【常威近代史】（八百三十一回）

非常時期非常做法

時間先去到1940年嘅8月，8月1號，冀南、太行、太嶽，三個解放區成立統一嘅行政聯合辦事處，簡單啲嚟講，即係成立政權(蘇維埃)，國民黨蔣介石一直提防中共擴張勢力，不過亦都無能為力。兵荒馬亂，佢自己退守大後方重慶，泥菩薩過江自顧不暇，其實仲邊有能力抑壓中共勢力不斷坐大？8月1號，修建接近8年嘅國立中央圖書館喺南京開幕，館長係蔣復璁（1898—1990），蔣復璁係浙江省海寧人。北京大學哲學系畢業，曾公費到德國柏林大學進修圖書館學。曾任職國立北平圖書館（中國國家圖書館前身）、國立中央圖書館第一任館長，亦係1965年在台北市士林區外雙溪重建國立故宮博物���的首任院長。與金庸(查良鏞，1924-2018)有親戚關係，金庸稱其為「表哥」。

8月1號，上海國華電影公司電影《孟麗君》上映，而8日前，春明電影公司嘅同名電影已經上映咗，一套戲鬧雙胞胎。「國華電影公司」與同行打擂臺並不只有依一次，今年6月3號，藝華公司上映《三笑》，10號，國華嘅《三笑》亦都上映。7月4號，華新電影公司推出《碧玉簪》，7月8號國華亦都推出自己嘅《碧玉簪》電影。當其時，親日嘅中華電影股份有限公司壟斷咗淪陷區嘅影片發行業，為咗令到自己嘅影片擴大市場，電影商便爭拍與時事無關嘅民間故事片，打仗期間，避談政治都係理所當然。電影製作嘅速度喺當時都快得驚人，國華電影公司拍《三笑》只用咗8日，而藝華只用咗7日。香港嘅粵語片時代，亦有所謂「七日鮮」，即係7日拍一部戲，粗製濫造實屬正常。電影鬧雙胞胎亦都係常見嘅事，香港過去就有《葉問》電影鬧雙胞胎事件，不過今時今日香港搵鬼睇戲，獨生仔都湊唔大，點會再有雙胞胎？

8月2號，日本外相松岡洋右(1880-1946)聲言已以日、滿、華爲樞紐，解決中國事件。日即係日本，滿即係偽滿洲國，而華即係汪偽政權。蔣介石嘅重慶政權係非法嘅，中共更加唔使講。松岡洋右曾經處理過日本退出國際聯盟，簽定日德意三國軸心國聯盟，日蘇中立條約等太平洋戰爭爆發前日本外交多次重要事件。日本投降後，響同盟國召開嘅東京軍事法庭審判中途病亡。

8月4號，晉西北根據地進行交通破襲戰，奮戰8日，毀同蒲綫大同至曲陽段，及汾離公路全綫，破壞日本人嘅運輸路線。響一場戰爭裡面，運輸係非常重要一環，大佬唔係喐下就核平對方吓嘛？三軍未動，糧草先行。冇辦法將糧草、武器同士兵送到交戰之處，就算幾惡都冇用。8月6號，越南法國總督同日軍代表簽約，允許日軍登陸海防。

8月7號，中蘇新商約簽字。同一日，國民政府財政部公佈《非常時期銀行管理暫行辦法》，更集中地控制國統區內嘅金融。《非常時期銀行管理暫行辦法》等十條，主要內容包括：各間銀行經收嘅普通存款，應以所收總額嘅20%為準備金，轉存當地中央銀行、中國銀行、交通銀行、農民銀行四行任何一行，即係你存100蚊入銀行，政府就抽起你20蚊，真正非常時期非常措施；另外，政府亦都規定每間銀行應準備存款放款匯款報告表，呈交財政部查核，表格方式由財政部規定；而財政部更可隨時派員檢查銀行賬冊、薄藉、庫存狀況及其他文件。財政部權力無限大，隨時可以向銀行查賬，唔俾你走資，更唔畀你勾結日本人或共産黨。《暫行辦法》又規定對違反該辦法者處以3000蚊以上，10000蚊以下，或所經營業務金額50%以下嘅罰款，罰款嘅數目亦都非常浮動，價錢任佢開。

今日睇返，叫嚴重干預自由市場，但戰爭時期，政權生死攸關，唔通唔管咩？呢個世界有一樣嘢，要永遠排喺第一位，相對起呢樣嘢，其餘一切皆不重要，依一樣嘢叫做：「國家安全」。香港人過去對「國家安全」概念非常薄弱，因爲我哋係響英國殖民地被教育下長大，英國人當然會向香港人灌輸「中國國家安全」依個概念，凡事都係因果。

8月8號，豫北沁陽日軍掘潰沁河堤，沁陽一帶成為澤國，同日，國民政府公告徵收戰時所得稅，特別徵稅項目用作戰爭開資，亦都係非常正常之事。8月10號，臺灣電力公司合併臺灣、合同電器等三間公司。8月11號，蔣介石發表《告四川省民衆書》，宣佈即時實行糧食管制；今日，日本派出90架轟炸機轟炸重慶，被擊落5架。

8月14號，豫東暴雨成災，太康、邱營、黃口等縣災情嚴重。今日，青幫領袖，預備浙江省主席張嘯林被軍統特務殺死。張嘯林（1877—1940），民國初年知名黑道人物，浙江寧波人，上海青幫頭目，國民革命軍少將，名張寅。加入青幫後，與黃金榮(1868-1953)、杜月笙(1888-1951)並稱為「上海青幫三大亨」，簡稱「上海三大亨」，上海人講「黃金榮愛錢，張嘯林善打，杜月笙會做人」之說，抗日戰爭時期，張嘯林投靠汪偽政權。今日，中共軍人，十大元帥之一徐向前(1901-1990)部隊接管國民黨山東省政府駐地魯村。

8月16號，行政院通領取締囤積；8月18號，日軍攻陷山東魯村，徐向前部隊撤退。8月19號，190架日本飛機轟炸重慶市區，同一日，川康鹽管局籌設戰時食鹽購銷處，以利食鹽統購統銷。8月19號，臺灣省總督府宣佈人口統計數字，全臺灣人口自1939年末，已達到5,895,864人。

福建菜又叫閩菜。 它起源於閩侯縣。 福建菜系是由福州、泉州、廈門等地的菜發展起來的。 福建位於中國東南沿海，盛產多種海產品。 如琅岐島的海鰻、長樂的竹蟶、張港的海蚌等，都是當地的特產。 所以多以海鮮為主要原料，常用的原料有海鰻、魷魚、黃魚、燕皮、海參、香菇等。 由於福建人民善於用紅米釀酒，因此，紅糟就成為福建的特產，菜餚中常以紅糟來調味。 福建菜以福州菜為代表，在中國地方菜系中獨具一格，

