising events to entice more participation from the industry by offering WFF donors the opportunity to participate in an all-expenses paid trip to Lexington, Kentucky’s “All Jockey Access” at the Keeneland’s Fall Race Meet.
