The plot is something like...

Yor is searching for Yuri, who surfaced months ago and never returned. At some point she saves Loid. In exchange, Loid teaches her How To Human™ so she can continue searching on land for her brother. CUE FAKE TO REAL FAMILY PIPELINE.

Yuri is actually infiltrating the Ostanian trafficking ring from the inside, i.e. he and Loid basically have the same goals/mission, except Yuri is also looking to avenge his slain parents. He's still very protective of Yor and is baffled when he runs into her in Berlint. (In other words, Yuri is mermaid Sasuke)