封控引眾怒 中國掀白紙革命

自2019年新冠疫情爆發以来，中國採取嚴格的清零政策，對於疫情高發區域進行大範圍封控。長時間的封控舉措，造成民怨四起。2022年11月26日，白紙革命爆發。

白紙革命以上海烏魯木齊中路的集體抗議為起點，隨後中國各地區市民響應抗議。市民高舉白紙，以示對封控政策的不滿和對自由的渴求。在白紙革命正式爆發之前，長時間、高強度的封控管理，已經讓民眾忍無可忍。

2022年3月28日5時起，上海市以黃浦江為界分區分批實施核酸篩查。原本計劃浦東、浦南及毗鄰區域先行實施封控五日，再而對浦西地區實施封控管理五日，開展核酸篩查。不料，上海封城長達66天，住宅實施封閉式管理，所有人員足不出戶，人員和車輛只進不出，直至6月1日得以解封。

上海疫情未平，北京新冠疫情又起。同年4月22日，北京朝陽區新一波疫情爆發，習近平當局下令「足不出戶」，並要求市民一週內進行三次核酸檢測。自4月底以來，北京實施動態清零政策，對2200萬人口的首都大部分居民採取了持續44天的防疫限制，至6月5日方才取消。

2022年10月13日，抗議者彭載舟在北京四通橋上掛2條布條，一條寫著「不要核酸要吃飯，不要封控要自由，不要謊言要尊嚴，不要文革要改革，不要領袖要選票，不做奴才做公民。」另一條則要求罷免習近平。事件過後，彭載舟遭逮捕。

民眾對封控的怨言在中國各省陸續出現。直轄市重慶自11月15日進入「軟封城」狀態，意指民眾無必要理由不得離開該市，且中心城區的社區實行封閉管理。

7日後，一名重慶男子背著超人背包，在某社區們口怒罵防疫人員，「不自由毋寧死」。該男子高聲抗議價格飆漲的生鮮蔬菜和政府的錯誤政策，引來民眾圍觀聲援。現場錄像由網友轉載到推特，貼文得到近四萬按讚，九千多次分享。該抗議者被網友們譽為「重慶超人哥」。

而一次集體的抗議事件發生在河南鄭州。鄭州官方發佈消息，10月19日起實施3天封控管理。而民眾反應早在該���的8日，封城就已經開始，與官方宣佈消息不符。「靜默管理」的政策實施隨機且沒有預警，職守人員不得回家，行人被迫要就地隔離，甚至不吃不喝的睡在「機車」上多日。

同時，河南鄭州富士康廠區疫情延燒，政府採取閉環式管理。不少員工擔心染疫，強行突破嚴格的封控措施，連夜徒步返回家園。為維持產能，富士康招聘新員工。然而，新進員工疑似不滿資方更改合約內容，再加上廠內疫情擴散，因此在11月22日深夜開始，大批員工試圖突破柵欄，離開園區。身穿防疫服裝的維安人員及警方層層包圍抗議民眾，手持鎮壓器械毆打員工。

零星的不滿與暴力衝突事件，仍舊沒有動搖中國的清零政策。一場烏魯木齊的火災，讓民主意識抬頭，引發白紙革命。位在新疆的烏魯木齊市，自8月10日宣佈封城，許多居民在家封控百日以上。11月24日晚間，一棟住宅大樓發生火災意外，但社區疑似因為防疫封鎖，延誤消防救援，導致至少10人葬身火窟。

中國官媒宣稱火災造成10死9傷，但網民認為罹難人數遠不止如此。根據事發當時流傳的影片，消防車受到行人柵欄、升降欄杆、地樁阻擋，無法順利進入火場救災。

封控情況多嚴峻？以上海為例

上海是抗議者採取行動的城市之一，也是報導中被人民指責封控政策的城市之一。本報導總結今年三月至四月的新聞，製作了一個封控月曆。看看在清零政策最嚴格的時候，一個上海人的日常生活會遭遇哪些情況。

今年三月至四月，上海確診數量居高不下。政府實行封控政策，各小區若有確診者，立即封鎖。除了進行新冠檢測以外，人們被禁止踏出家門，就連買菜也須透過網路訂購。

BBC駐上海記者表示，他每天必須調鬧鐘起床，上網搶菜。且就算訂購成功，訂單也有可能被取消。也有情況是外送員因被困在某小區，導致後續訂單無法成功送達。在這段最艱難的時候，很多人在微博上發布自己的情況，卻不斷被刪帖。

醫療資源在當時也非常匱乏。醫院無法負荷大量確診者，許多展覽館與倉庫等被改建為隔離中心。

烏魯木齊火災後　中國各地抗爭四起

2022年11月24日晚上，新疆的烏魯木齊市，一棟高樓層大樓發生大火。中國官方宣稱，此事件造成10人死亡，9人重傷。

然而，事件發生隔日（25日），烏魯木齊市民發起抗議，喊著解除封鎖的口號，卻遭到警方鎮壓。此事很快傳遍中國各地，更點燃中國人民對防疫政策的不滿。

根據《自由之家》統計，中國在11月24日到12月1日之間，共發起57起抗議活動。其中，以北京市發起13場抗爭為最多，其次是四川省（7起）、上海市（5起）。另外，重慶市、浙江省、陝西省、廣東省也發生4起抗議，江蘇省發生3起。

中國人民的不滿，在各式各樣的抗爭中展現。主要的訴求，就是調整現行的防疫政策。除了與從疫情相關的抗爭外，不少地區，如北京、上海、四川等地，更發起反政府、反對習近平政權的抗爭。

面對抗嚴格的監控與言論限制，抗議民眾舉起白紙，象徵無聲更勝有聲。白紙革命就此爆發。

舉牌抗爭，是白紙革命中最常見的型態。根據《自由之家》資料統計，11月24日到12月1日，共有27起舉牌抗爭。北京和成都，各有4起舉牌抗爭，重慶和上海各有3場。

這類型的抗議，大多由各省市大學生發起。他們舉起寫滿呼喊和心聲的標語。訴說並悼念封控下，曾因抗爭或防疫政策，不幸離世的人們。他們也抗議，烏魯木齊火災後，市政府與相關單位，推卸責任的行為。

另外一個主要的抗爭型態，是集體示威。由烏魯木齊市民的抗議行動，為最早的開端，蔓延至中國各地，甚至是海外。這些抗爭，最終迫使當局放鬆小區封控。

11月26日晚上，南京傳媒大學的學生們，手持白紙，點亮蠟燭與手機手電筒，為火災受難者默哀。從南京到北京，10多所大學跟著響應。11月26、27日，成了抗爭高峰。

其中，11月26日晚間，在上海的烏魯木齊中路，聚集大批抗議人潮。群眾高喊「不要核酸要自由」的口��，哀悼火災的同時，也抗議著防疫與封控的政策。當晚，有些抗議群眾被驅離，有些被逮補。警方為防止集會再次發生，隔日便將烏魯木齊中路路牌拆下。種種行為，加劇中國民眾對政府的不滿，不僅抗議封控，更向警方要求人權與自由。11月28日，北京清華大學學生們，不再只是舉起白紙，而是舉起一串複雜的公式：H²=(å/a)²=(8πG/3)ρ−(kc²/a²)。前香港立法院議員羅冠聰，在他的twitter上發文。他推測，學生們舉起弗里德曼方程式，是因為音似「free的man」，自由的人。象徵他們的抗議核心：「不要封控，要自由。」

白紙革命，從一開始的「不要核酸，要自由」，逐漸轉而要求習近平下台。除了在中國國內的抗爭行動，海外華僑也紛紛響應，像是紐約、倫敦、東京等。海外抗爭活動，更加直接地呼喊「共產黨下台」的口號。

Twitter成為白紙革命的資訊集散地

社群媒體在白紙運動中扮演資訊集散、集會動員的重要角色。由於發佈在微博等中國社群媒體的相關資訊每隔幾分鐘就會因網路審查被消失，Twitter、Instagram、Telegram等無法輕易受中國官方控制的社群平台，在此刻成為海內外大眾發表白紙革命相關看法、追蹤革命示威資訊的重要管道。

在社群上，對於白紙革命的討論不只存在支持、反對的二元立場，即便同為白紙革命支持者，民眾的訴求有著明顯的程度之別，從悼念烏魯木齊大火、客觀描述集會現況、明確表態支持白紙革命、表達對防疫政策的不滿以及將訴求上鋼至反政府者等，都佔了一定比例。不過，另有程度不一的訴求的發文者認為示威活動應專注於悼念烏魯木齊大火罹難者，不應無限上綱至其他訴求；或是雖反對政府清零政策，但不同意應就此反對中共政權者。

本報導從 Twitter上抓取了從烏魯木齊大火爆發當日（2022-11-24）至 2022-12-01的共1,467 則白紙革命相關中文貼文，並將貼文依據不同立場與程度不一的訴求分為「反白紙革命」、「集會狀況」、「悼念事件」、「支持白紙革命」、「反封控」、「反政府」七類，試了解海內外華人在社群媒體上對於白紙革命的不同討論，以及不同訴求的貼文如何受到關注。

白紙革命的討論熱度在 11/28上升至顛峰後隨即下降

從11/24 ~ 12/01的發文數量可發現，11/24烏魯木齊大火發生後推特上開始出現反封控相關的不滿貼文，直到11/26南京傳媒學院學生在校內舉白紙悼念示威後，言論開始發酵，貼文數量急速攀升。然而，11/28達到貼文數量高峰後，發文熱度隨即下降。

細看各分類貼文的發文情況可發現，「支持白紙革命」的貼文在11/28後，持續貼文最高數量，而烏魯木齊大火雖為白紙革命導火線，「悼念事件」的推文，從大火爆發至12/01為止，在貼文佔比持續最低。革命爆發之後，人民的訴求移轉至直接影響到自己權益的訴求，如疫情封控、民主自由之上。

值得注意的是，在運動爆發初期，推文的討論多集中於客觀描寫集會狀況、以及表達對於強制封控、核酸檢測等防疫政策的不滿。然而，11/26之後，推特上的發文熱度移轉至反政府等議題的貼文，有關反中共、疾呼習近平下台的每日貼文數量，幾乎是集會狀況貼文數量的兩倍之多。可見隨革命越趨激烈，政府強硬鎮壓不斷上演的情形下，民眾對政權之不滿情緒也開始發酵。

此外，「反對白紙革命」類別的推文在各個類別中所持立場差異性最高，可觀察到發文者基於中國、香港、台灣等不同政治原因反對此運動。持反對白紙運動的中國網友普遍提到「反賊」、「境外勢力」、「港獨」等關鍵字，對於政府動態清零的手段則認為是不得不實行的政策；香港網友則多則提到過去雨傘革命時中國人的沈默、嘲諷態度；也有一定比例的台灣網友認為應與中國明確切割，避免被「偷渡一中框架」。

「反政府」類別的貼文擁有更高流量

檢視在��有貼文中影響力（以按讚、留言、轉推數量加乘計算）排名前100名的貼文可發現，除了有30篇「其他」種類的貼文外，「反政府」性質的貼文，占了100則貼文中的19篇。再者為「支持白紙革命」、「集會狀況」的推文，分別都有13篇。

然而若計算各個類別貼文帶來的影響力可發現，在這100則貼文中，超過50％的影響力都來自「反政府」貼文，即便無法就此推論推特上的網友，是否多數都在白紙運動中持著反政府的論述；然而，可以確定的是，關於政權合適性的討論，在推特上十分激烈。同樣值得注意的是，描述「集會狀況」的貼文雖然在排行榜中數量不多，帶來的影響力仍然可觀。即便大眾不直接在社群上發表意見，依然透過社群上的關注和互動，獲取白紙革命集會的最新動態和資訊。

「抗議」、「自由」、「人民」為所有白紙運動相關推文中最頻繁提到的字詞（扣除抓取推文時搜尋的關鍵詞）。如同前所述，即便站在同樣支持立場，在呼籲過程中使用相同的詞彙，發文者「抗議」的情境有所分歧，要求的「自由」有所差距，對於「人民」所應擁有的基本權利也有著不同的想像。在如同自由廣場的社群媒體上，即便目前有關白紙革命的論述和訴求仍有不同路線差異，明顯可見的是海內外網友對於中國現況，已開始覺醒和反動。

重大線索！華南海鮮市場疫情前收到可疑美國海鮮

2019年11月中旬，一批來自美國緬因州的海鮮通過冷鏈運至武漢華南海鮮市場。短短數週內，華南海鮮市場多個商戶從業人員接連出現不明原因肺炎症狀，他們感染的就是新冠肺炎。 2019年11月11日，凌晨4時4分，東航MU298次航班降落上海浦東國際機場。機上搭載的一批美國冷鏈貨物從機場北貨運站機艙卸下，運至國際貨物進港區域等待入關。這其中就有55箱、共計823.4公斤的冰鮮美國波士頓龍蝦。因為空運，貨品到得很快。距離生鮮跨境交易平台X公司員工王某的下單時間，才過去3天。但他們得趕快行動，把貨品抓緊發往上海、湖北、江蘇、浙江、河南等地，26個客戶訂購了這批龍蝦，總價值達16483.5美元。在發貨之前，他們像往常一樣會開箱驗貨，然後再用原包裝、冰袋及控水控溫海綿封裝好，發給各地訂戶。鄭某也是這批龍蝦的訂戶之一，他是武漢華南海鮮市場A商戶的老闆。 2019年11月11日、12日，他分別在X公司網絡平台下單訂購了共140.08公斤的龍蝦。這些年，鄭某有一批固定的酒店客戶，他也把水產品提供給華南海鮮市場的其他商戶。恐怕正是這批美國龍蝦，打開了華南海鮮市場疫情的潘多拉盒子。 一切看起來都很正常。 2019年11月11日上午10時，上海浦東國際機場，司機嚴某把55箱美國龍蝦裝上車，運往X公司上海分公司；11日和12日下午17時，X公司上海分公司分兩次將35.39公斤和104.69公斤的龍蝦發往武漢華南海鮮市場；12日凌晨4時40分和13日上午7時，鄭某在市場西北路旁等來了他的貨物。根據A商戶的銷售記錄，這140.08公斤的美國龍蝦，有80餘公斤銷售給了3家固定酒店商戶，36公斤轉售給華南海鮮市場其他商戶，其中賣給B商戶老闆文某0.85公斤，其餘零售。武漢最早的一批新冠肺炎感染人員中，有3人正是B商戶員工，他們均在12月陸續發病。該商戶地面也採集到了1處環境陽性樣本。不僅如此，華南海鮮市場C商戶和D商戶從業人員明某、蔡某、徐某、胡某等，在藉用了A商戶採購的美國冷鏈產品包裝物後，也出現在了武漢最早感染者的名單中。從A商戶周邊的攤位圖可以看得更清楚。它的周邊商戶存在較多感染人員和環境陽性樣本。周邊較近的13家商戶及從業人員中，發現7家商戶有人員血清抗體陽性，其中1家商戶還檢出環境陽性樣本。 A商戶周邊商戶出現較多感染人員進一步調查發現，鄭某在海鮮市場還有41個交易對象和39名微信好友。他與E商戶、F商戶都有串貨交易，這兩家商戶均位於疫情最早集中暴發區域，多人血清抗體陽性；日常交往的H商戶、J商戶、K商戶等6家商戶，均發現多個陽性環境點和血清抗體陽性人員。 A商戶店主鄭某的多名交易對象和微信好友出現感染。華南海鮮市場早期疫情是否通過這批美國海產品冷鏈輸入，成為最大疑點。 2020年6月北京新發地、7月遼寧大連、10月山東青島的疫情溯源結果均指向進口冷鏈產品。因此，病毒附著在美國這批海鮮產品的冷鏈包裝物上進入華南海鮮市場，是完全可能的。這一可能性也得到了今年3月世衛組織發布的《中國—世衛組織新冠病毒溯源聯合研究報告》的支持。該報告指出：“研究表明，新冠病毒在冷凍食品、包裝和冷鏈產品的條件下可以存活較長時間。中國最近疫情中的指示病例與冷鏈有關；在向中國提供冷鏈產品的其他一些國家的包裝和產品上發現了該病毒，表明它可以通過冷鏈產品遠距離傳播。” 根據銷售、物流及報關記錄，華南海鮮市場疫情暴發前的2019年10月至11月，A商戶是整個市場唯一一家經營美國冷鏈產品的商戶。而且就是在11月中旬，A商戶採購了這批美國龍蝦，此後再未採購美國冷鏈產品。 2019年12月之後，武漢市部分醫院陸續發現多例有華南海鮮市場暴露史的新冠肺炎確診病例，此時距這批美國海鮮進入華南海鮮市場一個月左右，而這剛好是新冠肺炎從感染、潛伏到發病的一個週期。 X公司網絡平台訂購的這批美國龍蝦是由美國海貝公司封裝打包的。該公司成立於2011年，是一家專門從美國和加拿大採購新鮮北大西洋龍蝦的批發商。進入中國的這批龍蝦便是該公司在2019年10月20日至11月5日，從大西洋FAO21海域捕撈，後運往海貝公司工廠暫養。中國客戶下單訂貨後，經過冷鏈運至中國。這批美國海鮮從緬因州運至武漢華南海鮮市場的時間線美國海貝公司的總部所在地是緬因州。 2019年7月至10月底，緬因州疾病控制和預防中心、當地媒體和居民個人社交賬號便多次報告“電子煙肺炎”，也就是美國一直諱莫如深的“疑似新冠肺炎”病例。美國的流感季一般都是當年11月至次年6月，但“電子煙肺炎”卻提早到7月出現，這很不正常。而海貝公司工廠所在的約克縣早已發現“電子煙肺炎”病例，根據緬因州疾病控制和預防中心公佈的信息，早在2019年7月，約克縣醫院就接收了不少“電子煙肺炎”病例。地圖顯示，該醫院距離海貝公司車程不到2.6公里。地圖顯示，美國緬因州約克縣醫院距離海貝公司不到1.6英里（2.6公里）有人或許會問，這55箱龍蝦被分批運送給了5省份的26個客戶，除華南海鮮市場外，該批冷鏈產品在中國境內流轉過程中的裝卸、運輸、加工等人員及購買商戶均未發現感染病例。為什麼只有在華南海鮮市場發生了感染呢？這並不奇怪，在冷鏈產品包裝上，病毒可以存活，但無法複製，只是在某個包裝的一個或幾個部位存活下來。這批海鮮進入中國後，附著有病毒的這部分產品恰好被送到了華南海鮮市場，毫無防護措施的攤位工作人員在打開包裝銷售時，接觸到了附著在內包裝上的病毒而被感染，進而造成病毒擴散，疫情暴發。這種冷鏈傳播的偶發性，也在後來的北京新發地、遼寧大連、山東青島等地的疫情中多次出現。由此，一條由美國到華南海鮮市場的病毒傳播鏈條清晰浮現。

小學

讀於奉化市岳林中心小學，我的班主任是一個年紀50 的語文老師，班主任的兒子已經是一名大學生，我的同桌是一個班級成績拔尖的優等生，汪某（化名），他媽媽和我媽認識， 而我，是一個成績中檔的學生，我在仰視他的環境下度過了我的小學。

小學時候我還是一名積極向上的學生，我會復習，預習，做作業，為什麼？都是我媽強迫的，她說，讀書能改變貧窮，使自己做上等人。我相信但又很不情願地做這些事情，這對於一個本應該好好玩地孩子是很正常的事情，所以，我每次寫作業，拖拖拉拉，發發呆，沒有手機，那個年代只有家長才會擁有手機，而且還是諾基亞，我也從不抱著幻想我會得到一部手機。我的語文是比較差的，我的數學一般般，但是每當期末我書寫卻老是能考到很優秀的成績。這樣子讀多了兩年，迎來了三年級，英語出現了。這門科目，我挺喜歡，但是又學不上去，過了一學期我媽讓我去劍橋英語學習，劍橋的學習我學會瞭如何學習英語這門課也喜歡上了這門課。在劍橋學習了兩年，每週三晚上，週五晚上和周六白天，我的英語成績突飛猛進，基本位於班級前十，這也是我後來唯一喜歡的科目。每次！我考砸了，父母就拿同桌汪X給我講人家讀書多用工成績多好，我忍這種話忍了整個初中，考好了，幾句繼續努力就完事了。三年級，還發生了一件事情，我每週都去書法鮑老師家裡學習書法，每週六，學習了兩年，這也是我從一年級就開始喜歡的一門藝術。兩年後，我停止了去老師家裡學書法，有趣的事情發生了，我的書法老師竟然主動來找我，說他家的那棟樓(5層樓每層兩戶的套房)樓道的牆壁上出現了“哈哈”兩字，他憑字體看出了是我的寫的，所以，的確是我寫的，”調皮”就是我的tag，他要求我去把這兩個字刷刷掉，怎麼刷？讓我爸去刷，WTF？ “這樓到又不是你家的範圍是公共範圍，我寫的又不是你家裡，憑什麼讓我爸去弄掉，而且管你什麼事“這是我20歲回想起來後的內心獨白，當我才五年級的我根本沒聽懂他的意思。這件事情在他和我說了後一直過去了兩三週我都沒和我爸說過，不敢說，心想著自己去用修正液處理掉下，但是遲遲沒有去，這兩三週我書法老師每節課上都和我說，簡直沒完沒了，終於在第五週我和我爸說起了這個事情，我爸那時候正在和我媽討論支付暑假學習書法的費用，不是我家付不起，是因為那段時間教育局查得嚴，老師帶學生不能收錢，所以在暑假學習的時候我爸找上門付錢時候他很主動的拒絕帶學生不要錢，正好他們那天商量去給學費聽到我的話就明白了，這肯定是來變相要學費來了，當天晚上我爸就去了書法老師家裡付掉了學費，自那次起，書法老師在也沒和我提起過這件事情，我也再也給看他順眼過。關於玩電腦？想得美，一學期都不會給你玩，放假給你玩幾天快開學就不讓你玩，每天就給你1小時。

這是一段傳奇故事的起源，也是不可缺少的導火索，小升初因為只考了268，數學91，英語89，語文85，導致了我只能進入7班，普通班，也稱為中班，上有好班，下有差班，名稱什麼都無所謂至少我們的家長是這麼命名的。我的小升初成績在班級里大約是15名，全班45人，處於挺好的階段，我的班主任竺老師（男）教英語，是的，我最喜歡的科目的任課老師居然是我的班主任，但是他真的很有趣，我超級喜歡他，他教課很好，是一個很負責的老師，基本上一個月有幾個電話給我媽打過來😒Shit。剛認識這個老師，我非常約束自己，安靜，認真，舉手，我幾乎把電視裡的好學生該做的事情一件不差的演了出來，演了一學期，這裡我給我自己頒發奧斯卡最佳好學生影帝獎，所有老師都信了我是一個積極向上的好學生，家長眼中的學習積極分子，但是我的成績並不理想，我的語文成績再次成為了我最頭疼的科目，不及格再一次在這個學習出現，這個世界上最懂自己的還是只有自己，我深刻明白最適合的不是學習，而是演戲，所以我把這齣好學生戲演到了期末，期末考試一結束，我宣告自己自導自演的“初中一年級第一學期”這齣戲成功殺青，我毫不猶豫的在教室里和一個同學瘋子一般的在教室裡追逐著用粉筆互相砸對方，被從辦公室出來的班主任逮個正著，大聲的吼住了我“你在發什麼神經”，來教室後懲罰我去教室門口站著，Good，這是這輩子以來最mother fickin shit的事情了，順便還在考後的短短三天假期佈置了全班罰抄英語課本單詞的作業👍，太牛逼了。我的小學同桌，初中是4班，依然是我媽每次給我對比的優秀好學生，“人家汪X到了好班都是前幾名的再看看你，爛屎蛋，不會讀就直說好了，我也不用管你了“。這話是我周末看電視都能聽到的諷刺的話。第二學習的開始我無法繼續著我演好學生的角色，就像是一名間諜，被敵人發現怎麼繼續臥底，所以我很約束的表現出了真實的一面。初中直至了第三年，我的房間多出來了台電視。是的舒服的很，玩電腦既然這麼艱難我還有電視看，每當我爸媽飯後去散步的時候我就打開電視看《俠嵐》，這也是我最喜歡看的國產動畫，那麼問題來了，作業怎麼辦，從來沒有很乖地寫過，差不多20點多我爸媽散步回來，我才開始寫作業，從來不擔心寫到幾點，我有同學們的電話， 21點就是最佳的遠程抄作業答案的時機，完成了語文數學或者數學英語的我，通過電話和其他同學們交換作業，那個年代有我這麼玩科技的真的不多，其他同學基本都是教室里分工作業的但是我基本不擔心下課就應該休息，當然也有比較煩惱的時候，寫數學來不及而且全是大題目，根本沒法電話抄，don't worry,I have good idea，第二天上學，第一排收作業的我，把我們組同學的作業和我的作業放進我的夾克里，褲子口袋藏著筆，光明正大的走到班主任面前稱自己肚子不舒去上廁所，實際則是去抄作業。關於玩電腦，父母把電腦反鎖在他們房間不讓我玩，但是破解它在我看來並不是什麼難事，他們房間的上邊有個小窗，每當他們週末出去，我就一腳踩著門把手，雙手把自己舉起來從小窗戶進入他們房間，Good，Very good，沒有你做不到只有你想不到。為什麼我父母要鎖門，在這之前他們出去都是不鎖門的，我會很直接的去玩電腦，每次他們回來都是來摸電腦溫度這一招，一熱，問題很明顯，馬腳全漏，反倒使我更加不敢玩電腦，但是反鎖門，使我更加開心，聽到他們回家的聲音我就從反鎖的門扣上鎖把門關起來，一點馬腳都不會出現，而且他們反鎖門跟本就不關機電腦，就這樣，我在這樣惡劣的環境下學會了剪輯，走上了中國影視這條不歸路。初三，下學期，我惡劣頑皮，上課和同桌玩，開小差，有一次我上課走神，班主任講課一般停下一粉筆扔過來我才被從大腦休眠中驚醒，總之班主任把我調到了第一排，一人一桌，神仙寶座，我坐著這個位置一直做到了畢業。

非常時期非常做法

時間先去到1940年嘅8月，8月1號，冀南、太行、太嶽，三個解放區成立統一嘅行政聯合辦事處，簡單啲嚟講，即係成立政權(蘇維埃)，國民黨蔣介石一直提防中共擴張勢力，不過亦都無能為力。兵荒馬亂，佢自己退守大後方重慶，泥菩薩過江自顧不暇，其實仲邊有能力抑壓中共勢力不斷坐大？8月1號，修建接近8年嘅國立中央圖書館喺南京開幕，館長係蔣復璁（1898—1990），蔣復璁係浙江省海寧人。北京大學哲學系畢業，曾公費到德國柏林大學進修圖書館學。曾任職國立北平圖書館（中國國家圖書館前身）、國立中央圖書館第一任館長，亦係1965年在台北市士林區外雙溪重建國立故宮博物院的首任院長。與金庸(查良鏞，1924-2018)有親戚關係，金庸稱其為「表哥」。

8月2號，日本外相松岡洋右(1880-1946)聲言已以日、滿、華爲樞紐，解決中國事件。日即係日本，滿即係偽滿洲國，而華即係汪偽政權。蔣介石嘅重慶政權係非法嘅，中共更加唔使講。松岡洋右曾經處理過日本退出國際聯盟，簽定日德意三國軸心國聯盟，日蘇中立條約等太平洋戰爭爆發前日本外交多次重要事件。日本投降後，響同盟國召開嘅東京軍事法庭審判中途病亡。

8月4號，晉西北根據地進行交通破襲戰，奮戰8日，毀同蒲綫大同至曲陽��，及汾離公路全綫，破壞日本人嘅運輸路線。響一場戰爭裡面，運輸係非常重要一環，大佬唔係喐下就核平對方吓嘛？三軍未動，糧草先行。冇辦法將糧草、武器同士兵送到交戰之處，就算幾惡都冇用。8月6號，越南法國總督同日軍代表簽約，允許日軍登陸海防。

8月7號，中蘇新商約簽字。同一日，國民政府財政部公佈《非常時期銀行管理暫行辦法》，更集中地控制國統區內嘅金融。《非常時期銀行管理暫行辦法》等十條，主要內容包括：各間銀行經收嘅普通存款，應以所收總額嘅20%為準備金，轉存當地中央銀行、中國銀行、交通銀行、農民銀行四行任何一行，即係你存100蚊入銀行，政府就抽起你20蚊，真正非常時期非常措施；另外，政府亦都規定每間銀行應準備存款放款匯款報告表，呈交財政部查核，表格方式由財政部規定；而財政部更可隨時派員檢查銀行賬冊、薄藉、庫存狀況及其他文件。財政部權力無限大，隨時可以向銀行查賬，唔俾你走資，更唔畀你勾結日本人或共産黨。《暫行辦法》又規定對違反該辦法者處以3000蚊以上，10000蚊以下，或所經營業務金額50%以下嘅罰款，罰款嘅數目亦都非常浮動，價錢任佢開。

今日睇返，叫嚴重干預自由市場，但戰爭時期，政權生死攸關，唔通唔管咩？呢個世界有一樣嘢，要永遠排喺第一位，相對起呢樣嘢，其餘一切皆不重要，依一樣嘢叫做：「國家安全」。香港人過去對「國家安全」概念非常薄弱，因爲我哋係響英國殖民地被教育下長大，英國人當然會向香港人灌輸「中國國家安全」依個概念，凡事都係因果。

8月14號，豫東暴雨成災，太康、邱營、黃口等縣災情嚴重。今日，青幫領袖，預備浙江省主席張嘯林被軍統特務殺死。張嘯林（1877—1940），民國初年知名黑道人物，浙江寧波人，上海青幫頭目，國民革命軍少將，名張寅。加入青幫後，與黃金榮(1868-1953)、杜月笙(1888-1951)並稱為「上海青幫三大亨」，簡稱「上海三大亨」，上海人講「黃金榮愛錢，張嘯林善打，杜月笙會做人」之說，抗日戰爭時期，張嘯林投靠汪偽政權。今日，中共軍人，十大元帥之一徐向前(1901-1990)部隊接管國民黨山東省政府駐地魯村。

　　法制晚報訊（記者 任小佳） 雲南省麗江市寧蒗縣爛泥箐鄉大二地中關村希望小學，羅丹起身離開，發現腳上的涼鞋一走就掉。原來，她的畢業班學生們趁她和同學告別時，悄悄地把她的鞋帶都解開瞭。羅丹問孩子們為何這麼調皮，學生的回答頓時讓她淚目：“羅老師，我以為把鞋帶解開，你就不走瞭。”

　　滇西北支教團成立十年來，共計2200多名志願者先後進山，為麗江寧蒗縣山區（小涼山）的孩子們埋下希望的種子。與此同時，這些老師們也時刻感受著孩子們的純真。

　　都市“白領”到山區支教 “我想我必須要來”

　　來滇西北支教團之前，羅丹是成都一傢互聯網公司的“白領”。

　　“之前在讀書的時候就想來支教，後來我在微博上看到關於支教的文章，我想我必須要來瞭，否則以後就來不及瞭。”10月10日，法制晚報·看法新聞記者來到大二地中關村希望小學，見到瞭這位90後女孩。

　　為瞭支教，她換瞭一個電話號碼，“這個號碼隻有爸媽知道，就是擔心以前客戶打電話來。”偶爾用起微信，羅丹也是在“曬娃”——她和學生們的合影。

　　這座大山深處的小學校門口有一條土路，學校旁還有一排小木屋，其中一傢是小賣部。羅老師笑著介紹：“這是我們的商業步行街。”

　　剛到學校，羅丹把漏風的窗戶封上，被褥都慢慢置備齊全，“其實這些環境的差異，我在來之前都想過。我當時想著或許三四個月才能洗一次澡，或許逢年過節才會有頓肉，但是當你真正來到這裡的時候，重心不在這裡，而是想和孩子們在一起，教給他們新的東西。來的時候就做好瞭心理準備。”

　　剛到這所希望小學時，晚上去廁所是羅丹面對的巨大挑戰，“廁所太黑，所以我就不喝水，晚上也不敢吃東西，自己憋著。一個人上廁所害怕，就給爸媽打電話，聊天的時候，轉移自己的註意力。一開始沒告訴他們我怕什麼，後來他們知道瞭，接我電話就超快，怕我憋壞瞭。”羅丹笑著回憶。

　　現在這些對她來說已經不算什麼瞭，這學期她還要在這個廁所裡沖澡：“我準備瞭浴盆和水桶，準備在廁所沖涼。支教團捐瞭熱水器，出太陽的時候就會有熱水。”

　　學生悄悄解開老師鞋帶 “以為這樣就不走瞭”

　　黑色的披肩長發、大大的眼睛、微笑的模樣，身穿橘色的長裙，左手拉著一個紅色的小箱子，右手拿著一朵七彩花瓣的鮮花，這是羅丹的學生描繪的她的樣子。

　　上學期，羅丹教的是畢業班，現在提到他們，羅老師仍會禁不住流淚：“有學生趁我和他們告別時，悄悄把我的鞋帶都解開瞭。支教團提醒我‘羅老師，該走瞭’。剛一走，鞋子都掉瞭，我就有點生氣，老師都要離開瞭，你們還這麼調皮，一個學生馬上說：‘我以為把鞋帶解開，你就不走瞭’。”

　　羅老師細數每一個和同學們相處的故事：剛到學校就抱著孩子們，給他們每一個人剪指甲；學生們每次送給老師一兩個小核桃，慢慢累積起來，現在擺滿瞭兩層架子；放小長假時，三年級的李天奧悄悄走到村口送羅丹，內向的他悄悄對羅丹說瞭聲：“送你，拜拜！”

　　在滇西北支教團，先後有2000多名像羅丹這樣的支教老師走進大山。這支在2007年組建的支教隊伍，已發起支教活動67次，覆蓋的學校有49所。在羅丹看來，現在學校的硬件已經很完備，但這些孩子對外面的世界還是知之甚少。

　　為瞭告訴孩子們這個繽紛的世界，羅丹精心準備瞭視頻和塑封好的風景圖片，“因為這個地方沒有海，所以我會準備一些船、海這類圖片給他們看，還有動車、草原等等不同的風景，給他們埋下一個小種子。”除瞭實景，還有一些抽象的彩色圖案，“這就是讓孩子們隨意想象，可以說是雨傘也可以說是宇宙，總之，不會限制他們的想法。”

　　傢訪留守學生 “孩子們最缺少陪伴”

　　在羅丹看來，這些孩子最缺少的還是陪伴和關愛。

　　10歲的沙梅是當地五年級的學生。在不上課的周六和周日，她和親戚傢的小夥伴兒們能放十頭牛。她說：“把牛放到山上吃草，看牛的肚子大瞭，牛就吃飽瞭。”

　　而沙梅的父母常年在浙江打工，父親正好在9月底回到傢中，幫忙秋收。在羅老師傢訪期間，內向的父女倆之間話也並不多。沙梅奶奶講，沙梅的父親一年隻回這一次傢，“就是秋收忙的時候，回來幫忙。”即便是春節也沒有回過傢。每次回來秋收能留在傢中二十天左右，這意味著，再過幾天，沙梅的父親就要返回工地。

　　當被問及想不想媽媽，小姑娘不再揪著田裡的玉米稈，而是把頭埋下去止不住流淚。

　　羅丹馬上轉移沙梅的註意力，提醒沙梅下午是她喜歡的體育課，到時候讓她帶著同學們分組練習。羅老師拉起孩子的手，從田間回到學校。

　　除瞭體育課，沙梅最喜歡語文課，“因為我喜歡故事”，而《拇指姑娘》是她最喜歡的故事：隻有拇指大小的姑娘經歷瞭被癩蛤蟆抱走、被金龜子拋棄等等波折後，燕子邀請她一起飛過高山，飛到溫暖的國度裡去，在那裡，自由而獨立的拇指姑娘和花王子一起生活。

　　楊曦霆，滇西北支教團團長：支教的效果從來不會一步到位，教育需要每日澆灌，用愛守護孩子們成長。

　　子亞雄，滇西北支教團麗江辦公室秘書：我是雲南麗江土生土長的彝族人，上大學期間萌生瞭想要支教的想法，想要幫助更多像我一樣渴望走出大山的孩子。

　　楊奕：我今年19歲，現在是大二的在校生。這次是我第三次上山，而且我穿上瞭夢寐以求的領隊服。這不僅是一種認可，更是一種傳承。是小涼山的這群孩子，讓我在這樣一個浮躁的年紀能夠靜下心去做我想做的事情。

　　魏弋涵：我是1988年出生的蘭州小夥。從18歲上大學起，支教這件事就是心中一顆從未熄滅的火種。直到17年後我決定暫時放下工作，與滇西北支教團結緣後進瞭大山教書，孩子們的成績越來越好，便會使我更加肯定這一切的意義。我們需要更多的愛加入我們。

　　唐佳佳，自由職業者：一幅畫，一封信，一束花，一聲問候，一篇日記，那便是對孩子們成長的責任，也是我前進的動力。炊煙與牛羊同在，青春與歡樂同在，驚喜與感動同在，飛翔與夢想同在。大山裡，我與孩子們同在，柳樹下，指縫間，瞇眼的幸福，是最難忘的相偎相依。支教這件事，值得用時間，“畫”出更美的藍天。

　　沈棲因，影視動畫應屆畢業生：我選擇參加支教一年，沒有太多理由，就是一句話“我想來，就來瞭”。有人問我，你不考慮以後嗎？其實也就一句話，你到這瞭看到這些孩子瞭，就會覺得太值瞭。幾天接觸下來，孩子們很喜歡圍著我，用衣服兜著果子帶給我，他們在短短的時間裡就讓我有太多的感動。我喜歡這兒，每天在雲裡醒來，在星空下熟睡，無時無刻不感受孩子的純真。

　　徐曦瑤：因為我在來雲南之前工作就是老師，對於我也沒有支教這一說，隻是想來這裡不僅能教孩子們一些東西，也能更好地去感受山裡的生活。到山裡之後發現，學校的條件沒有我想象中的那麼差，教課也沒有想象中的那麼簡單，孩子們非常單純可愛。希望這一年的時間，可以多付出一點，也多收獲一點。

　　李智，大二學生：做支教老師是在我上大一的時候就有的想法，我就是想在這些孩子需要幫助的時候我來瞭，對他們的幫助會很大，我會帶他們學習平時學不到的東西。來到學校這段時間，我發現我會把這裡當成自己的傢，我可能給不瞭他們經濟上的支撐，我能做的就是讓更多人知道他們，能和他們互動。

　　楊凡，師范類小學教育畢業生：當我看山裡的孩子的教育和生活之後，我決定要來這裡。當在山上待瞭一個月之後，我喜歡上瞭這個地方，這裡沒有城市的那種浮躁，無論是大人還是小孩都非常淳樸。每天與小孩在一起的時候，那種簡單、快樂、充實，是在城市裡永遠都無法體會到的。

【浙江一高校現疫情 3千餘名師生轉移】2022年4月12日晚，寧波鄞州區在集中隔離點發現1例新冠病毒初篩陽性感染者，為4月12日中午通告的確診病例的密切接觸者。該感染者居住於浙江萬裏學院錢湖校區，為在讀學生，實習於寧波山海駁資訊科技有限公司，已完成新冠疫苗3針接種。採樣已送寧波市疾控中心復核。

鄞州區立即啟動應急回應機制，全面組織開展流調溯源、隔離管控、核酸檢測等工作，並對其居住場所進行環境採樣檢測及消毒，已對該感染者的密接、次密接進行全面排查，第一時間落實管控措施。後續情況將及時向社會公佈。

該感染者4月7日以來曾到過的主要公共場所和活動軌跡如下：

4月7日，萬裏學院錢湖校區、寧波山海駁資訊科技有限公司（鄞州科技孵化園）。

4月8日，上午乘坐動車前往臺州（高鐵寧波南站，D2281），下午從臺州返回寧波（G344），萬裏學院錢湖校區。

4月9日至4月11日，在校未外出。

2022年4月12日中午，鄞州區報告1例新冠病毒初篩陽性感染者。該感染者居住於鄞州區浙江萬裏學院錢湖校區，為在讀大四學生，現實習於寧波搜迅網路科技有限公司，已完成新冠疫苗3針接種，採樣已送寧波市疾控中心復核。

該感染者4月6日以來曾到過的主要公共場所和活動軌跡如下：

4月6日至4月8日，萬裏學院錢湖校區、鐘公廟街道慧和大廈寧波搜迅網路科技有限公司、瑞幸咖啡慧和大廈店（4月7日上午）。

4月9日至4月11日，萬裏學院錢湖校區、校內羅森便利店旁小店（4月10日傍晚）。

4月11日下午，由學校專車往返首南街道南裕社區核酸採樣點。

浙江萬裏學院3000多名師生員工

閉環轉運至隔離點

據浙江新聞客戶端消息，從12日下午4點開始，浙江萬裏學院開始轉移師生員工到隔離點，首批轉移了342人，全部為陽性病例同幢宿舍樓的學生。據浙江萬裏學院黨委委員、秘書長王銀福介紹說，他們將轉移師生員工3366名。其中，學生3187人，教師及家屬179人。

從淩晨3點5分開始，轉移啟動，指揮部根據隔離酒店容量動態編組，確定人數。每一輛車確定組長與副組長。總共調配近130輛大巴車進行轉運。

據悉，昨天下午，萬裏學院錢湖和回龍兩個校區共計20179名師生員工進行了核酸檢測，今天淩晨零點30分，檢測結果全部為陰性。

上城區調整封控區、管控區、防範區範圍

根據國家、省疫情防控有關規定，經有關專家研判，確定將原2022年34號、35號、36號、37號通告涉及的上城區部分“三區”管控範圍和措施調整如下：

一、管控範圍

1.九堡街道九潤公寓“三區”管控範圍：九堡街道九潤公寓11幢作為封控區，九堡街道九潤公寓作為管控區，和睦港-紅普路-科城街-杭海路合圍區域作為防範區。

2.筧橋街道筧東嘉苑“三區”管控範圍：筧橋街道筧東嘉苑18幢作為封控區，筧橋街道筧東嘉苑作為管控區，明石路-天城路-環站東路-環站北路-松碧街-機場路-德勝路合圍區域作為防範區。

3.筧橋街道白石社區錢塘白石嘉苑“三區”管控範圍：筧橋街道白石社區錢塘白石嘉苑16幢作為封控區，筧橋街道白石社區錢塘白石嘉苑作為管控區，明石路-天城路-環站東路-環站北路-松碧街-機場路-德勝路合圍區域作為防範區。

4.筧橋街道萬事利大廈園區“三區”管控範圍：筧橋街道萬事利大廈園區作為封控區，天城路-環站西路-機場路-範家路合圍區域作為管控區，秋石高架-京杭運河-董家路-環站西路-機場路合圍區域作為防範區。

二、管控措施

1.封控區實行“區域封閉、足不出戶、服務上門”硬隔離封控措施，卡口實行24小時值守，僅允許保障生活物資、醫療防護轉運車輛（人員）進出，對因就醫等緊急情況確需外出的人員落實閉環管理。

2.管控區實行“只進不出、人不出區、嚴禁聚集”管控措施，僅開放生活保障場所，守好“小門”。

3.防範區實行“非必要不出區、強化社會面管控、嚴格限制人員聚集”的管控措施，暫停室內密閉公共場所營業，從嚴規範農貿市場經營管理，其他公共場所按既往人流量的30%控制人數，企事業單位提倡線上辦公。

4.對不服從封控管理的人員，一律依法處理，涉嫌犯罪的，依法追究刑事責任。

為此，記者聯繫當杭州市商務局商貿運行處負責人，該負責人表示：從近期每天回饋的數據來看，杭州蔬菜供應充足，價格穩定，沒有囤菜的必要。

作為杭州市最大的菜籃子，杭州農副產品物流中心承擔著杭州市75%的農產品供應量，目前該中心內的糧油、蔬菜、肉類三大專業市場正常有序營業。

“伴隨山東、福建等地疫情好轉，杭州蔬菜的供應管道更多了，市場的蔬菜供應沒有問題。”杭州市商務局商貿運行處相關負責人說。

以良渚蔬菜市場和聯華等連鎖超市為例，記者梳理近四天的數據，每天總銷量維持在2100噸左右，市場內蔬菜品類齊全，價格整體趨於穩定，僅有白蘿蔔等個別品種批發價略有上漲。

拿4月12日來說，60家杭州主城區農貿市場的蔬菜價格穩定。比如，大白菜8.32元/公斤，番茄15.22元/公斤。

據瞭解，從4月9日開始，進入杭州農副產品物流中心，開始施行機動車單雙號通行，符合條件的車輛在查驗健康碼、行程碼、通行證以及24小時核酸檢測陰性證明後放行。

餘杭也積極落實暖心服務：在農副產品物流中心附近設置了24小時免費核酸監測點，為需要進出物流中心的從業人員、採購商及貨運司機提供採樣服務。
